Save the Children Norway as preferred partner for Ministry of Foreign affairs in Norway on education in emergencies, has obtained considerable grants from the Ministry in 2013 for the Syria crisis. To follow up the quality aspects of the grants, SCN is looking for a Technical Advisor on Education in Emergencies to be based in the region. It is a temporary position for 2014, with a possibility for extension. Location to be decided and will be outside Syria.

Tasks:• Ensure that SCN’s education portfolio inside Syria is implemented based on high quality programs by providing technical advice (TA)• Ensure that Child protection issues, included in the education portfolio, is implemented based on high quality programs by providing technical advice (TA)• Assess additional opportunities to support education for children affected by the Syria-crisis• The focus of the TA will be on EiE in general, teacher training, psychosocial support, curriculum, school management as well as preparedness• Ensure that the grants that SCN has obtained through Norwegian MFA are implemented according to standard• Ensure that the education sector inside Syria keeps high standard both when it comes to planning and implementation• Ensure that the experience from the Education programs inside Syria is well documented.• Ensure that the education sector is prioritized in the humanitarian response with adequate funding• Ensure good cooperation with the Education Cluster in Syria

Qualifications:• Master Degree in Education or Social Sciences• Strong analytical capability• Experience from the Middle East region with preference on the Syrian context• Experience and capability to see the education sector as an integrated part of other sectors especially protection and psychosocial support• Experience in working with other actors eg INGOs/NGOs local authorities in developing and implementing education programs• Extensive working-capacity and to maneuver different working-processes with great deal of flexibility when it comes to travel and work-place• Cultural sensitive and with a great deal of adaption working in complicated context

This role is for 12 months based in Antakya Turkey and North Syria

Role:
The FSL Manager will be based in Antakya overseeing food security and liverlihoods programs in Syria. In addition to directly managing ECHO, DFID and other FSL related grants in these areas, the FSL Manager will be expected to lead on programme planning, master budgeting, recruitment and procurements. The FSL Manager will also and support the FSL Advisor on programme design, proposal writing, coordination and capacity building and will work with MEAL/FSL Advisors and assessment, monitoring and evaluation activities. The post holder will be expected to mentor and guide existing country programme staff.

Key Areas of Accountability:

Needs Analysis and Program Design:

- Support design and organization required for assessments, baselines and evaluations
- Contribute to situation/response analysis development of food security and livelihoods strategy documents and sector response plans
- Contribute to programme design and proposal development

Programme Management:
- Create master budgets and implementation plans, including budgets, M&E and indicator tracking plans for all awarded grants
- Implement pr oject activities ensuring that services are delivered on time and on budget.
- Management program budgets lines and ensure proper and effective use of program resources
- Manager FSL team ensuring that staff have work-plans in place and following up with team members regularly to ensure that activities are on track.
- Monitor program progress against both programmatic and budgetary targets
- Prepare timely programme and donor reports on project activities and compliance with internal SCI requirements and any relevant external donor requirement
- Work closely with the HR team to identify FSL staffing needs (both national and international) and support recruitment for FSL post
- Identify FSL programme supply needs and coordinate with the logistics team to put in place a sensible phased procurement plan.

Capacity Building:
- Significant capacity building of staff
- Work with FSL Advisor to identify learning and training opportunities for SCI staff and partners and work as a mentor and role model for less experience staff

Representation & Advocacy & Organizational Learning:
- Take steps to document lessons learnt from FSL programmes for wider dissermination.
- Support representation needs as required by FSL Avisor.

Qualifications and Experience:

Essential:

- Ability and willingness to work inside Syria without a visa
- Ability to speak Arabic.
- At least 3 years of management experience in emergency, fragile state or development programmes
- Previous experience of managing an FSL team at national level.
- Experience of and commitment to working through systems off community participation and accountability
- Proven capacity to supervise and coach staff in FSL technical skills
- Ability to write clear an d well-argued assessment and project reports
- Politically and culturally sensitive with qualities and patience, tact and diplomacy
- A high level of written and spoken English

Essential:
- Specific experience of designing and managing DFID, ECHO, OFDA and other major donor projects
- Specific experience working in consortia projects

General Description of the RoleGOAL is looking for an enthusiastic and dynamic Food Security and Livelihoods (FSL) Coordinator with experience of leading the development and implementation of Food Security & Livelihood strategies and programmes in (post) conflict environments. The FSL Coordinator as a member of programme management team, will lead on or contribute to project proposals and donor reports for the sector, and will represent GOAL in the FSL working group meetings. S/he will be responsible for supervising the FSL manager in the field and will further be responsible for building the capacity of the FSL programme team.

