Mali: Programme Coordinator, Sahel Response

Plan has been operating in Mali and Burkina Faso since 1976, and in Niger since 1998. In response to the conflict in the North of Mali and the Sahel as such, Plan has engaged in emergency response programming with conflict affected populations, including refugees and IDPs, with a primary focus on Child Protection and Education in Emergencies (including WASH in Schools). Emergency response teams have been established in Mali, Niger and Burkina Faso to operate in coordination with Plan’s community development programmes.

The Role:

We are looking for a proven development professional to coordinate the implementation of the two grants (GFFO and IrishAid) under the Sahel Response programmein Mali, Niger and Burkina Faso. Adept at engaging and building relations with key stakeholders you will be responsible for donorreporting, providing compliance guidance to the project teams, compilation and preparation of the financial and narrative report and in-country donor and stakeholder liaison. You will also support country resource mobilization teams as well as the relevant Plan National Offices on securing funds for the programme follow up and/or extension.

Candidates with immediate availability will be prioritized.

About You:

A development professional, fluent in both French and English, you will be able to demonstrate proven experience of coordination and/or implementation of development and/or humanitarian programmes/projects funded through international donors (i.e. GFFO, Irish Aid, ECHO, USAID, DFID etc.) at country and field level. Familiar with coordinating programmes in line with key international humanitarian standards, you will have excellent knowledge and understanding of INEE and CPIE minimum standards, SPHERE, Red Cross/NGO Code of Conduct and other relevant international standards for humanitarian response. Previous experience working in the Sahel region is desirable. With proven ability atnetworking and representation you will have demonstrable experience of organisational representation and engagement with humanitarian donors. The role requires competencies in general finance, administration, information management and telecommunication skills and proficiency in IT/computer skills (including sound MS excel and word proficiency).

Type of Role:20 months fixed term contract

Location:Based from the Country Office in Bamako with extensive travel to the northern Mali Field Office and regular trips to the Plan Burkino Faso and Plan Niger Country Offices.

Reports to:Deputy Country Director-Programmes with dotted line to the German National Office Programme Department

Salary:US$50,000 to $60,000. This is a mandatory unaccompanied position and a full expat package will be available.

Overview:

Mayendit, South Sudan - The Emergency Response Coordinator (ERC) will be responsible for overall coordination and management of the projects on the ground. The role:
The Child Protection Coordinator will be responsible for managing Save the Children’s Child Protection emergency response in Ouaka prefecture, Central African Republic, under the technical direction of the Child Protection Adviser. Save the Children have not been operational in CAR prior to 2013 and are in process of establishing and scaling up operations. The overall aim of the Child Protection Coordinator (Ouaka) will be to guide staff and partners to initiate interventions to address violations of children’s rights, particularly in terms of prevention and response for children associated with armed groups and forces in Ouaka. This will include engagement and advocacy with armed groups and forces, psychosocial activities for children and youth, establishment of community-based protection systems, and expansion of social reintegration services for childr en. The Child Protection Coordinator will be expected to lead on project planning, coordination, and support fundraising, recruitment and procurement. The post holder will also be expected to provide significant mentoring and capacity building to staff and partners.

Required qualifications and experience:
Essential

* Significant experience of managing child protection projects in emergency settings, especially in complex security environments
* Education to BSc/BA/BEng level in Social Work, Human rights Law, International Relations, Development Studies or similar, or equivalent field experience.
* Previous experience of managing a team and ability to support staff in challenging circumstances
* A high level of written and spoken French and English
* Ability to identify the main gaps in child protection in the given context to inform a holistic response for children.
* Knowledge of establishe d inter-agency standards and guidelines in child protection, especially the Paris Principles, MRM, SC Child Friendly Spaces Handbook, and the Minimum Standards for Child Protection in Humanitarian Settings.
* Experience in training and capacity building and willingness to dedicate time to staff and partner development

