Finance Director, Pact Global Microfinance Fund (PGMF) in Myanmar

Finance Director of PGMF in Myanmar is a Yangon-based position with limited travel to the field sites, reports to CFO of PGMF on a dotted line basis and to COO of PGMF on a solid line basis; works in coordination with Pact DC HQ finance team to effectively and efficiently manage the overall financial, reporting, and risk management aspects of the local organization’s activities in Myanmar under the guidance of the CFO and in support of the COO. Will focus on the following functions: Accounting, Budgeting & Budget Control, Financial Analysis & Reporting, Funds Management, Treasury & Cash Management, and Internal Controls, and will carry out its duties in a manner that are consistent with national & international accounting standards and microfinance governing bodies.

Responsibilities:

Financial Management & Accounting

• Oversee PGMF finance department, general accounting, and a team of financial professionals responsible for the overall financial management of the Pact MFI programs, projects and assets in Myanmar.

• Responsible for the Pact MFI liquidity management for loan operations. Ensure that Pact MFI maintains its stated minimum liquidity as required to ensure a smooth operation of the credit program.

• Monitor Pact MFI financial performance and provide financial reports to the COO, CFO, senior MFI staff, regulators and other stakeholders – in the form required by the regulatory bodies, investors and Pact, Inc., under the process and timeframe prescribed by the CFO, with internal reports required at least monthly.

• Review all formal financial reports in coordination with Pact Global Finance and the CFO for approval for transmission / release before they are sent to the relevant donor or other stakeholder.

• Ensure timely monthly closings of PGMF activities in Myanmar, with all financial transactions appropriately entered into the applicable financial management systems on a timely and ongoing basis to ensure effective consolidation at both the local and international level.

• Design, enhance, and implement accounting systems and workflow processes for the institution to ensure responsiveness to internal control requirements.

• Ensure field control accounts monthly reconciliations are correct, duly signed, approved and verified by the authorized staff.

• Ensure a regular monthly reconciliation of the loan portfolio account book balance to the portfolio balance in the MIS or other software system being utilized.

• Ensure that all advances and liquidations of employee and subgrantee expenses, and vendor transactions are adequately supported and appropriately and timely recorded.

• Approve journal vouchers as appropriate and ensure that entries into the financial management system are current, accurate and complete, ensuring adequate supporting documentation.

• Approve the preparation of monthly project cash requirement requests for PGMF and its affiliates as may be applicable for operations and programs, while ensuring that the cash balance maintained is not excessive as per Pact’s cash management policy.

• Act as banking liaison for locally-held accounts and monitor exchange rates to make timely decisions regarding drawdowns and cash transfers.

• Review Project Status Reports (PSRs) received from headquarters and provide COO, Global Finance Manager, FP&A, and the Program Departments with up-to-date information and pipeline projections that may be needed by donors or for Pact’s consolidated budget planning.

• Work closely with project coordinators over the project implementation regarding forecasting and cash flow projections.

• Oversee PGMF inventory controls in Myanmar.

• Ensure PGMF / MFI local financial records organization, retention, and security.

• Ensure compliance with organizational financial policies and procedures, as well as statutory financial requirements.

Funds Management, Treasury & Cash Management

• Prepares weekly cash flow projections for funds required by operations.

• Develops short and medium-term financial projections and funding plan.

• Quantifies the costs of various funding options and analyzes loan transactions.

• Evaluates the organization’s funding exposures and risks, identifying, measuring, and controlling the institution’s asset-liability (maturities, FX, and interest rate) risks.

Financial Analysis & Reporting

• Define ways of presenting institutional data that are consistent with microfinance industry standards.

• Coaches and trains staff in use of financial ratios.

• Benchmarks financial and operations performance against microfinance peers.

• Analyzes and interprets financial ratios and indicators to identify causes of performance gaps.

Budgeting & Budget Control

• Oversight of budget preparation, processes and management in conjunction with the relevant program managers, MFI managers, including the development and review of relevant standard costs and scales for the programs.

