Bangladesh: Call for Expression of Interest: Strategic Evaluation of Vision Bangladesh Project

Sightsavers is looking for external evaluators to conduct End of Project Evaluation of a project entitled “Vision Bangladesh” implemented with joint support from Sightsavers, BRAC and National Eye Care. The project has partnership with four hospital partners (Voluntary Association for Rural Development (VARD), Bangladesh National Society for the Blind (BNSB) Moulvibazar, NAYAN and JASPUS) and government district upazila hospitals under Sylhet division over the period of January 2011 to December 2013. Expression of Interest to undertake the evaluation is requested.

The specific purpose of this project is “Elimination of the backlog of cataract blindness from Sylhet Division by the year 2013” and the specific objectives are:

1.To increase demand for eye care services particularly for cataract in the community.
2.To increase accessibility to quality eye care services, especially cataract, particularly for the poor.
3.To deploy/employ appropriate and competent HR in all eye care facilities in district and upazila level.
4.To manage programme efficiently and effectively.

We are now looking for external evaluators to conduct a strategic evaluation of this project. The evaluator/evaluation team should include personnel with a professional background and extensive knowledge of public health policy (preferably eye health at national and global levels), health systems strengthening particularly human resources development, primary health care reforms and strategy analysis. S/he should have demonstrable skills in analysing capacity needs and gaps of different cadres’ eye health. The team should also have skills and knowledge in project/programme analysis, be able to undertake and draw links between health interventions and the wider development discourse as well as have experience in conducting large scale evaluations, preferably in the South Asian context. It is also expected that the whole team will have familiarity with development assistance evaluation.

Purpose of the Evaluation
The purpose of the evaluation is to assess the projects’ achievements, challenges, capture the lessons learned and way forward for Sightsavers and partners in context of relevance, effectiveness, efficiency, impact, sustainability, scalability/replication, and coherenece/coordination.

Thus, the evaluation will review the achievement of the project against objectives and outputs as detailed out in the project document, as well as assess the long-term effects made by the project on eye health. The key issues to be addressed are service delivery, institutional and overall programmatic development at the partners’ level, contribution to health system strengthening and contribution made at the beneficiary level as well as financial management of the project.

This will ultimately provide an analysis on how scalable and replicable it is in national context.

Purpose of the position

Key responsibilities

• Provide technical support to the Cluster teams in the development of proposals in accordance with donor requirements, WV Finance Manual, policies, guidelines and procedures.
• Assist the relevant program staff in developing shared project design document, budgets, implementation plans and help determine any necessary arrangements with partners including cost sharing.
• Ensure budget and cash-flow management by monitoring expenditure that should be within the budget limits, identify variances and provide explanations for management decision making. In addition, review cluster cost structure to ensure project costs are within organization benchmarks.
• Review and follow up audit recommendations and other Internal Controls in the clusters and ADP in line with the Financial Manual, Policies and procedures.
• Analyze the cluster financial information and extract reports that should be easily interpreted to all stakeholders for timely decision making.
• Provide support and advice on the recruitment of all cluster and ADP accounting staff, allocate assignments, monitor performance, mentor, coach and build their capacity, in line with the World Vision Mission.
• Manage the bank account functions for the cluster and ensure timely and accurate bank reconciliations every month.
• Coordinate the procurement functions of the cluster including the development of annual cluster procurement plans and facilitating their consolidation into the WVU annual procurement plans. Also participate on the Procurement Committee as Secretary and provide financial technical advice to the members.
• Ensure existence of systems and policies which provide appropriate levels of security and control of project assets, financial resources and operations.
• Engage with partners and play an active role with relevant program staff in the development of MOU’s, conduct joint monitoring visits to the partners’ programs as well as vendor/beneficiary verifications in addition to resolving issues that may arise.
• Coordinate and manage logistics/administration support to all operations teams
• Manage and safe guard assets of the projects including the projects’ vehicle fleet

Knowledge, Skills and Abilities required

• A university degree majoring in Accounting and or a full professional qualification in ACCA, CPA or CIMA or equivalent.
• A minimum of three years’ post qualification experience.
• Extensive Computer knowledge in Microsoft Excel, Vision Excel, Word, PowerPoint, SUN Accounting and Access is required.
• Must have proven knowledge of Generally Accepted Accounting Principles and Internal Control Procedures.
• Written and Oral Communication skills are essential, and the incumbent must be a team builder, who is able to work successfully in a multicultural environment.