Role:
The FSL Manager will be based in Antakya overseeing food security and liverlihoods programs in Syria. In addition to directly managing ECHO, DFID and other FSL related grants in these areas, the FSL Manager will be expected to lead on programme planning, master budgeting, recruitment and procurements. The FSL Manager will also and support the FSL Advisor on programme design, proposal writing, coordination and capacity building and will work with MEAL/FSL Advisors and assessment, monitoring and evaluation activities. Key Areas of Accountability:

Needs Analysis and Program Design:

- Support design and organization required for assessments, baselines and evaluations
- Contribute to situation/response analysis development of food security and livelihoods strategy documents and sector response plans
- Contribute to programme design and proposal development

Programme Management:
- Create master budgets and implementation plans, including budgets, M&E and indicator tracking plans for all awarded grants
- Implement pr oject activities ensuring that services are delivered on time and on budget.
- Management program budgets lines and ensure proper and effective use of program resources
- Manager FSL team ensuring that staff have work-plans in place and following up with team members regularly to ensure that activities are on track.
- Monitor program progress against both programmatic and budgetary targets

- Work with FSL Advisor to identify learning and training opportunities for SCI staff and partners and work as a mentor and role model for less experience staff

Representation & Advocacy & Organizational Learning:
- Take steps to document lessons learnt from FSL programmes for wider dissermination.
- Support representation needs as required by FSL Avisor.

Qualifications and Experience:

Essential:

- Ability and willingness to work inside Syria without a visa
- Ability to speak Arabic.
- At least 3 years of management experience in emergency, fragile state or development programmes
- Previous experience of managing an FSL team at national level.
- Experience of and commitment to working through systems off community participation and accountability

In response to the current situation in the Rakhine Myanmar, Save the Children is in the process of putting together a team to provide emergency response support. As part of this we are looking for a Child Protection in Emergency Programme Manager to provide leadership, technical guidance in the development and implementation of the emergency Child Protection programme in Rakhine State with support from the Humanitarian Programme Manager, Regional Programme Manager and relevant colleagues. The post holder is accountable for providing strategic technical support to the emergency programme in Rakhine State including government and non-governmental partners, working with the Child Protection Thematic Advisor and the Emergency Advisor for Child Protection to promote good practice and develop consistent approaches and address any problems arising in the field, and ensuring that guidelines are in place and that training is given.

The assignment is until the end of April 2014 with the possible of extension where funding can be secured. This is an unaccompanied assignment.

Key areas of accountability:
* Manage the implementation of SCI’s emergency Child Protection response activities in Rakhine State.

* Assist the Humanitarian Manager in developing and supervising emergency programme staff activities in relation to child protection and regularly monitor and evaluate their progress.
* Maintain awareness of the operating context and ensure that programmes adhere to Do No Harm principles, remain conflict sensitive and non-biased, and develop strategies to address gender and disability discrimination.
* Actively participate in relevant sector meetings, humanitarian forums and co-ordination meetings. Represent Save the Children on child protection issues, identifying opportunities to advocate SCI’s position on the rights of the child through exchange of information, negotiation and lobbying.
* Initiate and develop good diplomatic working relations with national government authorities, UN agencies and partner NGOs.

Role:
The Regional Media Manager role is a key information management position to ensure quality and timely media materials are produced for media organisations, other partners, and Save the Children members, and to ensure visibility of Save the Children’s brand, notably in coverage of the Syria conflict. It is anticipated that the media-focused expectations and workload for the regional and country offices around Syria will increase in coming months, especially as the Syria emergency shows no sign of abating; rather intensifying. Background Trócaire Kenya has been implementing a programme seeking to promote gender equality through Gender Based Violence prevention and response in Kenya since 2011. The programme brings together partners working to prevent and respond to GBV at different levels from the grassroots to national. It is informed by;• Findings of the previous programme phase of 2007-09 (PPD KEN06-03) • National Framework Towards Response and Prevention of GBV in Kenya December – 2009• Government of Kenya, Strategic Plan 2008-2012, (Ministry of Gender, Children & SocialDevelopment)• Trócaire Gender Equality Policy and Strategy 2009-14• Programme specific baseline of 2010• Current phase 2011-2014 Programme Proposal Document (PPD)- KEN1001
• Mid-term review of 2012

