  1. Background and Context

The overall goal of Country Programme 2012-2016 is to aid efforts by Montenegro to increase equity and ensure the inclusion of children and women who are in need of special protection, live in poverty or are socially marginalized.

The programme will contribute to the following key results by the end of 2016: (a) Montenegro addresses disparities and gaps in access to quality social services for excluded and vulnerable boys, girls and families in line with United Nations standards;(b) the country’s legal framework is harmonized with EU/United Nations standards, and policies relevant to child-focused governance and social inclusion of children are implemented and monitored; and (c) national and local authorities systematically apply the principles and standards of the Convention on the Rights of the Child and Copenhagen criteria (for membership in the EU) and facilitate independent monitoring.

The country programme comprises two mutually reinforcing components: child protection and social inclusion; and child rights, policies and planning. These reflect the need for continuity in supporting the Government and institutions to complete the child care system reform agenda and implement policies and strategies for children at central and local levels; securing investment in equitable inclusion and protection of the most vulnerable and marginalized groups; strengthening capacities in planning, child rights monitoring and budgeting; and implementing the framework for a sustainable legacy of child rights.

Communication for development is a key strategy. The participation of children and young people will strengthen the programme’s thrust in social inclusion, deinstitutionalization, HIV prevention, environmental sustainability, educational quality, minority rights, gender equality and prevention of violence, abuse and neglect.

UNICEF Montenegro website and Facebook page are important and the only online resources of information about the ongoing activities. Their revitalization, reconstruction and regular updating with photos, stories and videos is an important part of UNICEF Montenegro Communication Strategy for 2014. Moreover, UNICEF Montenegro website is made in the Red Dot Software and this country office is one of the pilots of the newest version of this software launched in 2011.

The Red Dot Software in which UNICEF Montenegro website is made is specifically made for UNICEF Country Offices and UNICEF Montenegro is one of the pilots of the newest version of this software launched in 2011. The consulting agency should have the necessary expertise on the Red Dot sofware in order to allow timely and effective updating and revitalizing of the website.

UNICEF Montenegro website and Facebook page are the only online and constantly updated resources of information about the ongoing activities. Therefore, their timely and effective updating with photos, stories and videos with support from the consulting agency is a significant part of UNICEF Montenegro external communication.

One day (8 hours) per week, consulting agency will work on revitalizing and updating UNICEF Montenegro website and Facebook with new contents provided by UNICEF Montenegro. Consulting agency will also regularly upload the news and press releases from headquarters and RO to UNICEF MNE website and facebook page. In this way, the website and facebook page will be constantly updated with frequent changes on the front page.

Field of activityWithin the framework of EUNIDA, a grouping of EU Member State implementing agencies, GIZ International Services is managing the EU Libya Health Systems Strengthening Programme.

1 Background

The Libyan health care delivery system reflects past systemic imbalances and the impact of the civil war. Weakened health services are largely deficient in their capacity to attend to the needs of the population. The increased prevalence of mental disorders and physical disabilities –a consequence of the conflict– further exacerbate the situation.

The overall objective of the EU-LHSS programme is to improve efficiency, effectiveness and quality of health service delivery in Libya. The purpose of this action is to strengthen strategic planning, financing as well as management and quality of health service delivery through targeted reforms and pilot interventions.

2 The EU-LHSS programme is articulated around three result areas:

Result One Strategic Planning, Health Financing and Capacity Strengthened: National health strategy, related policies and action plans developed; health financing options identified; provider payment mechanisms reviewed; and capacity of the Ministry of Health and Health Professionals Associations strengthened at all levels.

Result Two Health Service Delivery and Quality of Health Care: Health Service Package successfully rolled out in pilot areas; options for public private partnerships identified; quality of outcomes framework and accreditation standards developed and selected quality improvements reported.

Result Three Workforce Planning, Development and Management: Recruitment and retention targets in place; pre-service and in-service training needs assessed and partially addressed through targeted training and partnerships with training institutions; curricula upgraded and standardised; licensing standards and management tools developed and rolled out in pilot areas.

3 Objectives of the mission

3.1 General objective of the mission

The Short-Term Expertise (STE) described in these Terms of Reference is complementary to the tasks of the long-term experts and responds to a request articulated by the Steering Committee of the EU LHSS and the Ministry of Health.

