The role:
To provide high quality technical support to Oxfam WASH programming operations in Kachin (direct operations) in line with defined technical standards and coordinated effectively
Level: D2
Employment term: 6-months, fixed term
Report to: Senior WASH Officer (Kachin)

KEY RESPONSIBILITIES:
Assessment and Programme Design
• Support in planning and carrying out assessments, baseline studies, and monitoring and evaluation activities in collaboration with other members in the WASH team to ensure WASH-related risks and priorities are identified
• Act as a focal person for field level Water and Sanitation implementation
• Provide guidance and support to WASH partners’ staff for WASH programme implementation
• Use assessment data to design appropriate Public Health Engineering interventions
• Contribute to the development of work plans and programme activities
Programme Implementation and Approach
• Contribute to the water and sanitation infrastructure design, implementation, monitoring and supervision in line with Oxfam’s minimum requirements
• Lead field implementation of water and sanitation sectors in all targeted areas in Kachin and make sure all the implemented activities are in line with Oxfam standards and procedures and with log frame commitments
• Manage contractors and ensure technical interventions are in line with standards and appropriate to the local context
• Develop WASH resources for programme teams and facilitate/share learning on WASH issues internally within the organization and with identified partners. Document as appropriate
• Ensure safe programming approach and that all work is carried out in a way that is sensitive to community needs and gender issues. In particular to promote the full and equal participation of women in all aspects of the work.
• Identify, engage and coordinate with and provide regular updates to collaborating local authority departments.
• Work closely with Senior WASH Officer and Public Health Promotion (PHP) officers in planning and delivering integrated WASH interventions.
Programme Planning & Reporting
• Provide weekly update reports (including data collected, minutes from meetings, and key achievements based on work plan)
• Provide reliable reports and contribute to the monthly reports and donor reports as required.
• Participate in program monitoring, evaluating, and periodic reporting to the WASH technical sector
• Work with the Programme Manager and PHP to ensure that the quality of the project activities (design and capacity building) are tailored to enhance the relevance and timeliness of activities
Coordination
• Coordinate with appropriate stakeholders in all aspects of project planning, monitoring and implementation for the WASH activities and represent Oxfam in township level coordination meetings when the need arises • Support the Programme Manager, Senior WASH Officer and PHP to develop and implement WASH components of the overall programme that includes integration with Emergency Food Security and Livelihood (EFSL) framework, disaster risk reduction, and community development.
Logistics
• Work with Logistics to ensure timely procurement of materials
SKILLS AND COMPETENCE:
• A post-secondary training in civil engineering, environmental engineering, hydrogeology or other disciplines that provide an understanding of technical Water, Sanitation and Hygiene interventions
• Minimum of 3 years of NGO experience with practical delivery of WASH project during emergency and/or recovery phase
• Significant practical and design/management experience in any of the following fields:Participatory approaches and tools, field assessments and monitoring, community development, contract management, public health and/or community infrastructure projects.
• Good understanding of WASH in emergency response and experience in applying Sphere standards
• Diplomacy, initiative, communication and interpersonal skills, together with the capacity to remain calm under pressure and not lose sight of priorities.
• Sensitivity to cultural differences and an in depth understanding of Myanmar culture and practices. Committed to Equal Opportunities (e.g.: race, ethnicity, religion, disability)
• A thorough understanding and commitment towards gender equity issues and accountability in recovery / development work.
• Demonstrated experience of integrating gender and diversity issues into WASH programming. Must have a good understanding of the public health needs• Good written and spoken English and Myanmar is essential
