Libya: 14-304: Consultant- GBV Case Management and Training

PROGRAM SUMMARY:
International Medical Corps began GBV prevention and response activities in Libya in April 2011, during the heart of internal conflict. Since 2012, IMC has worked with communities in transition toward more comprehensive GBV prevention and response activities. With support from the United Nations Trust Fund to End Violence against Women, International Medical Corps is currently working with civil society and government partners to combat GBV and to provide focused services for vulnerable women and survivors of violence.
The current program is in its second year of implementation with a specific focus on strengthening local initiatives from community –based organizations and government service providers.
JOB SUMMARY:
The consultant will strengthen the capacity of both the case workers in GBV case management and the health workers on clinical care for survivors of sexual assault. The consultant will develop and deliver trainings in different locations across Libya to local organizations and case workers supported by International Medical Corps. The consultant will also support the GBV team in implementing activities aimed at preventing forms of gender based violence and supporting survivors of violence. The consultant will provide technical support to build the capacity of partners to start up and deliver safe support services for survivors of GBV including case management and psychosocial support services.
SCOPE OF WORK:
All tasks and responsibilities are to be within the timeline of the UNTF-funded project in Libya with full support of Libya GBV program manager to fulfill identified gaps and to achieve the following:
• Assist the GBV program manager in establishing three referral pathways between service organizations and community focal points (one per site: Misrata, Western Mountains and Tripoli)
• Organize and lead trainings in GBV case management for members of three community-based organizations (CBOs)
• Provide follow-up training on GBV case management for government social workers based in schools, hospitals and other locations.
• Organize training materials for government social workers into a reusable curriculum
• Organize and lead an initial training on clinical management of rape (CMR) for 20 healthcare providers (training to be held in Tripoli with particiapnts from three sites: Tripoli, Misrata and Western Mountains)
• Organize and lead two 2-day refresher trainings in CMR for previously trained healthcare providers (training should include a refresher on patient flow, privacy, security of patients)
• Review and develop case management systems as needed, including processes for case intake, follow up and review
• Develop systems for safe documentation and sharing of information
• Develop tools for assessing client satisfaction and train staff and case workers on use of tools
• Prepare training reports and provide regular updates to program management.
• Prepare an end-of assignment report outlining accomplishments, challenges and recommendations for further interventions.
• Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards within International Medical Corps and amongst beneficiaries served by International Medical Corps.

Qualifications:• Advanced degree in social work, psychology or similarly appropriate educational/professional background
• Understanding of international CMR protocols and experience conducting CMR trainings
• Experience in GBV programming, including experience with case management and support services for survivors.
• Experience organizing and leading trainings
• Experience in direct support of survivors of sexual violence
• Experience in the Middle East, Africa or similar contexts preferred
• Arabic language skills strongly preferred

The Technical Advisor, Training, to be based in Baghdad, Iraq, will report to the Foras Director for Enterprise Development and Entrepreneurship Programs and be responsible for the identification of free or massively open online courses (MOOC) curricula and overseeing training and trainers (TOT) at partner organizations to ensure transfer of skills and knowledge to trainees of their programs. Specific responsibilities include:

Major Duties/Responsibilities:Identify training curricula and tools for other project components, focusing on free and massively open online courses that could be integrated into the project’s employability portal online database and be used in classroom training.Identify specific training resources to train the TOT trainers in their perspective disciplines.

Libya: Sphere Training for LibAid (218772-927)

Background:

Displacement continues to affect a significant proportion of the Libyan population, with a recent estimate placing the number of internally displaced people (IDPs) at approximately 74,000.[1] IDPs are necessarily more vulnerable to human rights abuses and neglect. More concretely, displacement of a group, family or individual often results in a number of interlinked protection concerns encompassing access to shelter, food and services, as well as lack of security and mobility, and family separation. Implementing an effective response is challenging in the current Libyan context. This is especially so because government leadership of social protection service provision is still developing. Moreover, national level protection policy is weak; moving toward a more robust protection framework requires both comprehensive alignment with international standards, as well as effective and consistent implementation at all levels.