The GBV ProgrammeIn line with the Trócaire Gender Equality Policy and Strategy 2009-14 and a programme specific baseline of 2010 this programme has been working via a programmatic and partnership approach. Six partner organisations and Trócaire have been working together with a goal of empowering communities, influencing policy and legislation and effecting positive change relating to gender-based violence and discrimination. The programme is adopting several strategies; • undertaking service delivery at the community level aimed at ensuring survivors of GBV have access to quality psychological, legal, medical and other support services including trauma counselling, treatment and compiling of evidence for prosecution of perpetrators in 22 health facilities;
• communities’ education and capacity strengthening to engage more fully in GBV prevention and response; • local and national advocacy work - demanding more effective government response measures, while implementing existing legislation and re- informing it via practice, and research

By February 2014, the programme aims to have reached 6000 girls and boys, 4000 service providers, 2000 traditional and religious leaders and 9000 survivors of GBV.Programme Long Term OutcomeWomen and girls live safer lives due to reduced prevalence of GBV and improved response services

Objectives of the Programme a) To reduce acceptability and tolerance of all forms of GBV amongst targeted men, women, youth and leadersb) To improve the health and safety of GBV survivors due to a reduction in fear/stigma and greater access to justicec) To ensure women and girls have improved access to justice through strengthened implementation of GBV related laws and policies

Programme Outcomes from 2011 to 2012a) Outcome 1: Women and girls benefit from reduced acceptability and tolerance of all forms of GBV amongst targeted men, women, youth and leadersb) Outcome 2: GBV survivors have improved health and safety due to a reduction in fear/stigma and greater access to justicec) Outcome 3: Women and girls have improved access to justice through strengthened implementation of GBV related laws and policies

After November 2012 midterm review these outcomes were reviewed/revised as follows a) Outcome 1: Women and girls are protected from GBV in targeted communities and schoolsb) Outcome 2: Survivors of violence have improved health and access to justicec) Outcome 3: Five partners have greater organisational capacity in M&E and grant and finance management to effectively implement programmes to reduce women's and girl’s vulnerability to GBV

Purpose of the EvaluationThe end-of-programme evaluation is intended to assess the programme’s performance and achievements (outcome/impact) on GBV prevention and response over the period from March 2011- February 2014, illustrating change among select target groups to date, identifying best practices, deepening understanding of innovative approaches, and informing the programme design of the next phase 2014 – 2019. The value added role of Trócaire will also be assessed.

The evaluation will involve partners and an external consultant who will guide the process. The process shall provide an opportunity for partners to critically engage with each other in reviewing their work and learning from each other.

The end-of-programme evaluation report and findings will be used by Trócaire, partners and target groups in designing the next phase of the programme. The report will also be shared with relevant stakeholders especially women, men, boys and girls targeted by the programme, partner agencies, donors, CSOs and academic partners etc.

Scope and Focus of the EvaluationThe end-of-programme evaluation will focus on the following key issues and guiding questions:

Has there been a tangible and direct change among women and girls, men and boys in terms of progress against the outcomes indicators :

What difference has the project made to people’s lives (what, who, where, when)? • To what degree have project outcomes been achieved? Approaches used by the project and implementing organisations: • What have been the most effective methodologies and approaches the organisation used to bring about changes to people’s lives? Women and girls (and their respective organisations) are substantively involved in delivering the programme and making decisions, rather than being beneficiaries.• The nature, scale and impact of partners networking, working in collaboration and forming linkages on a local, national and even international basis.• Have there been achievements on partners’ advocacy efforts for strengthened legislation and policy that addresses gender related discrimination? • Has the project been cost effective?

Approaches used by Comic Relief• How have Comic Relief’s grant making policies and processes (e.g. how Comic Relief define their programme strategies and outcomes, how comic relief assess applications) helped or hindered the delivery of lasting change?

