Role:
Save the Children’s Syria response is expanding both in terms of geographical areas of operation and scope of programming. Operations initially began in Idlib province and are currently expanding to Aleppo province, central, eastern and southern regions of Syria through both direct implementation and through implementing partner agencies. In order to enable this expansion, SCI’s organisational structure is also expanding to meet the increasing demands.

This role will lead or/and coordinate the emergency response procurement functions and responsibilities and will supervise and manage logistics staff, under the supervision of the Country Logistics Manager.

As such, the role may include remote management, management of remote field bases or direct line management of a particular logistics function.

This 6 months position is based in Antakya

Key Areas of Accountability:
- Coordination of programme procurement; implement the country procurement policies and procedures for the management of the supply chain, including one or more of the following areas; procurement and support to logistics
- Ensure that Save the Children minimum standards of procurement procedures and country policies are implemented and adhered to in the area of responsibility, supporting relevant staff as required
- Manage and support procurement staff including ensuring clear division of responsibilities, clear objectives, and management of performance
- Ensure that procedures within the specific area of responsibility meet Save the Children and donor regulations, whether that be a within a given technical sector in logistics, or a specific field base
- Provide support to procurement staff on areas relating to budgets, technical aspects of the programme, and implementation mechanisms as required
- Provide procurement coaching and capacity building when required
- Receive all requisitions for programs, delegate or/and process the paperwork and review the same prior to submitting it for the final authorization and ensure approval by authorized signatory.
- Consult with requestor on specifications, advise on best processes and initiate purchase procedures.
- Initiate canvass for supplies and services getting documented quotations/tender bids according to procurement policy
- Suggest procurement committee in agreement with the Logs & Admin Manager for the Tenders high-value procurements to ensure required technical support and compliance.
- Provide support role for the functioning of the procurement committee. Ensure due process is followed and fair/transparent purchasing decisions are made.
- Ensure that purchase orders are prepared based on the best terms and conditi ons given by supplier.
- Maintain proper documentation of all procurement.
- Order assets and services from regular approved vendors.
- Following a competitive bidding process or market surveys, establish preferred vendor list.
- Establish procedures for 6 monthly review and maintenance of the vendor listing, to include feedback on vendors.
- Ensure all staff engaging in procurement activities understands and applies the rules and regulations.
- Responsible for ensuring any documentation for the international procurement (import & export is complete and in compliance with SC policy).
- Establish mechanisms to monitor compliance with the policies and procedures.
- Coordinate delivery between supplier and program.

Qualifications and Experience:

Essential

- Extensive prior experience in logistics and procurement management in the NGO sector, within complex/large scale country programmes and in emergency response/humanitarian environments
- Proven experience in all technical areas of logistics operations especially in procurement, and preferably in transport/distribution, warehousing and stock management, fleet management, asset management, communications, and security
- Experience of working in remote field bases with limited infrastructure in huge scale emergency with SC
- Experiencing in managing and supervising others in relevant department
- Ability to synthesise and analyse information, and make clear, informed decisions
- Ability to build relationships quickly with a wide range of people, both internally and externally
- Strong planning, management and coordination skills, with the ability to organise a substantial workload comprised of complex, diverse tasks and responsibilities
- Cultural awareness, with strong written and spoken communication and interpersonal skills in English

Desirable
- Technical experience/training in specific areas of logistics e.g. fleet mechanics
- Technical experience/knowledge in specific types of humanitarian intervention eg Health, WASH, Food Security