The FSL Coordinator reports directly to the Assistant Country Directory Programmes and works closely with other programme, M&E and support staff to ensure optimal integration of programme activities and support where appropriate.

Key duties: Overall responsibility for the strategic direction, planning, implementation and monitoring of the food security and livelihoods programme of GOAL Syria• Working in close collaboration with the Assistant Country Director Programmes (ACDP), global FSL Advisor and FSL staff, develop a livelihoods strategy to guide programme direction.• Strengthen and maintain a project monitoring system, including an effective field reporting system that will enable measurement of progress at output and outcome levels.• Manage the project budget through reviewing field monthly funds requests, approving expenditures in accordance with GOAL policies and reviewing monthly budget versus actual reports.• Liaise with finance/administration, procurement and human resource departments at field and head office levels to ensure adequate support for all project activities. • Actively participate in the annual planning process and support the FSL Program Manager to draft activity budgets which are in line with programme strategy. Supervision of project staff:• Support the FSL Programme team to prepare periodic programmatic work plans and project budgets. • Review job descriptions for all FSL staff and support the FSL Deputy Program Manager to draft JDs for any new field based positions.• Work to ensure that all project job vacancies are filled in a timely fashion through coordination with the HR Manager throughout the recruitment process.• Ensure work plans are in place for all project staff to reflect mutually agreed expectations and objectives. • Ensure that mid-term reviews and annual appraisals are completed for the FSL Program Manager and support them to conduct effective appraisals for their teams.• Frequently travel to all project areas in Syria to monitor staff performance and achievements against work plans and provide on-the-job feedback and instigate corrective measures to ensure the optimal productivity and efficiency of staff. • Foster a stable and participatory working environment by promoting experience sharing and lessons learnt.

Ensure that appropriate technical assistance and capacity building is incorporated into relevant project activities:• Prioritize and recommend technical and management training needs for the FSL field teams. • Monitor the effectiveness of training provided by the project to its staff and beneficiaries through frequent communication with organizers and field observations and ensure any necessary adjustments in training programs are carried out. • Identify and pursue opportunities for the human resource development of project staff and promote cross visits to improve familiarization with new technical strategies.• Assist as necessary in the establishment and analysis of market survey tools, and other assessment and survey tools for FSL programming.

Lead in the identification and development of additional food security/livelihoods programming initiatives: • Identify new opportunities for GOAL food security/livelihoods programming through problem identification with field programme staff, needs assessments, and liaising with other actors in the FSL sector.• Lead the development of the GOAL Syria Food Security/Livelihoods Sector Strategy, including the collection of local information, development of associated interventions and review of draft documents.• Represent the ACDP in meetings with potential donors in the food security, nutrition and natural resource management sectors upon request.

Represent the GOAL FSL programme: • In consultation with the with the CD and ACDP, develop and maintain cordial working relationships with relevant local, regional and international research institutions to facilitate the receipt of up-to-date technical information for the project. Ensure information is circulated to the field teams appropriately.• Establish and strengthen working relationships with governmental, NGO, local and international organizations.• Perform all other duties as requested by the ACDP.

Requirements:• Bachelors level degree in agriculture, community development, natural resource management or closely related discipline.• At least three years practical experience with an international development organisation, managing agricultural/livelihoods projects in complex conflict and post conflict operating environments similar to Syria.• Demonstrate high level of experience in strategy development, proposal writing, budget management and people management skills. • Good understanding of the household livelihood security framework.• Strong analytical and writing skills (English). Role:
The Regional Media Manager role is a key information management position to ensure quality and timely media materials are produced for media organisations, other partners, and Save the Children members, and to ensure visibility of Save the Children’s brand, notably in coverage of the Syria conflict. This position is required to improve the delivery of the media function in our emergency response. It is anticipated that the media-focused expectations and workload for the regional and country offices around Syria will increase in coming months, especially as the Syria emergency shows no sign of abating; rather intensifying. Emergencies are an organizational priority, not least for brand recognition. Appropriate high impact promotion and protection of Save the Children’s brand through the media is pivotal for fund raising and advocacy.