Methodology and ApproachIt is expected that the end-of-programme evaluation will be participatory, use a combination of quantitative and qualitative approaches and that key target groups and stakeholders (including Comic Relief grants staff) will be meaningfully and fully involved in the evaluation. Among such techniques are:• Desk review of Kenya GBV programme documents• Field mission to consult partners, target groups and other stakeholders. Trócaire and partners will organize the visits and it is expected that the team will use an integrated quantitative and qualitative approach involving: questionnaires, direct observation, focus group discussions, key informant interviews and case studies so as to capture citizens’ voices as much as possible• Sampling: The consultant will identify the appropriate sampling techniques in consultation with Trócaire and partners. Gender disaggregation of the data will be incorporated in the sampling design

Areas of CoverageThrough the partnership approach Trócaire works with 6 partners in selected areas of Kenya which should provide the samples for the review. These areas and target groups are as follows:

• Caritas Kenya (Diocese of Nakuru - Marigat parish and Ngong - Nairege Enkare parish). Caritas diocesan leadership, diocesan staffs, diocesan communities (men, women, boys girls)

• Coalition of Violence against Women -COVAW (Nakuru and Kisumu)Legal officers, paralegals, local community leaders, women and girls

• The Cradle (Larger Suba district)Girls and teachers in specific schools including safe horizon clubs, Paralegals, local leaders, provincial administrators, police, district level departments and officials (education, security, judicial, children, police)

• Girl Child Network – GCN (Imenti south district)Women groups, Girls in specific school and teachers, paralegals, police, women, village elders, local leadership and institutions both governmental and non-governmental

• Liverpool VCT care and treatment -LVCT (22 service delivery points including 3 Gender based violence recovery centres (GBVRC) centres at KNH, Nakuru and Nyeri. Selected sites and Service providers (police, CHW, government health workers and sites, psycho-socio-health counsellors, survivors of GBV, governmental institutions and departments

• Men for The Equality of Men and Women- MEW (Tigania and Maara Districts)Target Groups: Meru traditional structure, men & boys, women & girls, village elders, local leadership and institutions both governmental and non-governmental

Based on this categorisation, the key areas to provide review samples will be agreed from the following logistically:1. Eastern – Meru and Embu counties 2. Nyanza – Kisumu, Homabay counties 3. Central – Kiambu and Nyeri counties 4. Rift Valley – Nakuru, Baringo and Narok counties 5. Nairobi - Nairobi county

Scope of WorkThe evaluation will assess all aspects of the work that has been delivered by the programme since 2011.

The consultant will be expected to undertake the following tasks: • Familiarize themselves with the GBV programme plans/framework etc• Participate in briefing and consultative meetings on the assignment
• Identify key sources of secondary information that can be used to supplement primary information gathered. Partners to provide available secondary data. • Determine with the partners the appropriate sample size, composition and locations where information will be collected. Sampling plan to be drafted by consultant and shared with the team for review and finalisation.• Develop the data collection tools in collaboration with Trócaire and the partners.• Train partners/Trócaire on the tools to be used in data collection• Conduct field work with all programme partners • Analyse the data• Draft the preliminary report for feedback from the wider evaluation group• Do the final analysis and report, setting out the key findings and recommendations.

DeliverablesThe following services and outputs are expected:• A detailed end-of-programme evaluation plan• Sampling plan• Detailed and comprehensive evaluation tools (quantitative and qualitative) to be used in data/ information collection. The tools should be discussed and agreed before utilization and thereafter be annexed to the report• Orientation/ training of partner staff participating in the evaluation • Debriefing session for management team• Comprehensive draft and final review reports, including data on the variables/indicators others identified by the consultancy • Soft copy of the data and data base of the primary data analyzed and used in the report

The ReportThe draft and final reports should be submitted in soft copy to Trócaire on an agreed date after completion of field work. The report should be clear and simply written, free of jargon.

The main body of the report should not exceed 30 pages and should include an executive summary and recommendations. Technical details should be confined to appendices, which should also include a list of informants and the evaluation team’s work schedule. Background information should only be included when it is directly relevant to the report’s analysis and conclusions.

