The role

The WASH Hygiene Promotion Manager is responsible for the overall day-to-day management of an EC-funded pilot urban sanitation project in Jacmel. S/he will work in partnership with local organization CRESFED and in association with the government, to deliver a comprehensive programme that supports Haiti to make tangible progress towards its Millennium Development Goal on sanitation: to halve, by 2015, the proportion of the population without sustainable access to safe drinking water and basic sanitation.

Qualifications and experience

* Bachelor’s degree in Hygiene Promotion, or any discipline relating to Water and Sanitation

* At least 7 years related experience and two years’ practical experience in developing countries in appropriate sanitation faciliti es, water supplies infrastructure maintenance and management, sanitation/ hygiene promotion and sanitation marketing with some experience been in emergency and development relief programs.

* Good understanding of the public health needs of poor rural and urban communities, including the particular needs of women and children, and of appropriate ways of tackling them.

* Proficiency in engineering/ technical software, particularly Auto Cad, is a plus.

* Experience in capacity building and setting frameworks for staff and partner team development.

* Excellent oral and written communication skills in French and English (Creole a plus).

* Strong interpersonal skills with the ability to demonstrate skills in leading a multi- disciplined team through a period of change.

* Willingness to travel on short notice, and often in difficult circumstances.

II. Develop an overall behaviour change strategy for integration of hygiene and health promotion activities for Internally Displaced Persons (IDPs) within the Protection of Civilians (POC) areas as well as outside of the POC.

  1. Design and lead the implementation of results-oriented interventions based on the approved overall strategy. Interventions may include, but are not limited to, awareness raising events, communication and messaging as well as training of staff and volunteers on good public health practices.
  2. Establish a system to monitor activities and analyse the interventions progress, specifically aimed at increasing effectiveness of hygiene interventions for better public health outcomes. This should include recommending specific actions for improvement.
  3. Provide direct oversight to health and hygiene promotion operations in the field including, staff supervision (community mobilisers, outreach workers and the network of house to house volunteers) and direct implementation. This may also include field level coordination of mobilisation activities such as mass and routine immunization campaigns (i.e. Oral Cholera Vaccination Campaign) as well as procurement of culturally and linguistically appropriate IEC materials for distribution.
  4. Oversee IOM health activities in the clinic in the absence of the Health Team Leader.
  5. Supervise periodic training for staff to ensure the quality of messages and full coverage of the population.
  6. Liaise with WASH and Health IOM and Cluster focal points to ensure coordination and integration of key messages such as malaria prevention, Gender Based Violence (GBV) prevention/other protection messages as necessary, good health seeking behaviour.
  7. Establish or strengthen partnerships with other clusters or agencies, where appropriate, to create synergies for raising awareness on the importance of good hygiene practices for health.
  8. Report weekly to Health and WASH Coordinators in Juba on results of interventions and activities as assist in midterm and final reports for donors.
  9. Represent IOM at health and other cluster related meetings, actively liaising and coordinating with national and international health and development assistance authorities, agencies or organizations regarding strategic planning on health matters.
  10. Undertake field assessments in IOM areas of work on as needed basis.
  11. Perform such other duties as may be assigned. IV. In collaboration with the Ghana WASH Sector Leader, the Country Director and global Program Team, the Ghana WASH Project Manager will effectively coordinate all aspects of the project at the country level, ensuring implementation follows the global program targets and timelines.

Responsibilities

  • Steer, manage, monitor and report on the project, ensuring that the project is implemented in line with objectives, customer requirements, monitoring indicators and frameworks, time line, budget and contract management requirements, in consultation with the Sector Leader, Country Director and Multi-country Programme Manager.
  • Establish annual project implementation pipelines and systems and support the coordination of activities locally and nationally.
  • Provide technical direction and advice to ensure that the project activities are designed and implemented in line with global best practice in CLTS, sanitation marketing, and BCC, and in compliance with process and procedures established by key stakeholders in Ghana, such as UNICEF and the Ministry of Local Governance and Housing.
  • Manage the local team of three national staff and local NGO partners involved in the implementation.
  • Prepare ToR and SoW to ensure timely and appropriate selection of consultants and local partners to achieve project results.
  • Ensure positive and clear communication on project targets, objectives, and timelines to partners and team members and key stakeholders.

