Program Officer– Right to Peace – based in Bangui, Central African Republic (CAR)

Central Africa Republic is one of FCA’s main program countries, where the organization engages in relief, reconstruction, conflict resolution and reconciliation work. FCA has established a field office in the country in the autumn 2013.

Since its establishment in Bangui, FCA has developed its program to responds to the acute humanitarian crisis worsened by the recent violence of December 2013, with a specific focus on the education sector, and more specifically on the rehabilitation of school structures. Aiming at restoring access to safe and quality education in CAR, FCA is currently working in the western part of the country (Nana-Mambéré), while providing small scale education activities in IDP camps in Bangui. In 2014, FCA will aim at scaling up its reconstruction activities while exploring additional sectors of activities (e.g. livelihood, peace).

In order to support the scaling up of program activities related to conflict resolution and reconciliation, FCA is now recruiting a Program Officer – Right to Peace. The Program Officer will contribute to the program development and implementation focusing on conflict resolution and reconciliation. The Program Officer will also network nationally with peace support actors.

The Officer will report to the country management in CAR. He/she will closely collaborate with thematic peace experts at regional and headquarter level.

Finn Church Aid Right to Peace (R2P) work is coordinated within Executive Director’s Cabinet (CABI). CABI is responsible for FinnChurchAid Global Impact Advocacy Goals on Right to Peace (including Secretariat Function for Global Network of Religious and Traditional Peace-makers).

****Duties and responsibilities:****

  • The Program Officer is responsible for providing conflict resolution and reconciliation input to country program planning and contributes to program implementation; while focusing on the theme “right to peace”, the officer will also support other themes as far as they are having a peace and reconciliation component.
  • He/She is contributing to national networking with relevant peace support actors, such as UN, INGOs, government, under close guidance and with support from FCA’s country leadership.
  • He/she is responsible for theme related activity planning, reporting as well as programmatic communication.
  • He/she is contributing to theme related local and international fundraising.
  • The Program Officer supports the Network of Traditional and Religious Peacemakers locally as required.

****Competence and Personal Requirements:****

  • Minimum Master’s degree in a relevant field of specialization
  • Prior experience in conflict resolution, peace building, reconciliation or similar
  • Conceptual understanding of peace work
  • Understanding of programmatic work in NGO sector, work experience in NGOs is an asset
  • Experience project planning, implementation and reporting
  • Proven team orientation skills and ability to work effectively in a multicultural team environment
  • Fluency in French and English is required
  • Excellent networking and communicating skills

This fixed-term position starting in June until December 2014 is based in Bangui, CAR. The salary is based on FCA Salary System and monthly salary in the beginning of the employment will be between 3760 EUR and 4068 EUR depending on prior work experience.

ORGANISATIONAL SETTING AND REPORTING

Reporting to the Deputy Special Representative of the Secretary-General (DSRSG), the Director of Political Affairs leads the work of the Mission's Political Affairs Division and is responsible for the provision of general direction and coordination of the Mission's activities related to political outreach, analysis and reporting.

RESPONSIBILITIES

Within delegated authority from the DSRSG, the Director will be responsible for the following duties:

1) Political Analysis and Advice

•Identify, analyze and monitor politicaldevelopments and emerging issues with respect to the implementation of MINUSCA's mandate.

•Assess implications and make recommendations to the Mission leadership onpossible strategies, policies and other measures to address issues of concern and to advance mandated objectives.

2) Reporting and Information Management

3) Management

•Formulate and manage the implementation of the section's programme of work, determining priorities and activities that are in accordance with the mandate.

QUALIFICATION REQUIREMENTS

Education

Advanced university degree (Masters or equivalent) in Political Science, International Relations, Social Science, Law or a related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

At least 15 years of progressively responsible experience in political affairs, diplomacy, conflict resolution, or related field is required. Extensive experience in political outreach, analysis, reporting and negotiation in an international setting is required. Experience managing a large team or office is required. Experience working in a United Nations common system field operation (inclusive of peacekeeping, political missions and UN agencies, funds, and programmes) -or similar international organization or non-governmental organization- in a conflict or post-conflict setting is required. Experience working in Africa on conflict-related issues is required.

Languages Fluency in English (both oral and written) is required. Knowledge of French (both oral and written) is required.