Purpose / Project Description:

Mercy Corps intends to address local weaknesses in government protection mechanisms by supporting the key Libyan state humanitarian assistance agency, LibAid, to institutionalize a strengthened capacity to collect and analyze data on the protection environment for displaced, conflict-affected and other vulnerable groups and to address identified protection risks and needs. This support will be delivered through a capacity building strategy developed jointly with LibAid leadership. The joint development and commitment to the strategy by both Mercy Corps and LibAid will maximize the potential of the capacity building support provided by Mercy Corps to have an impact not only at the level of individual staff, but also at an institutional level. The formulation of the joint strategy also ensures that all of the capacity building activities included in the strategy can be approached in a cohesive fashion, with a consistent approach.

Consultant Objectives:

The Consultant will contribute to the realization of the objectives of the Mercy Corps-LibAid Joint Capacity Building Strategy. The strategy incorporates activities designed to strengthen not only the protection monitoring capacities of LibAid field staff and the data entry, analysis and reporting skills of LibAid staff in the Benghazi and Tripoli offices, but also the institutional capacity to sustain the outcomes of this targeted capacity building and use it as a basis for an enhanced response to identified protection risks and needs.

More specifically, the objectives of the strategy are threefold:

1) To build the capacity of LibAid and its partner LNGOs to collect data on the protection environment for displaced and other vulnerable groups

2) To build the capacity of LibAid to analyze and present data on the protection environment for displaced and other vulnerable groups,

3) To contribute to the institutionalization of the protection of conflict-affected displaced groups by government mechanisms in Libya

The Consultant will contribute to the achievement of the third objective, by significantly increasing the capacity of LibAid staff to understand and apply relevant international standards when implementing humanitarian response/relief for conflict-affected displaced and other vulnerable groups.

Consultant Activities:

The Consultant will:

  • Develop and/or identify training materials, and provide them to Mercy Corps to facilitate the approval of the training content by LibAid.
  • Respond to feedback from Mercy Corps/LibAid regarding the training materials and revise the materials accordingly, if required.
  • Provide information regarding the logistical requirements for the delivery of two 4-day Sphere trainings for LibAid staff and, if required, participate in a joint meeting (may be held by skype) with Mercy Corps/LibAid to contribute to the finalization of logistic arrangements for the training.
  • Contribute to the design of an impact evaluation survey for training participants, by providing feedback on a draft to be produced by Mercy Corps.
  • Deliver two 4-day Sphere training courses for LibAid field staff (one in Tripoli and one in Benghazi), undertaking all facilitation for the trainings (logistical support will be provided by Mercy Corps in both locations).
  • Contribute to the gathering of impact monitoring and evaluation data, by facilitating the distribution and collection of impact evaluation surveys to training participants, and handing over the surveys to Mercy Corps at the conclusion of the trainings.

Consultant Deliverables:

The Consultant will:

  • Develop and/or identify proposed training materials applicable to the Sphere Handbook: Humanitarian Charter and Minimum Standards in Humanitarian Response, and provide the materials to Mercy Corps/LibAid for review prior to the training. The training materials will include, but are not limited to (final content will be approved by LibAid):
    • Introduction to Sphere
    • Humanitarian Charter
    • Protection Principles
    • Explanation of Sphere Principles: WASH; Shelter and NFIs; Food Security and Nutrition; and, Health Action
    • Application of Sphere Principles in the Field (should include practical exercises)
  • Deliver training materials revised in line with Mercy Corps/LibAid feedback.

POSITION SUMMARY: Relief International (RI), is currently recruiting for a Training, Monitoring andEvaluation Manager to support the “Achieving Dignity for Doro” program (ADD) funded by the US Department of State BPRM, during the second of this three-year program which focuses on Protection, Health, Nutrition, WASH, and Ag/Livelihoods. The goal of this project is to mitigate risks and adverse impacts to protection, individual and public health, and natural environment associated with the refugee context of Doro Camp and Bonj Town, and to support co-existence and neutralization of growing tensions between refugee and host community members within the shared realm.