• Regular review with the CFO and COO of the business plan and strategic plan for the growth of the Pact MFI and its profitability.

• Develop 3-year / 5-year Microfinance projections with the COO and CFO for prudent growth management.

• Oversight of and/or preparation of budgets and revenue plans based on Program information collected under a consultative process.

• Ensure budgetary control by tracking expenditures and provide justification for variances to plan, allocations and reclassifications, when required.

• Assist in development and tracking of budgets for field programs.

• Prepare financial estimation/budget for new funding opportunities for the Pact MFI and new projects of PGMF under guidance from COO.

Audit: External and Internal Audit for PGMF Programs

• Manage annual financial and compliance audits of PGMF in Myanmar as related to Projects and the Pact MFI, if separate audit by project donors as may be required.

• Coordinate donor employed audits for their funds, and manage those donor-initiated audits in conjunction with Pact DC HQ Finance Team and the project and MFI teams.

• Provide timely response to Pact DC HQ Finance Team providing copies of supporting documentation and responding to requests for information from external/internal auditors.

• Draft timely and complete management responses to audit findings, and follow up on corrective action plans as required.

• Coordinates with the internal auditors of the Pact MFI and ensure MFI internal audit findings are monitored and responses satisfied.

• Arrange capacity building workshops or training for the internal auditors on needed skills area.

• Update COO and CFO / Pact DC Finance on all audit engagements, audit findings and the status of corrective action plans, as may be applicable.

Subaward Financial Management

• Oversight of and coordination with the program unit as well as training/mentoring of staff where necessary in the financial management of the programs’ subaward agreements with local NGO's.

• Equip staff to provide technical assistance to local NGO's in the area of financial management and subaward compliance.

• Supervise regular site visits by finance staff to audit subrecipient transactions matching expenditures to adequate supporting documentation. Support financial management of subawards, including: processing advances/liquidations, monitoring/compliance visits, and close-out procedures.

• Ensure financial monitoring systems are in place and generate timely and relevant reports, including analysis and tracking of subaward commitments, obligations, awards and liquidations.

• Facilitate meetings between Program and Finance department to review subgrants matrix; ensure reconciliation between accounting records and subgrants matrix.

• Liaise with Pact DC HQ Grants and Contracts office where necessary for advice and interpretation of donor and organizational policies and procedures.

Supervisory Responsibilities

• Supervise staff responsible for managing financial/banking duties of microfinance, general accounting and subaward accounting for PGMF and its affiliates/projects in Myanmar.

• Assist and train finance and grants staff in properly using financial programs and tools.

• Mentoring and training of staff to ensure they have the appropriate skill levels for their positions.

• Provide training and/or guidance to field staff on organizational and donor policies, procedures, and guidelines, as well as compliance with local laws and regulations.

Other Responsibilities

• Attend and present at PGMF / Pact MFI board and committee meetings, as may be necessary.

• Establish positive relationships with all MFI stakeholders (i.e. donors, investors, financial institutions, etc.).

• Establish and maintain a sound working relationship with the Microfinance Supervisory Enterprise of the Ministry of Finance of the Government of Myanmar for ensuring all compliance with the Microfinance Law in Myanmar.

• All other duties as assigned by the PGMF CFO and COO.

Qualifications

• Strong knowledge of microfinance-related financial management or small loan management of private banking sector.

• Prior relevant experience at a similar level of responsibility.

• Demonstrated capacity to create and/or maintain systems and procedures for managing complex programs with many implementation sites, partners and beneficiaries

• Anticipates future conditions, problems and opportunities, and communicates them to management.

• Professional experience in the region or knowledge/experience of similar setting is highly desirable.

• Skilled in accounting and financial management software.

• Good analytical skills.

• Ability to work in a challenging environment and travel within the country on short notice.

• Strong communication skills and cultural sensitivity.

• Strong leadership skills and management abilities.

• A can-do, motivated personality that can manage deliverables while mentoring and motivating staff is highly desirable.

