PSI seeks an experienced Finance Director to plan and coordinate all finance and compliance activities under an anticipated $25 million USAID-funded project for health systems strengthening in Somalia. The project will have a strong focus on maternal and child health in the 3 zones of Somalia (Somaliland, Puntland, and South Central).

The Finance Director should have significant leadership, management and international development experience; a demonstrated track record in successfully managing USG funded projects; a commitment to capacity building; a strong background in grant and sub awardee management; and a proven track record of excellence in compliance management. This position will be based in Hargeisa, Somaliland and will report to the Chief of Party, Somalia Health Systems Strengthening. This is a non-accompanied post and will require approximately 30% travel to the other zones of Somalia, (Puntland and South Central) and to Nairobi.

RESPONSIBILITIES:

? Assist the Chief of Party with overall project financial planning, annual financial planning, and finance management, reporting and agreement compliance.? Oversee the development and monitoring of program budgets ? Oversee the financial management and accountability requirements of the project.? Develop and maintain financial internal control systems? Ensure that all financial management is handled according to USAID rules and regulations and that records are kept and financial reports submitted in a timely manner.? Manage the sub award contract management ensuring donor compliance.? Compile, review, and prepare financial reports required by USAID and PSI/Washington.

QUALIFICATIONS:

? Masters degree in Business Administration, Accounting or related field required? At least 7 years experience in successful financial management of international projects? Demonstrated skills in financial oversight of USAID funded projects? Understanding of the rules and regulations related to USAID project funding and reporting requirements? Well organized, strong attention to detail, and ability to multitask? Fluency in English is required.
