The IRCs Emergency Preparedness and Response Unit (EPRU) leads IRCs global emergency preparedness and response activities. The mission of the EPRU is to help meet the immediate survival needs and reduce suffering in conflict or disaster affected populations during the acute phase of an emergency. The EPRU also works in protracted emergencies, where the risk to life may be reduced but the population is still subjected to rights abuses and a lack of basic services. The EPRU is also charged with enhancing the IRCs global and country level emergency preparedness capacity. The Emergency Response Team serves as the standing team of specialized professionals ready to deploy to an emergency within 72 hours.

The Health Unit promotes the health of IRC’s beneficiaries from relief through post-conflict. The Health Unit contributes to the effectiveness of health programs through technical support, staff development, and institutional learning. Health Programs conform to standards of humanitarian assistance and promote self-reliance, participation, sustainability, equity, and human dignity. The Health Unit is committed to advancing the practice of humanitarian assistance through documentation of lessons learned, collaborative research, and advocacy.

SCOPE OF WORK:

The IRC ERT staff is expected to be deployed in the field, either in an emergency or roving capacity, for up to 75% of the time (9 months a year) and must be able to deploy to the site of an emergency within 72 hours of notification.

Members of the Emergency Response Team are deployed to either support existing country programs in their emergency response, or to initiate a new program in the crisis zone. The overall responsibility of the team is to rapidly and effectively design, develop and manage the IRC’s on-site humanitarian response to meet the immediate needs of the affected population. The ERT is also respo nsible for supporting the transfer of responsibilities and knowledge to the long-term staff to ensure the continuity of IRC programming and operations.

The IRC ERT Senior Health Coordinator is expected to provide leadership and direction in strengthening an effective, high quality and timely emergency health response as well as coordinating different components of the emergency health response including primary health, reproductive health and nutrition.

S/he is a member of the Health Unit and the Emergency Response and Preparedness Unit (EPRU). During emergency deployments ERT staff will work under the direction of IRC’s Emergency Field Director or designated country emergency lead. During times with no acute emergency deployment the ERT Senior Health Coordinator will report to Senior Technical Advisor for the Health Unit.

RESPONSIBILITIES:

Emergency Response

* Provide leadership in strengthening an effective, coordinated, integrated high quality and timely emergency primary health, reproductive and emergency nutrition response

* In coordination with EPRU and HR, identify health-staffing needs (both national and international) for emergency programs, and ensure rapid recruitment, induction and training of new staff.

* Be prepared to be deployed within 72 hours; emergency deployments take precedence over other duties;

* Ensure high quality and timely integrated health assessments of the humanitarian needs in large scale/complex emergences and provide prioritized recommendations for program interventions to the ERT Field Director/emergency lead

* Design program responses and strategy, including geographic areas of intervention, in coordinatio n with internal and external actors

* Develop technical proposals and budgets for international donors, work in close collaboration with IRC grants and finance staff to finalize proposals and respond to any requests for additional information

* Directly manage and/or supervise Coordinators in managing grant/program implementation including staff recruitment and training, workplan development, procurement and inventory planning, and budget management;

* Prepare high quality and timely donor and management reports on grants and sector activities.

* Design and implement appropriate monitoring and evaluation systems; ensure consistent reporting and analysis of results to enhance program effectiveness and quality

* Ensure compliance with IRC policy and procedures throughout the program team and activities

* Represent and coordinate with other agencies, local government, donors and other stakeholders to promote deliver of best practice hum anitarian assistance;

* In close collaboration with country management and global advocacy units, Identify, develop and implement strategies to address IRC advocacy priorities

* Support media and communications activities as requested by the ERT Field Director/CD/in-county emergency lead.

* Assess and provide input on post emergency strategies and transition plans for IRC programming.

* Provide a comprehensive handover to successor, including ensuring transfer of all related documentation, program monitoring data and staff performance information

Emergency Preparedness

* Research and implement new approaches and best practices in emergency response programming;

* Working with EPRU and HQ program technical staffs lead the development of emergency preparedness and response strategies and tools via the Sector Toolkit for Emergency Programming (STEP) Initiative.