The expertise mobilised will support the programme to:

  • Design, develop and launch a high-quality, results-driven website with an easy to use content management system to display information about programme activities and deliverables

3.2 Specific objectives of the mission

  1. To evaluate and organise information to design a website that responds to the needs of the pro-spective audience and ideally includes at least seven (7) pages:
  • One welcome page including news, events and contacts and links to other web-pages in English
  • One welcome page including news, events and contacts and links to other web-pages in Arabic
  • One page for Programme Deliverables for Strategic Planning and Health Financing
  • One page for Programme Deliverables for Health Service Delivery
  • One page for Programme Deliverables for Quality of Care
  • One page for Programme Deliverables for Human Resources for Health
  • One page for Background Documents

All pages have to be in English with a separate page with same content in Arabic language. Transla-tion will be delivered by the LHSS programme.

  1. To design a blueprint for website's structure, layout, functionality, back-end systems and links to other sites, including as a minimum a link to the Ministry of Health and the National Centre for Disease Control

  2. To use programming languages and HTML tools, as well as other information technology to create and structure the new website

  3. To organise at least three rounds of consultations with a Task Force appointed by the LHSS Steer-ing Committee to solicit comments and input on website design and content

  4. To configure the new website to state-of-the-art, secure server environment and link the website to the domain information on the web and to relevant pages

  5. To organise at least two internal consultative sessions where the new website shall be presented to the Task Force for review and final approval

  6. To launch the website once authorisation has been granted by the Ministry of Health

  7. To train at least two local staff to enable them to upload new documents and information

4 Management of the mission

4.1 Work language

The work language is English.

4.2 Responsibilities

The expert will report directly to a Task Force established by the Programme Steering Committee and composed of: Dr. Arbi Gomati, Mr. Abdulbaset Alkawash, Dr. Samir Sagar and the Team Leader of EU-LHSS. The Programme Manager (the European Union) will act as an observer capacity in the Task Force.

The composition of the Task Force may be altered with prior approval of the Chair of the EU LHSS Steering Committee. If a STE for Strategic Communications is mobilised, the expert shall be part of the Task Force and will liaise closely with the website developer.

Website development, from contract signing to the launch of the new website, is expected to take a maximum of twelve working days. It is expected that the design process shall require constant dis-cussion and numerous reviews of initial designs until a consensus is reached. This will include at least three rounds of consultations with a Task Force appointed by the LHSS Steering Committee and at least two consultative sessions where the new website shall be presented to the Task Force for review and final approval. The expert will also ensure close consultation with the Long term and Short Term experts mobilised under the programme and the chairs and co-chairs of all Working Groups.

4.3 Timetable

The duration of the mission will be of up to 12 man/days distributed over a four weeks period be-fore end of 2013. The programme reserves the right to extend the contract for post-design on-call services to address any start-up issues.

BACKGROUNDAbout Health Poverty Action (HPA)Health Poverty Action’s vision is a world in which the poorest and most marginalised enjoy their right to health.

Health Poverty Action started working in Sierra Leone in 2005. In keeping with our mission of reaching the most marginalised, we have delivered a number of successful maternal heath and gender equality projects in Northern Bombali covering areas such as Tambaka chiefdom, one of most remote and marginalised communities in the country.

Our interventions have included provision of ambulances, training of health staff and a large component on community education. Our work in Sierra Leone is innovative using our understanding of local culture and norms to adapt tried and tested models to the Sierra Leone context.Our work in Northern Bombali complements that of the Government of Sierra Leone, and other partners and has had huge proven impact; knowledge of maternal and child health has sky rocketed and Northern Bombali stands out as one area in the country where SGBV survivors are able to access justice.

We specialise in the fundamental connection between health and poverty. These two are inseparable. Yet so often they are addressed in isolation, as if health was the responsibility only of the health sector. An unhealthy population has little chance of working its way of poverty, and families struggling to survive in extreme poverty have almost no chance of sustaining good health. But if the two are tackled together, in an integrated way, this fundamental link becomes a powerful positive. Improving health works to eradicate poverty, and vice versa. The multiple determinants of health and poverty such as gender equality, education, nutrition, safe water and proper sanitation and shelter must be tackled holistically to bring sustainable change.