Assessment Method

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview. Save the Children International is the world's leading independent organisation for children. We work in around 120 countries. We save children's lives; we fight for their rights; we help them fulfill their potential.
In South Africa and Zambia the majority of people have access to some form of media. Media plays an important role in shaping adults’ and children’s attitudes as well as setting political, economic and social agendas. South Africa and Zambia have ratified the UNCRC and the ACRWC thereby committing to ensure opportunity for children to participate and be heard in decision making processes. Despite this, initiatives to strengthen children’s ethical and meaningful participation in both family and public sphere are very limited. In a national survey with 1 200 children in South Africa, children identified lack of participation as the third most violated right in their lives. The children felt that they were denied the right to make their own informed choices and the right to express their own opinions, ideas and listened to.
With that Save the Children in partnership with Media Monitoring Africa (MMA), and Media Network on Child Rights and Development (MNCRD) initiated a project to empower children in South Africa and Zambia to influence duty bearers to fulfil their rights by taking into account their opinion. To contribute to this overall objective this project was meant to ensure that 50 percent of stories about and by children in targeted news media in South Africa and Zambia include children’s opinions and quotes.
The expected outcomes of the project where:

  1. National media bodies and individual media houses have endorsed ethical guidelines on reporting on children with clear frameworks for how to ensure child participation;
  2. News produced by the Children’s News Agencies are published in targeted national news media;
  3. 200 children with increased media literacy interact with journalists/editors on children’s rights

Save the Children and partners are looking for an experienced consultant to evaluate this project. The main objective of this final project evaluation is:

  • To assess impact, success, challenges and best practices against project goals, objectives and approved plans;
  • To provide a systematic and objective assessment of the impact of the project and achievement of the objectives;
  • To provide a feedback to our donors and Save the Children with regards to meeting the intended purpose, objective and results of the project;
  • To provide a basis for accountability to all stakeholders involved in the project.

The consultant will critically assess:

  • Performance (effectiveness and efficiency):
  • Effectiveness will look at achieved results based on project objectives and desired outcomes for target beneficiaries;
  • Efficiency will look at how optimally inputs (including finances) were transformed into outputs and the timeliness of implementing program activities relative to time schedules.
  • Impact:
  • The consultant will look at the short-term and long-term effects that the programme implementation has had on the situation addressed and target beneficiaries, explaining the extent of change and elaborating on the lessons learnt and best practices.
  • Sustainability:
  • Project sustainability entails looking at mechanisms that enable durability of positive results after the withdrawal of the funding or support. The consultant will look at contribution to attitude change towards children and the media.

How the results will be used

  • To improve future project design and making sure that the desired results are replicated amongst the target groups.

The Evaluation Consultant: The consultant will be an evaluation expert with the following profile:

  • Experience and knowledge of media and/or child participation;
  • At least a Masters degree in a relevant discipline i.e. media, project management, Monitoring and Evaluation, etc.
  • Proven experience in monitoring and evaluation;
  • Experience in survey design, assessment tools and administration;
  • Ability to manage multiple, complex tasks being undertaken concurrently;
  • Experience conducting key informant interviews and focus group discussions;
  • Ability to analyse, interpret and synthesise information from a number of sources.

Deliverables
The consultant will deliver the following outputs:

  • Inception report. The Inception report should also include evaluation tools and clear work plan and methodology and the cost of carrying out the activity;
  • Draft reports (2) for comments by Save the Children, MMA and MNCRD - one electronic and hard copy;
  • Final Report Finalised - one electronic and hard copy;

Under the general supervision of the Country, the Reports Officer will be responsible for the following key duties:

  • Coordinate reporting activities;

Qualifications & Experience Required

Education:

Experience:

  • At least 3 years of postgraduate professional experience as a journalist, public information officer, information management specialist or similar speciality;
  • Proven experience in developing information strategies and programmes within the country context;
  • Experience in humanitarian operations or field-based development cooperation is highly desirable.

Technical Skills & Knowledge:

  • Training and/or experience utilising computers, including word processing, spreadsheet and other standard WFP software packages and systems;
  • General knowledge of UN system policies, rules, regulations and procedures governing administration is desirable.

Competencies:

SOLIDARITÉS INTERNATIONAL est présente en RCA depuis 2006 avec le début de ses interventions en Février 2007 à Kabo dans la préfecture de l’Ouham. Présente sans discontinuer du pays, SOLIDARITÉS INTERNATIONAL a mis en place des interventions en Sécurité Alimentaire et en Eau, Hygiène et Assainissement aussi bien en réponse d’urgence qu’en renforcement des capacités locales.

Cette présence continue dans l’Ouham nous a permis de développer une forte expertise, d’acquérir une bonne crédibilité au sein de la communauté, et d’analyser l’évolution des besoins de la zone.

