Job Summary:

The American Bar Association Rule of Law Initiative (“ABA ROLI”) seeks a Process Engineering Expert for short-term assignment beginning on or about November 4, 2013 to June 6, 2014 for approximately 120 days of level of effort and 3 travel days.

ABA ROLI is currently implementing the Judicial Strengthening to Build Court Effectiveness (JUSTICE) program in the Philippines to increase transparency and accountability of the judicial system and promote adoption of policy and legislative reform in rule of law. To achieve these objectives, ABA ROLI coordinates with Philippine partners, other U.S. government-supported programs, and international donors to design and implement activities that support Philippine governmental and nongovernmental efforts to strengthen rule of law by addressing transparency and efficiency issues.

A key component of the project includes making significant revisions to current court procedures and producing standardized processes for multiple court levels and jurisdictions to enable automation in multiple jurisdictions across the country. To guide the reform and standardization of processes to produce efficiency in selected courts, ABA ROLI is recruiting a Process Engineering Expert who is familiar with both the science of process engineering and the inner workings of multijurisdictional courts. This expert must be able to lead and evaluatethe capacity of courts to adapt change in a development environment.

The duties of the Process Engineering Specialist will include:

  • Develop a project specific methodology for conducting process engineering for court levels that supports all activities and deliverables of the JUSTICE project;
  • Lead a process mapping and improvement initiative team and provide training for court staff, project staff, and other project consultants on effective use of the defined methodology of process engineering;
  • Develop project specific documentation standards and templates;
  • Plan and manage the documentation of “as is” processes for all court levels; Plan and manage the process of developing the revised and standardized process documentation; Gain approval for revised processes from appropriate stakeholders;
  • Engage with counterparts in a consultative fashion;
  • Ensure a sustainable result of nationwide applicability.

Key Deliverables:

  • Project specific methodology;
  • Delivery of methodology training to court staff, JUSTICE project staff and hired consultants participating in the process engineering efforts;
  • Management of team efforts to document current processes in all court levels;
  • Management of team efforts to produce revised process definitions;
  • Approval of revised process definitions;
  • Plan for turnover of methodology and artifacts to stakeholders;
  • Document strategy for continued process reform after the completion of the JUSTICE Project;
  • Contribute to the training program and implementation strategy of the automation project.

Required Qualifications:

  • Experience as a court administrator or leading process improvement projects related to court automation;
  • Fluency in English.

Preferred Qualifications:

  • Relevant regional experience or work in developing countries;
  • Previous experience with U.S. government-funded democracy and governance programs;
  • Management and training abilities.