* Develop a capacity building strategy in emergency preparedness and response in selected IRC countries. Work together with selected IRC countries in developing emergency preparedness and response plans.

* Contribute to the continual development of appropriate and cost-effective contingency stocks, revising the stock list in accordance with lessons learned in the field and monitoring replenishment.

* Provide leadership in resource mobilization for IRC health emergencies preparedness and response

* Lead or participate in the development and management of global funding proposals to support emergency health preparedness and response

Non-emergency

* Act as IRC emergency health representative in emergency related global inter-agency working groups as well as in global forums, networks and initiatives.

* Ensure that IRC coordinates efforts with other institutions, NGOs and Government, and actively participate in the Global and national Health Clusters, ensuring that identified needs of affected populations are being addressed.

* Undertake technical assessments or evaluations of large scale-complex programs

* Provide technical support to existing country programs remotely and through in-country visits or short-term deployments

* Lead on continuing development of the overall strategic approach in emergency health response.

REQUIREMENTS:

* University degree, and technical accreditation or equivalent

* 6+ years experience developing and managing technical projects including 3 years in emergency/conflict areas

* Demonstrated ability in resource mobilization for health emergencies.

* Demonstrated ability to work effectively with international institutions and agencies, local governments and community leaders and develop mult i-stakeholder support for humanitarian priorities and advocacy initiatives

* Superior internal and external communication and coordination capabilities and excellent team management skills

* Demonstrated ability to identify, recommend and adopt new or changes in technical standards and best practice approaches to ensure rapid, consistent, high quality emergency response strategies and programs

* Experience managing large, complex donor funded programs and grants; including resource mobilization, staff management, budget oversight, monitoring and evaluation systems, and technical input to proposal-budget development and donor reports.

Introduction: Catholic Relief Services (CRS) is an international non-governmental organization supporting relief and development work in over 91 countries around the world. CRS programs assist persons on the basis of need, regardless of creed, ethnicity or nationality. CRS works through local church and non-church partners to implement its programs.

In Burkina Faso, CRS has been active since 1960 and is the first and longest-standing international development organization in the country. In its more than 50 years of service in Burkina Faso, CRS has implemented programs focused on agriculture, education, emergency relief, food security, health (including nutrition, HIV/AIDS, and maternal and child health), microfinance, peace and justice, hygiene, sanitation and water.

Purpose:CRS Burkina Faso plans to increase its ability to pursue high quality programming in the health and nutrition sector (with a specific emphasis on health systems strengthening), in line with the agency’s 2012-2018 strategic plan. As such,CRS seeks a qualified candidate for a 3-month consultancy to undertake key activities to help CRS Burkina Faso to pursue future activities in this sector. This consultancy will cover research in the following areas: health systems (government, religious, and private), nutrition, gender integration, private sector engagement, ICT4D innovations, extension services, and community health outreach, and will identify barriers, good practices and lessons learned in the field. CRS’ program in Burkina Faso aims to better understand the linkages between these areas and to identify opportunities for growth in this sector.

Objectives:

1. Increase knowledge and understandingof the health sector including decentralized government health systems and policies related to nutrition, maternal and child health and community managed health systems and workers in Burkina Faso.

2. Identify opportunities for the transformation of gender inequities and the integration of men and empowerment of women in this sector (specifically maternal and child health care and nutrition).

3. Improve capacity to articulate CRS’ value propositionin the areas of health and nutrition (with a specific emphasis onareas targeted in the CRS health and HIV strategy), including deepening and strengthening relationships and connections, and identifying its comparative and competitive advantages within the sector.

4. Identify gaps and opportunities, donors, and partnerswithin the sector where CRS Burkina Faso can take a leading role in contributing towards more impactful, sustainable, and locally driven health and nutrition outcomes.

