In response to the current situation in the Rakhine Myanmar, Save the Children is in the process of putting together a team to provide emergency response support. As part of this we are looking for a Child Protection in Emergency Programme Manager to provide leadership, technical guidance in the development and implementation of the emergency Child Protection programme in Rakhine State with support from the Humanitarian Programme Manager, Regional Programme Manager and relevant colleagues. The post holder is accountable for providing strategic technical support to the emergency programme in Rakhine State including government and non-governmental partners, working with the Child Protection Thematic Advisor and the Emergency Advisor for Child Protection to promote good practice and develop consistent approaches and address any problems arising in the field, and ensuring that guidelines are in place and that training is given.
The assignment is until the end of April 2014 with the possible of extension where funding can be secured. This is an unaccompanied assignment.

Key areas of accountability:
* Manage the implementation of SCI’s emergency Child Protection response activities in Rakhine State.
* Support the implementation and if necessary further development of referral mechanisms for managing child protection concerns at camp and host community level as well as with local government.
* Finalise development of case management work and implementation of the CP-IMS in Rakhine.
* Lead on the finalisation of a KAP survey for Rakhine State.
* Appropriately mobilise and train Child Protection Groups in relation to child protection issues at large as well as above mentioned case management.
* Continue working on the provision of psychosocial services to children in Rakhine through CFSs and finalise transition to post-CFS activities.
* Develop, train and mentor colleagues in child protection work, staff and budget management and project development, actively seeking opportunities to build capacity of staff and partners
* Build relationships and work with the Township Child Rights Committee (TCRC) and the Department of Social Welfare (DSW) to support the strengtheni ng of a national child protection system, where appropriate.
* Assist the Humanitarian Manager in developing and supervising emergency programme staff activities in relation to child protection and regularly monitor and evaluate their progress.
* Maintain awareness of the operating context and ensure that programmes adhere to Do No Harm principles, remain conflict sensitive and non-biased, and develop strategies to address gender and disability discrimination.
* Actively participate in relevant sector meetings, humanitarian forums and co-ordination meetings. Represent Save the Children on child protection issues, identifying opportunities to advocate SCI’s position on the rights of the child through exchange of information, negotiation and lobbying.
* Initiate and develop good diplomatic working relations with national government authorities, UN agencies and partner NGOs.
* Manage and plan overall Rakhine Emergency Child Protecti on programme budgets.
* Produce high quality and timely reports for Save the Children and donors within agreed deadlines.
* Design, adapt implement and maintain child protection monitoring procedures and information systems and ensure that child protection staff are trained for their data collection and monitoring duties.
* Participate in the development of strategies for emergency programmes at field level and contribute to overall programme planning.
* Ensure the completion of funding proposals and secure funding on behalf of the country programme, in close collaboration with the Child Protection Thematic Advisor and the Yangon Humanitarian Team.
* Comply with all relevant Save the Children policies and procedures with respect to child protection, health and safety, code of conduct, equal opportunities and other relevant policies.

Qualifications and experience:
Essential
* University Degree in development studies, social sciences, social work or relevant field
* 3 to 5 years management experience in an INGO environment, including experience directing and implementing programs for children in emergency and development contexts at international level.
* Specific experience in setting up and running CP-IMS and community based child protection programming.
* A solid understanding of child protection issues and sufficient field experience in similar settings to design and implement innovative, appropriate solutions with a focus on program delivery and capacity building in international development in complex emergency situations and from a child rights perspective.
* Experience and knowledge of effective financial and budgetary control managing multiple grants and donors with ability to b uild staff capacity on budget management.
* Ability to analyse information, evaluate options and to think and plan strategically
* Ability to prepare draft reports against expected results and indicators with minimal supervision
* Demonstrable commitment to humanitarian principles and accountability frameworks, especially in working with very vulnerable populations.
* Ability and commitment to work effectively with people of diverse backgrounds and under difficult and challenging environments.
* Flexibility and a sense of humour – ability to work, live and thrive under challenging circumstances.
* A team player who is able and willing to learn from others as well as live and work in a communal setting
* Excellent interpersonal communication and presentation skills.
* Fluency in written and spoken English.
* Commitment to and understanding of Save the Children’s aims, values and principles including rights-ba sed approaches.
DESIRABLE
* Experience working in IDP/Refugee camp settings
* Experience working in Southeast Asia
* Knowledge/Experience of peace-building and conflict resolution programming.
