Our partner is in the process of up-scaling this (increasing the size of the warehouse, and the quantity of bags that can be purchased) and has recently invested in 3 other businesses (1 in Kenya, 2 in Tanzania).

Our partner is seeking a finance volunteer to ensure that proper accounting processes and controls are in place; ideally the volunteer will be a management accountant with some commercial experience. The Volunteer will work alongside the new finance hire in the Netherlands.

Kenya: Kenya/Somalia – Regional Finance Controller & HR Coordinator – Nairobi

The Kenya/ Somalia mission does not follow a classic set up. There are two different missions followed by the same coordination team. Kenya and Somalia contexts are different: even though security can be volatile in some part of Kenya, access is still possible whereas it is restricted in Somalia.

Kenya

In Kenya, SI is implementing a water facility project funded by EuropeAid until May 2014. SI is currently developing a resilience/DRR project until March 2016 funded by DFID. Both projects are implemented in Marsabit County in a semi-arid and pastoralist context.

SI is currently seeking to pursue a DRR project in Mandera County (in remote management due to high level of insecurity).

Somalia

SI has been implementing projects in Southern Somalia since 2007. SI’s programme in Somalia focuses on resilience building and emergency response in the sectors of WASH, food security and livelihoods.

SI is present in Galgaduud, Gedo and Lower Juba regions. Due to insecurity, Somalia is not accessible for expatriates and all the programmes are managed through a remote management set-up.

Organization of the mission:

The Kenya/Somalia mission opened in March 2007 and currently includes the following intervention areas:

Kenya:

  • Marsabit programme (arid lands/pastoral context)
  • Mandera programme (arid lands/pastoral context- insecure area: suspended due to funding issues)

Somalia:

  • Gedo programme (arid lands/riverine/pastoral context- conflict zone)
  • Lower Juba programme (arid lands/pastoral context- conflict zone: currently suspended due to funding issues)
  • Galgaduud programme (arid lands/pastoral context- conflict zone)

Number of Expatriates: 7
Number of National staff: 136

Funding/Donor Partners:

  • Somalia: ECHO, OFDA, French Cooperation, UNICEF, UN-CHF

Goal/purpose:

The Regional Finance Controller & HR Coordinator will direct and coordinate all Human Resources, accounting, financial services and audit procedures associated with the mission.

He/she will take part in defining SOLIDARITES INTERNATIONAL (SI) human resources policy, and ensure that it is followed.

As coordinator, he/she is responsible for the mission’s financial balance and for the financial internal control.

He/she will monitor adherence to SOLIDARITES INTERNATIONAL accounting/financial/administrative procedures and donor procedures as well as to the laws of the country in which intervention is taking place.

He/she is the point of reference for the mission, and the link between headquarters and the mission for all financial and HR matters.

Specific objectives of the position:

  • Ensure the smooth running of the finance/HR department through the good implementation and use finance/HR tools with the team.
  • Support in trainings the future log/admin manager in North Horr;
  • Provide support to admin managers team through workshop;
  • Implement the training policies that have been written/ the grievances policies/ the external HR survey for salary grid benchmark.

Finance/ HR contexts:

The current admin coordinator worked on empowering capacities of the finance management team. She trained and spread knowledge among field team and coordination team. She also worked on reinforcing the team at coordination level by recruiting a finance manager.

The coordination is based in Nairobi and manages two different missions: Kenya and Somalia. Somalia mission is a specific context as operations are managed in remote. Due to extreme risks of kidnapping of expatriates, access is restricted to Kenyan-Somalis and Somali staff.

One of the tasks of the admin coordinator will be to support the new Log/Admin manager. Regular field visit are highly required.

Structure:

  • At Nairobi level: 1 admin/HR coordinator, 1 finance manager, 1 finance officer.
  • Somalia: 2 log/admin managers (+ 2 logistics assistants)
  • Kenya: 1 log/admin manager

Specific context of the area in which the expatriate will be working:

Main working location: Nairobi with travel to field sites in Kenya and in Somalia (field bases or safe meeting places). Nairobi isrelatively safe, although precautions must be taken, especially at night time. Main risks are from vehicle accidents, mugging, and hijackings. The threat of acts of terrorism is currently high.

