ORGANIZATIONAL LOCATION:

The Regional Project Coordinator post is located in the East and Southern Africa Regional Office (ESARO) based in Johannesburg, South Africa and reports to the assigned technical Advisers in ESARO Johannesburg. Working closely with technical advisers and programme specialists in the office, the coordinator will assist in fast tracking the implementation of a Regional programme within ESARO funded by the Swiss Development Cooperation Agency.

Specifically, the project coordinator is responsible for:i. Managing, leading the quality implementation and reporting on the 8-country regional ASRH/HIV Prevention and Youth Development Programme “Safeguard Young People in Southern Africa” which is co-funded by the Swiss Development Cooperation, UNFPA’s Global Programme for Reproductive Health Commodity Security and the EU/SIDA funded HIV/SRH Linkages Project. ii. Ensuring sound policy and programme technical support to Countries.

JOB PURPOSE:

Working in collaboration with other relevant Country Offices, the relevant ESARO units and Youth/HIV Advisers, the Project Coordinator will supervise COs’ implementation, regional coordination aspects and the day-to-day management of operations. In addition, S/He serves as the focal point for developing and strengthening partnership with relevant donors on specific issues related to the programme. S/He will also provide strategic advice and ensure appropriate coordination with COs and various partners on the implementation of the initiatives.

DUTIES AND RESPONSIBILITIES:

The Project Coordinator supports the achievement of the strategic objectives related:

Swiss Development Cooperation programme “Safeguard Young People”

a. Planning and management • Support review of existing data to inform programme planning and implementation in the 8 programme focus countries; • Facilitate national operational plans development processes including national 3-year Project documents; Annual Work plans and Budgets through provision of tools and guidance notes. • Revises the Regional Project Document and Budget to be in line with national project documents;• Manages the planning, conduct and reporting of regional review and planning meetings, and ad hoc meetings;• Oversees CO’s timely submission of annual work plans, budgets, reports and ensures timely guidance and release of funds to countries.• Monitors effective utilization of funds and adherence to policies and procedures both at the country and regional level in collaboration with Adolescents and Youth Cluster Leader and staff.

b. Monitoring and Evaluation• Support development and finalization of the “Safeguard Young People” Programme M&E framework and indicators;• Coordinate the establishment of national and regional project coordination mechanisms and a regional M&E Advisory Committee;• Oversee and guide conduct of national programme assessments and operations research to guide programme planning and implementation;• Support development of terms of reference for M&E Advisory Committee and hiring of a technical institution to conduct project baseline, mid-term review and final evaluations;• Organize field monitoring visits and advisory committee meetings on a regular bases and as needed;• Track activity implementation and advise on aspects for immediate attention by appropriate advisers;• Review and solicit input from within and outside UNFPA for the M&E reports and documents;• Support the documentation and dissemination of best practices and lessons learned.

C. Facilitate Provision of Technical Support to programme countries• Provide high level policy and programme technical support to countries in order to ensure harmonized results improving sexual and reproductive of young people in 8 countries in Southern Africa. • Support programme countries to identify quality implementing partners to enable effective and speedy implementation. This might also include reputable global and regional organizations with established track record in implementing adolescents and youth programmes such as the Internal Planned Parenthood Federation (IPPF) affiliates, Pathfinder international, Advocates for Youth, Save the Children (UK), CARE, Soul City Institute for Health Communication Development and Population Services International, the Population Council and others.• Develop a regional technical assistance plan in collaboration with countries and other regional staff and facilitate provision of technical support through available modalities (from within country, CO to CO, ESARO to CO and from institutions or consultants).• Document provision of technical assistance and lessons learned;• Oversee and/or develop tools and frameworks to guide programme implementation activities.

d. Support Team leader of Adolescents and Youth Cluster • At the request of the Team leader of Adolescents and Youth Cluster conducts necessary research in relation to the main outputs of the programme;• Ensures seamless integration of Safe Guard Young people programme activities into the overall ESARO work-plan;• Initiate and maintain regular contact with partners and country offices involved;• Support mobilization of additional resources for both first Phase (I) and Second Phase (II);• Ensure cohesive and effective Project staff and organize participatory project staff meetings, update meetings, and report on them at regional planning meetings.

e. Donor Relations and Reporting• Ensure regular updating of donors and periodically involve them in regional planning meetings and field monitoring missions. • Ensure adequate documentation of the process and outcomes of projects• Work with communications Advisor and project staff to develop public relations documents and events including media events at strategic times. • Prepare necessary reports for submission to relevant donors including UNFPA CSB and PSB• Ensure all partners are acknowledged in all programme outputs and reports

f. Perform any other tasks as assigned by relevant ESARO advisers.

REQUIRED COMPETENCIES

QUALIFICATIONS:

• Advanced university degree in international relations, diplomacy, political science, management, public administration, Public Health, communication or equivalent.• 7 years of relevant progressively responsible professional experience, including experience at the field and international level, preferably with previous experience with/exposure to the UN Common System;• Experience in project design, management, and monitoring;• Extensive network within the donor community; • Ability to build and influence cross-cutting teams to produce results.• Strong presentation, communication, and writing skills in English required; working knowledge of another UN official language desirable.