Specific Activities:

The consultant will undertake research and key activities to support CRS Burkina Faso to define its strategy and build its capacity in health and nutrition (with a specific emphasis on areas targeted in the CRS health and HIV strategy) programming. To further the objectives articulated above, the consultant will undertake the following main activities to help improve CRS’s understanding of the health and nutrition sectorand articulate CRS’s value proposition or niche in the sector:

1. Literature Review and Key Informant Interviews

o ReviewCRS health and nutrition strategy documents (Global Health and HIV Strategy, Signature Program Area Paper, relevant capacity statements, etc.) to contextualize CRS’ work in the sector.

o Identify key Government of Burkina Faso health and nutrition policies and initiatives and list priorities being promoted by the Government and leading research and development agencies, include an analysis of potential gaps and constraints.

o Conduct literature review, key informant interviews and focus groups with technical experts, CRS’ technical advisors (regional & HQ), national and local level staff, Ministry and government representatives, government technical experts and implementation staff, civil society organizations, and staff from INGOs and local, researchers, professors, donors, etc.

2. Analyse and Map

· Donors—funding trends, priorities, and award amounts, partners, geographic zones, perception of NGO partners, etc.

· Partners/competitors—including who, where, what, perceptions, funding sources, and strengths and weaknesses.

· Research agencies/institutions– including key activities relevant for CRS.

· Private sector—including who, where, what, interests (either business interests or from the standpoint of corporate social responsibility), and innovation potential.

· External environment(sector policies and/or government mandates or initiatives, pilot studies, needs, etc.)**, including gaps and innovations.**

· CRS Burkina Faso’s current role/position in health programming (for example strengths, weaknesses, opportunities and threats).

3. Summarize key health sector considerations, including

· The population’s key health care needs and access to health services in the target zones, , noting any particular underserved populations based on income, gender (men, women, boys and girls), ethnicity, livelihood (e.g. nomadic), disability, or any other relevant characteristic.

· The effectiveness of the primary health care system (CSCOM) in target zones, including distance between communities and facilities, ability of primary care facilities to provide the basic package of health services per national policies, functioning of the supervision system, key opportunities and gaps.

· The effectiveness of the community health system (Community Health Workers and Volunteers) in target zones, including the ratio of community workers to households, supply and supervision systems, motivation, and key opportunities and challenges in strengthening community-based health services

· Gender considerations of family health care decision-making and identify approaches to integrate men in maternal child health and nutrition, and strategies to increase women’s decision-making in the household related to health care.

· ICT4D technologies in the sector (information services, linkages to national level system, etc.).

· Recommend policies to reinforce, barriers to overcome, and good practices and lessons learned to be considered in CRS program design.

4. Identify Strategic Growth Opportunities for CRS, based on needs, expected funding and CRS’s strengths.

5. Compile innovative proven and promising practicesthat could be adopted or piloted in current or future programming related to health and nutrition, identifying innovative approaches (including but not limited to ICT4D) which could facilitate the ways in which CRS and the GoBF currently implement their activities and engage stakeholders**; Recommend**policies to reinforce, barriers to overcome, and good practices/lessons learned to be considered in CRS program design.

6. Lead Action Planning Workshopto present findings and recommendations at the end of the 3-month consultancy period and to support the Country Program in its development of its action plan and/or sector engagement strategy document.

NB:The CRS Burkina Faso Country Program will work with the consultant to define the geographic scope of the research and the specific technical areas of intervention at the start of the consultancy.

Deliverables:

By the end of the three month consultancy, the consultant will be expected to produce a final report (which will inform a health systems strengthening strategy paper) which includes:

· A report/summary of the workshop (5-7 pages), including agenda, attendance list and contact information, summary of sessions, action items/next steps, etc.

· A summary of key informant interviews (donors, partners/competitors, private sector, Government, other), including key findings, potential innovations, and tips/pitfalls (8-10 pages). Additionally, provide transcripts of interviews as an annex.

· A report on innovations and initiatives (including ICT4D) in the health and nutrition sectors that highlights documents reviewed and summarizes key findings and potential innovations (8-10 pages).

· evaluation summary of the effectiveness of primary health care and community health system services and constraints (3-5 pages).

· Document key activities from the country-led capture plan, including:

o Analysis and mapping of donors (3-4 pages of who-what-where, historical funding and priorities, future priorities and funding, plus maps)

o Analysis and mapping of sector actors (5-7 pages of who-what-where, plus maps)

o Analysis of the external environment, including gaps and innovations (2-4 pages)

o List of identified strategic opportunities, partners, and recommendations (2-4 pages)

o Analysis of CRS Burkina’s current value proposition and position (2-4 pages)

· A prioritization of health and nutrition strategies/activities for CRS in the target zones with justifications (5-7 pages).