The post-holder will provide added support for regional and country offices, including extra capacity for media and fundraising functions through strengthened collection, processing, interpretation and dissemination of media materials at the strategic and operational level. This post-holder will also support the function of risk mitigation, in co-operation with senior management and advocacy colleagues. The Regional Media Manager will act as a key focal point for all media requests from members. When necessary, this post-holder may act as a Save spokesperson. Fundamental to the job is the ability to gather, consolidate, analyse and share information in a way that is easily understood by news organisations, and other stakeholders. The roles is based in Amman and for 12 months. Key areas of accountability:

Media:
* A Media Manager contact between Save the Children regional, country offices, field staff and Save the Ch ildren's media/campaign teams across Save the children membership
* Writing newsworthy press releases for circulation to the international news media (in accordance with usual sign-off procedures)
* Support risk mitigation approaches during sensitive moments for media outreach
* Facilitate international news media spokespersoning, liaising with the regional and country office teams
* Facilitate for international news media field visits showcasing the work of Save the Children, while sensitive to the realities on the ground

BACKGROUND:

Initially based in Amman, Internews will implement a pan-regional Humanitarian Communications Program (HCP) that will provide Syrian IDPs, refugees, host communities and diaspora groups across the region with vital humanitarian and community information that affects their everyday lives.

Through humanitarian radio broadcasts and TV programs, community participation through SMS/mobile technology, social media channels, crisis mapping, a dedicated online platform and other relevant and secure communication channels, the HCP will disseminate timely, actionable and useful humanitarian information for target audiences about e.g. how to access and register for aid, provision of food, water, shelter, security conditions, referral services, health practices and services, to name a few.

Equally important, the HCP will foster audiences’ participation and bring voices and community feedback into humanitarian operations. The aim is to support 2-way communication between target audiences and humanitarian service providers.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following; other duties may be assigned:

Design of Research, M&E and Learning framework and tools

• Overall responsibility for the design and implementation of the Research, M&E and Learning framework and tools. This includes designing, conducting and reporting on real-time learning reviews to capture lessons learned and best practices during the life of the project.

• Hire, support and develop local research team, including coaching, mentoring and/or training to develop their research and management skills, as required.

M&E

• Ensure ongoing quality and safe data collection, management, analysis, and reporting within the M&E framework of the project.

• Oversee efficiency and integration within routine M&E reporting of the different data needs in the project.

• Analyze, produce, and strategically disseminate and present user-friendly, results-oriented reports on the findings of the assessment studies/M&E reports to be shared widely in country and to larger audiences.

Learning

• In coordination with the Senior Humanitarian Liaison Officer, share and present the results (i.e. reports) of the Research, M&E and Learning with the humanitarian community, government officials, local media and other media development partners as required, through presentations and/or email and social media.

• Produce a final report on the impact of the project with best practices and lessons learnt document before the end of the project.

• Provide key guidance to other organizations on developing and operationalizing protocols/instruments for on-going assessment of communication interventions, as time permits.

• Producing regular multimedia materials (i.e. blog posts, photos, podcasts, etc.) documenting the life of the project in lively and accessible ways for external audiences, as required.

• Contributing to overall written program reporting, including fundraising efforts, as required.

• Liaise on a regular basis with the Research & Learning Officer of the Communicating with Disaster Affected (CDAC) Network to contribute to the Network’s fact-based evidence and maximize the opportunities for wider-sector learning.

QUALIFICATIONS:

• Fluency in spoken and written English. Arabic will be an asset.

• Masters degree in social sciences, statistics or a related field

• At least 7 years of professional experience in monitoring and evaluation, including monitoring and evaluation of project and programs, trainings with an international development organization.

• Proven track record of translating research data and findings into policy and program relevant analysis and recommendations.

• Extensive experience working in relief operations in challenging environments, preferably in the Middle East.

