CARE Ethiopia seeks a Chief of Party (COP) to support an upcoming,USAID/Ethiopia-funded, project that will use an integrated WASH approach to address the burden of five to seven highly-prevalent neglected tropical diseases on vulnerable populations across the country.

The effort is expected to further goals and objectives of current Mission programming to eradicate lymphatic filariasis, schistosomiasis, onchocerciasis, blinding trachoma, and three soil-transmitted helminthes (hookworm, roundworm, and whipworm) that disproportionally affect poor communities with a lack of access to clean water and high rates of exposure to disease vectors. By ensuring alignment with current implementing partners of USAID’s flagship Neglected Tropical Disease Control Program, CARE plans to continue reaching the most marginalized in the country’s designated focus areas: Afar, Amhara, Benishangul-Gumuz, Oromia, SNNPR, Somali, and Tigray, among other regions.

Working through woreda steering committees, CARE presently targets activities at the zonal level in conjunction with water, health, education, environmental protection partners. Using evidence-based approaches, including the SAFE strategy for trachoma, the project will implement strategies around water acces s and supply, sanitation, and school- and houshold-level hygiene. Illustrative project activities include conducting extensive mapping of water resources; developing project strategies based on maps that overlay trachoma, schistosomaisis, and soil-transmitted helminthiasis; collaborating with local government to improve community-managed water supply systems; expanding and deepening household latrine access and solid-waste management; implementing a school-led total sanitation approach; effecting (rolling-out) behavior change communication campaigns, while leveraging local media; and creating manuals and training local WASH champions for sustainable project results. Through these and other activities, CARE will work through existing policy mechanisms, and local fora, movements, and groups, to gather data, develop and implement project activities, report impacts, and disseminate findings and best practices.

The successful candidate will provide the project with overall vision, leadership and guidance – internally with project staff and externally with USAID, host governments, other donors and stakeholders. Moreover, the COP will assume principal responsibility for overall project management and technical operations to ensure project tasks are completed and objectives met. S/he will lead the team, serving as the primary point of contact with USAID/Washington and with the Mission. Finally, the COP will manage the preparation and presentation of all proposed implementation plans and reports.

Specific duties and responsibilities:

• Overseeing the completion of all technical requirements, including project results and deliverables, in accordance with the project workplan;
• Guiding team members to fulfill the project’s strategic goals and objectives;
• Reporting against the project’s baseline targets;
• Managing the project’s operational, financial, and administrative priorities;
• Building partnerships among national- and community-level actors;

• Maintaining productive working relationships with USAID clients, project partners, and key counterparts.

Minimum qualifications:

• At least fifteen years’ experience successfully leading and managing health sector programs in East Africa;
• Master’s degree in Epidemiology, Public Health, or related field– advanced degree optimal;
• Demonstrated skills in effectively negotiating with host governments, donors, UN agencies, other USAID projects, local organizations, and partners;
• Experience in programs dealing with Neglected Tropical Diseases, disease burden in East Africa, WASH, community health, and vulnerable populations (women, children, rural communities);
• Demonstrated experience managing USAID contracts;
• Proven capability in managing agreements and all required programmatic and financial reporting requirements;
• Ability to successfully recruit, train, develop, and manage staff;
• Demonstrated capacity to perform internal control functions to manage project operations; and

PSI seeks an experienced Chief of Party (COP) to plan and coordinate all activities under an anticipated $25 million USAID-funded project for health systems strengthening in Somalia. PROGRAM SUMMARY: This agricultural project is a key component of USAID Kyrgyz Republic’s overall economic development program designed to accelerate the growth of diversified and equitable economic growth in the Kyrgyz Republic. The goal of this project is for the agricultural value chain(s) to increase productivity and output, increase nutritious foods available to agricultural producers, increase employment in the agricultural sector, and increase the market share of crops in the value chain(s) in both domestic and foreign markets.

ESSENTIAL RESPONSIBILITIES:

? Provide overall technical leadership to achieve the results of the project.
? Oversee and be responsible for financial and administrative aspects of the project including managing the budget.
? Provide supervision, support, and direction to long- and short-term staff.
? Administer the project's financial oversight and procedures, ensuring compliance with established Winrock accounting principles and USAID regulations.
? Manage local and international subcontracts, ensure all deliverables are provided.

Education: Minimum of advanced, Master’s level, degree is required in an agricultural discipline (Agriculture, Agribusiness, Agricultural Economics) or MBA with international business focus is required.

Work Experience: Minimum of ten years of technical experience in agricultural development on USAID-funded projects. Experience / expertise in one or more of the following: agricultural extension and advisory services; agricultural value-chain development. Demonstrated experience in management of complex development programs. Minimum four years of experience leading local staff. Experience implementing projects involving participatory extension methodologies would be a distinct asset.

Chief of Party, Kyrgyzstan

We are currently seeking a Chief of Party for a USAID-funded activity in Kyrgyzstan that will focus on agricultural policy and the support of agribusiness and processors, prioritizing value chains such as those of fruits and vegetables. Deputy Chief of Party, Sierra Leone

We are currently seeking a Deputy Chief of Party for the SNAP program, an active five year, $60 million USAID-funded project in Sierra Leone. CARE Cameroon seeks a Chief of Party to lead the upcoming, USAID-funded, Continuum of Prevention, Care, and Treatment (CoPCT) for HIV/AIDS with Most-at-risk Populations (CHAMP-Cameroon). CHAMP will expand the continuum of prevention, care and treatment for key populations by building on the activities currently implemented by HAPP in the five regions which include the two largest cities (Yaounde and Douala): Littoral-Douala; Centre- Yaounde; North West-Bamenda; Est- Bertoua and Garoua; and South-Kribi. The CHAMP activities will be expanded within the largest urban areas of all ten provinces where high concentrations of target populations are found – with the Chief of Party based in Yaounde.

CHAMP-Cameroon is a five-year project for a total cost estimate of $18.8 million.CHAMP will achieve the 3 following main, and interconnected, results:Technical competence of partners in key populations program design and management using CoPCT is increased,Enabling environment for key populations HIV/AIDS programming is strengthened,Quality Assurance/Quality Improvement, and Monitoring and Evaluation systems in CoPCT is strengthened.The project, built on current USAID support in Cameroon, aims to increase access and use of quality HIV prevention care and support services for key populations. These efforts will expand service coverage in the country from five to ten regions, and generate data for evidence-based programming. The project will use a continuum of care approach to service provision, and will link clients with community-and facility-based interventions. It will also strengthen the capacity of existing health systems, including the policy environment and networks, for a well-coordinated response. It is anticipated that at least 140,000 beneficiaries including 16,000 MSM, 66,000 CSW and 58,000 other clients will be reached with quality HIV prevention, care and support services over the five years.

The successful candidate will be responsible for providing overall vision, leadership and guidance of the project internally with project staff and externally with USAID, host governments, other donors and stakeholders. The COP shall have principal responsibility for overall project management and technical operations to ensure that project tasks are completed and that project objectives are successfully met. S/he will lead the team and serve as the primary point of contact with USAID/WA AOR, PEPFAR Cameroon, and with the USAID Country Representative in Cameroon regarding implementation of activities and management matters relating to the agreement. S/he will have overall responsibility for assuring that all assistance provided under the agreement, whether by international or local experts/personnel, is technically sound and appropriate for the needs to be addressed; and for adequately managing and supervising the work of all experts/personnel.
