Nigeria: UK & NIGERIA | Financial Management Consultant | 6-12 Weeks | June-Aug | Int. Development Agency

Organization: Accounting for International Development
Country: Nigeria, United Kingdom of Great Britain and Northern Ireland

AfID has recently begun a ground breaking new partnership with one of the world’s largest and most respected development agencies; to build financial management capacity amongst its local partners operating at a national and local level in Nigeria. This international financing institution fights AIDS, tuberculosis and malaria with a 21st century approach; through partnership, transparency, constant learning and results-based funding. The organisation galvanizes support for the fight against AIDS, TB and malaria, working with partners to support the most effective prevention and treatment. They have a historic opportunity to seize new advances in science and apply practical experience to defeat these diseases and remove them as threats to public health.

The organisation spurs partnerships between government, civil society, the private sector and communities living with the diseases, the most effective way to fight these deadly infectious diseases. They do not manage or implement programs on the ground, relying instead on local experts. It works with partners to ensure that funding serves the men, women and children affected by these diseases in the most effective way.

Through AfID volunteers we hope to develop the skills of key finance and management staff working within the National Agencies and NGOs and INGOs delivering essential healthcare services across the country. • The review & implementation of financial controls & procedures

• Internal and external (donor) grant reporting

• Cash-flow forecasting, Financial planning & audit preparation

• Coaching & mentoring new or inexperienced FMs/FOs and CDs.

This is a unique opportunity to use your experience to make a life-changing difference to the effectiveness of implementing govt agencies, civil society, international development organizations and communities living with and affected by the diseases.

We envision this will be either a 6-8 weeks or 10-12 weeks assignment; they would ideally like a volunteer to support them in June, July & Aug. The role will be based in either Abuja, Abuja & Kaduna State or Calabar Cross River State with last 2 weeks in UK.

Guatemala: Regional Technical Advisor for Growth & Proposal Development

Organization: Catholic Relief Services
Country: Guatemala
Closing date: 30 May 2014

Job Title: Regional Technical Advisor- Growth and Proposal Development

Department/Location: LACRO/Guatemala City, Guatemala

Band: D

FSLA: Exempt

Reports to: Regional Technical Advisor, Growth Manager

About CRS:

Catholic Relief Services carries out the commitment of the Bishops of the United States to assist the poor and vulnerable overseas. Our Catholic identity is at the heart of our mission and operations. We welcome as a part of our staff and as partners people of all faiths and secular traditions who share our values and our commitment to serving those in need.

Background:

LACRO country programs make approximately 40 submissions per year to external donors. In FY 2013,the combined value of these submissions was $156 million, in agriculture, water, food security, disaster risk reduction, water, urban programming, peacebuilding (including youth livelihoods, migration, and workers’ rights), and education. While the US Government is and will likely remain the largest source of public funds in the region, LACRO growth efforts will seek to maintain and grow its diverse portfolio of donors that include other public donors, UN bodies, foundations, and private companies.

The 2010-2020 CRS/LACRO strategy prioritizes “signature” and “emerging” programming sectors in which LACRO is, or has the earnest potential to be, a recognized leader, demonstrating specific technical capacity, innovation, learning, scale and influence in sector policies and programs. These areas are: emergency response and preparedness (DRR), agriculture (agroenterprise), water (integrated water resource management), peace & justice (migration and trafficking, youth and employment, and workers’ rights), and microfinance.

LACRO growth decisions and investments (human and financial) will be guided by these strategic programming priorities. LACRO growth functions encompass the three phases of the Business Development Cycle: 1) Pre-positioning; 2) Pursuit of Opportunities; and 3) Leveraging of Results. The emphasis will be on ensuring the development of high quality proposals for the right opportunities, shepherding resources to support both technical quality and streamlined, effective proposal development. This includes providing surge capacity for technical and non-technical writing and other proposal development needs. The Proposal Development Specialist will build capacity of country program and partner staff, as appropriate, in proposal development and the introduction of new tools and best practices in coordination with agency-wide efforts from the Business Development community of practice.

