The American Red Cross International Services Department seeks to prevent and alleviate human suffering around the world by responding to disasters, building safer, more resilient communities, and educating future humanitarians. Currently and in the coming years the American Red Cross will rapidly deepen and expand its international programming while also working to strengthen the global Red Cross Red Crescent network, in order to deliver vital help and hope to some of the most vulnerable communities in the world.

The American Red Cross (ARC) seeks an experienced Regional Representative for Eurasia region to manage all aspects of ARC’s programs in Eurasia.

SUMMARY:

The primary responsibility of the Regional Representative is to represent ARC at senior levels with Red Cross/Red Crescent Movement and non-Movement partners, international organizations, government entities, and the media. It is the Regional Representative's responsibility to ensure that managerial, administrative, and financial procedures comply with provisions of the ARC and Red Cross/Red Crescent Movement policies.

ARC staff is responsible for supporting partner NS programming in the disaster management, health sectors, organizational development and monitoring programs funded by ARC.

This position will assist in providing oversight and technical assistance to program staff in designing, planning, implementing, monitoring and evaluating programs based on an integrated disaster risk reduction approach inclusive of community-based disaster preparedness, community-based health (including HIV prevention, promotion of general healthy lifestyle, hygiene promotion, and water and sanitation).. All of the program activities are done in collaboration with Red Cross and non-Red Cross partners.

The Regional Representative will be based in Almaty, Kazakhstan with frequent travel to active project sites (currently in Russian Federation, Ukraine, Belarus, Armenia, Kazakhstan, and Turkmenistan) and new project implementation sites to be determined and developed within the region. The RR will play a key role in the development of new business in other countries within the Eurasia region.

The position will report directly to the Regional Director in Headquarters and maintains an integrated, collaborative relationship with the Asia, Middle East, and Europe (AMEE) Regional Quality & Learning Unit, Regional Disaster Risk Reduction Representative, and relevant staff in the region to ensure consistent and standardized use of best practices and processes. The RR will also maintain an active and collaborative relationship with the NHQ-based Program Officer for Eurasia as the primary point of contact and support from headquarters, and through the PO with other NHQ-based technical support units. The RR may have additional responsibilities depending upon programmatic developments within the region.

This is a full time position for a minimum of 366 days with the possibility of extension. This is an accompanied post.

REPSPONSIBILITIES:

The RR will manage the overall program portfolio and aspects of the American Red Cross Eurasia Delegation.

  • Develop strategic plan with program staff and ensure that staff meet the goals, objectives, and benchmarks set out in the plan.
  • Analyze social, political, and economic trends that may affect the delegation’s strategic plan and make changes as required.
  • Provide strong leadership, vision, and overall management support to a staff who are implementing a complex program portfolio.
  • Ensure that staff has sufficient resources to implement high impact quality programming in a timely manner according to approved plans and budgets.
  • Acts as the key representative and liaison to foster relationships and coordinate with Red Cross/Crescent Movement partners such National Societies and the International Federation of Red Cross and Crescent Societies, national authorities, donor governments, international organizations, and other organizations represented in these countries.
  • Coordinates with other major donors to leverage ARC funding, maximizing benefits to beneficiaries.
  • Ensures compliance with all financial and programmatic requirements set out by ARC and Red Cross Movement policies.
  • Works with ARC press officer to handle national and international media relations and messaging about ARC programming in Indonesia.
  • Responsible for overall security of the ARC delegation.
  • Ensure good communication between American Red Cross national headquarters and the delegation.

QUALIFICATIONS:

  • Bachelor’s degree and field experience required, advanced degree preferred.
  • Minimum of seven years experience in international development including at least five years overseas experience as a Country Representative or chief of party for a large donor agency, international NGO or Red Cross entity.
  • Proven track record with program and staff management experience in managing health, disaster response, disaster risk reduction, recovery, and organizational development programming environment, including experience in project design and implementation, financial management, and reporting.
  • Successful management and teambuilding skills required
  • Experience in writing proposals, project design, and M&E required.
  • Experience working in the FSU Eurasia region, is preferred. - Excellent verbal and written communication skills in English and public relations experience required.
  • Russian language ability is preferred.
