Chad: Cash-Based Interventions Expert

Organization: UN High Commissioner for Refugees
Country: Chad
Closing date: 04 Jun 2014

Title: Cash Based Interventions Expert, Chad

Duration of assignment:4 months from 1st of June to 30th September 2014

Context

As part of the WFP-UNHCR Joint Action Plan 2014, with High Level endorsement, UNHCR Chad, in partnership with WFP, is considering cash-based support for both Sudanese and Central African refugees in Chad to replace or complement food assistance.

The process is still at an early stage. In March 2014, WFP and the Ministry of Agriculture and Irrigation conducted a study “Etude des marches des céréales avec la sécurité alimentaire, les programmes de transfert monétaires et les achats locaux” which concluded that local markets in Chad can under certain conditions sustain additional demands of 25% of cereals induced cash-based initiatives and that the financial services in some parts of the country could support cash based interventions. For the time being no transfer modality or delivery mechanism has been selected. The above study considered only cereals while the Chad operation is also interested to support cash-based interventions, wherever feasible and appropriate, for other refugee goods and services, e.g. Non-Food Items. The use of cash or vouchers is also central to UNHCR Chad refugee livelihood strategy which is being finalized. A recent study “Etude de marche et analyse des chaines de valeur prometteuses dans le sud et l‘Est du Tchad” comissioned by UNHCR in January 2014 has suggested for each refugee locations the appropriate value chains to be developed in Agriculture. Household Economy Approach studies have been conducted in two of the 13 camps in Chad and the findings of the study will be used among other things to implement targeting of food assistance especially considering the difficulties WFP has been facing in supplying food.

Scope of work and reporting structure

The scope of work of the Cash and Voucher Expert will be toexplore the feasibility of cash or vouchers or a mixed modality in Chad and propose a practical way forward, in the form of a detailed action plan and concrete steps towards implementation (i.e. signing of contracts and agreements…), to shift to CBI. In doing so, the expert will be exploring the possibilities to implement CBI in the different sectors of intervention of UNHCR. He/she will work together with the Senior Programme Officer in N’Djamena who is the Cash Based Initiatives focal point and in partnership with WFP and other concerned stakeholders. He/she will receive overall guidance and direction from the Representative and the Assistant Representative Programme, to whom he/she will report. He/she will also work in collaboration with the CBI Unit in UNHCR HQ. There will also be a link with the Regional Office in Dakar to ensure that activities and lessons learned in the region are captured. The Expert will be based in N’Djamena and undertake missions throughout the country as required. The consultant will be working closely with one staff and training him during the consultancy to ensure the taking over after departure.

  19. Where feasible and appropriate, participate in meetings and working sessions with other CBI partners to define and undertake concrete steps to define a common platform for provision of assistance (food and/or non-food).
  20. Support the country office in providing feedback to partners, e.g. WFP, in the design of appropriate and feasible cash-based interventions, taking into consideration UNHCR guidelines and the importance of considering protection benefits and risks.
  21. Work with Country Office management to define and promote an integrated vision of in-kind and cash and voucher modalities to meet UNHCR objectives, including share objectives with Operating Partners, e.g. WFP.

Iraq: Cash and Voucher Expert

Organization: UN High Commissioner for Refugees
Country: Iraq
Closing date: 27 Oct 2013

Terms of Reference

Title: Cash and Voucher Expert

Duration of assignment: 01 November to 31 December 2013(possibility of extension for 3 additional months)

CONTEXT:

In 2012, UNHCR Iraq implemented its cash-based support for Iraqi returnees through an agreement with the Trade Bank of Iraq (TBI). In this arrangement for distributing cash to the identified returnees, UNHCR provided TBI and its branch offices with a list of beneficiaries. Beneficiaries were then paid through the bank counter upon submission and verification of identification documents, and after crosschecking their names with the list submitted by UNHCR. This approach proved flawed and caused considerable problems, especially in terms of the distribution’s transparency and accountability. In 2013, UNHCR Iraq launched the direct implementation of two distinct cash-based interventions, namely: i) the assistance scheme for Extremely Vulnerable Individuals (EVI), and ii) cash assistance to non-camp refugees from Syria. Both interventions concentrated on Central and Southern Iraq.Learning from its experiences in assisting returnees, UNHCR Iraq decided to change the delivery approach. In an attempt to increase oversight and accountability in the distribution phase, UNHCR resorted to direct implementation and adopted cheques as the primary mechanism for disbursement to EVIs and non-camp Syrians. However, in practice this method has proved cumbersome too: considerable manual labor is involved in preparing them, and cheques being physical instead of digital, they need to be hand-delivered to Field Staff involved in the distribution. Especially in far-off governorates, this delays an already complex process. In Najaf and Karbala governorates, TBI branch offices repeatedly refused to release cash to beneficiaries claiming that there are discrepancies between the signatures on the cheques and in the bank’s system.

UNHCR Iraq has therefore decided to explore the possibility of cash distribution through a digital Smart Card system. In considering the use of Smart Cards for the cash distribution, two options are available:

(a) Direct approach (UNHCR signing agreement with International Smart Card Ltd), whereby UNHCR will negotiate and sign an agreement with ISC to distribute cash through Smart Cards to selected beneficiaries.

(b) Pass-through approach (or using an implementing partner), whereby UNHCR will sign a sub-agreement with UNWFP to ‘piggyback’ on its existing agreement with ICS, obviating the need for a direct contractual relationship with ICS.

SCOPE OF WORK AND REPORTING STRUCTURE:

The scope of work of the Cash and Voucher Expert will be both within the regular programme (all UNHCR persons of concern) and the emergency operations in Iraq (Syrian and non-Syrian refugees). He/she will report directly to the Senior Field Coordinator/Non camp refugees

OUTCOMES OF CONSULTANCY:

  • Delivery mechanisms regarding Smart card use for CBI streamlined.
  • Delivery process of Smart card use for CBI taken over by UNHCR, if shown to be appropriate.

  • Monitoring process and indicators of the CBI specific delivery mechanisms designed.
  • Follow up, monitoring and evaluation systems established.
  • Meetings and working sessions with WFP/ISC technical staff to define and undertake concrete steps to define a common platform for delivery processes conducted.

  • Draft a comprehensive action plan for the implementation of takeover.
  • Launch the takeover of delivery process and provide technical support to programme unit while preparing sub-agreements for 2014.
  • Work with Protection Unit to ensure that mechanisms for the identification of beneficiaries and distribution of assistance operate in harmony.
  • Collect information on transfer modalities and delivery mechanisms from ISC/ WFP and see how best a partnership between the two agencies can be established. This may include, among other:
    1. Define operational coordination system to jointly deal with service providers, operational partners, smart cards, databases, etc.