Education and Experience Requirements:

• BA/BS in Finance, Accounting, or related field Higher Degree preferred.

In 2013, HelpAge moved into Kayin State, this position is part of the HelpAge structure in Myanmar to lead the implementation a European Union (EU) funded project under the Aid to Uprooted People (AUP) in Myanmar budget, titled ‘Creating an Enabling Post-conflict Environment for Populations in Kayin State, and Facilitating the Safe Return of IDPs and Refugees’. HelpAge in collaboration with partners will implement the project from early 2013 to early 2017 in 80 communities of Thandaunggyi, Hpapun and Kawkreik townships. Field implementation will be carried out in each target township either by HelpAge staff directly or by local partners. HelpAge leads the Consortium which will be coordinating the work. The project team will be headed by a Project Manager who will be reporting to the Country Director of HelpAge and will coordinate the work of Consortium Members to achieve project objectives on time.

The ideal candidate will have experience of working in conflict or post-conflict areas and with vulnerable groups and substantial international experience in managing large rural development projects, preferably including Myanmar or South East Asia. The ideal candidate will also have demonstrated leadership and management skills. Substantial experience in conflict or post-conflict areas preferably in Myanmar is highly desirable.

KEY RESPONSIBILITIES:

Assessment and Programme Design

Coordination

SKILLS AND COMPETENCE:

• A post-secondary training in civil engineering, environmental engineering, hydrogeology or other disciplines that provide an understanding of technical Water, Sanitation and Hygiene interventions
• Minimum of 3 years of NGO experience with practical delivery of WASH project during emergency and/or recovery phase
• Significant practical and design/management experience in any of the following fields:Participatory approaches and tools, field assessments and monitoring, community development, contract management, public health and/or community infrastructure projects.

As an INGO operating in one of the 10 prioritized countries under the call, Plan International was successful in submitting a project concept meeting the programme aim of building the evidence on how to do resilience at scale, aiming to influence policy and institutional changes. The BRACED programme has a particular emphasis on building the resilience of women and children to climate extremes.

Under component B, Plan International is leading a consortium (including World Vision International, ActionAid, UNHabitat, BBC Media Action, and the Myanmar Environmental Institute) to scale up actions on the ground across Myanmar, to build the resilience of people to cope with climate extremes.

As a first step in this process a six month development phase will be undertaken. The development phase team will include a Project Manager and M&E Consultant. DFID has designed the purpose of the project development phase to support the delivery of the following outputs:

• Build consortia/partnerships/alliances to implement scaled up projects. • Undertake pilot work and studies to provide more evidence on the costs and benefits of the proposed approaches – including details on the unit costs of proposed actions. • Develop a results framework with baselines and milestones, and clear theory of change and an evaluation framework in partnership with wider BRACED programme.• Document lessons learnt and best practices that can be shared under the knowledge management component. These should be made available/published in the public domain by the end of the project development period.

DFID is recruiting a BRACED Fund and Knowledge Manager who will also provide technical support for the project development phase. After the development phase the full project will be rolled out led by a Project Manager overseeing the consortium.

Objectives of the consultancyOverallTo lead the implementation of the Development Grant.

Specific Objectives1. Work with consortium partners and lead the consolidation and piloting the consortium’s core model of resilience: bringing together partners’ different, existing approaches and tools for the community based action to be implemented by all consortium partners during the full three year BRACED project period. Once consolidated, the model will be piloted in three target communities in three different townships. 2. Secure stakeholder commitment to the project: share the project concept with local and national authorities and non-state partners, to build necessary awareness and secure buy-in towards the project’s outcomes and activities aim during the full implementation phase. 3. Support the piloting of CBO strengthening approaches: complete a detailed stakeholder context analysis to assess CBO organisational and technical capacity needs and interests.4. Consolidate donor reports (including three month narrative report and brief monthly narrative programme updates) in liaison with consortium partners.

