Tajikistan: Specialist on Environment Rural Livelihoods Project Position (Subject to funding.)

The objective of the project is to enable rural people to increase their productive assets in ways that improve natural resource management and resilience to climate change in selected vulnerable sites. Its focus is on Rural Production and Land Resource Management Investments.

It is part of the Environmental Land Management and Rural Livelihoods Project, funded under the Pilot Programme for Climate Resilience and the Global Environmental Facility and implemented by the Committee for Environmental Protection (CEP), through an Implementation Group (IG) with support from the World Bank.

For a 30-month project in Khatlon, southern Tajikistan, Oxfam is looking for a Specialist on Environment to work on capacity building of local communities and stakeholders, and development and monitoring of rural livelihoods sub-projects, applying participatory approaches.

Required qualifications:

  • Relevant educational background in environmental issues.
  • Extensive experience in rural livelihoods and environmental assessments, land use management and climate change adaptation issues.
  • Experience in participatory approaches.
  • English, Tajik, Russian languages.

Yemen: WASH Project Manager - Yemen

The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 3500 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs NRC has closely monitored the situation of displaced in Yemen and initiated its intervention in Yemen in late 2009. Two initial assessments were conducted in December 2009 and February/March 2010. The assessments indicated a need for NRC programmes and the humanitarian space to implement them. NRC therefore submitted a registration application to the Ministry of Planning and International Cooperation (MoPIC) on 24 February 2010 and in January 2012 NRC signed a MOU with the Government of Yemen (GoY) allowing NRC to start providing humanitarian assistance to refugees and IDPs in the country. The MoU reflects the very good working relationship NRC has established with GoY. In the first half of 2012 NRC established presence in Sanaa and conducted further programme assessments.

Already in May 2012 NRC distributed NFI kits to IDPs in Aden. This rapid response has further improved NRC’s relations with GoY, in particular regional authorities as well as the Aden IDP Committee. At present NRC is implementing, through local partners, transitional shelters, WASH, education, Food Security and Livelihoods along with distribution of NFI. NRC has a geographical coverage of three governorates in the south; Aden, Abyan and Lahj, where there is a high presence of IDPs, returnees and refugees, with an office in Aden. In the northern governorates, NRC’s presence is in Hajja Governorate where the IDPs fleeing the conflict in Sa’ada and Al Jawaf Governorates have sought refuge. A satellite office has been set up at Haradh.

NRC works closely with the Government, UN, NGOs and target groups directly involving them in planning and implementation process. Recruitment of national staff is ongoing as per the recently approved organizational structure. A country strategy for 2013-2014 and a plan of action for 2014 has also been developed.

The WASH Project Manager (WASH PM) is responsible for the overall planning and implementation of the NRC WASH Projects in Yemen in close collaboration with the Shelter, Education and Food Security and Livelihoods project Managers. The WASH PM shall work under the guidance of the Program Director to fulfil the objectives of the NRC as stated in the Programme Principles, the Country Strategy, Project Proposals and budget.

Job description
Develop, coordinate and manage WASH project in line with proposals, strategies and donor requirements.

POSITION SUMMARY:

The Project Director (PD) will provide day-to-day leadership of a project to implement population-based HIV Impact Assessments in 15-20 countries with generalized or mixed HIV epidemics. The goal of the Project is to strengthen the monitoring of impact and outcomes to more comprehensively inform national responses to HIV.

The position requires a high level of technical, analytical, and managerial abilities, as well as demonstrated experience and sound judgment.

This position is contingent upon project award and funding.

MAJOR ACCOUNTABILITIES:

The PD is expected to provide vision, direction, leadership, and management to ensure the strategic, programmatic, technical, and financial integrity of the program. The PD will guide overall program administration, technical implementation, and fiscal management and will be the primary point of contact with the funder in-country, local government counterparts, and partner institutions.