In addition to providing full training and M&E support to the ADD program on a 100% basis, the M&E Manager will act in a senior management role within the South Sudan program.

The position may also be asked to provide M&E support to other programs in South Sudan, in which case the division of time may be readjusted depending on funding. The ADD project can support 100% of the Training/M&E Manager’s salary.

ESSENTIAL DUTIES AND RESPONSIBILITIES:The Training, Monitoring & Evaluation Manager will design, manage, and provide training towards Disaster Risk Reduction (DRR), Natural Recourse Management (NRM) and Fuel-Efficient Stoves for sustainable long-term changes in knowledge, attitudes and beliefs towards environment sustainability in the communities. S / he will design quarterly information as part of the ADD program which will monitor progress against the program’s indicators. In addition, (s)he will schedule and manage internal evaluations with the purpose of gauging program impact, and ensure staff at all levels of the program implementation are trained and prepared to fulfill their roles in reporting. Responsibilities will include:Produce DRR and Environment protection training manualImpart trainings to RI staff and targeted communities on DRR, Natural Resource Management, Environment protection etc.Providing technical support on introduction of Fuel Efficient Stove as environment protection strategy.Designing the success measurement parameters around the criteria laid out in the proposal and setting up the framework to measure it;Contributing into results through primary research, analysis of the requirements for the program’s specific outputs;Conducting data quality assessments on key activities and developing analytical reports;Collecting data and completing the appropriate reports;Evaluating the Program, with case studies that tell an interactive story of the development impact of project activities;Performing a quantitative research, with an economic analysis, to establish a baseline for each woman-led enterprise and then track the development of the women, family and business over the period of project documenting the development and economic impact of SME lending and female-driven entrepreneurship;Measuring the growth through the project period that will improve conditions for all stakeholders impacted by the program;Identification and formulation of lessons learned from evaluations and studies to be integrated into the final report;Assesses program’s performance to identify success factors and incorporates best practices into project work;Providing written reports to country and headquarters management staff.

M&E management support to other RI programs in South SudanThe Training, Monitoring & Evaluation Manager will oversee at least one and potentially up to three national staff Training/M&E Officers working on ADD. The Manager will be expected to assess the capacity of these staff, provide support to areas of weak capacity, review the work of the officers and ensure that the work produced and submitted to the donors, including assessment methodologies, M&E frameworks, and reports, is of highest quality. In consultation with the Country Director, the Manager will assess the needs of all projects and assign resources from the group of national M&E officers to support the projects. Where needed, the M&E Manager will be expected to directly support new projects. Assess skills and capacities of current M&E officers and identify gaps;Recruit new M&E officers for new projects in order to fill these gaps;Assign M&E officers to projects according to their skills and expertise;Evaluate the performance of M&E officers and make recommendations for action to Country Director;Recruit additional human resources as needed;Assure highest quality of sampling and other methodologies, data collection, analysis and reports;Assure that communications with donors are prompt and informative.

QUALIFICATIONS:Minimum of five years of experience in managing Disaster Risk Reduction (DRR) and Natural Recourse Management (NRM) program with adequate knowledge of use of Fuel-Efficient Stoves preferably in East African countries.Minimum of five years of experience with both qualitative and quantitative statistical processing and analysis packages.Demonstrated experience working with international development organizations and knowledge of reporting procedures, best practices, guidelines and tools for monitoring and evaluation; knowledge of performance and impact evaluations desired.Demonstrated expertise in data collection, statistical analysis, and reporting, including experience with computer-based statistical packages and databases.Demonstrated ability to plan and schedule, lead effective data collection, and coordinate with implementing partners and consultants to execute evaluation surveys.Proven track record of producing performance management tools, including monitoring frameworks and plans, and evaluation reports of high quality.A minimum of Graduate degree in Natural Recourse Management, Sociology, Statistics, Economics, Business, Finance, or related field. INITIATIVE SUMMARY:

SUMMARY OF THE JOB:

Manage and expand the New Tactics MENA training program to become a pioneer and leading program in the MENA region; coordinate and manage the deployment of MENA New Tactics trainers for training opportunities and mentoring processes; and ensure trainer quality control, implementation and oversite of MENA training evaluation mechanisms. Development of New Tactics training materials for MENA region application including the assessment and development of delivery formats; and managing New Tactics MENA Trainers to build and coach a growing network of trainers in the MENA region and capacity for engagement in future south to south expansion.

