Objectives
Overall Objectives
• To support the capacity development of 20 participants (DRC staff and partners) on Business Development Services (BDS) including business and entrepreneurship training, business plan development and follow-up.
Specific Objectives
• Impart knowledge and skills to livelihood staff on business development and entrepreneurship skills • Develop culturally appropriate training kit on business development, and entrepreneurship.• Develop monitoring tools for business development and entrepreneurship.
Timeframe for consultancy
The consultancy is expected to be delivered within a 20 day period between September 5 and September 25, 2013.
BackgroundThe Danish Refugee Council (DRC) has been present in Iraq since April 2003 with operations in Diyalla Governorate north-east of Baghdad and has since opened offices in Basra governorate (April 2004), and in the governorates of Erbil, Missan, Kerbala and Wassit (September 2007). Regionally, DRC is also present in Syria, Jordan, Turkey and Lebanon.
The overall objective for DRC in Iraq is the protection and promotion of durable solutions to displacement affected populations on the basis of humanitarian principles and human rights with more immediate objectives focusing both on the immediate subsistence needs, livelihood and self-reliance support as well as a more long term focus on capacity building and environment building. DRC’s intervention in Iraq is increasingly focused on the Syrian refugee populations in Erbil and Dohuk governorates of the Kurdish Region of Iraq (KRI). DRC adopts a community-based approach, where beneficiaries and local authorities are included in the prioritising, planning and implementation of activities as an important measure of rehabilitation and capacity building.
Purpose of the consultancy
DRC in Iraq has a large livelihoods portfolio; implementing a three year vocational training and income generation project funded by the Australian government and will also be starting a new UNHCR Emergency Livelihoods project in support of Syrian refugees. The consultancy is geared toward harmonizing DRC’s approach to business development and entrepreneurship service delivery to beneficiaries. The consultant or consultancy firm will be required to develop and train DRC staff as well as DRC’s partners on culturally appropriate tools and methodologies in the delivery of business development services. This will include but not be limited to: a harmonized approach to business training, simple business plan development for literate and semi-literate populations, harmonized monitoring tools and approach.
Duties
• Facilitate actual training workshop. • Provide a detailed methodology of how the trainer/ training institution will carry out the training program including detailed budget.
• Design all the necessary tools required for the training.• Use DRC Logo on all materials produced for consultancy including but not limited to power point slides and all printed materials. Logo to be used with guidance from DRC staff. • Incorporate their past experiences in the training to improve sustainability of the activities.• Use the Participatory Learning Approach Methods to train their participants. This is a combination of methods that encourage people to participate in the training -process and to learn about their needs and opportunities and steps required to address them.
• The training will target 20 TOTs who will then transfer the acquired skills to Syrian refugees and other beneficiary groups.• Employ any or all of the following methodologies e.g. group discussions, lectures, presentations, etc. • Develop a training manual for business development and entrepreneurial skills. • Assist in formulating a clear record keeping method for semi-literate and illiterate target groups.
Expected Outputs
• Appropriate tools and methodologies for delivery of BDS ToT developed, discussed and agreed upon prior to training.• Well thought-through plan for delivery of ToT developed and agreed upon.• Training of Trainers workshop organized and delivered to approximately 20 selected staff members. • A comprehensive training report produced that highlights the followings:1. Objective of the training2. Number and brief demographic characteristics of training participants3. Description of training methodologies used4. Challenges experienced in the execution of the training5. Conclusion and recommendations for the future• Provide a culturally appropriate tool kit on business development, and entrepreneurship.
The training report will be submitted one week after receipt of the consolidated feedback from DRC. The report should be in electronic copy.
Qualifications
Essential Requirements:
• Relevant University degree (Economics or business related courses)• Excellent written and spoken English skills. Arabic language skills highly advantageous.• Experience designing Livelihoods programmes for vulnerable populations; particularly refugees• Understanding of gender-sensitive employment creation• An experienced facilitator• Hands on experience in Business Development Services (BDS)

• Good interpersonal skills, team-oriented work style • Good written and oral communication skills • Self-motivated, ability to work with minimum or no supervision

The current security situation in Iraq shifts on a daily basis. While there has been no direct threats to International NGOs or their expatriate staff care must be taken when traveling. The unpredictable nature of the security situation leads to occasional restrictions on movement within the country. However, the stability in the Kurdistan Region allows for wider freedom of movement. DRC is seeking an experienced consultant or consultancy firm. The consultant/firm is expected to be deployed in Iraq and would be deployed in Erbil; if required they should be willing to travel inside Iraq, security permitting, under the DRC safety and security framework. It is expected that the assignment should be completed before the end of September, 2013 at the latest. The consultant/firm would be required to identify the necessary resources to undertake this consultancy together with a timeline and a costing based on the delivery date as mentioned above.