The PD will assume the following responsibilities:

  • Work with project staff to ensure effective implementation and coordination of project activities and monitor progress toward the achievement of project goals and objectives

  • Demonstrated experience in facilitating the dissemination and use of population-based and/or facility-based data in developing countries

The Horn of Africa (HoA) programme is the Norwegian Refugee Council’s (NRC’s) largest mission globally. Operations began in Somaliland in 2004, expanded to Puntland in 2006, South Central and Dadaab in 2007. Since 2011, NRC has expanded to establish presence in Kakuma refugee camp (Kenya) as well as Ethiopia, Yemen and now South Sudan. Prioritized activities focus on shelter and infrastructure construction; water, hygiene and sanitation; emergency education including youth education; protection; food security and distribution. Programs target both emergency responses to acute crises as well as the capacity to address recurring protection needs of displaced populations through durable solutions. To better measure and understand the effects of these interventions, a large-scale project was initiated to develop methods, tools and appropriate practices and build capacity for routine assessment of nutritional impacts of our projects.ACF is currently for a Head of Research Project to complete the preparation stage of the project, to pave the ground for its funding and implementation. Based at the headquarters of the organization, under the supervision of the Nutrition security senior advisor, in close collaboration with the project team and the Research Department, the Head of PRoject will be responsible for:

  • Launch the project and implement preparatory steps: Update and finalize the literature review and monitoring and evaluation practices review. Develop and finalize the first version of practical guide, toolkit and training materials for the pilot phase. Qualification and previous experience: Master level in Public Health, Nutrition, Socio-economics or international development. Minimum 5 years professional experience, including at least 2 years in monitoring and evaluation of projects, preferably in humanitarian context. Experience in project management, formulation of project proposals and production of guides and/or methodological tools. Experience in conducting applied research projects is a plus. Good knowledge in nutrition, public health and epidemiology. You are recognized for your great analysis and synthesis capabilities. Organized and autonomus. Save the Children has been implementing a 3 year project Capacity Support for Early Childhood Development (ECD) and Psycho-Social Support (PSS) (C-SEP) Project which aimed at helping children, including orphans and other vulnerable children, learn and develop to their full potential with the overall objective of strengthening participation of children in quality ECD and PSS programmes. The project supported local communities to promote ECD and psycho-social support in three districts of Blantyre, Chiradzulu and Zomba (in 9 Traditional Authorities and two sub-urban wards), through establishment of Community-Based Childcare Centers (CBCCs), parenting groups and children’s corners.

The end of project evaluation is aimed at assessing the extent to which the project has achieved the planned objectives. The assessment will further provide learning through assessing successes and challenges regarding effectiveness, impact, relevance, coordination and sustainability of project interventions to Save the Children International, USAID and key stakeholders such as Government and other NGOs. Findings from this study are expected to inform a broad range of stakeholders in Early Childhood Care and Development (ECCD) and Orphas and Vulnerable Care (OVC) programming to promote children’s access to quality ECCD services and improve their performance when they transition to lower primary school; as well as inform advocacy for policy changes that are geared towards improving the state of ECCD and psychosocial services in the country.

The assessment will be conducted in all the three project impact districts focusing on project effectiveness, impact, relevance, sustainability, coordination, best practices and lessons learned, in line with the project objectives.

Save the Children invites expressions of interest in providing the service from eligible and qualified individual consultants. II. Organizational Context and Scope:

Since 2008, the International Organization for Migration (IOM) has been addressing a range of critical migration health issues in Somalia under the migration health programme led by Migration Health Division (MHD). IOM has been implementing MHD programme through more than 20 projects in 15 project sites throughout Somalia, in order to improve the health conditions of migrants and mobile populations (MMPs) and their affected host communities. The primary migration health activities include: primary healthcare services provision, human immunodeficiency virus (HIV) prevention, safe water provision through cost-effective and environmentally-friendly water flocculation technology, hygiene promotion, gender-based violence (GBV) prevention including female genital mutilation (FGM) and early marriage, solar lantern provision, psychosocial support to survivors of GBV, cross-border disease surveillance, fitness-to-travel training for partners for IDP return, technical and coordination capacity building in health sector, especially among the health authorities (Ministries of Health, National AIDS Commissions, Ministries of Water, etc.), and epidemiological studies on water quality, HIV, and GBV. In 2013 alone, over 12,000 internally displaced persons (IDPs) and their affected communities benefited from our life-saving primary healthcare services and over 80,000 vulnerable MMPs and their affected communities received clean and safe water every day.

III. Responsibilities and Accountabilities

Under the supervision of Chief of Mission and the technical guidance of Health Programme Coordinator, and in close coordination and consultation with MHD colleagues, Project Development Officers, as well as other units in Nairobi and the fields, the incumbent will assist the Mission in developing new migration health projects.

