TERMS OF REFERENCE FOR THE DEVELOPMENT OF THE LOW VISION THERAPY NETWORK WEBSITEI. BackgroundThe Low vision therapy network is a CBM funded project with an objective to strengthen the capacity of an existing country wide network of four of the most important service deliverers, in order to reduce the barriers experienced by people with visual impairment to access appropriate medical/rehabilitation services, education and equal opportunities in the labour market. The service providers are; Friends Church Sabatia Eye Hospital, PCEA Kikuyu Eye Unit, Kwale District Eye Centre and Service for the Poor in Adaptive Rehabilitation Kinship (SPARK). The project consists of low vision units within these four existing CBM eye care partners that have been clustered to form a multi-year low vision program. This program is managed by a lead partner Friends Church Sabatia Eye Hospital (SEH). The cluster seeks to engage an experienced web designer who shall design the cluster’s web site as per the assignment here under though not limited to:II. Services requestedThe Service Provider will be assigned the following tasks: • Design a website taking into account the futures listed in section III• Develop the website upon validation of the designIII. Features of the websiteThe website should be designed and developed within two weeks, from the date the contract is awarded.• Defining the cluster’s identity• Out lay of the programs and projects run by the cluster.• Online referencing and links to the partners web site• Have tools to allow publications such newsletters, reports hosted• Online fundraising / donation• High contrast view and an accessible font • A user friendly CMS system to facilitate future management of the websiteVi. Knowledge Skills and Qualifications1. Hands on experience in Web Design2. Skilled in web design for NGOs3. At least Degree in Information technology4. Evidence based Work on similar previous assignments

V. Ownership and intellectual property Upon completion of the task and payment of agreed fees as agreed by the low vision therapy network and the Service Provider , low vision therapy network shall acquire and retain ownership of all assignment deliverables in their tangible form (both hard and soft copies) and the right to use them as deemed fit. The deliverables may thus not be published or used without the express permission of the low vision therapy network.

VI. Required1. Provide detailed profile stating similar undertaking with other organizations.2. Provide a sample of web sites designed in the past.3. Detailed budget for the assignment. 4. Low vision therapy network will provide all necessary content and institutional logos required to design the website.5. Low vision therapy network will approve all design templates to be used on the website

VII. Expression of interest Interested consultants or firms are requested to submit an Expression of Interest detailing their interpretation of the TOR to visiontherapynetwork@gmail.com on or before 6th September 2013.