• Demonstrated experience in data collection (mobile data collection will be an asset); statistical analysis; and reporting; including experience with computer-based statistical packages and databases (e.g. Epi Info, ACCESS, STATA, SPSS, SAS, etc.).

• Capacity to coordinate evaluations, including experience developing evaluation terms of reference and recruiting and managing consultants.

Design and implement cost affordable and appropriate technology responses to support those information/media response activities and any potential media assistance program.

Conduct assessments:

Conduct a preliminary assessment on the use of social media, ICT4D tools and communications means, including digital security, used by affected communities and local organizations to communicate among themselves, access information, and communicate with aid providers and other groups.

In coordination with the Research & Learning Manager, assist in rolling out the ICT tools Internews uses to conduct rapid media landscape and information needs assessments (qualitative and quantitative), focusing on the (safe use) use of mobile phones, SMS and other ICTs platforms, to feed immediately into program activities.

Networking:

• Based on findings of the initial assessments, develop, maintain, and establish excellent working relationships and collaborations with a wide range of local start-ups, local ICT companies, the Digital Humanitarian Network and other Volunteer & Technical Communities (VTCs) and ICT4D organizations, as required, ensuring that Internews’ humanitarian communication interventions on the ground strengthen, learn and integrate with existing and emerging initiatives as possible.

• Maintain and update a database with all the relevant contacts (i.e. focal points and POC) from the different ICT4D organizations and government departments involved in the use of innovation for humanitarian response, including VCTs.

Design, manage and develop (new) tools to improve participation of target audiences:

• Syria Humanitarian Information Crisismap: Lead in the design, launch, deployment and management of a similar crisismap to the one created and deployed in Central African Republic (CAR) in partnership with Ushahidi and UNOCHA.

• Mobile technology solutions: Internews will work with local partners to provide mobile technology solutions to directly communicate with local communities using mobile phones via targeted, customized SMS-based and Interactive Voice Recognition (IVR) informational alert and survey/opinion polling systems.

• Creation and maintenance of humanitarian social media channels in Arabic and English (i.e. Twitter and Facebook)

• Presentations and social media training, as required).

Providing technical advice:

• In collaboration with the Senior Humanitarian Liaison Officer, provide technical guidance and support for humanitarian agencies design and implementation of appropriate information/media response activities that support local media and enable two-way communication with affected populations using IVR systems, SMSs, social media, and others as relevant.

• Within existing time and available resources, provide key guidance to other organizations in developing and operationalizing ICT4D instruments within their own programming.

Documenting:

BACKGROUND:

Initially based in Amman, Internews will implement a pan-regional Humanitarian Communications Program (HCP) that will provide Syrian IDPs, refugees, host communities and diaspora groups across the region with vital humanitarian and community information that affects their everyday lives.

Through humanitarian radio broadcasts and TV programs, community participation through SMS/mobile technology, social media channels, crisis mapping, a dedicated online platform and other relevant and secure communication channels, the HCP will disseminate timely, actionable and useful humanitarian information for target audiences about e.g. how to access and register for aid, provision of food, water, shelter, security conditions, referral services, health practices and services, to name a few.

Equally important, the HCP will foster audiences’ participation and bring voices and community feedback into humanitarian operations. The aim is to support 2-way communication between target audiences and humanitarian service providers.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following; other duties may be assigned:

• Listen/learn first, advocate later: Understanding national and international response capacities and coordination mechanisms, advocate, educate, forge consensus and support operational response mechanisms amongst a variety of humanitarian stakeholder on the vital importance of establishing a 2-way communication flow with affected communities and the Internews’ humanitarian media response and services.

• Representation: Represent the coordination and liaison work of the Internews team and actively participate in all relevant humanitarian coordination fora (i.e. cluster/sector meetings, Inter-cluster Coordination) to identify critical information needs for affected populations and to provide feedback on relevant production content. This also includes liaising staff from the Secretariat from the Communicating with Disaster Affected Communities (CDAC) Network, as required.

• Networking: In coordination with the Chief of Party, develop, maintain, and establish excellent working relationships with a wide range of humanitarian organizations -including Humanitarian and Refugee Coordinators, Emergency Directors and Country Directors- and government representatives, ensuring they understand the project and what it has to offer them in their daily work vis-à-vis service delivery and feedback mechanisms.