Avec un financement de la DG ECHO et des co-financements du CIAA, de DfID, du CHF, ainsi que des vivres du PAM, SOLIDARITES INTERNATIONAL mène depuis mars 2013 une réponse intégrée Sécurité Alimentaire et Eau, Assainissement, Hygiène d’urgence dans la sous-préfecture de Kabo. Ce projet vise à contribuer à l’amélioration des conditions de vie des populations affectées par les crises successives (militaro-politique et aléas climatiques).

Ce projet a tout d’abord commencé pour répondre aux impacts négatifs créés par des inondations fin 2012 et la prise de la ville par la Séléka en Décembre 2012. Le projet visait notamment une relance de l’activité agricole dans la zone. La pays a par la suite souffert et continue de souffrir des conséquences, et en particulier le vide sécuritaire, du coup d’Etat de Mars 2013. Ce troisième choc en quelques mois a affaibli une population qui souffrait déjà. Une prolongation a été négocié afin notamment d’assurer aux populations vulnérables un accès à la nourriture.

Objectifs spécifiques

  • Reprendre en main le service logistique de la base opérationnelle de Bimbo (Bangui) dans la continuité du support log actuel (Martial) :- suivi de la gestion du parc véhicule (contrat de location, consommation etc.) - suivi des achats (mise à jour du suivi BCI etc.) - suivi des plannings des gardiens et des chauffeurs - suivi des équipements durables - suivi de la gestion des stocks - suivi des contrats de service et travaux

  • Régularisation des dossiers d’achat déjà fait si cet aspect n’a pas été finalisé par le support log actuel

  • Participation avec le Coordo log et la RdB log / Admin au recrutement d’un nouveau assistant log dans le cas où ce poste resterait nationalisé

  • Elaborer avec le Coordo Log et la RdB Log / Admin les PP de l’assistant log, dans le cas où ce poste resterait nationalisé, ainsi que celui l’assistant log terrain. Participer à la formation de l’assistant log.
  • Elaboration du pack log mensuel de la base de Bimbo a envoyer au coordinateur logistique avant le 5 de chaque mois.

Profil Recherché :

  • Expériences précédentes de logisticien de l’humanitaire (Un an minimum)
  • Connaissances des procédures de SI serait un plus
  • Habilité à former les employés et à renforcer leurs capacités
  • Capacité a travailler sur l’organisation et la gestion de l’équipe logistique de la base de Bimbo
  • Capacité à travailler dans un contexte post-conflit et sécuritaire volatile.

CONDITIONS :

Poste salarié : à partir de 1600 euros brut par mois, selon expérience, plus 10% de prime de congés payés versés mensuellement et Per Diem mensuel de 320000 CFA.

Solidarités International prend également en charge les frais d’hébergement ainsi que les frais de déplacements entre le pays d’origine de l’expatrié et le lieu de mission.

The ARDC advocates for the rights of refugees and asylum seekers and for a humane and fair Israeli asylum policy.

The ARDC was founded in 2004 by Yohannes Bayu, a refugee from Ethiopia. He arrived in Israel in 1997 and was granted a refugee status in 2002 following a three-week hunger strike and legal action against the Ministry of Interior. Yohannes was motivated by his own difficult experience as an asylum seeker in Israel to help others in his position, and founded the ARDC from his living room.

The ARDC has developed much in its six years life. It started as a community-led project, working on advocacy and humanitarian assistance. In 2007 immigration numbers rocketed and the ARDC opened a number of shelters to accommodate newcomers. At its peak, there were 10 shelters open, housing over 1000 refugees funded by the communities.

Today, ARDC has three major projects:

  1. The Refugee Education Centre (REC) – providing language courses, vocational training and higher education to refugees
  2. The Community Therapeutic Services (CTS) – providing trauma counseling for refugees suffering from a variety of psychological disorders and psychological evaluation for legal cases
  3. The Asylum Application Assistance (AAA) – providing legal support for refugees, including assistance with Refugee Status Determination applications and relocation to third countries

Compensation:

Summary of Position
The SECC Team Leader will be responsible for managing a consortia project led by Catholic Relief Services (CRS) in three countries of the Central African Region (CAR, DRC and South Sudan).

Catholic Relief Services (CRS) and Search for Common Ground (SFCG), in partnership with Caritas Bangassou, the “SECC team”, will empower target communities to improve their security and alleviate their isolation. The SECC team will deliver custom tailored capacity strengthening and conflict-sensitive program activities to improve intra- and inter-communal social cohesion and enable target communities to develop and implement more effective community led, owned and managed security plans.