Candidate

  • Relevant advanced academic qualification in WASH or related field;
  • 7+ years of relevant experience in WASH project management in CLTS-focused and/or sanitation marketing projects and programmes;
  • At least 10 years of experience working in the NGO sector, preferably in Ghana;
  • Proven abilities in developing monitoring and evaluation tools, data analysis and report writing;
  • Familiarity with DfID funded programmes and results based financing an advantage;
  • Excellent written English and ability with standard Office packages – Excel, Word, PowerPoint
  • Established WASH networks and strong relationship management skills;

Myanmar: Emergency response: Water, Sanitation and Hygiene Manager

In response to the current situation in Rakhine State, Myanmar, Save the Children is in the process of putting together a team to provide emergency response support. As part of this we are looking for a Water, Sanitation and Hygiene (WASH) Manager to provide expertise and support to our upscale in the area. The WASH Manager will work alongside the existing WASH project team, supporting the effective management of the WASH programmes in Rakhine State, implementing emergency preparedness initiatives, and leading WASH emergency responses in camps as require d, in response to flooding or outbreaks.

The assignment is for six months with the possible of extension where funding can be secured. This is an unaccompanied assignment.

Key areas of accountability:
* With support from senior technical colleagues, carry out WASH assessments in coordination with other SCI thematic areas and/or other external sector agencies, ensuring assessment findings are documented and that all assessments include a specific analysis of children’s needs.
* With support from senior WASH colleagues, help develop project plans and budgets.
* With support from senior WASH colleagues, support fundraising for your area, including contributing to the development of high quality concept notes and proposals.

PSI seeks a Chief of Party, Sanitation & Hygiene for an anticipated multi-country Water, Sanitation and Hygiene (WASH) project. This position will lead a project implementation team in Washington DC and up to six country programs. The Project Director will provide strategic leadership, and technical assistance in areas including WASH program design and implementation, business and marketing support, quality assurance and act as the primary donor liaison.

RESPONSIBILITIES:

III. Position Profile

Under the supervision of the Area Coordinator, the Program Manager is responsible for the implementation, management, and development of the community mobilisation and hygiene promotion projects in Azraq refugee camp which forms part of the ACTED emergency response to the Syrian crisis in Jordan. The position is based in the Azraq field office.

The Program Manager oversees and manages the implementation and coordination of activities for all activities in the Azraq refugee camp, with an estimated population increasing to 50,000 and a capacity of 130,000 refugees from Syria. This is done in close collaboration and integration with the other components of the WASH programme – including water supply, sanitation, and waste management.

The position is responsible for managing camp-wide hygiene promotion programmes, managing WASH-related NFI distributions, and putting in place the strategies and modules to support that.   • Objective 1.2: Project Cycle Management FrameworkThe Program Manager will ensure that project cycle management tools, including the PMF are developed and regularly updated. He/she will ensure that project implementation is conducted within the parameters of the PMF and that this reflects the proposal objectives.

The Program Manager shall undertake regular field coordination visits to ensure that:1. Activities are correctly completed across the entire camp and that expected standards are met;2. Targeted indicators as stated in the Project Management Framework (PMF) and/or Logframe are met in a satisfactory manner;

  • Objective 1.3: Management of Project StaffThe Program Manager shall be responsible for the management of project staff and for ensuring that all field teams are comprehensively briefed on the objective, expected output and overall implementation strategy of any given activity. Polish Humanitarian Action (PAH) has been working in South Sudan and Jonglei State specifically, since 2006. Our main area of expertise is providing WASH services to conflict affected and vulnerable rural populations through drilling and rehabilitating boreholes, creating sustainable O&M structures, providing hygiene promotion and safe sanitation. PAH is also running an ECHO funded WASH EP&R project in Jonglei State, and all South Sudan in general.