• Contact database: Maintain and update a database with all the relevant contacts (i.e. spokespersons and focal points) from the different organizations and government departments involved in humanitarian response.

• Partnership development: Ensure collaboration with different elements and members of the humanitarian architecture, including relevant cluster/sector leads, OCHA, UNHCR and needs assessment experts, to name a few through active participation in relevant coordination for and bilateral meetings.

• Feedback loop: In coordination with the Research & Learning Manager, ensure that feedback gained from project activities is made available to humanitarian organizations (i.e. brief presentations at cluster/sector meetings and other coordination fora, social media...), and government officials, as required.

• Editorial input: Propose story ideas for production as required (e.g. sourcing stories and information from different stakeholders and assisting production team in arranging interviews; helping with the production when necessary; and arranging logistics and meetings/visits for local production teams, as required).

• Daily rundowns: Depending on the needs of the project, compile and distribute daily rundowns with the headlines of Internews‘ humanitarian communication program (i.e. radio, TV, SMS, crisismap) via e.g. email, social media, or relevant other means to all relevant humanitarian stakeholders.

Syrian Arab Republic: Donor Compliance Officer - Syria

General Description of the Role

The main function of this position is to ensure that GOAL Syria, including its sub-grantees/partners, are fully compliant with GOAL and Donor rules and regulations. The Donor Compliance Officer (DCO) will work across all departments including programmes, finance, logistics and HR and will work under the supervision of the CD, in consultation with the HQ Donor Compliance Manager. S/he will be responsible for: the management of sub-grantees and partners including pre-award assessments and regular monitoring/compliance review visits; completion of donor compliance reports for all sub-grantee/partner payment requests; creating awareness of donor rules and regulations among GOAL Syria and partner/sub-grantee staff; and completion of the GOAL quarterly donor compliance and other reports. Donor compliance reviews, including those of sub-grantees/partners, will evaluate whether internal controls are adequate and make recommendations for improvements and/or action.

Although reporting directly to the CD in country, the DCO will be expected to keep the HQ Donor Compliance Manager fully informed of activities, sending all reports and reporting quarterly, or as otherwise required, on progress to HQ.

The role is based in GOAL’s office in Antakya, Turkey, and will require regular visits to field sites, partners and sub-grantees.

Key Duties

• Management of sub-grantees and partners to ensure they are compliant with the relevant donor rules and regulations and any additional requirements as per the MoU/Contract with the sub-grantee/partner;

• Ensure proper preparation and implementation of sub-grant/partner agreements, in line with donor rules and regulations and any additional GOAL Syria and HQ requirements;

• Ensure a GOAL pre-award assessment is carried out on each new sub-grantee/partner before signing agreements with them;

• Ensure sub-grantee/partner financial reports are received and subsequent donor compliance review visits are made before approving any payment requests from sub-grantees/partners and/or submitting payment requests to GOAL HQ;

• Maintain an up to date issues log of all donor compliance issues, recommendations and action points in relation to sub-grantees/partners, and follow up on all outstanding issues until they are closed;

• Ensure adherence by the GOAL Syria team to the relevant GOAL and donor rules and regulations as set out in the relevant contracts, guidelines or legislation;

• Familiarise oneself and keep up to date with donor rules and regulations, including new donors and any changes to existing donor rules and regulations, and disseminate these to all concerned staff of both GOAL Syria and partners/sub-grantees where applicable.

  1. Context and backgroundThe Syrian uprising began on March, 15th 2011 with public demonstrations as part of the wider Arab Spring and developed into a nationwide uprising and a civil war in 2012. Protesters have demanded the end to nearly five decades of Ba’ath Party rule, as well as the resignation of President Bashar al-Assad. In the spring of 2011, the Syrian government deployed the Syrian Army to quell the uprising. Several cities have been besieged, and soldiers were reportedly ordered to open fire on civilians. Civilians and army defectors began forming fighting units and unified under the banner of the Free Syrian Army (FSA), fighting in an increasingly organized fashion; however, the civilian component of the armed opposition lacks an organized leadership. The Syrian government characterizes the insurgency as armed terrorist groups and foreign fighters bent on destabilizing the country.