The report’s authors should support their analysis of a project’s achievements with relevant data and state how this has been sourced. Recommendations should also include details as to how they might be implemented.

Logistics• Logistics: The consultant’s travel from base to the field and back after the end of the contract (including airport tax), food, and accommodation will be covered by Trócaire, being the lead agency• Professional fee: The team of consultant(s) will be paid depending on their qualification and agreed modalities with Trócaire • Tax and insurance: The consultants shall be responsible for their income tax and/or insurance during the assignment. Trócaire will deduct a 10% withholding tax from the consultant’s invoice and remit the tax to the Kenyan authorities.

A contract will be signed by the consultant (s) upon commencement of the review which will detail additional terms and conditions of service, aspects on inputs and deliverables.

DurationThe end-of-programme evaluation is expected to be carried out within a period of 30 days spread between January - February 2014

Afghanistan: Consultant for Hospital Emergency Preparedness/Management and Response

Background:

Focus Humanitarian Assistance (FOCUS) is an international group of agencies established in Europe, North America, South and Central Asia to complement the provision of emergency relief, principally in the developing world. It helps people in need reduce their dependence on humanitarian aid and facilitates their transition to sustainable self-reliant, long-term development. FOCUS is an affiliate of the Aga Khan Development Network.

Introduction:

Hospitals, health facilities and health services are a community’s lifeline in normal times and are especially critical in times of disaster. Yet time and again, they have been severely damaged and unable to function in the aftermath of disasters. There are countless examples of health infrastructure, from sophisticated hospitals to small but vital health centers that have been rendered unusable after a disaster. In December 2004, the tsunami in the Indian Ocean destroyed 61% of the health facilities in Banda Aceh, Indonesia. In the October 2005 earthquake in Pakistan, 50% of the health facilities in affected areas were completely destroyed.

The destruction of a hospital has an adverse impact on emergency response. Construction, and re-construction, of health facilities presents both an opportunity as well as cause for concern. There is danger that infrastructure would be built which is not disaster resilient. This investment is a lost investment, as after the next disaster the infrastructure would not be functional. Looking into such examples of catastrophic impacts of natural disasters across worldwide as well as more specifically in Afghanistan on health facilities in purview of its geo-tectonic setting and fragility of health infrastructures Focus Humanitarian Assistance Afghanistan decided to intervene with a comprehensive approach in hospital preparedness.

A venture has been designed to model the comprehensive hospital emergency preparedness and response which includes hazards, vulnerability and capacity assessment, train the staff in incident command system (ICS), establish internal and external coordination mechanism such as Emergency operation center with in the facility (EOC), mass casualty management drills develop safety guidelines, standard operating procedures etc. Existing emergency preparedness and response plans will be reviewed and training module will be developed and impart training to primary stakeholders to rehears the plan and SOPs as well as guidelines. Then all relevant material will be handed over to respective facilities to institutionalize and further share, build capacity at local level extensions in a sustainable manner.

A subject specialist (consultant) will be hired to lead the assignment with scope defined below to produce deliverables listed.

Job Objectives

The overarching objective of the Hospital Emergency Preparedness/management training, mass causality management drills and facility emergency preparedness and response plan is to mainstream DRR into hospital preparedness and response: save maximum lives of patients, staff, and visitors and protect the investment (in Pharmaceuticals, equipment and furnishings) and the performance of the health facility during an emergency.

Specific Objectives of the Assignment

• To aware, sensitize and train the hospital management about the potential emergencies and related preparedness• To develop and in place a Hospital Emergency Preparedness/Management and Response Plan and standard Operating Procedures to keep emergency operation smooth, respond effectively to events that pose an immediate danger to the health and safety of patients, staff, and visitors.• To ensure prompt and effective medical care of the patients/victims,• To optimally prepare the stakeholders and institutional resources to keep Hospital functional to cope with massive influx of victim during massive destruction due to natural calamity in the region, and • To minimize morbidity and mortality resulting from an emergency.