PAH is hence looking for candidates to work as WASH Technicians in the Emergency Response Team (ERT). The Team’s primary objective is reacting to WASH crises in Jonglei State. The Emergency Response Team will also organize and/or support distributions of non-food items (NFIs), especially WASH-related. The position will include frequent trips to rural areas of Jonglei State, where the Team will live in tents, have access to basic food and will walk long distances in case of lack of other means of transportation.

KEY AREAS OF ACCOUNTABILITY:Hygiene and Sanitation Officer will be part of the Emergency Response Team created specifically to respond to WASH emergencies occurring in Jonglei State. The Team will be capable of providing emergency water supply and sanitation solutions, as well as hygiene promotion suitable for Jonglei and other states.

• University degree in Engineering or relevant Hygiene specializations. • At least 2 to 4 years work experience in a development, emergency or post-conflict setting, in Hygiene interventions. • Excellent written and oral English skills required • Strong project management skills. • Familiarity with different European and other international donor regulations. • Organized and detail oriented, with an ability to multi-task. • Must be able to function effectively in a fluid, loosely structured, but complex work environment and to set appropriate priorities and deal effectively with numerous simultaneous requirements. • Must be able to work independently, with minimum supervision, within the context of a larger team. • Willingness to live and work in an insecure environment and to travel regularly to program locations as security allows.

Manager son équipe (en collaboration avec les Coordinateurs Terrain)- Elaborer le plan d’action individuel des Responsables de Programmes EAH - Apporter le support technique nécessaire dans la mise en œuvre, le suivi et l’évaluation des activités - Organiser et animer les réunions et sessions de formations thématiques - Participer au recrutement - identifier et planifier les besoins en formations des Responsables de Programmes ;- Participer, en qualité de support technique fonctionnel, aux évaluations des Responsables de programme EHA.

Responsabilités : Renforcer les capacités des acteurs locaux dans le domaine Eau Hygiène et Assainissement (EAH) de manière à ce qu’ils soient en capacité de conduire des projets EAH. Plus précisément, vous aurez les responsabilités suivantes :

  • Contribuer à la définition et la mise en œuvre de la stratégie ACF au sein de la mission
  • Contribuer à l’identification, la définition, et la formulation de projets (évaluation des besoins, écriture de projets)
  • Mettre en œuvre et assurer le suivi du projet
  • Renforcer les capacités du partenaire ADEMA (accompagnement, recommandations techniques et formation)
  • Assurer le reporting de projets (rapports, chronogramme)
  • Assurer la représentation locale d’ACF et la coordination avec les autres acteurs de la zone
  • Contribuer à l’évaluation interne et externe du projet afin de déterminer l’impact de son projet
  • Participer à la gestion des ressources humaines mobilisées sur le projet (recrutement, formation et évaluation)
  • Contribuer à la capitalisation mission et à la communication ACF

Qualification et expérience :De formation supérieure type Master ou diplôme d’ingénieur équivalent dans un domaine lié à l’EAH, vous justifiez d’une expérience professionnelle humanitaire de 2 ans minimum en gestion de projets.Ou de formation type Bac+2 en gestion de l’eau avec une expérience professionnelle humanitaire de 3 ans minimum.La pratique du créole ainsi qu’une expérience en Haiti serait un plus.

Statut : Volontaire pour les candidats ayant moins de 24 mois d’expérience humanitaire :- Durée d’engagement : 1 an renouvelable- Prise en charge sur le terrain : voyage aller/retour, hébergement collectif, frais de bouche et d’hygiène- Indemnité de 838 € nets par mois versée en France + allocation d’environ 210 € nets versée sur le terrain- Couverture sociale, mutuelle, assurance rapatriement et cotisations retraite- Acquisition de 2.5 jours de congé par mois complet de mission- Temps de récupération d’une semaine tous les deux à quatre mois (en fonction du pays) + allocation versée pour la période de récupération- Formation de 2 semaines, assurée à Paris, avant le départ en mission
