BackgroundDFID’s Building Resilience and Adaptation to Climate Extremes and Disasters (BRACED) programme has recently been awarded, as part of the British Government’s commitment to the International Climate Fund (ICF). As an INGO operating in one of the 10 prioritized countries under the call, Plan International was successful in submitting a project concept meeting the programme aim of building the evidence on how to do resilience at scale, aiming to influence policy and institutional changes. The BRACED programme has a particular emphasis on building the resilience of women and children to climate extremes.

Under component B, Plan International is leading a consortium (including World Vision International, ActionAid, UNHabitat, BBC Media Action, and the Myanmar Environmental Institute) to scale up actions on the ground across Myanmar, to build the resilience of people to cope with climate extremes.

As a first step in this process a six month development phase will be undertaken. The development phase team will include a Project Coordinator and M&E Consultant. DFID has designed the purpose of the project development phase to support the delivery of the following outputs:• Build consortia/partnerships/alliances to implement scaled up projects. • Undertake pilot work and studies to provide more evidence on the costs and benefits of the proposed approaches – including details on the unit costs of proposed actions. • Develop a results framework with baselines and milestones, and clear theory of change and an evaluation framework in partnership with wider BRACED programme.• Document lessons learnt and best practices that can be shared under the knowledge management component. These should be made available/published in the public domain by the end of the project development period.

DFID is recruiting a BRACED Fund and Knowledge Manager who will also provide technical support for the project development phase. Following the development phase the full project will be rolled out led by a Project Manager overseeing the consortium.

Objectives of the consultancyOverallTo lead the development of the partnership’s monitoring and evaluation tools during the development phase.

Specific ObjectivesDeveloping a comprehensive M&E framework to be utilized during the full project phase, drawing on existing tools and approaches of the consortium partner agencies.

Expected Results• Review existing tools and resources for climate risk assessments, to minimise duplication and set data gathering mechanisms for use in the project’s baseline and M&E. • Finalize the tools for qualitative and quantitative assessments for the full project phase.• Finalize the project’s results based framework, refining the existing output level indicators in the project proposal, and identifying mechanisms for capturing sex and age disaggregated data. • Coordinate the pilotting of tools in 3 selected villages for validation. • Revise existing feedback mechanisms applied by partners implementing activities in project target areas. • Document lessons learnt and best practices that can be shared under the knowledge management component.• Finalize the project’s Theory of Change and research focus• Finalize the project’s logframe and Payment by Results indicators with support from consortium partners, Plan UK and the BRACED Fund and Knowledge Manager.• Contribute to DFID development grant reporting reporting.Methodology• The consultant will report to the Project Manager and also work closely with Plan Myanmar’s Business Development Manager and DRR Programme Manager as well as Plan UK’s DRR & Resilience Advisor.,• The consultant will engage directly with consortium partners for all activities as required, and will be expected to plan and facilitate meetings as necessary.• The consultant will work directly with Plan Myanmar and Plan UK to prepare a schedule for the timely completion of the development phase.• The consultant will be expected to represent the consortium in external meetings, with the ability to gather inputs from all consortium and project partners, and addressing concerns and disagreements in a professional manner.

TimeframeThe consultant should be available to work for up to 12 days per month between February and August 2014

Desired skills, qualifications, and experience• Proven ability to prepare and conduct and present quantitative and qualitative assessment • Familiarity with Payment by Results and ICF indicators• Experience of working within multi-stakeholder consortia• Strong experience in DRR/ resilience/CCA programming • In depth knowledge and experience of DFID funding mechanisms, including DFID’s new logframe format and related compliance issues is an advantage• Demonstrated knowledge of the BRACED programme• Expertise in gender, beneficiary accountability mechanisms, conflict sensitivity and Rights Based Approach• Excellent communication, writing, and editing skills• Ability to work across agencies and with non-native English speakers• Familiarity with history, dynamics and working environment in Myanmar• Ability to work independently and within a team• Ability to work under pressure to tight deadlines• Full commitment to confidentiality of data relevant to the proposal• Relevant university degree or higher education in development or social sciences• Preference will be given to candidates that are available from late February/early March