Prioritising the poorest and most marginalisedMuch of Health Poverty Action’s distinctiveness derives from the priority we give to those whose health rights have been most neglected. Development efforts often tend to cluster in particular areas, leaving others almost untouched. Prioritising the poorest and most marginalised means we have become particularly skilled at working in hard to reach areas, and with marginalised populations such as ethnic minorities. We attach great value to the precious relationships we have developed with communities who have learnt through bitter experience to trust few others. While working with those most neglected frequently leads us to rural areas, we also work in large cities and urban areas. We know there are marginalised people there too.

Action – what we do

Health Poverty Action conducts a wide range of activities each year to strengthen poor and marginalised people in their struggle for health. These are in four broad categories:• Development Programmes in 13 countriesWe work with communities in 13 countries in Africa, Asia and Latin America to identify and address the primary factors limiting their right to health. These areas include, but are not limited to, health system strengthening, disease control, health education, harmful traditional practices and gender issues, income generation, food security and nutrition, and water and sanitation. Each year, through these programmes, we are able to help tens of millions of the poorest people in the world improve their health.• Influencing the policy and practice of othersWe steadfastly refuse to accept that because there are so many poor and marginalised people in the world that some must be expendable, and that the right to health can therefore not be for all. We will never accept that. At the same time, we know the scale is so great that we will never be able to meet the need through the size of our own programmes alone. We therefore believe addressing the policies and practices of others is vitally important – analysing what needs to change, devising creative alternatives, and using our influence to bring those changes about.
• Responding to emergenciesThose with few resources and little support are extremely vulnerable at times of particular hardship – maybe an ongoing problem that has reached crisis proportions, or maybe a sudden disaster of some kind. At such times we work with those affected to respond to these emergencies. We always remember that emergencies are not identified by what is given profile in the global media, but by the experience of those affected by particular crises (most of which are never reported). We also know that for the poor and marginalised, emergencies are not discreet events, but one additional factor they face in an ongoing struggle for health and well-being. We help them mobilise all possible resources for urgent response – and do this as an integrated contribution to their ongoing development work.
• Providing consultancy and other contracted servicesThe expertise, resources and relationships of Health Poverty Action mean we are in a position to provide a wide variety of valuable services to others in exchange for a fee. These services can provide important benefits for the poor as well as generating income, and all profits are ploughed back into developing our work.

UNFPA funded obstetric fistula prevention project

A Fistula is a permanent abnormal passageway between two organs in the body or between an organ and the exterior of the body. Obstetric fistula is the most devastating and serious of all childbirth injuries. It happens when a woman gives birth without appropriate medical help. Usually after enduring days of agonizing, obstructed labour, a woman's body is literally broken by childbirth. During labour contractions, the baby's head is constantly pushing against the mother’s pelvic bone - causing tissue to die due to lack of blood flow to this area. All of that pushing creates a hole, or in medical terms a "fistula", between the birth passage and an internal organ such as the bladder or rectum. Because of this hole the woman cannot hold her urine, and sometimes her bowel content as well and so becomes incontinent. Many fistula sufferers are young girls.

A woman with fistula is likely to be rejected by her husband because of her foul smell and her inability to bear more children. She is usually shunned by her community and forced to live in isolation. These women suffer profound psychological trauma resulting from their utter loss of status and dignity, in addition to suffering constantly from their physical internal injury. To compound it all the woman usually loses her baby in birth process.

Building upon HPA’s previous work addressing maternal health through community based training and sensitisation, this project extends HPAs work to two new districts- Koinadugu and Kambia. Through intense sensitisation and active search, HPA trained volunteers find women with Fistula in the remote villages and refer them to Aberdeen Women’s Centre (AWC), and West Africa Fistula Foundation (WAAF) where FREE operations are provided for the women

PURPOSE OF CONSULTANCY

BackgroundThe Low vision therapy network is a CBM funded project with an objective to strengthen the capacity of an existing country wide network of four of the most important service deliverers, in order to reduce the barriers experienced by people with visual impairment to access appropriate medical/rehabilitation services, education and equal opportunities in the labour market. The service providers are; Friends Church Sabatia Eye Hospital, PCEA Kikuyu Eye Unit, Kwale District Eye Centre and Service for the Poor in Adaptive Rehabilitation Kinship (SPARK). The project consists of low vision units within these four existing CBM eye care partners that have been clustered to form a multi-year low vision program. This program is managed by a lead partner Friends Church Sabatia Eye Hospital (SEH). The cluster seeks to engage an experienced web designer who shall design the cluster’s web site as per the assignment here under though not limited to:II. The deliverables may thus not be published or used without the express permission of the low vision therapy network.