Methodology• The consultant will report to Plan Myanmar’s Business Development Manager and work closely with Plan Myanmar’s DRR Programme Manager as well as Plan UK’s DRR & Resilience Advisor,• The consultant will engage directly with consortium partners for all activities as required, and will be expected to plan and facilitate meetings as necessary.• The consultant will supervise a separately hired M&E consultant for the Development Phase Grant.• The consultant will be expected to represent the consortium in external meetings, with the ability to gather inputs from all consortium and project partners, and addressing concerns and disagreements in a professional manner.

TimeframeThe consultant should be available to work for up to 12 days per month between March and September 2014

Main tasks and Responsibilities of the Position:

Under the overall guidance and supervision of the UNAIDS Country Coordinator, and the direct supervision of the Advisor (Prevention), the Technical Officer works towards an enabling environment for improved and expanded HIV prevention services for people dependent on drugs, men who have sex with men/transgender and people engaged in sex work, especially in the area of reducing stigma and discrimination. • Conducting or assisting in the conduct of a national review of social science research findings (in English and Burmese) related to drug use, sex work and male to male sex, resulting in the development of one or more synthesis papers that can be used for advocacy, capacity building and to inform prevention programming approaches. Conduct a process of consultation with existing key partners and new partners towards the development of a national research agenda on HIV prevention for Myanmar.
• Starting with the adaptation of an existing or the development of a new training curriculum, identify, train and coach a number of journalists and news editors to ensure reporting of news about people who inject drugs, engage in sex work or have male to male sex is unbiased, compassionate and understanding.
• Work together with the National HIV Policy Officer in the organisation and provision of HIV prevention seminars and workshops for senior policy makers and decision makers

Education:

Essential: First university degree in social sciences, development studies, public health or related fields. Desirable: Specialization in one of those above fields

Experience:

Essential: At least 3 to 6 years of professional experience working in Myanmar in the area of HIV prevention, policy and/or community mobilization. Experience or knowledge of prevention programmes particularly issues related to harm reduction is essential, including: role of Health and Police, existing legislation and policies; needs of key populations; specific interventions such as condom promotion; needle and syringe programmes and methadone.
Desirable: Experience in the UN system, experience of living with HIV.

Languages:

Essential: Fluent in Burmese. Advanced level of English.
Desirable: Good working knowledge of one or more of Myanmar’s national languages.

Functional/Technical Knowledge and Skills:

Myanmar is the world’s second largest producer of opium poppy, with an estimated 57,814hectares under cultivation in 2013, representing an increase of 13% over 2012 levels and almosttriple the cultivation from the 2006 level of 21,600 hectares. UNODC estimates that over 335,000households are dependent on opium poppy cultivation in Myanmar. Two-thirds of thesehouseholds are dependent on opium poppy cultivation (OPC) for their food security. In southernShan State’s ceasefire areas this proportion is greater, and the food shortages are estimated toaffect over 75% of the opium poppy growing population.

UNODC addresses these issues through its alternative development projects currentlyimplemented in southern Shan State, where 90% of opium poppy is cultivated.With 85 villages in Hopong, Loilen and Pinlon townships of southern Shan State targeted forprojects support, UNODC works with the opium poppy growing farmers to provide alternative licitincome opportunities to reduce food insecurity and support sustainable viable income forfarmers.

In particular, UNODC works with the farmers to ensure increase of yields, reduction of croploss and introduction of short-term food crops and permanent cash crops that can be grown basedon available labor and environmental conditions. Reforestation activities, soil preservationtechniques are implemented in the project areas.

UNODC is currently developing a long-term country strategy on alternative developmentaimed to improve the socio-economic situation of small farming communities and to reduceopium poppy cultivation. It is therefore critical to design alternative development activities withthe right approach so that they can have the highest impact in the project areas.