KEY RESPONSIBILITIES & DUTIES:

Capacity Building Training Program Management

• Develop annual and monthly plans, including budget projections, to implement and follow up MENA partners’ capacity building training programs, and ensure the acheivement of NT MENA objectives and provision of regional training operational plans.
• Maintain relationships with current New Tactics MENA trainers and their organizations in order to best manage and coordinate their deployment for the NT MENA capacity building training program opportunities and mentoring processes.
• Manage and implement trainer quality control mechanisms and oversite of evaluation processes.
• Coordinate with MENA Manager and MENA Initiative Officer to explore new opportunities in line with the NT MENA plan with key stakeholders in the MENA region to engage and build the capacity of new trainers and training organizations to use and apply New Tactics methododology, tools and resources.
• Monitor, evaluate and provide standard reports on the progress and outcomes of MENA training implementation plans and coordinate with MENA team to ensure the coordination and integration of MENA plans.
• Manage and implement processes that enable NT MENA Trainers to build and coach a growing network of trainers in the MENA and for future engagement in south to south expansion.
• Work with the MENA Initiative Program Officer and partners to provide opportunities/mechanisms for trainers to improve and share their skills, questions and learnings.
• Develop and implement partnership monitoring, reviews and evaluations of capacity building training programs in coordination with ME advisor and MENA Initiatve Officer; and utilize training effectiveness metrics and feedback for continuous improvement in techniques, materials and integration those learnings into future program plans to meet NT’s quality training standards.
• Develop and coordinate logistical and operational plans with MENA Initiative Officer and MENA Admin and Logistical Officer for training programs’ communications, logistical and operational needs.
• Coordinate with MENA Manager and MENA Initiative Officer to maintain and expand relationships with key human rights organizations in MENA to further New Tactics outreach and training opportunities.

Development of Training Materials

• Develop and design MENA appropriate New Tactics training materials, tools and modalities (e.g., inclusion of MENA examples in training materials and resources, multi-level and audience module and format development)
• Development and implementation of trainer quality control mechanisms, implementation and oversite of evaluation
• Work together with HQ Training Manager in the development, adaptation and application of tools for coaching New Tactics trainers in their skills to deliver and apply training materials and resources.
• Develop and implement a process for personal capacity building to become fully versed in New Tactics training methodology, resources, tools, materials and mentoring processes.
• Coordinate with the MENA Online Community Builder to develop and share online training materials and develop innovative online ideas with partners and wider stakeholders that can contribute to the devlopment of the New Tactics program to become a major reference for HRDs in the region.

General Administration

• Plan and facilitate regular team meetings to inform the MENA team on training program development and to explore innovative ideas for the development of the training program.
• Participate in MENA and HQ (virtually) New Tactics meetings, trainings and organizational planning and review sessions, inter-program coordination efforts, and provide support to the MENA Program Manager and other duties as assigned.

QUALIFICATIONS:

  1. Minimum of a Bachelors degree with 5-7 Years of experience, or a Masters degree in International Affairs, Human Rights, Adult Education, Humanities and Social Science or related field preferred with 3 – 5 years of experience designing and delivering capacity building programs and training workshops, preferably in multi-country or inter-regional settings.

  2. Direct experience in designing, implementing and evaluating training programs, including facilitation and stand-up training delivery.

  3. Experience coaching adults in the development of training sessions and written materials and/or training materials required.

