Program summaryThis is a tripartite agreement between Mbarara School of Science and Technology (MUST), CoRSU in Uganda and, CBM East Africa Regional Office. The project concerns a five year training programme of MUST, facilitated and supported by CBM. The initial three years training in relation to Plastic and Reconstructive surgery will be undertaken at CoRSU, while MUST will be responsible for all the general training aspects of the curriculum. After three years the course will be progressively transferred to MUST over a two year period. During the transitional period, and thereafter, CoRSU will still remain a centre to provide surgical clinical training for students
The relationship aims at encouraging the sharing of resources and technical capacities, establish over five years (2012 to 2016) a post graduate medical training programme (MMed) in plastic and reconstructive surgery. This programme by year five is to be fully administered and hosted by MUST including the practical, clinical training. CoRSU will host the practical, clinical part of the training on a decreasing scale over the 5-year period and is expected to remain a secondary clinical training unit for MUST after the end of the 5-year project period, as offering a range of clinical experiences at different facilities deepens the practical knowledge of the trainee and therefore should continue to be encouraged.
Program Geographical Areas of CoverageThis being a training programme the geographical areas is limited to upcountry student placements in Mulago, Northern Uganda and practical sessions at CoRSU in Kisubi, Entebbe.
Program activities1) 8 students selected to undergo the training programme and sit for exams conducted by external examiners; student intake 2 each on year 1,3,4 and 5
2) MUST provided theoretical training facilities for students3) CoRSU acts as a training site for the initial intake of students of the course 4) A Department of Plastic & reconstructive Surgery established at MUST
Purpose and Objectives for the Mid Term Program EvaluationCBM East Africa Regional Office, MUST and CoRSU committed themselves in the signed Memorandum of Understanding to conduct a joint mid-term evaluation. The purpose of evaluation is to measure outputs, outcomes and observable trends both positive and negative.
Evaluation ObjectivesThe specific objectives of this evaluation will be to assess the following:1. To assess if activities are carried out as per agreement, outputs are clear and documented; and results are achieved. 2. To assess the effectiveness and outcomes achieved of the action in accordance with the log frame indicators 3. Assess quality of training programme: Is the knowledge acquired being applied thus far? 4. To review and/or revise the current programme budget 5. Review of the MoU as stipulated in Article 9 of the mentioned document
Evaluation questions:The following broad questions will need to be addressed:• Have all program activities been implemented as planned? In cases of deviation from the original plans, what were the reasons for deviation? • Are the activities relevant, and are they being implemented in an appropriate, effective and efficient manner? • What are the key program outputs and outcomes, and to what extent have the program activities contributed the outcome? • To what extent are external factors influencing the outputs and outcome of the program? • Are there any lessons learned about what should have been done differently• What are the notable achievements, challenges, promising practices and lessons learnt from the program to date?
Evaluation MethodsThe evaluation methods need to ensure that evaluation findings and the corresponding recommendations are based on robust and reliable data and information. Evaluation methods also have to be consistent with answering the evaluation questions, the required skills and competencies for the Consultant and time and budget constraints. Based on the TOR, and in consultation with the programme implementers, the Consultant will suggest evaluation methods that are the most appropriate to the purpose of the evaluation. The Consultant should present a detailed statement of evaluation methods including the description of data collection instruments and procedures, information sources and procedures for analysing the data.
Key Responsibilities of the Consultant
Tasks and Responsibilities1. Work with the MMed Training Programme team to develop an appropriate evaluation design and data collection tools based on indicators as documented in the program proposal.2. Develop a Detailed Implementation Plan (DIP) for the evaluation process. 3. Review key program documents including those produced by program partners; such documents shall include but are not limited to the background project document, annual work plans, progress reports, and other documents related to the Project. 4. Conduct data analysis as appropriate and generate a draft evaluation report detailing evaluation methodology, process, key achievements, challenges, lessons learnt, promising practices etc. 5. Present the draft evaluation report to CBM and implementing partners for input, discussion and revision if need be. 6. Review the draft report to include feedback from CBM and implementing partners and prepare and submit three hard copies and one soft copy of the report to CBM.
Expected Deliverables- Inception report to include Detailed Implementation Plan for the evaluation exercise- Debriefing presentation prior to starting the field work - Debriefing presentation on provisional findings and recommendations on site following the field work - Three (3) bound hard copies of the midterm Evaluation Report. - One soft copy of the Mid-Term Evaluation Report on a CD. - The consultant will also be required to submit to CBM all study materials including:? Soft copies of all data sets both quantitative and qualitative ? All filled quantitative data collection tools and qualitative data recording materials. ? Any other non-consumable documents/items that will be used in the course of the planned consultancy The evaluation report should be in English language and must include any significant unresolved differences of opinion on the part of funders, implementers and/or members of the evaluation team where those arise.

The evaluation will take a maximum of 9 days.

Consultant’s Profile: Experience and Qualifications• Proven experience in research, monitoring and evaluation of non-governmental community development structures, process and integrated programs. • Sound knowledge and understanding of plastic and reconstructive surgery, physical rehabilitation or orthopedics • A sound understanding of the country context and specifically the health sector• The Consultant must possess a Masters degree from an internationally recognized university and at least 5 years experience in programming at a senior level, as well as experience in evaluating complex programs related persons with disability. • The Consultant should preferably be situated in Uganda and also have strong language skills (English, and local languages – Luganda)
Other skills necessary include:• Quantitative and qualitative research methods • Program analysis, evaluation and multi-districts/community study design • Organizational development and systems strengthening • Data analysis and report writing • Strong communications skills -oral, written and presentation skills