Current field visit locations and their security context: The admin coordinator is expected to undertake at least 1 visit outside Nairobi every 4 weeks, with a usual duration of 3-4 days.

  • Marsabit: Security risks in Marsabit are generally low, but the risk from vehicles accident is higher than in Nairobi. There is also a moderate risk of banditry on some routes in Marsabit. Clashes between Kenyan tribes have recently occurred but have not affected our areas of intervention.
  • Mandera town and Takaba town support bases located in Mandera County (Kenya): High risk of abduction compared to the rest of Kenya. In case of a field trip in the area, strict procedures are followed and security clearance must be provided before planning a field trip.
  • Dadaab (Kenya) support base (supporting Lower Juba programme): High risk of abduction compared to the rest of Kenya, but SI’s office/accommodation is located in the main UNHCR compound, which is considered very secure. Security clearance must be given in order to access the area.
  • Meeting points inside Somalia: Ad hoc visits to conduct workshop and training for the Somalia based team could be conducted in secured locations. Assessments will be soon implemented. The admin coordinator is expected to go to these meeting points.

Profile:

Education:

Bachelor degree in finance, accounting, administration, or related field

Experience:

  • 2 to 5 years of experience within an International NGO;
  • Minimum of 2 years of experience in a similar position, at coordination level in an international context;
  • Minimum of 2 years of experience in managing institutional donors contracts and budgets (budget construction rules, reporting , administrative/financial negotiations, etc.) especially the French cooperation (CIAA, CDC), the UN agencies (UNICEF, UNHCR, CHF) and the European Commission’s institutions (ECHO and EuropeAid);
  • Experience in managing audits and internal control;
  • Experience in team management, trainings, and planning;
  • Previous experience of remote management context is an advantage.

Technical skills and knowledge:

  • Good knowledge of financial guidelines of the major institutional donors (EU, ECHO, DFID, OFDA, CIAA, CDC, French institutions, UNHCR,UNICEF);
  • Good knowledge of financial and HR reporting to the major institutional donors (EU, ECHO, DFID, OFDA, CIAA, CDC, French institutions, UNHCR,UNICEF);
  • Good knowledge of SAGA and Homere;
  • Good knowledge of Excel (PTT, formulas, etc.);
  • Good interpersonal skills when dealing with auditor firms

Languages:

  • Fluent in English (written, spoken, read). French is an asset.

KEY EXPECTED RESULTS

  1. QUALIFICATIONS

  1. Education: Advanced university degree or equivalent in Security Risk Management, Political Science, Military Science, Law Enforcement, Law or related area.
    * Substantial qualifying experience and training may be considered in lieu of the advanced university degree.
  2. Work Experience: A minimum of 5 years of progressively responsible experience in security risk management at least 3 years of which should be at the senior officer, senior management or UN professional level. Demonstrated international security management experience and understanding of the United Nations Security Management System is highly desirable.
  3. Language Proficiency: Fluency in English (verbal and written) is essential. Good written and spoken skills in the language of the humanitarian operation and knowledge of another UN language are an asset.

Responsibilities:

· Lead and manage a geographically-dispersed international team of economists, social scientists, and modelers addressing a range of research on livestock policy, trade and value chain development in developing countries;

· Lead the conceptual development of analytical frameworks, methods and tools for the study of livestock product markets, value chains, trade regimes, and regulatory and investment policy environments relevant to livestock development. Such work includes action-oriented piloting of value chain interventions and strategies;

· Build collaborations with relevant institutions and organizations internationally and nationally to conduct and deliver World class research;

· Coordinate the Policy, Trade and Value Chains program with ILRI’s participation in the CGIAR Research Programs (CRPs);

Requirements:

· A passion for the generation of scientific knowledge that advances pro-poor development;

· A Ph.D. in Agricultural Economics, Economics, Agribusiness or other Social Science with application to agriculture or rural development, with a minimum of 8 years of experience post-PhD;

· A proven research record reflecting experience in research design, quantitative and qualitative analytic methods and producing peer-reviewed outputs;

· Experience in managing a multi-disciplinary and multi-national team of researchers and development practitioners, and in the associated human resource and financial management;