The specific tasks and responsibilities include:

· Assist in drafting concept notes and proposals, in close collaboration with Project Development Officers, for potential donors and funding opportunities such as the Government of Japan, European Commission (EC), Global Fund to Fight AIDS, TB and Malaria (GFATM) HIV Grant, GFATM Malaria Grant, United Nations Human Trust Fund for Human Security (UNTFHS), and United States Agency for International Development (USAID).

· Assist in providing technical assistance in formulating new projects by analyzing IOM’s comparative advantage in health/medical services in terms of its expertise, capacity and funding opportunities.

· Assist in identifying potential and realistic funding opportunities by collecting donor information, liaising with potential donors, and attending coordination meetings.

· Assist in conducting research (project baseline and post-intervention survey, HIV epidemiological study, etc.).

· Assist in close collaboration with Communications Unit in creating visibility materials for publicity for MHD Somalia to appeal to donors for resource mobilization.

The program will be implemented in multiple countries and will focus on the following areas:

  1. Strengthening capacity for steering and implementation of sanitation demand creation
  2. Strengthening capacity for sanitation supply chains and finance
  3. Strengthening capacity for behavioural change communication for hygiene promotion
  4. Strengthening capacity for WASH governance
  5. Ensuring performance monitoring, learning and dissemination of results to national level

In collaboration with the Ghana WASH Sector Leader, the Country Director and global Program Team, the Ghana WASH Project Manager will effectively coordinate all aspects of the project at the country level, ensuring implementation follows the global program targets and timelines.

Responsibilities

  • Steer, manage, monitor and report on the project, ensuring that the project is implemented in line with objectives, customer requirements, monitoring indicators and frameworks, time line, budget and contract management requirements, in consultation with the Sector Leader, Country Director and Multi-country Programme Manager.
  • Establish annual project implementation pipelines and systems and support the coordination of activities locally and nationally.
  • Provide technical direction and advice to ensure that the project activities are designed and implemented in line with global best practice in CLTS, sanitation marketing, and BCC, and in compliance with process and procedures established by key stakeholders in Ghana, such as UNICEF and the Ministry of Local Governance and Housing.
  • Manage the local team of three national staff and local NGO partners involved in the implementation.
  • Prepare ToR and SoW to ensure timely and appropriate selection of consultants and local partners to achieve project results.
  • Ensure positive and clear communication on project targets, objectives, and timelines to partners and team members and key stakeholders.

Candidate

  • Relevant advanced academic qualification in WASH or related field;
  • 7+ years of relevant experience in WASH project management in CLTS-focused and/or sanitation marketing projects and programmes;
  • At least 10 years of experience working in the NGO sector, preferably in Ghana;
  • Proven abilities in developing monitoring and evaluation tools, data analysis and report writing;
  • Familiarity with DfID funded programmes and results based financing an advantage;
  • Excellent written English and ability with standard Office packages – Excel, Word, PowerPoint
  • Established WASH networks and strong relationship management skills;

HelpAge is widening the scope of its work in Myanmar. The overall aim of the programme is to reduce poverty and vulnerability and to facilitate inclusive participation in community development. In 2013, HelpAge moved into Kayin State, this position is part of the HelpAge structure in Myanmar to lead the implementation a European Union (EU) funded project under the Aid to Uprooted People (AUP) in Myanmar budget, titled ‘Creating an Enabling Post-conflict Environment for Populations in Kayin State, and Facilitating the Safe Return of IDPs and Refugees’. HelpAge in collaboration with partners will implement the project from early 2013 to early 2017 in 80 communities of Thandaunggyi, Hpapun and Kawkreik townships. Field implementation will be carried out in each target township either by HelpAge staff directly or by local partners. HelpAge leads the Consortium which will be coordinating the work. The project team will be headed by a Project Manager who will be reporting to the Country Director of HelpAge and will coordinate the work of Consortium Members to achieve project objectives on time.

The ideal candidate will have experience of working in conflict or post-conflict areas and with vulnerable groups and substantial international experience in managing large rural development projects, preferably including Myanmar or South East Asia. The ideal candidate will also have demonstrated leadership and management skills. Substantial experience in conflict or post-conflict areas preferably in Myanmar is highly desirable.