  1. Scope of work, responsibilities and description of proposed work

International consultant on Alternative Development will provide technical advice on thedesign of new and improvement of existing alternative development agriculture interventionsin the project areas. The consultant will work under the overall supervision of UNODC CountryManager and in close cooperation with the UNODC Chief Technical Advisor on AlternativeDevelopment and will provide the following support:

  1. Review and revise the strategy in the implementation of ongoing projects on AlternativeDevelopment in southern Shan State.
  2. Analyze and provide advice on the agriculture technical packages applied in the project areasand provide recommendations on adaptation of technical packages for farmers to increasetheir effectiveness.
  3. Review the capacities of the project implementation teams and provide guidance onstrengthening their technical capacities.
  4. Provide recommendations for possible new food crops and permanent cash crops and cropsystems suitable for opium poppy cultivation areas.
  5. Develop soil improvement and soil protection techniques in the highland areas affected byopium poppy cultivation.
  6. Provide guidance on how to establish practical field demonstration and research plots forpotential new crops (such as coffee, tea, fruit trees, etc.).
  7. Provide recommendations on reforestation for small farmers, identify most suitable speciesand train the technicians how to implement nurseries, plantation and maintenance.
  8. Provide guidance on the use of bio-fertilizers by farmers (composting, use of microorganisms,etc.).
  9. With existing organic waste, provide advice for the production of bio-fertilizers with the use ofmicroorganisms.
  10. Develop the final report with findings and recommendations on the improvement ofalternative development agriculture interventions in the project areas.

BACKGROUND

The Tat Lan Programme, implemented by the International Rescue Committee (IRC) in partnership with Save the Children UK (SC), Oxfam, and Better Life Organization (BLO), will build on the Giri emergency response and contribute to equitably and sustainably improving the livelihoods of severely and moderately cyclone affected communities in the townships of Myebon, Pauktaw, Kyaukpyu and Minbya. Tat Lan will implement a package of comprehensive, mutually-reinforcing interventions to improve livelihoods and food security and will be grounded in a village-based participatory planning process that will engage communities, men and women, in the implementation of development activities, ensuring that the programme is responsive, effective and sustainable.

The widespread deterioration of embankments (including sluice gates) in target areas has direct negative impacts on the population’s productive activities and food security. In addition, the shortage and disrepair of freshwater sources, particularly village ponds, hinders access to safe water for drinking, cooking, and other household needs during the dry season, posing threats to nutrition security. The programme will develop and restore these key community assets, which will serve as a foundation for the Agriculture, Fisheries, CFW, and Nutrition components. Activities under the Infrastructure component will contribute to Output 2: Improved infrastructure for Giri-affected rural communities and focus on embankment restoration and freshwater resource management. Specific decisions on construction locations and priorities will be made by each community through the programme’s village-based planning process (See Section 6). Recurring issues of operations and maintenance will be addressed by ensuring that infrastructure construction and maintenance are incorporated into the VDPs with clear responsibilities and timelines.

Informed by community-identified needs and technical feasibility, the design of the infrastructure works will be carried out in collaboration between IP and township irrigation engineer. IP staff, in collaboration Department of Irrigation staff, will monitor the works for safety and quality assurance. The expert will also provide technical capacity building and assistance. Implementation of the proposed activities will be carried out through:- The programme’s CFW component for embankments and pond renovation.- Contracting construction companies for sluice gates.

OBJECTIVEIRC is looking for expressions of interest with regards to providing technical expertise on sluice gates and embankment engineering, with the objective to support the project and its implementing partners in designing the most cost efficient and technically relevant options according to local use patterns and O&M (operation and maintenance) capacity.

Project backgroundNetWorks is a five-year USAID-funded global project (2009- 2014) that partners with country missions to improve and establish sustainable access to and use of Long Lasting Insecticide Treated Nets (LLIN). Mass distributions of LLINs have been taking place in Myanmar under the USAID funded CAP-Malaria project.

This study will assess coverage of LLINs a few months after mass distributions of LLINs took place in chosen villages. The study aims to conduct a rapid household to household assessment to measure the effective implementation of a LLIN net distribution. The main objective of the assessment will be to conduct a rapid coverage monitoring in order to identify the constraints in achieving intended coverage and use of information for further improving and maintaining LLIN coverage.