Primary Tasks

• Review the existing health emergency preparedness and management policy, plans and SOPs• Analyze the problems within and in the surroundings of the facility. These problem may include organizational, administrative, resources and environmental etc• Evaluate existing coordination mechanism among main stakeholders• Evaluate Capabilities for technical planning, program implementation,(training, research and logistical support) in the hospital.• Develop a management structure and their roles and responsibilities to ensure the smooth function of the facility during and post emergency situation• Overall standards of training are identified and disseminated to all parts of the health care system and a significant amount of training is delivered through realistic exercises and drills• Develop guidelines and standard Operating Procedures for hospital emergency preparedness/management and response, Mass Causality Management as well as Incident Command System.• Develop hospital safety guidelines in a way that could be adopted for other facilities as well• Submit an inception report stating proposed methodology, work plan, and list of expected outcome in purview of ToR after award of assignment. After approval of inception report by Focus and AKHS the consultant will commence the actual assessment. The inception report will be approved by the authority and serve as the tools for monitoring and evaluation of consultant’s performance.

In order to meet the above objectives and accomplish the assignment, tasks are categorized into three main sections.

Section –A: - Emergency Preparedness/Management & response plan

The Emergency Management Plan will be designed to assure appropriate, effective response to a variety of emergency situations that could affect the safety of patients, staff, and visitors, or the environment of the facility which adversely impact upon the hospital’s ability to provide health care services to the community. Plan should be formulated through collaborative planning and interaction with Aga Khan Health Services, Ministry of public health and Provincial ANDMA.

Key Tasks • Review the existing contingency/ hospital safety plans and Standard Operating Procedures developed by the hospital.• Conduct hazard, vulnerability and risk assessment to assess the impact of likely emergencies in the region. • Emergency Preparedness/Management and response Plan should clearly define the process for initiation and implementation of that plan. The description should include the command structure (Rapid Response Team) with in Incident Command System for the plan, the conditions requiring activation of the plan, and the individual(s) responsible for implementation of the plan.• Explain leadership and Incident Command System (ICS), Identify and assign roles and responsibilities that who will be responsible for what and how to and who will notify Governmental line authorities. At the same time define alternate roles for staff during emergency if designated staffs are not available or hurtled due to effects of events.• List clearly the standing operating procedures as a part of plan and annex at the end.• List governmental line agencies, non-governmental organizations that must be notified to effectively implement the plan as a stakeholder in case of emergencies. • The Emergency Management Plan includes a description of the methods of identification of caregivers, other facility staff, and community responders. Community responders may include law enforcement, fire service personnel, media, and volunteer organizations such as Community Emergency Response Teams (CERTs).• Plans include horizontal and vertical evacuation of the facility and indicate biological, chemical and radioactive storage • Indicate alternate options for utility failure and alternate sources of utility systems • Backup system for internal and external communication system• The hospital staff and the stakeholders will be trained on how to use the plan. • Pre and post drills will be undertaken to test the plan and identify gaps for further improvement of the plan. • The "during disaster" phase will include the description of roles and responsibilities of the hospital departments and individuals during an emergency and the "post disaster" phase will include guidelines for debriefing and closing out the emergency phase• Suggest recommendations for Mitigation, Preparedness, Response and Recovery • Processes for Implementing the Plans, and Recovery Processes • Guiding question for annual review of plans and orientation, training, and education to patients, staff, visitors and rapid response force• Develop Emergency preparedness and response checklist and annex with Emergency preparedness/management and Response plan

Section-B:- Hospital Emergency Preparedness/management and Response Training

  1. After developing Hospital Emergency Preparedness and Response plan, staff will be identified to translate plan in to action. Therefore consultant will conduct need assessment using suitable tools with the following stakeholders: hospital management (including maintenance staff such as cleaners, plumbers electricians et al), AKHS, WHO, MoPH, ANDMA, Departments of Water supply, power and sanitation.
  2. Conduct an induction workshop with the above stakeholders to clearly define their roles and responsibilities.
  3. As a part of plan (section-A) identify and constitute a Raid Response Team under incident command system keeping in mind its sustainability and efficacy in Afghan context
  4. Design and Facilitate the 5 days training sessions on hospital emergency preparedness and response as well as mass causality management. Demonstrate the class sessions with practical simulations.
  5. Develop a manual on hospital preparedness