Purpose of the position

Key responsibilities

Project Management

• Generate relevant reports from Mhealth systems and ensure that Mhealth stakeholder have access to information.
• Documentation of best practices and success stories in the application of Mhealth interventions.
• Identify innovative trends and new technologies that can be applied or used in WV health programming.
• Contribute to the testing, appraisal, eventual promotion and adoption of innovative ICT4D applications within WVU and among WVU partner organizations;

Capacity Building

• Provide or create avenues for learning for other WV staff to learn and apply Mhealth in programming by conducting Mhealth trainings and exhibitions.
• Coach and mentor staff on Mhealth technologies and applications

Partnership Development

• Liaise with development agencies and partners on collaborative work related to Mhealth and other initiatives to position World Vision as a strategic partner in Mhealth landscape

Knowledge, Skills and Abilities Required

• A university degree in IT or related field with further training in computer programming and IT project management approaches.
• 2-3 years of relevant professional experience in the Mhealth domain as well as exposure to the full project cycle (i.e., programming, project processing to project administration); International NGO experience or in communications industry will be an advantage.
• Experience and keen interest in Mhealth in the contexts of Uganda/East Africa.
• Proficient in the use of a range of innovative technologies. These may include mobile or PC-based ICTs, phone (SMS) and SMS to web technologies and broadcasting. Eager to discover and explore Mhealth application appropriate to WVU working contexts.
• Experience in the integration of new technologies in development programs like health, education, water and sanitation with an intention of improving the well being of children.
• Excellent oral and written communication skills in English.

BackgroundThe Low vision therapy network is a CBM funded project with an objective to strengthen the capacity of an existing country wide network of four of the most important service deliverers, in order to reduce the barriers experienced by people with visual impairment to access appropriate medical/rehabilitation services, education and equal opportunities in the labour market. The service providers are; Friends Church Sabatia Eye Hospital, PCEA Kikuyu Eye Unit, Kwale District Eye Centre and Service for the Poor in Adaptive Rehabilitation Kinship (SPARK). The project consists of low vision units within these four existing CBM eye care partners that have been clustered to form a multi-year low vision program. This program is managed by a lead partner Friends Church Sabatia Eye Hospital (SEH). The cluster seeks to engage an experienced web designer who shall design the cluster’s web site as per the assignment here under though not limited to:II. Purpose of the Position

You will contribute to the Coordination and constantly improving the implementation of VISION in the MENA Region. By acting as the regional VISION technical focal point, you will provide user development and support, monitor reports on progress of VISION implementation, identify areas where special support may be required, resolve user questions either directly or by elevating issues to Tier 3 business owners. Key Expected Results

  1. Act as technical focal point for VISION in the Region. Provide competent user support by responding to and resolving business and system process related queries from Country Offices. When issues cannot be addressed at the country office or regional levels, escalate them to HQ based Business Process Owners and follow up with concerned parties to ensure smooth functioning at the CO level. Register calls in and monitor open calls in Service Manager as appropriate.

  2. Work closely with the Regional Chief of Operations in planning and operationalizing VISION and business process training throughout the region. Support continuing end-user VISION training and communication at the CO level. Provide emergency short term support in VISION as and when necessary.

  3. Develop/produce analytical and management reports to monitor utilization of VISION and participate in process reviews and VISION oversight assessments within the Region.

  4. Monitor VISION capacity and performance at CO level using multiple self-declaration, observation and information gathering tools/approaches. Analyze data to assess and identify user capacity weaknesses at CO level and propose regional and global solutions to remediate. Track SOD`s and other performance indicators.

  5. In accordance with Global Help Desk Service level Agreement (SLA), manage VISION user support within the MENA Region.

  6. Participate in strategic planning discussions at Regional and Global level and contribute as required to pilot initiatives, including the Business Effectiveness and Efficiency initiative.

  7. Contribute to the design and development of Global learning and on-line support materials; identify and recommend potential improvements to training materials and delivery approaches.

Qualifications of Successful Candidate

  • Advanced university degree in Social Sciences, International Relations, Development, Business Administration, Information Technology or directly related technical field(s).* Valid professional certification (CA; CPA; etc.) from an accredited chartered accountancy institution is considered an asset.

  • A first level university degree in a relevant technical field (as identified above), in conjunction with seven years of relevant work experience in related technical fields (as identified below), may be taken in lieu of an advanced university degree.

  • Minimum of five (5) years of relevant work experience, with prior hands-on experience in SAP/ERP administration. Awareness of rules, regulations and security policies with respect to system access i.e. Segregation of Duties (SoD), is highly desirable.Familiarity with ERP/SAP interfaces, especially towards the management of various user roles and authorizations is highly desirable. Previous hands-on experience in providing technical and business customer support and services related to an ERP system is desirable. Knowledge of UNICEF rules and regulations, and procedures is an asset.

  • Fluency in English (excellent writing & communication skills) is required. Knowledge of Arabic or French (written & oral) is considered an asset.

Project summary: - The goal of the Advocacy for Better Health program is to contribute to improvement in quality, availability and accessibility of health services. Purpose of the position: Overall responsibility for the management of all project activities and staff.
