In response to the current situation in Rakhine State, Myanmar, Save the Children is in the process of putting together a team to provide emergency response support. As part of this we are looking for a Water, Sanitation and Hygiene (WASH) Manager to provide expertise and support to our upscale in the area. The WASH Manager will work alongside the existing WASH project team, supporting the effective management of the WASH programmes in Rakhine State, implementing emergency preparedness initiatives, and leading WASH emergency responses in camps as require d, in response to flooding or outbreaks.
The assignment is for six months with the possible of extension where funding can be secured. This is an unaccompanied assignment.

Key areas of accountability:
* With support from senior technical colleagues, carry out WASH assessments in coordination with other SCI thematic areas and/or other external sector agencies, ensuring assessment findings are documented and that all assessments include a specific analysis of children’s needs.
* With support from senior WASH colleagues, help develop project plans and budgets.
* With support from senior WASH colleagues, support fundraising for your area, including contributing to the development of high quality concept notes and proposals.
* Implement projects as set out in WASH project planning documents, flagging up both successes and risks to senior managers in a timely manner.
* With support from senior colleagues support the preparation of WASH programme and donor reports on project activities.
* With support from senior colleagues, supervise performance of technical staff and carry out training for identified WASH programme learning needs.
* Identify project supplies needs and coordinate with the logistics team to ensure materials arrive in good time.
* Carry out monitoring and evaluation of project activities as agreed in a monitoring and evaluation framework.
* Ensure that projects are carried out with participation from all relevant stakeholders, including disaster affected children and their families.
* Ensure that the minimum standards of humanitarian relief are maintained in accordance with the S phere Charter and Red Cross Code of Conduct.
* Participate in Interagency Coordination forums at field office level, sharing information from Save the Children programmes.
* In collaboration with other senior WASH colleagues, participate in feeding in learning, experiences and evidence to relevant global advocacy objectives.
* Deliver results in line with the current proposals and Save the Children’s strategy – to do this in a way which maintains the reputation of the WASH team and the Humanitarian Department.
* Comply with Save the Children policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.
* Help be responsible for the security of all staff. Ensure that the security, health and well-being of staff are ensured and staff management and other processes and policies and systems reflect Save the Children's principles of equity and fairness.
Qualifications and experience:
Required:
* Education to BSc/BA/BEng level in Public Health, Water Engineering, or a related subject, or equivalent field experience
* Minimum 4 years of working experience, including minimum 2 years of working in WASH-related humanitarian programmes
* Previous experience of working effectively as part of a WASH project team
* Commitment to working through systems of community participation and accountability
* Knowledge of monitoring and evaluation
* Commitment to capacity building and developing others
* Ability to write clear and well-argued assessment and project reports
* Excellent communication skills
* Strong influencing skills
* Politically and culturally sensitive with qualities of patience, tact and diplomacy
* A high level of written and spoken English
* The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances.
* Commitment to the aims and principles of SCI. In particular, a good understanding of the SCI mandate and child focus and an ability to ensure this continues to underpin our support
Desirable:
* Experience working in AWD and WASH emergency response
* Experience in a protracted emergency context
* Experience working on WASH programmes in a camp context
* Experience or knowledge of working and living in relevant regions/contexts