SFCG’s role in the consortium is to stimulate communities to participate in reintegration of trauma survivors, including LRA victims and abductees. Also, SFCG will use community radio programming as a channel for community expression, information-sharing and improving social cohesion. Drawing on its experience in Chad, RoSS and DRC, SFCG and its local partner, ARC, is supporting the establishment of community-led FM radio stations in Zemio and Rafai.

Responsibilities
The main responsibilities of the SECC Team Leader will be to ensure that SFCG undertakes its obligations within the project in time and within budget.

Organizational Development and Implementation
• Help establish an office in Zémio and an antenna in Bangui to serve for the operational base of the project
• Build partnerships with key partners in the project consortium and staff members, and manage the various partnerships which are central to the project
• Ensure the work-planning with the action team, implementation and reporting of the activities in respect of the project to support the project strategic objectives
• Build an appropriate strategy for the rollout of the project
• Establish good working relations with relevant stakeholders for the effective implementation of the project including government and non-governmental level

Administration
• Establishing and managing an operational office in Zemio from which the project is implemented ensuring compliance with local laws and organizational policies and procedures, including the management and evaluation of staffs under his/her supervision

Summary of Position
The Finance and Administration Manager will be responsible for managing all SFCG finance and administration activities, consisting of 5 contracts from the American government and UN agencies.

Responsibilities
The main responsibilities of this post include the following:

Financial Management
1. Ensure good quality finance and administration systems as per the standard Search for Common Ground procedures and policies are functioning and maintained throughout the program.
2. Ensure correct account management for all grants in accordance with the grant agreement(s).
3. Supervise and provide training, where necessary, in finance and administration procedures to concerned SFCG staff members.
4. Supervise the use and understanding of the accountancy software by the concerned staff (local and international) in each field base.
5. Ensure that all members of the team are trained in and respect the Finance and Administration procedures.
6. Prepare monthly reports on expenditure against project budget(s) and send these together with scanned copies of original receipts and other expenditure-related documentations, including bank statements, cash and bank reconciliations, payroll to relevant SFCG teams at SFCG’s HQ.
7. Support the Country Director with ensuring compliance to all Grant agreements for financial reporting and procurement. This includes field level compliance to all legal aspects of the grant agreement.
8. On the basis of internal cash available and planned expenditure, send monthly cash requests for the program to SFCG HQ, with the approval of the Country Representative.
9. Responsible for salary / fee payments to all local team members including daily workers as required.
10. In collaboration with the Country Director, maintain available SFCG bank accounts in CAR.
11. Attend monthly finance and Administration meetings with other NGOs.

Administration
1. Follow up on all rental agreements for SFCG office(s), and vehicles, etc. and renew rental agreements when necessary.
2. When necessary, follow-up on SFCG’s registration in country with relevant government agencies and other local actors.
3. Assist in meetings (administration, security and Human Resource cluster, NGO forum etc) to represent SFCG when necessary. Minutes of meetings are to be written and shared with the Country Representative or as requested.
4. Assist the Country Representative with any other administrative tasks as required.

Human Resources
1. Directly responsible for all administrative aspects of local staff recruitment. This includes set up of non-technical job descriptions and assisting with the editing of technical job descriptions, posting adverts, organizing interviews, etc.
2. Ensure that standard salary scale and per diem polices are in place and updated regularly upon validation from SFCG management.
3. Ensure compliance with all local government taxation and labour regulations concerning employment contracts.
4. In collaboration with the Country Representative ensure that national staff adhere SFCG’s contracts, agreements, internal rules and code of conduct, including sexual harassment and whistle blower policy.
5. In collaboration with the Country Representative and other line managers, ensure that international team members respect internal rules and policies in relation to the management of national staff under their responsibility.
6. At the request of the Country Representative, provide finance, administration, HR and security support during field or assessment missions.

Reporting / Proposal Writing
1. Advise and assist the Country Representative in the creation of viable new proposals and budgets.
2. As required, assist the Country Representative and HQ grants team with budget reporting to donors so that these are prepared and submitted in a timely manner, as per the grant agreements.
3. Participate in the elaboration of regular internal situation reports (‘sitreps’) for subjects directly related to the responsibilities of the Finance and Administration Manager.

The program will increase community capacity to prepare and respond to disease outbreaks and strengthen EPI and surveillance activities in those areas.

JOB SUMMARYThe primary function of the Program Manager includes supporting the program team in the implementation or program activities inclusive of; supervision of staff, day to day administration of overall programs.

ESSENTIAL RESPONSIBILITIES1. JOB SUMMARYThe primary responsibility of the Medical Doctor-Surgeon is to provide hands-on care and upgrade the skills and knowledge of local counter parts and/or community health workers in the areas of surgical and sterilization practices.