  4. Experience in designing and developing training curriculums and development of training systems.

  5. Excellent interpersonal, written and verbal communication skills and demonstrated ability to communicate effectively with individuals at all levels. (See language requirements below).

  6. Previous experience in human rights, and particularly NGO experience.

  7. Excellent editing and content design skills.

  8. Experience working cross-culturally is an asset.

Program summaryThis is a tripartite agreement between Mbarara School of Science and Technology (MUST), CoRSU in Uganda and, CBM East Africa Regional Office. The project concerns a five year training programme of MUST, facilitated and supported by CBM. The initial three years training in relation to Plastic and Reconstructive surgery will be undertaken at CoRSU, while MUST will be responsible for all the general training aspects of the curriculum. After three years the course will be progressively transferred to MUST over a two year period. During the transitional period, and thereafter, CoRSU will still remain a centre to provide surgical clinical training for students

The relationship aims at encouraging the sharing of resources and technical capacities, establish over five years (2012 to 2016) a post graduate medical training programme (MMed) in plastic and reconstructive surgery. This programme by year five is to be fully administered and hosted by MUST including the practical, clinical training. CoRSU will host the practical, clinical part of the training on a decreasing scale over the 5-year period and is expected to remain a secondary clinical training unit for MUST after the end of the 5-year project period, as offering a range of clinical experiences at different facilities deepens the practical knowledge of the trainee and therefore should continue to be encouraged.

Program Geographical Areas of CoverageThis being a training programme the geographical areas is limited to upcountry student placements in Mulago, Northern Uganda and practical sessions at CoRSU in Kisubi, Entebbe.

Purpose and Objectives for the Mid Term Program EvaluationCBM East Africa Regional Office, MUST and CoRSU committed themselves in the signed Memorandum of Understanding to conduct a joint mid-term evaluation. The purpose of evaluation is to measure outputs, outcomes and observable trends both positive and negative.

Evaluation ObjectivesThe specific objectives of this evaluation will be to assess the following:1. To assess if activities are carried out as per agreement, outputs are clear and documented; and results are achieved. 2. To assess the effectiveness and outcomes achieved of the action in accordance with the log frame indicators 3. Assess quality of training programme: Is the knowledge acquired being applied thus far? 4. To review and/or revise the current programme budget 5. Review of the MoU as stipulated in Article 9 of the mentioned document

Evaluation questions:The following broad questions will need to be addressed:• Have all program activities been implemented as planned? In cases of deviation from the original plans, what were the reasons for deviation? • Are the activities relevant, and are they being implemented in an appropriate, effective and efficient manner? • What are the key program outputs and outcomes, and to what extent have the program activities contributed the outcome? • To what extent are external factors influencing the outputs and outcome of the program? • Are there any lessons learned about what should have been done differently• What are the notable achievements, challenges, promising practices and lessons learnt from the program to date?

Evaluation MethodsThe evaluation methods need to ensure that evaluation findings and the corresponding recommendations are based on robust and reliable data and information. Evaluation methods also have to be consistent with answering the evaluation questions, the required skills and competencies for the Consultant and time and budget constraints. Based on the TOR, and in consultation with the programme implementers, the Consultant will suggest evaluation methods that are the most appropriate to the purpose of the evaluation. The Consultant should present a detailed statement of evaluation methods including the description of data collection instruments and procedures, information sources and procedures for analysing the data.

Key Responsibilities of the Consultant

Tasks and Responsibilities1. Work with the MMed Training Programme team to develop an appropriate evaluation design and data collection tools based on indicators as documented in the program proposal.2. Develop a Detailed Implementation Plan (DIP) for the evaluation process. 3. Review key program documents including those produced by program partners; such documents shall include but are not limited to the background project document, annual work plans, progress reports, and other documents related to the Project. 4. Conduct data analysis as appropriate and generate a draft evaluation report detailing evaluation methodology, process, key achievements, challenges, lessons learnt, promising practices etc. 5. Present the draft evaluation report to CBM and implementing partners for input, discussion and revision if need be. 6. Review the draft report to include feedback from CBM and implementing partners and prepare and submit three hard copies and one soft copy of the report to CBM.

