This role is for 12 months based in Antakya Turkey and North Syria

Role:
The FSL Manager will be based in Antakya overseeing food security and liverlihoods programs in Syria. In addition to directly managing ECHO, DFID and other FSL related grants in these areas, the FSL Manager will be expected to lead on programme planning, master budgeting, recruitment and procurements. The FSL Manager will also and support the FSL Advisor on programme design, proposal writing, coordination and capacity building and will work with MEAL/FSL Advisors and assessment, monitoring and evaluation activities. The post holder will be expected to mentor and guide existing country programme staff.

Key Areas of Accountability:

Needs Analysis and Program Design:

- Support design and organization required for assessments, baselines and evaluations
- Contribute to situation/response analysis development of food security and livelihoods strategy documents and sector response plans
- Contribute to programme design and proposal development

Programme Management:
- Create master budgets and implementation plans, including budgets, M&E and indicator tracking plans for all awarded grants
- Implement pr oject activities ensuring that services are delivered on time and on budget.
- Management program budgets lines and ensure proper and effective use of program resources
- Manager FSL team ensuring that staff have work-plans in place and following up with team members regularly to ensure that activities are on track.
- Monitor program progress against both programmatic and budgetary targets
- Prepare timely programme and donor reports on project activities and compliance with internal SCI requirements and any relevant external donor requirement
- Work closely with the HR team to identify FSL staffing needs (both national and international) and support recruitment for FSL post
- Identify FSL programme supply needs and coordinate with the logistics team to put in place a sensible phased procurement plan.

Capacity Building:
- Significant capacity building of staff
- Work with FSL Advisor to identify learning and training opportunities for SCI staff and partners and work as a mentor and role model for less experience staff

Representation & Advocacy & Organizational Learning:
- Take steps to document lessons learnt from FSL programmes for wider dissermination.
- Support representation needs as required by FSL Avisor.

Qualifications and Experience:

Essential:

- Ability and willingness to work inside Syria without a visa
- Ability to speak Arabic.
- At least 3 years of management experience in emergency, fragile state or development programmes
- Previous experience of managing an FSL team at national level.
- Experience of and commitment to working through systems off community participation and accountability
- Proven capacity to supervise and coach staff in FSL technical skills
- Ability to write clear an d well-argued assessment and project reports
- Politically and culturally sensitive with qualities and patience, tact and diplomacy
- A high level of written and spoken English

Essential:
- Specific experience of designing and managing DFID, ECHO, OFDA and other major donor projects
- Specific experience working in consortia projects
