The IRC has been working in Myanmar since May 2008, initially supporting emergency response and early recovery interventions for communities affected by Cyclone Nargis. Since then, IRC has responded to natural emergencies, such as floods and Cyclone Giri as well as conflict, such as ethnic violence in Rakhine and Kachin states. Over the years, IRC has broadened its portfolio to include health, water and sanitation, livelihoods, and social development programs and aims to employ a holistic approach. The IRC is committed to a long-term presence in-country with the aim of improving the well being of vulnerable populations living the hard-to-reach areas. IRC works in several states, primarily focused in the most marginalized areas of the country, including Rakhine, Chin and Kayah States.
SCOPE OF WORK:The Emergency Response Coordinator (ERC) will report to the Design, Monitoring & Evaluation Coordinator (DM&EC), and will oversee the emergency response program in throughout the country. The position’s initial focus will be in Rakhine State, however it is expected that s/he will grow the program’s ability to respond to other emergencies as country wide. The ERC is responsible for ensuring rapidity of response, scale of assistance and timely delivery of program activities, while maintaining a positive relationship with State Ministries and other partners.
RESPONSIBILITIES:
Program Design:Lead the IRC emergency response during displacements (due to conflict or natural disasters), outbreaks, and other emergencies as they arise based on the rapid needs assessments and under technical support from sector coordinators;Lead program design for humanitarian responseDevelop concept notes and proposals (technical narratives and budgets), in collaboration with the sector coordinators and technical advisors based on the assessments and addressing the identified needs and concernsClosely monitor the situation and identify gaps and needs that match IRC’s strategy and value added, make recommendations to SMT on program directionInitiate and lead needs assessments and data collection as necessary to feed into project design;Management & Program Implementation:Oversee the implementation of the emergency response program and ensure that stated goals and objectives are metSupervise emergency response teams, which may include Health, WASH, protection, and GBVIn collaboration with Grants Unit, ensure emergency grants are managed institutionallyEnsure that program implementation is managed closely through the development of structured work/implementation plansThe ERC will support the development of strong data collection and monitoring & evaluation plans within each program and proposal. This includes developing logical frameworks and indicators with technical input from program staff and sector coordinators.Budget management: Closely monitor and manage program spending and serve as a budget signatoryProvide leadership during emergency response start-up: establishment of field offices, hiring of staff.In collaboration with country program security focal points, closely monitor the situation and development in population movements, security context, accessibility constraints, and natural or environmental phenomena, and advise the SMT on staff movement, and immediate actions when necessaryEnsure compliance with IRC policy, procedures and practices throughout emergency response activities, including adherence to Do No Harm principlesCoordination & RepresentationLiaise and coordinate with other UN and NGO partners, ministry departments, local authorities, and beneficiaries in planning and response to emergenciesRepresent IRC and participate in coordination meetingsFacilitate donor visits to the program sitesLiaise regularly and work closely with program, operations and finance staff in Yangon to coordinate program planning; Reporting & DocumentationProvide accurate regular reports, document results and maintain detailed records of program activities to the sector coordinator and DM&ECDraft needs assessment reports and other internal reports as required by Senior Management or as appropriate under the circumstancesDraft program briefing materials, and respond to requests for program information from IRC Regional Management, IRC HQ, donors, Myanmar Government and others;Work with the program staff to ensure that field experiences are documented and used to advocate on behalf of the communities with which we work.REQUIREMENTS:
Relevant degree (Bachelors) in development studies, social sciences, or other relevant fieldAt least three years work experience in international humanitarian/emergency contextsBackground in situation analysis, needs assessments and program implementationExperience with USAID, OFDA, UNICEF, ECHO, DFID, UNHCR, and private funding sourcesAbility to independently organize work and prioritize tasks.Team leadership and supervision experience and skillsExperience supervising a multi-national staff in a complex, insecure emergency settingExcellent written and oral communication skills, strong interpersonal skillsProficient in MS Office, MS Word, MS Excel, and MS PowerPointDemonstrated experience in proposal development, preparation of logical frameworks, budgets and grant managementWORK ENVIRONMENT:The ERC position is based in Sittwe, Rakhine State, Myanmar with frequent travel required to project field site locations in rural areas of the country. This is an unaccompanied post and candidates can expect to share group housing.