Consultancy period and study implementationThis TOR serves to solicit for a consultant with a background in public health, quantitative research, excellent writing skills and experience of working with communities and ministry of health. As access to field locations is a constraint in Myanmar, prior experience of managing field teams for a distance would also be beneficial. The study will be implemented in November 2013/ December 2013 in the selected communities in Myanmar.

The consultant will be supported by Malaria Consortium staff, in terms of technical support, guidance, logistics and administration. Dr. Arantxa Roca, Country Technical Coordination/ Epidemiologist - Cambodia, Malaria Consortium will be the focal point for the study.

Main responsibilities:The consultant’s inputs will include up to 25 days for preparation for study implementation, finalisation of data collection tools, training of field teams for data collection, overseeing data collection, data analysis and report writing. The study will be conducted in November 2013/ December 2013 and the first draft of the report should be submitted in January 2014. Following are the main responsibilities of the consultant:

Goal/Purpose:

  • The Logistics Manager will work under the supervision of the Field Coordinator.
  • She/He will implement and supervise all logistics operations at his/her assigned base.
  • She/He will manage the Rakhine Logistics team of 30 persons and in charge of supply management, fleet management, equipment and IT, warehouse management, logistics HR and reporting .

CONDITIONS :

Salaried post: According to experience from 1600 euros gross per month, plus 10% annual leave allowance paid monthly, and a monthly Per Diem of 500 USD.

Solidarités International will cover accommodation and travel expenses from the expatriate’s home country to the site of the assignment.

  • Social and medical cover: Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.

  • Vacation: During the assignment, a system of alternation between work and time off is implemented at the rate of one break every three months. BACKGROUND:

The Partnership for Supply Chain Management (PSCM) is implementing the Supply Chain Management System (SCMS) contract for USAID as part of the President’s Emergency Plan for AIDS Relief. SCMS will strengthen or establish secure, reliable, cost-effective, and sustainable supply chains capable of meeting the care and treatment needs of people living with and affected by HIV and AIDS. In coordination with in-country and international partners, we will: assist programs to enhance their supply-chain capacity; ensure that accurate supply-chain information is collected, shared, and used; and provide quality, affordable, health care products to those who need them. SCMS will offer services in focus countries identified by the USG team, with SCMS field offices established in selected countries as required by the scope of work in the country.

Management Sciences for Health (MSH) manages the SCMS Project in Myanmar. MSH is a non-profit organization that works in 65 countries around the world. MSH’s mission is to save lives and improve the health of the world’s poorest and most vulnerable people by closing the gap between knowledge and action in public health. MSH is currently implementing two projects in Myanmar; both projects seek support and provide technical assistance to the Ministry of Health, key MOH counterparts and other stakeholders in Myanmar.

OVERALL RESPONSIBILITIES:

The Technical Advisor for Forecasting and Supply Planning will be responsible for providing technical assistance to the national systems for the quantification of HIV commodities. A key aim is to institutionalize the quantification paradigm of annual forecasting and quarterly supply planning as utilized successfully throughout SCMS. He or she will work under the responsibility of the Country Director. The Technical Advisor for Forecasting and Supply Planning shall primarily be responsible for ensuring that the quantification [1] of HIV/AIDS related commodities is conducted through a technically appropriate and efficient approach. He or she will be responsible for the quantification of HIV/AIDS related commodities using tools such as Quantimed and others that are specifically designed for ARVs and related commodities by providing all necessary support to the national quantification committee. He or she shall be responsible for ensuring that the supply planning process is managed, currently through updating and analyzing data in the Pipeline® tool, for antiretroviral (ARVs) and other major HIV/AIDS commodities such as test kits, major drugs to treat opportunistic infections and sexually transmitted infections, laboratory supplies, and other commodities procured by SCMS. The Technical Advisor will develop regular quantification reports of commodity needs, including analysis and demand to inform the SCMS procurement strategy.

