Programme Overview:

The UK Department for International Development (DFID), is looking to build on previous international donor supported private sector growth in Palestine to address the continuing issue of unemployment and poverty in the region. DAI under contract by DFID, will use the Making Markets Work for the Poor (M4P) approach to aid in developing a sustainable economic base through establishment of a dynamic and productive private sector.

Increasing GDP will in turn increase tax revenues for the Palestinian Authority, promoting fiscal sustainability and reducing donor dependence. The programme has a number of specific goals it wishes to achieve by the end of the 6 year programme; these include increasing employment and direct increases in business development and enterprise performance.

Objectives of the role:

The Monitoring & Evaluation (M&E) and Outreach Advisor will have overall responsibility for designing this system and with setting up a monitoring framework to gather data needed to assess progress against the intended goals and benchmarks. As part of this role you will also work alongside the Gender Expert to integrate gender strategy into programme interventions.

In addition to overseeing the PMDP M&E system, the M&E and Outreach Advisor will be responsible for supporting the Gender Expert to integrate gender strategy into programme interventions. Initially, the role will focus on the M&E framework for PMDP – ensuring that it aligns to the National Strategy, provides useful information to the Palestinian Leadership, DFID and DAI.

Length of the project: 6 years

Engagement: LTTA for years 1 and 2 (Full time), then STTA until end of project.

Start Date: October 2013

Duties and Responsibilities:

• Oversee the monitoring and evaluation system and baselines for reporting progress, and maintain reporting procedures and guidelines in compliance with DFID and DAI Home Office systems

• Employ and oversee a rigorous monitoring and evaluation system to track the progress of all activities and outputs, including a strong focus on evaluating gender awareness and participation in all PMDP activities

• Develop specialized monitoring tools and data collection protocols to ensure accurate collection and verification

• Track PMDP’s progress and evaluate its impact in an integrated manner allowing for on-going learning and program adjustments

• Contribute to capacity development of the Palestinian Authority to conduct baseline surveys, data collection, and studies

• Provide training and mentoring to all PMDP staff on M&E, including field-based staff in four county offices and other field locations as required

• Manage project communications and PR with stakeholders and disseminate project information

• Coordinate and oversee project impact evaluation activities to assess the outcomes and impacts of PMDP’s activities, especially efforts funded through the grants facilities

Key Skills & Qualifications:

• Master’s degree in evaluation, social sciences, or other related field is required

• Between 5-7 years of professional work experience developing, implementing, and managing M&E systems, including field level activities of which 3 years involve large-scale development projects

• At least four (4) years of professional work experience in M&E systems for rural/agricultural development

• Demonstrated experience with gender mainstreaming in agriculture/market development projects

• Past experience leading and building the capacity of teams of M&E officers, including remote, field-based staff, to meet program needs and deliverables

• Excellent verbal and written communications skills

• Strong background and training in field research methodologies

• Experience working in Palestine or the Middle East and post-conflict countries is desirable