· Demonstrated strong experience with analysis of smallholder value chain performance, sector and trade modeling, returns on investment, consumer demand, and access to markets and services;

· Understanding of outcome-oriented research design and implementation with pro-poor and gender orientation, including communication and advocacy strategy development;

· Strong econometric and/or mathematical modeling skills, and the ability to apply them in pro-poor development research;

· Demonstrated ability to deliver multi-disciplinary research outputs and to initiate and manage cross-disciplinary research activities;

· Familiarity with aspects of livestock production and marketing, crop-livestock systems, and rural market institutions and services in developing countries;

II. Organizational Context and Scope:

Since 2008, the International Organization for Migration (IOM) has been addressing a range of critical migration health issues in Somalia under the migration health programme led by Migration Health Division (MHD). IOM has been implementing MHD programme through more than 20 projects in 15 project sites throughout Somalia, in order to improve the health conditions of migrants and mobile populations (MMPs) and their affected host communities. The primary migration health activities include: primary healthcare services provision, human immunodeficiency virus (HIV) prevention, safe water provision through cost-effective and environmentally-friendly water flocculation technology, hygiene promotion, gender-based violence (GBV) prevention including female genital mutilation (FGM) and early marriage, solar lantern provision, psychosocial support to survivors of GBV, cross-border disease surveillance, fitness-to-travel training for partners for IDP return, technical and coordination capacity building in health sector, especially among the health authorities (Ministries of Health, National AIDS Commissions, Ministries of Water, etc.), and epidemiological studies on water quality, HIV, and GBV. In 2013 alone, over 12,000 internally displaced persons (IDPs) and their affected communities benefited from our life-saving primary healthcare services and over 80,000 vulnerable MMPs and their affected communities received clean and safe water every day.

III. Responsibilities and Accountabilities

Under the supervision of Chief of Mission and the technical guidance of Health Programme Coordinator, and in close coordination and consultation with MHD colleagues, Project Development Officers, as well as other units in Nairobi and the fields, the incumbent will assist the Mission in developing new migration health projects.

The specific tasks and responsibilities include:

· Assist in drafting concept notes and proposals, in close collaboration with Project Development Officers, for potential donors and funding opportunities such as the Government of Japan, European Commission (EC), Global Fund to Fight AIDS, TB and Malaria (GFATM) HIV Grant, GFATM Malaria Grant, United Nations Human Trust Fund for Human Security (UNTFHS), and United States Agency for International Development (USAID).

· Assist in providing technical assistance in formulating new projects by analyzing IOM’s comparative advantage in health/medical services in terms of its expertise, capacity and funding opportunities.

· Assist in identifying potential and realistic funding opportunities by collecting donor information, liaising with potential donors, and attending coordination meetings.

· Assist in conducting research (project baseline and post-intervention survey, HIV epidemiological study, etc.).

The Raoul Wallenberg Institute of Human Rights and Humanitarian Law (RWI) is an independent academic institution established in 1984. The vision of the Institute is to be a centre of excellence meeting the highest international standards in all its fields of operation. In autumn 2011, the Institute started implementation of a new regional programme in Sub-Saharan Africa covering the time period 2011-2015. The Programme comprises four main components:

1) Cooperation with strategic African academic institutions
2) Cooperation with African National Human Rights Institutions and their regional and sub-regional cooperation mechanisms
3) Cooperation with the East African Court of Justice, and other regional judicial bodies
4) Strengthening Human Rights of Women and Peace Building in East Africa

Summary:

RWI is currently seeking candidates immediately for the position as Programme Officer, based at the Institute’s office in Nairobi, Kenya, to work with the Institute’s Regional Programme in Sub-Saharan Africa. Responsible for providing semi-structured engagement programs and set of activities for shelter residents including supervised play for out of school children, vocational/recreational activities for adults, access to in-house counselling and supervised homework for in-school children.

