BackgroundDFID’s Building Resilience and Adaptation to Climate Extremes and Disasters (BRACED) programme has recently been awarded, as part of the British Government’s commitment to the International Climate Fund (ICF). As an INGO operating in one of the 10 prioritized countries under the call, Plan International was successful in submitting a project concept meeting the programme aim of building the evidence on how to do resilience at scale, aiming to influence policy and institutional changes. The BRACED programme has a particular emphasis on building the resilience of women and children to climate extremes.
Under component B, Plan International is leading a consortium (including World Vision International, ActionAid, UNHabitat, BBC Media Action, and the Myanmar Environmental Institute) to scale up actions on the ground across Myanmar, to build the resilience of people to cope with climate extremes.
As a first step in this process a six month development phase will be undertaken. The development phase team will include a Project Manager and M&E Consultant. DFID has designed the purpose of the project development phase to support the delivery of the following outputs:
• Build consortia/partnerships/alliances to implement scaled up projects. • Undertake pilot work and studies to provide more evidence on the costs and benefits of the proposed approaches – including details on the unit costs of proposed actions. • Develop a results framework with baselines and milestones, and clear theory of change and an evaluation framework in partnership with wider BRACED programme.• Document lessons learnt and best practices that can be shared under the knowledge management component. These should be made available/published in the public domain by the end of the project development period.
DFID is recruiting a BRACED Fund and Knowledge Manager who will also provide technical support for the project development phase. After the development phase the full project will be rolled out led by a Project Manager overseeing the consortium.
Objectives of the consultancyOverallTo lead the implementation of the Development Grant.
Specific Objectives1. Work with consortium partners and lead the consolidation and piloting the consortium’s core model of resilience: bringing together partners’ different, existing approaches and tools for the community based action to be implemented by all consortium partners during the full three year BRACED project period. Once consolidated, the model will be piloted in three target communities in three different townships. 2. Secure stakeholder commitment to the project: share the project concept with local and national authorities and non-state partners, to build necessary awareness and secure buy-in towards the project’s outcomes and activities aim during the full implementation phase. 3. Support the piloting of CBO strengthening approaches: complete a detailed stakeholder context analysis to assess CBO organisational and technical capacity needs and interests.4. Consolidate donor reports (including three month narrative report and brief monthly narrative programme updates) in liaison with consortium partners.
Expected Results• Completion of the full project proposal (including logframe and budget) to be submitted to the donor.• A consolidated project resilience model.• Consolidated stakeholder workshop report.• Timeline of key events that will impact on the full project implementation phase• Documented list of key government counterparts at township, regional and national levels.• A power analysis of the relevant CBOs in the project target townships, identify any organisational support required, and identifying additional local change agents.• Finalized full proposal, project logframe and Payment by Results indicators with support from consortium partners, Plan UK and the BRACED Fund and Knowledge Manager.• DFID development grant reporting submitted on time and to quality standards.
Methodology• The consultant will report to Plan Myanmar’s Business Development Manager and work closely with Plan Myanmar’s DRR Programme Manager as well as Plan UK’s DRR & Resilience Advisor,• The consultant will engage directly with consortium partners for all activities as required, and will be expected to plan and facilitate meetings as necessary.• The consultant will supervise a separately hired M&E consultant for the Development Phase Grant.• The consultant will be expected to represent the consortium in external meetings, with the ability to gather inputs from all consortium and project partners, and addressing concerns and disagreements in a professional manner.
TimeframeThe consultant should be available to work for up to 12 days per month between March and September 2014
ManagementPlan Myanmar, as the Consortium lead will manage the consultant.
Desired skills, qualifications, and experience• Experience of managing/working within multi-stakeholder consortia• Strong experience in DRR/ resilience/CCA programming • In depth knowledge and experience of DFID funding mechanisms, including DFID’s new logframe format and related compliance issues is an advantage• Demonstrated knowledge of the BRACED programme• Expertise in gender, beneficiary accountability mechanisms, conflict sensitivity and Rights Based Approach• Excellent communication, writing, and editing skills• Strong budget development and financial skills • Ability to work across agencies and with non-native English speakers• Familiarity with history, dynamics and working environment in Myanmar• Familiar with transparency and accountability processes and their values• Familiarity with Payment by Results and ICF indicators an advantage• Ability to work independently and within a team• Ability to work under pressure to tight deadlines• Full commitment to confidentiality of data relevant to the proposal• Relevant university degree or higher education in development or social sciences• Preference will be given to candidates that are available from late February/early March