· Brief (5-10 page) report on the consultancy, summarizing work carried out, results, and conclusions.

Key Working Relationships:

The consultant will work directly with the CRS Burkina Faso’s Program Manager for Business Development and Strategic Growth and develop internal and external relationships.

Internal: Country program leadership and staff, including the Country Representative, Deputy Country Representative, Head of Program, Head of MYAP, Head of FFE, Emergency Coordinator, MYAP Health and Nutrition Program Manager, and other staff as necessary; Sahel West Africa (SWA) Deputy Regional Director for Program Quality and Growth (DRDPQ) and Regional Technical Advisor (RTA) in Health and Nutrition; CRS headquarters Technical Advisors in Health/Nutrition.

External: Caritas and other international and local partners; Ministry and government agents in the capitals as well as in municipal offices, including CSCOMs and health and nutrition centers; donors; officials and agents of other international and local organizations as needed.

Background, experience and capacities/skill required:

· M.A., M.S. or public health degree with a focus on health, nutrition, health systems strengthening, or a related field.

· 10 years of experience in health, nutrition, and/or health systems strengthening programming in the Sahel, preferably in Burkina Faso.

· Experience designing health, nutrition, and health systems strengthening projects; knowledge and understanding of rural development.

· Deep understanding and commitment to addressing gender equality in programming.

· Excellent interviewing skills.

· An understanding of donors in the sector highly preferred, as well as good contacts in Burkina Faso.

· Proven self-starter, excellent analytical, problem-solving and planning skills; capacity to work well in a team environment (and also to work independently as needed); and strong writing skills.

· Experience working with faith-based organizations highly desired – and strong willingness to understand how they work (and sensitivities) in order to further define roles in the project

· Proficiency in Microsoft Office, including Word, Excel, PowerPoint, Access, and Outlook.

The Global Health Fellows Program (GHFP-II) is a five year cooperative agreement implemented and managed by the Public Health Institute in partnership with Global Health Corps, GlobeMed, Management Systems International and PYXERA Global. GHFP-II is supported by the US Agency for International Development (USAID).

GHFP-II’s goal is to improve the effectiveness of USAID health programs by addressing the Agency’s immediate and emerging human capacity needs. The program seeks to accomplish this goal first through the recruitment, placement and support of diverse health professionals at the junior, mid and senior levels. These program participants include fellows, interns, corporate volunteers and Foreign Service National professionals. The program then provides substantial performance management and career development support to participants, including annual working planning assistance, and ensures that professional development opportunities are available.

Looking to the future, GHFP-II also seeks to establish a pool of highly-qualified global health professionals that will ensure the Agency’s ongoing technical leadership and effectiveness. This objective is supported by an extensive outreach program that brings global health opportunities and specialized career advice to a diverse range of interested individuals, with a particular focus on those underrepresented in the field of global health.

BACKGROUND:

The Office of Sustainable Development (SD) in the Bureau for Africa (AFR) provides: strategic guidance and intellectual leadership to AFR; conducts economic, social and political analyses critical to the development of AFR policies, strategies, budgets and activities; manages and/or coordinates three Presidential and two Agency Initiatives; and provides technical services to AFR's field missions. In carrying out these functions, SD serves as the Bureau's principal liaison with African and international partners, US Government (USG) sister agencies, the private sector, universities, and the Private Voluntary Organization (PVO)/Non-governmental Organization (NGO) community.

AFR/SD's Health Division has an annual budget of approximately $15 million, which includes the management of activities that support African capacity development and improving the quality, availability and access to health services for Africa's most vulnerable populations. The Division works across all health sectors, including maternal and child health (MCH), reproductive health, health systems strengthening (HSS), and infectious diseases such as malaria, tuberculosis, and HIV/AIDS. The Health Division works in close collaboration with other USAID Pillar Bureaus, including the Bureau for Global Health (GH) and the Bureau for Democracy, Conflict and Humanitarian Assistance, in activities such as coordinating strategic and technical support to USAID missions, program reviews and assessments, and staff development. It also works closely with African and donor partners such as the World Health Organization's Africa Regional Office, the World Bank and UNICEF.