[1] Quantification includes selection and specification of HIV/AIDS commodities, forecasting future consumption and generating a supply plan to initiate procurements.

SPECIFIC RESPONSIBILITIES:

Specific responsibilities will include, but are not limited to the following:

  1. Provide technical leadership on forecasting and supply plan development activities for HIV/AIDS commodities to the national quantification committee, donors and implementing partners.

  2. Train, guide and mentor counterparts in the use of forecasting and supply planning approaches and tools.

  3. Coordinate, in collaboration with counterparts and the SCMS Monitoring & Evaluation team data analysis to identify assumptions and determine appropriate data values inputs to the forecasting and supply planning process, reaching agreement with counterparts on these assumptions and values.

  4. Develop product lists with national counterparts: obtain standard treatment guidelines, testing algorithms and laboratory procedures; identify whether branded or generic products are required; determine and maintain a comprehensive database for ARVs, test kits, drugs for opportunistic infections, laboratory supplies and other HIV/AIDS related commodities.

  5. In collaboration with counterparts and the SCMS Monitoring & Evaluation team, assess the standard of, and build the capacity to generate and collect consumption data. Analyze consumption data against number of patients on treatment, using LMIS report, BIOS and determine forecast accuracy to assess proficiency of FASP process and report.

  6. Develop cost estimates: determine cost estimates broken down by, for example, regimen; laboratory commodities unit cost, determine cost breakdown by funding source.

  7. Monitor changes in national and international treatment regimens and standard treatment guidelines, product selection and keep abreast of developments with new products that may be appropriate for use in national health programs and eligible for procurement with USG funds.

  8. Work with SCMS Monitoring and Evaluation Advisor to develop data collection protocols, assemble programmatic data inputs, collect and collate product consumption and inventory data.

  9. Assist national counterparts to monitor the national pipelines for all HIV/AIDS commodities to ensure that adequate quantities of required commodities are readily available for distribution, using available tools (Pipeline, Inventory Tracking Tool, etc.).

  10. Produce annual forecast report of consumption of HIV/AIDS commodities.

  11. Ensure the completion of draft Quantification Technical Reports with counterparts.

  12. Prepare quarterly reviews of forecasts and supply plans.

  13. Maintain updated supply plans in the Xroads/CRM system, adhering to the SCMS SOPs and Work Instruction and liaise closely with procurement staff to ensure, where applicable, that PRs are created from uploaded and approved supply plans.

  14. Maintain backup files and archive into Knowledge tree (according to existing WI) of all forecasting and quantification data submitted to headquarters or completed.

  15. Work closely with PMO Quantification Advisor to discuss issues and challenges for supply planning and quantification data, as appropriate. In discussion with Country Director, identify technical assistance needs.

  16. Perform other tasks, as requested, by the supervisor.

QUALIFICATIONS:

  1. Degree in pharmacy, public health, supply chain management or combination of relevant education and experience.

  2. At least five (5) years of work experience in the field of HIV/AIDS, health, logistics, pharmaceutical/lab/public health supplies management, supply chain systems strengthening.

  3. Knowledge of appropriate methods for data analysis and reporting and proven ability to engage in detail-oriented, analytical tasks.

  4. Familiarity or demonstrated skills in relevant forecasting software (uses Quantimed and PipeLine) or any other software/tools for forecasting.

  5. Demonstrated computer skills, knowledge of Microsoft Office Suite (Excel, Access, PowerPoint, etc.) and other analytical tools/software or programs will be necessary.

  6. Knowledge and comprehensive understanding of public health sector and working experience in Myanmar.

  7. Knowledge in Health Logistics System, HIV drugs management.

  8. Working experience particularly with projects funded by the United States Agency for International Development (USAID) a definite plus.

  9. Proven ability to work as a part of a leading team but also self-managing of own time. Excellent interpersonal skills, sound judgment, communication skills, and ability to identify and resolve operational constraints.

  10. Excellent written and oral communications skills in English.

  11. Ability and willingness to travel locally at least 15-20% of the time.