BackgroundThe Danish Refugee Council (DRC) has been present in Iraq since April 2003 with operations in Diyalla Governorate north-east of Baghdad and has since opened offices in Basra governorate (April 2004), and in the governorates of Erbil, Missan, Kerbala and Wassit (September 2007). Regionally, DRC is also present in Syria, Jordan, Turkey and Lebanon.

The overall objective for DRC in Iraq is the protection and promotion of durable solutions to displacement affected populations on the basis of humanitarian principles and human rights with more immediate objectives focusing both on the immediate subsistence needs, livelihood and self-reliance support as well as a more long term focus on capacity building and environment building. DRC’s intervention in Iraq is increasingly focused on the Syrian refugee populations in Erbil and Dohuk governorates of the Kurdish Region of Iraq (KRI). DRC adopts a community-based approach, where beneficiaries and local authorities are included in the prioritising, planning and implementation of activities as an important measure of rehabilitation and capacity building.

Purpose of the consultancy

DRC in Iraq has a large livelihoods portfolio; implementing a three year vocational training and income generation project funded by the Australian government and will also be starting a new UNHCR Emergency Livelihoods project in support of Syrian refugees. The consultancy is geared toward harmonizing DRC’s approach to business development and entrepreneurship service delivery to beneficiaries. The consultant or consultancy firm will be required to develop and train DRC staff as well as DRC’s partners on culturally appropriate tools and methodologies in the delivery of business development services. This will include but not be limited to: a harmonized approach to business training, simple business plan development for literate and semi-literate populations, harmonized monitoring tools and approach.

Duties

• Facilitate actual training workshop. • Provide a detailed methodology of how the trainer/ training institution will carry out the training program including detailed budget.
• Design all the necessary tools required for the training.• Use DRC Logo on all materials produced for consultancy including but not limited to power point slides and all printed materials. Logo to be used with guidance from DRC staff. • Incorporate their past experiences in the training to improve sustainability of the activities.• Use the Participatory Learning Approach Methods to train their participants. This is a combination of methods that encourage people to participate in the training -process and to learn about their needs and opportunities and steps required to address them.
• The training will target 20 TOTs who will then transfer the acquired skills to Syrian refugees and other beneficiary groups.• Employ any or all of the following methodologies e.g. group discussions, lectures, presentations, etc. • Develop a training manual for business development and entrepreneurial skills. • Assist in formulating a clear record keeping method for semi-literate and illiterate target groups.

Expected Outputs

• Appropriate tools and methodologies for delivery of BDS ToT developed, discussed and agreed upon prior to training.• Well thought-through plan for delivery of ToT developed and agreed upon.• Training of Trainers workshop organized and delivered to approximately 20 selected staff members. • A comprehensive training report produced that highlights the followings:1. Objective of the training2. Number and brief demographic characteristics of training participants3. Description of training methodologies used4. Challenges experienced in the execution of the training5. Conclusion and recommendations for the future• Provide a culturally appropriate tool kit on business development, and entrepreneurship.

The training report will be submitted one week after receipt of the consolidated feedback from DRC. The report should be in electronic copy.

Since the first days of its involvement in Pakistan in 1999, ACTED has always combined a strong emergency response capacity to address the regular humanitarian disasters that affect the country – be they related to conflict or natural disaster, and a steady focus towards development for Pakistan. In July 2010, populations were confronted with the worst flooding the country has ever faced. In a country already struggling with the enduring challenges of conflict and food insecurity, the unprecedented floods that swept through Pakistan and affected 20 million people, presented the population with immense challenges to overcome. ACTED and its partners have been working throughout 2010 and 2011 to support communities in Pakistan as they have struggled to overcome this latest disaster and the chronic issues of escaping conflict and achieving food security. The TVET Program Manager will contribute to the provide technical oversight of ACTED's TVET projects in Pakistan and the development of ACTED TVET strategy

Ensure external representation of ACTED in TVET and Education Sectors
