Background

The Danish Refugee Council (DRC) is a humanitarian, non-governmental and non-profit organization, founded in 1956, that works in more than 30 countries around the world. DRC has been operating in Turkey since early 2013, working by and large with non-camp Syrian refugees and affected host communities. DRC is committed to basic humanitarian principles; including impartiality and neutrality, and offers the highest standards of accountability to the people it serves.

The overall objective for DRC in Turkey is the protection and promotion of durable solutions to displacement affected populations on the basis of humanitarian principles and human rights with more immediate objectives focusing both on the immediate subsistence needs, protection and self-reliance support as well as a more long term focus on capacity building. DRC works in Turkey through partners by and large, providing intensive capacity building support.

DRC Turkey is looking for a Distribution Project Manager for the operations in southeastern/south Turkey.

Responsibilities

The Distribution Project Manager has the full responsibility for the timely and quality management, programming and implementation of DRC NFI distribution, with a strong focus on Syrian vulnerable families and newcomers to southeastern Turkey.

Specific duties and responsibilities:

Programming & operations

» Ensure implementation of NFIs distribution activities in accordance with DRC guidelines and program objectives.

» Coordinates with distribution actors, including implementing partners when applicable.

» Ensure complementarity at field level.

» Lead needs assessment and supervise data collection.

» Set guidelines and Standard Operation Protocols for distribution.

» With the protection team, finalize the assistance guidelines and SOPs.

» Recruit and train distribution and protection staff as needed.

» Evaluate and mentor the assigned staff in close coordination with distribution manager.

» Assess assigned staff training needs.

» In close coordination with logistics team, prepare procurement plan.

» Finalize and supervise implementation of detailed planning and reporting of distribution activities.

» Supervise administrative and financial matters related to distribution activities.

» Monitor and evaluate ongoing distribution activities and report on unmet needs and gaps.

» Ensure a transparent, accountable and timely distribution to beneficiaries / new arrivals on site, through door-to-door visits and/or centralized distribution mechanisms.

» Supervise the post distribution monitoring activities.

» Constantly liaise with the Logistic/Procurement unit to ensure timely delivery of commodities.

» Monitor roles and responsibilities amongst team members.

» Monitor all distributions.

» Find solutions for problems occurring before, during and after the distribution.

» Attend all the distribution coordination meetings when relevant.

» Find adequate distribution sites and make agreements when necessary.

» Finalize weekly and monthly distribution reports.

» Ensure collection of data is up to date.

» Supervise filing of all means of verification related to the distribution.

Representation

» Represents DRC with relevant donors and partners at field levels.

» Represents DRC in the sector working groups and interagency planning workshops.

» Represents DRC before relevant local authorities.

Accountability

» Ensure that the distribution assistance programme is compliant with DRC accountability principles.

» Any other duties as agreed with the DRC Program Manager/Country Director.

Qualifications

» University degree in international affairs, emergencies, international affairs, or other related field.

» At least 5 years of relevant professional humanitarian experience with an international humanitarian aid organization, with at least 2 years in a managerial position, and experience working in emergencies.

» Protection experience strongly desirable.

» Good project management skills.

» Exceptional command (written and spoken) of English. Turkish or Arabic is a plus.

» High computer literacy level with expected proficiency in Word, Excel, PDF, Photoshop and Internet

» Excellent interpersonal and teamwork skills, working with different groups and nationalities

Conditions

Availability: As soon as possible

Duty station: Kilis or Sanliurfa, Turkey, with regular travel

Contract: until 31 March 2014, with 3 months probation period and possibility of renewal.Position is a non-family duty station and accommodations will be in a shared DRC guesthouse.
