Chief of Party, Kyrgyzstan
We are currently seeking a Chief of Party for a USAID-funded activity in Kyrgyzstan that will focus on agricultural policy and the support of agribusiness and processors, prioritizing value chains such as those of fruits and vegetables. The goal of the project is for the agricultural value chains to increase productivity and output; nutritious foods available to agricultural producers; employment in the agricultural sector; and the market share of targeted crops in domestic and foreign markets. The project will work to reinvigorate agricultural growth, while contributing to the U.S. government's Feed the Future goals of reducing poverty and improving food security.
Responsibilities:
Provide overall leadership and technical direction for the entire program. Design, develop and implement strategies to improve agricultural productivity and market linkages to increase rural household incomes. Serve as principal liaison to USAID staff, host country partners and institutions to exchange information and develop professional relationships. Manage the technical input of all staff, consultants, subcontractors and project partners. Lead the design and drive implementation of project work plans. Oversee project contract compliance with USAID and ACDI/VOCA policies and procedures. Oversee program administrative, human resources, budget pipeline and finances.
Qualifications:
Minimum of 10 years of technical experience in agricultural development. Advanced degree in an agricultural discipline or a sector directly related to the project. Experience/expertise in agricultural extension and advisory services and/or in agricultural value chain development. Demonstrated experience in management of complex development programs. Minimum of four years’ experience leading local staff. Ability to effectively coordinate, collaborate and partner with government, donors, civil society and private business to leverage resources. Experience implementing projects involving participatory extension methodologies.Russian, Kyrgyz or Uzbek language ability preferred. Regional experience required.