Section-C: - Mass Causality Management

• Relocation and Evacuation of the Facility and identify space for necessary offices during an emergency: 1) command centre and communication office; 2) security office; 3) reception and triage area; 4) an area for holding a media briefing; and 5) operation theatres.• Establish alternate Care Sites and care management activities• Conducting drills to test emergency preparedness and response plan for in purview of mass casualty Management • Performance Monitoring

Qualification/Experience

IRC works in several states, primarily focused in the most marginalized areas of the country, including Rakhine, Chin and Kayah States.

SCOPE OF WORK:The Emergency Response Coordinator (ERC) will report to the Design, Monitoring & Evaluation Coordinator (DM&EC), and will oversee the emergency response program in throughout the country. The position’s initial focus will be in Rakhine State, however it is expected that s/he will grow the program’s ability to respond to other emergencies as country wide. The ERC is responsible for ensuring rapidity of response, scale of assistance and timely delivery of program activities, while maintaining a positive relationship with State Ministries and other partners.

RESPONSIBILITIES:

Role:

The Response Team Leader (RTL) leads the Iraq Country Office humanitarian response to the Syrian refugee crisis. In collaboration with the Country Director and the Program Development and Quality Director, s/he is responsible to refine the response’s current program and also to design the response’s future programs/activities. S/he will oversee all of the Iraq CO response implementation/delivery in consultation and cooperation with the Program Operations Director and Security Director. Current/funded response activities include child protection (Child- and Youth-friendly Spaces and capacity-building for other NGOs re: child protection, resilience, referrals, etc.); non-formal education; NFI distribution for women and babies; basic hygiene/sanitation information-sharing; also youth livelihoods (Al Qaim). The RTL is res ponsible for significant representation with UN agencies, (other) donors, other NGOs, KRG officials, et al. S/he is also responsible for strong budget management. The RTL will shape and lead a growing KRG regional team, while monitoring the activities in a small Al Qaim program, to ensure an effective response to the refugee crisis in the area, supporting staff to increase impact and enable positive change for children. The role is based in Iraq (Kurdistan Regional Governorates (KRG) with travel to Baghdad and Anbar Governorate) and for 12 months.

Key areas of accountability:
Programme Support:

* Take full responsibility for oversight of Iraq emergency response in collaboration with the Country Director
* Work with the PDQ Director and CD to accelerate and refine strategic planning for the KRG region
* Work with the current team, including the Programs Ops Director, to ensure ongoing, strong action / work planning and moni toring to ensure an effective emergency response.
* Support the M&E and Reporting Manager to ensure project monitoring plans and systems are in place.
* Ensure strong accountability to beneficiaries
* Manage a number of grants (large and small; current value = $3 million), ensuring strict compliance of with SCI national and global standards, policies and procedures and with relevant donor regulations and requirements, SPHERE guidelines and the NGO code of conduct.
* Oversee development of 6-24 month master budgets for multiple sites
* Manage relevant staff to ensure submission of high quality, timely project/activities reports, particularly for donors per their requirements, but also for SCI as per regional/internal requirements.
* With the Iraq Safety and Security Director support best practice safety and security management for the emergency response program; ensure continuous monitoring of the safety and security situation as relevant t o program / activity implementation with maximum concern for staff and partner safety
* Ensure effective logistics systems / relationships are in place to procure, store and distribute stock, supplies and services for the timely delivery of project activities
* Plan identify and resource appropriate and effective structure & staffing needs for entire response with the support of the HR Manager (including ensuring that human resources policies are in accordance with national laws)

Capacity Building:

Representation & Advocacy