Main Duties & Responsibilities

o Under the direct supervision of a centre manager, the incumbent will provide social services including the following functions:

o Conduct case assessments in coordination with other HRTK staff and keeps track of socio-environmental risks faced by refugees at heightened risk;

o Interview separated children, unaccompanied minors and other children-at-risk for the purpose of preparing Best Interest Assessment (BIA) and Best Interest Determination (BID) reports;

o Liaise with the Child Protection focal person to ensure services are reaching separated and unaccompanied minors, including specific services as recommended by the BID Panel.

o Provide basic counselling to less complex cases and facilitate access and referral for cases of complex trauma to counselling psychologists

o Assist in the preparation and implementation of entry and exit reports for residents;

o Design and implement daily activities and supervised play for out of school children;

o Liaise with the Psychosocial Programme Manager to design, implement and facilitate daily activities geared towards the vocation/recreation of adult residents

o Provide supervised homework and revision for in-school children

o Perform other duties as required.

Education

o University degree in Social work, Community development or Sociology with some basic counseling skills.

o Experience working with refugee assistance sector or at risk groups will be a plus.

o Experience working at safe house or institution is a distinct advantage

Skills and competencies

o Computer literacy a must: excellent working knowledge with WORD, ACCESS and EXCEL

o Good knowledge of human rights doctrine and working experience in counselling

o Good knowledge of child rights and prevention and response to SGBV issues

o Good knowledge of Nairobi and its environs

o Strong interpersonal and communication skills

It creates a stable and predictable framework for both public and private sector action, and can guarantee the inclusion of the interests of vulnerable groups while also providing a catalyst for local and national discourse.UN-Habitat’s work on Urban Law operates on several levels: • Developing programmes among UN-Habitat branches and offices, as well as other partners, to deliver integrated packages of assistance for urban development.• The development of innovative approaches, tools and methodologies to particular problems in urban law reform. • The creation and sharing of information about urban law.

In undertaking this work, UN-Habitat places a priority on practical interventions that are tailored to national and local contexts and needs. Of necessity, these priorities depend upon effective partnerships with local authorities, local experts and affected communities. Through this approach, UN-Habitat provides the support local and national governments need to incrementally improve their urban legal frameworks while also developing innovative solutions to shape future urban development.

  1. Responsibilities and Outputs

The main objective of this consultancy is to support the work of the Urban Legislation Unit in the following areas:- Support the Unit in providing technical assistance to member states and local authorities in regard to assessing, developing, reviewing and implementing urban laws; - Support the development of urban legal tools and the production of guidelines for their implementation.- Assist in carrying out research and studies on a range of urban legal topics; analyse and present the data gathered from diverse sources; contribute to written outputs e.g. draft background papers, analysis, sections of reports and studies and inputs to publications- Assistance in the population and maintaining of HabLex urban law database;- Assist in organizing expert group meetings, consultative and other meetings and conferences; support outreach activities; - Assistance in maintaining the Urban Legal Network for the exchange of ideas and knowledge on urban law.

The consultancy will start on 15/02/2014 and end on 15/08/2014 for a total of six months.

  1. EDUCATION

Advanced university degree (Master’s degree or equivalent) in law. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

  1. WORK EXPERIENCE

The consultant should have the following competencies and experiences:

• Knowledge of, and ability to apply, legal principles, concepts and procedures and terminology for review, examination, and processing of a range of legal documents. • Knowledge of policy formulation and analysis theories, legislative drafting (national or subsidiary) and legislative scrutiny (pre and post).• Theoretical background and expertise in urban law issues including planning laws, right to the city and inclusions of marginalized groups, environmental decision-making in urban development, local law making, etc.• Knowledge of various legal research sources, including electronic, and ability to conduct research and analyze information on a wide range of legal issues. • Ability to interpret and apply legislative instruments, develop and present results, recommendations, and opinions clearly and concisely. • At least 3 years of relevant professional experience.• Previous experience as consultant for the United Nations or other International Organizations is an asset.

? Oversee the running and maintaining of a safe and dignified shelter residence for refugees assessed to have heightened security concerns including the maintenance of pristine hygienic conditions at the safe house and the strict enforcement of shelter living guideline;

? Oversee the safe and dignified reception, entry, screening and exit of shelter residents. In addition, prepare daily logs and maintain a database of the residents ;

? Implement and assist in the provision of basic needs and ensure the general well being of shelter residents including food and nutritional needs, hygiene packets and clean and safe living quarter;