ESSENTIAL RESPONSIBILITIES1. The role:
The Child Protection Coordinator will be responsible for managing Save the Children’s Child Protection emergency response in Ouaka prefecture, Central African Republic, under the technical direction of the Child Protection Adviser. Save the Children have not been operational in CAR prior to 2013 and are in process of establishing and scaling up operations. The overall aim of the Child Protection Coordinator (Ouaka) will be to guide staff and partners to initiate interventions to address violations of children’s rights, particularly in terms of prevention and response for children associated with armed groups and forces in Ouaka. This will include engagement and advocacy with armed groups and forces, psychosocial activities for children and youth, establishment of community-based protection systems, and expansion of social reintegration services for childr en. The Child Protection Coordinator will be expected to lead on project planning, coordination, and support fundraising, recruitment and procurement. The post holder will also be expected to provide significant mentoring and capacity building to staff and partners.

Required qualifications and experience:
Essential

* Significant experience of managing child protection projects in emergency settings, especially in complex security environments
* Education to BSc/BA/BEng level in Social Work, Human rights Law, International Relations, Development Studies or similar, or equivalent field experience.
* Previous experience of managing a team and ability to support staff in challenging circumstances
* A high level of written and spoken French and English
* Ability to identify the main gaps in child protection in the given context to inform a holistic response for children.

Context and BackgroundThe UN has described the situation in CAR as “the world’s most silent crisis.” Following a decade of coups and mutinies which have destroyed infrastructure and shattered the economy, the resurgence of armed conflict in October 2005 between the government and rebel forces in the north of CAR sparked a humanitarian crisis. The most affected areas were the prefectures of Bamingui-Bangoran, Vakaga, Nana-Gribingui, Ouham, Ouham-Pende and Nana-Mambere.In response to this situation Merlin conducted an assessment in CAR in May 2007 which identified significant unmet needs in the health sector. Merlin subsequently set up a primary health care (PHC) project in Kaga Bandoro, the capital of Nana Gribizi prefecture as part of a 3-year strategy to increase access to and the capacity of government health services in CAR.In March 2013, the Seleka Coup, ousting the Bozize Government, severly hampered the operational capacity of the humanitarian community. Looting was widespread, especially in Bangui, and humanitarian space restricted throughout the country.Merlin continued throughout the crisis in Batalimo and Obo, providing health services to those affected. The wider programme has comprised of curative, inpatient observation, reproductive health services in 4 prefectures of CAR. It includes expanded programme on immunisation (EPI) preventive and promotive health services, disease surveillance, capacity building and HIV/AIDS awareness in the community. Merlin’s work in CAR is continuously adapting to the situation on the ground and recent developments have led the organisation to focus its activities in Nana Mambere prefecture, in the west of the country and Bangassou in the south east. Merlin started a programme in August 2008 in Bouar, Nana Mambere, and its surroundings supporting 14 health facilities. Merlin have scaled up in this region in to 22, continuing its work on primary health care and nutrition programme.Merlin is currently running an Emergency response to displaced persons in the Mbomou prefecture and extending further into Haut Mbomou prefecture in the South East of the country as a result of rebel forces. Merlin shall work with the MoH in setting up a temporary static health centre for the IDPs and conduct mobile clinics to the IDPs of Mbomou with vaccination, maternity services and a community based treatment of malnutrition to be organised within the camp with volunteers.Main purpose of the role As the Operations Manager, you will oversee the implementation of actual field activities that aim at achieving the strategic objectives of the country programme. You will provide supervision to the Project Coordinators to ensure the timely implementation of donor-funded projects based on the Merlin Project Management Cycle (PMC).

Personnel management• Experience of representation/ liaison with government officials, local authorities, NGOs, civil society groups and donors.• Ability to write and edit quality project proposals and reports • Proven administrative, problem solving and organisational skills.• Proven experience in budget and grants management• Understanding of logistics systems• Diplomatic and effective communication skills• Strong leadership skills and a supportive management style• Experience of managing large teams situated in multiple geographic locations• Confident and proficient in the use of MS Office • Team player with experience of establishing strong working relationships with colleagues from different functions, cultures and political environments• Experience of a flexible approach to managing and prioritising a high workload and multiple tasks in a fast paced environment with tight deadlines• Experience of proactively identifying and addressing issues • An understanding of and commitment to Merlin’s mission and values

Desirable• Experience of different donor funding mechanisms • Experience in basic and preventative health care• Previous working experience within Africa