Two years and a half after the start of the crisis, the death toll has reached more than 100,000 people with nowadays 5,000 people dying every month in Syria . According to the Office for the Coordination of Humanitarian Affairs (OCHA), more than 6 million Syrians fled their homes to seek refuge in other parts of the country and in neighboring countries . Among them, 1,8 million are refugees in neighboring countries while 4,25 million are internal displaced persons (IDPs) . In total, over 6.8 million people are affected by the crisis within Syria .

The skyrocketing needs in the country are until now largely uncovered. The United Nations (UN) agencies and international non-governmental organizations (INGOs) that are legally authorized to work in Syria recently admitted that they could not properly cover their mandate . In many regions, the Syrian Civil Society Organizations (SCSOs) are the only reliable humanitarian actors. Therefore HI decided to focus on supporting those actors and created a Remote Cell dedicated to partners’ identification, capacity-building, and operational, technical and financial support of the partners’ operations.

  1. Objectives of the mission

The Syria Remote Cell logistics department is meant to support the partners operating in Syria in getting the needed material for their operations. It is functionally independent from the Lebanon mission’s logistics department. Following the mission of the logistics advisor, an support coordinator will supervise both the logistics and administrative teams of the Syria remote cell.Based in Beirut under the responsibility of the Emergency Coordinator Syria, the Logistics advisor will be in charge of:

• Log team setting- Ensure the recruitment of 3 local logisticians (manager, transportation officer, and assistant) and the transparency of any recruitment according of HR procedures. - Train the new employees according to their job description and the HI procedures. - In case of increase of HI activities and new operational orientations, ensure that the Log department is prepared and operational to satisfy quickly possible new logistics needs

JOB DESCRIPTION

UNFPA set up a small Syrian Response Hub in Amman, Jordan to strengthen its coordination, resource mobilization and communication efforts. The Regional GBV Specialist will be based at the Hub in Amman, Jordan and provide technical and coordination support to the 6 country offices involved in the Syrian Regional Response efforts. Under the direct supervision of the Regional Director for the Arab States Regional Office/ Regional Humanitarian Adviser, the Regional GBV Specialist will engage in strategic partnerships and promote regional approaches to ensure a holistic approach to GBV programming and the coordination of GBV interventions in the context of UNFPA’s humanitarian response to the crisis in Syria. DUTIES AND RESPONSIBILITIES:

Reporting to the head of the Arab States Regional Office/ Regional Humanitarian Adviser, and in partnership with the Humanitarian and Fragile Contexts Branch, the Regional GBV Specialist is expected to perform the following duties and responsibilities:

Conduct training to build skills of those directly and peripherally involved in GBV response and prevention in humanitarian contexts, including within UNFPA, UN partner agencies, NGOs and governments, with an emphasis on assisting UNFPA offices and partners to understand and operationalize UNFPA’s mandate under the Cluster System.

? In collaboration with the global GBV Area of Responsibility Working Group of the Protection Cluster, document good practices and approaches for deepening the knowledge base developing more evidenced-based programming around GBV programming and coordination in emergencies amongst both UNFPA and partners.

? Support pilot-testing/roll-out efforts and support development of new tools for the safe and ethical collection, sharing and analysis of GBV data in humanitarian and recovery settings (e.g. to identify trends and patterns), including but not limited to the UNFPA/UNHCR/IRC Gender-Based Violence Information Management System.

? Actively participate in resource mobilization for GBV activities in crisis and recovery settings (for preparedness, response and recovery) across the sub-region, including through CAP and Flash Appeals, donor meetings, participation in high-level meetings on GBV in the region, etc.

QUALIFICATIONS AND EXPERIENCE REQUIRED:

? Advanced degree in social sciences or humanities, public health or social work
? Specialized training in reproductive health, social work and/or fields directly related to gender-based violence response
? 7 years of experience - of which at least 2 at the international level
? Practical experience in GBV programme development and management
? Technical knowledge and experience in GBV prevention and response using a survivor-centered approach
? Previous experience in humanitarian response/emergencies
? Full proficiency in English, some Arabic preferred
