POSITION DESCRIPTION

POSITION TITLE: Chief of Party (CoP) Kyrgyz Republic Agriculture Project

LOCATION: Osh, Kyrgyz Republic

UNIT: Enterprise and Agriculture

REPORTS TO: Group Vice President

PROGRAM SUMMARY: This agricultural project is a key component of USAID Kyrgyz Republic’s overall economic development program designed to accelerate the growth of diversified and equitable economic growth in the Kyrgyz Republic. The goal of this project is for the agricultural value chain(s) to increase productivity and output, increase nutritious foods available to agricultural producers, increase employment in the agricultural sector, and increase the market share of crops in the value chain(s) in both domestic and foreign markets.

Position is contingent upon receipt of donor funding.

ESSENTIAL RESPONSIBILITIES:

? Provide overall technical leadership to achieve the results of the project.
? Oversee and be responsible for financial and administrative aspects of the project including managing the budget.
? Provide supervision, support, and direction to long- and short-term staff.
? Administer the project's financial oversight and procedures, ensuring compliance with established Winrock accounting principles and USAID regulations.
? Manage local and international subcontracts, ensure all deliverables are provided.
? Engage and facilitate private sector involvement.
? Monitor program indicators, evaluate program results and make recommendations for improvement in program implementation.
? Analyze project impact and challenges to adaptively manage the project to meet or exceed results.
? Ensure women and marginalized groups are beneficiaries of the project.
? Prepare annual work plans and progress reports, and monitor the implementation of these plans. Prepare and submit quarterly reports on progress of activities and achievement of program results to USAID.
? Establish contacts with partners and clients to ensure coordinated implementation of project activities and represent the Winrock Team at key meetings.
? Interact directly and on a regular basis with USAID and other stakeholders.
? Participate in regular field visits to the project areas to assure project progress towards activity objectives and goals.
? Coordinate and communicate on a regular basis with Winrock’s Home Office.
? Manage relationships with complementary USAID and donor projects.
? Represent Winrock International and the project to USAID.

OTHER RESPONSIBILITIES: Represent Winrock at meetings and events as required and keep HQ informed regarding new opportunities in the country and region.

QUALIFICATIONS AND BACKGROUND:

Education: Minimum of advanced, Master’s level, degree is required in an agricultural discipline (Agriculture, Agribusiness, Agricultural Economics) or MBA with international business focus is required.

Work Experience: Minimum of ten years of technical experience in agricultural development on USAID-funded projects. Experience / expertise in one or more of the following: agricultural extension and advisory services; agricultural value-chain development. Demonstrated experience in management of complex development programs. Minimum four years of experience leading local staff. Experience implementing projects involving participatory extension methodologies would be a distinct asset.

Skills: Ability to effectively coordinate, collaborate and partner with government, donors, civil society and private business to leverage resources.

Other: Fluent English required. Additional fluency or ability in Russian, Kyrgyz or Uzbek language is required. Previous professional experience Kyrgyz Republic or surrounding region also required.
