Tetra Tech ARD, headquartered in Burlington, Vermont is currently accepting expressions of interest from qualified candidates for potential Utility Specialist positions on a MCC funded program in Cape Verde. The program seeks to improve water and sanitation services at the municipal level by making implementing reforms to provide a financially sound, transparent and accountable institutional basis for the delivery of water and sanitation services to Cape Verdean households and businesses. These positions will be short term and require travel to Cape Verde.Responsibilities: *Conduct assessments of the quality, efficiency and transparency of water and sanitation services at the municipal level and identify areas for improvement;*Work with municipalities, utilities and the Government of Cape Verde to develop implementation plans and strategies to transition local water and sanitation service provision to a multi-municipality approach;*Provide technical assistance and training to municipalities, utilities, and government officials in making a successful transition to an improved institutional service delivery regime. Qualifications: *Advanced degree in engineering, business, economics or related field relevant to utility reform and improvement;*Minimum 10 years of experience with successful water, sanitation and hygiene projects or institutional strengthening programs;*Demonstrated experience in utility operations and management, specifically capacity building initiatives; *Strong communications skills and ability to work with senior utility managers and government officials;*Fluency in English and Portuguese required.To be considered applicants must submit the following as part of the on-line process:* Cover Letter* CV in reverse chronological format* Reference List