· Provide input to proposal teams and review from a growth perspective, including overall responsiveness to donor requirements, incorporation of cost-effectiveness considerations, and other aspects that may affect CRS’ competitiveness.

· Assist with proposal writing and other proposal development needs as appropriate.

South Sudan: Business Development Manager

Organization: Catholic Relief Services
Country: South Sudan
Closing date: 30 May 2014

Position Title: Program Manager II- Business Development
Dept. /Location: EARO/South Sudan/Based in Juba
Position Type: Full-Time
Reports To: Country Representative

ABOUT CRS: Catholic Relief Services carries out the commitment of the Bishops of the United States to assist the poor and vulnerable overseas. Our Catholic identity is at the heart of our mission and operations. We welcome as a part of our staff and as partners people of all faiths and secular traditions who share our values and our commitment to serving those in need.

BACKGROUND: On December 15, 2013, a wave of politically-motivated violence swept across Juba, South Sudan as members of the national army (SPLA) loyal to former Vice President, Dr. Riak Machar, defected. Heavy fighting ended in Juba on December 17 but has since spread beyond the capital, particularly to parts of Jonglei, Upper Nile and Unity States. What started out as a political disagreement quickly took on ethnic dimensions and devolved into fighting throughout much of the country between the country’s two largest ethnic groups – Dinka and Nuer. This current round of violence has displaced approximately 401,200 people within South Sudan and forced another 83,900 into neighbouring countries, unravelling the new nation and reversing many of the development gains made over the past two years.

South Sudan has been named an agency priority for CRS. In addition to the Country Program’s focus on emergency and development programs in South Sudan, CRS is seeking opportunities to strengthen its support for peacebuilding and reconciliation; and contribute to building an awareness in the international community and global church of the urgent need to help South Sudan transition from its current conflict and violent history.

Malawi: Business Development Manager

Organization: Catholic Relief Services
Country: Malawi
Closing date: 30 May 2014

Job Summary/Background:

CRS Malawi seeks an experienced development professional with expertise and interest in resource mobilization to lead a creative and dynamic initiative for growing the country program. This position offers an opportunity to demonstrate initiative and leadership skills, and to help shape the direction of the country program. It is an excellent opportunity for program managers to demonstrate an increasingly sought-after skills set for many senior-management positions, as well as for those interested in a career path within business development to take on a more strategic role. CRS Malawi is a relatively young country program, established in 1997, and administers a varied and diversified portfolio of advocacy, food security, economic growth and livelihoods, health systems strengthening, orphans and vulnerable children (OVC) and HIV and AIDS programs. CRS works primarily through local church partners, but also international and local NGOs. The country program now implements a number of projects in all areas of the country with an annual budget of approximately $22 million, implemented by over 20 local partner organizations, and 100 CRS staff members. Primary funding sources include FFP, PEPFAR, OFDA, and a number of private foundations. Next year, CRS Malawi will begin the process to develop its next five-year strategy as part of the new agency strategic planning process. CRS Malawi has recently started to more intentionally engage private companies in potential or proposed partnerships. The PM Business Development and Strategy Manager will be responsible for meeting CRS Malawi’s annual growth targets by providing strategic direction and leading the resource-mobilization efforts for the country program, which has been identified by the agency as one of twelve countries with the most capacity to secure additional funding in coming years. This includes, providing guidance and leadership for strategic growth planning, maximizing CRS’ competitive position to attract new funding, managing functional teams to identify and capture funding opportunities, incorporating best practices into growth-related business processes and proposals, and building relationships with current and prospective donors. Program and proposal development in Malawi will involve developing and maintaining strategic alliances and/or coalitions with other organizations. Based on the current positive funding environment, funding opportunities are expected to be available for the foreseeable future. Possible donors include USAID, PEPFAR, OFDA, private US-based donors, US-based foundations and corporate organizations as well as UN, national organizations and other European donors.