One of the presidential initiatives that AFR is tasked with managing is the President’s Malaria Initiative (PMI). PMI was launched in June 2005 as a 5-year, $1.2 billion initiative to: a) rapidly scale up malaria prevention and treatment interventions and; b) reduce malaria related mortality by 50% in 15 high-burden countries in sub-Saharan Africa. With passage of the 2008 Lantos-Hyde Act, funding for PMI was extended and, as part of the GHI, the goal of PMI was adjusted to reduce malaria related mortality by 70% in the original 15 countries by the end of 2015.

The Senior Health Advisor (Senior Advisor) will be based in the Health Division of AFR/SD and will serve as a principal member of the core team supporting PMI in USAID and the PMI inter-agency working group. S/he will also provide strategic guidance to the AFR, missions and PMI staff assigned to AFR. The Senior Advisor will also provide technical oversight and strategic guidance to the malaria and MCH portfolio in AFR, including managing relevant activities and helping to integrate child survival, malaria and other infectious disease programs.

ROLES AND RESPONSIBILITIES:

The primary responsibilities of the Senior Health Advisor include:

  1. In coordination with the other AFR Health Team members, serving as a PMI Health Team liaison with GH and other USG counterparts:

· Collaborating closely with colleagues from the GH and other USG agencies on malaria issues fundamentally important to the African context, including participating in strategic policy meetings.

· Assessing country-specific malaria data, activities and plans, and collaborating with the Ministry of Health and other partner organizations to design national strategies that reach a high percentage of the most vulnerable populations with effective and comprehensive interventions ensuring rapid implementation of large scale interventions in PMI designated countries.

· Monitoring program initiatives throughout the region, their relationship to sectoral development constraints, and advising field missions and USAID/Washington on courses of action.

· Participating and supporting country and regional project/program assessments and evaluations, including Malaria Operational Planning visits.

· Directing field missions and grantee organizations in the application of Bureau priorities and strategies and providing them with assistance, guidance, and literature.

· Consulting with internal and external organizations on “best-practices” within malaria and MCH interventions and participating in the development of strategies, plans, and program guidance.

  1. Serving as a technical point of contact for malaria and MCH in the Africa Bureau:

· In conjunction with other AFR Health Team members, including two Malaria Advisors and two MCH Advisors, providing technical oversight and strategic guidance to the malaria and MCH portfolio in the Africa Bureau.

· Maintaining current knowledge of policy, frameworks, research and news on malaria and MCH in Africa.

· Reviewing and analyzing regional and country data, in collaboration with various analytic units and developing strategies for translating data into actionable interventions.

· Participating in consultations and working groups with colleagues from across USAID and the USG on new malaria and MCH activities, requests and initiatives that impact USAID missions in Africa.

· Engaging with technical and senior staff within USAID, including Mission Directors, Health and Human Services, other agencies in the USG, WHO, UNICEF, World Bank and other UN agencies and bilateral organizations.

· Representing AFR interests to senior level and other host government officials and working closely with African regional and sub-regional organizations to promote African leadership, capacity building and improved coordination in Africa.

· Participating in relevant international meetings and conferences.

  1. Assisting in strategic planning, communication and reporting within AFR/SD:

· Contributing to malaria and MCH-related planning and reporting requirements.

· Developing briefers and/or other communication materials to describe activities and results of USAID’s malaria and MCH programs related to HSS, gender equality and community based interventions.

· Assisting in the development and presentation of African mission portfolio reviews for senior management.

· Assisting in formulating responses to congressional inquiries or requests.

· Providing other support to the AFR Health Team as needed.

  1. Providing support to USAID’s missions in Africa and strengthening and maintaining the country support system:

· Serving as AFR Team Lead on GH Country Teams for a sub-set of African countries.

· Along with the AFR’s regional offices, serving as a resource person for the health programs of assigned countries within AFR.

· Assisting USAID Missions through the provision of technical and policy guidance, consulting on and reviewing strategies, program designs, operational plans, and reporting documents related to AFR priorities, including malaria and MCH health technical issues.

International travel approximately 25%.

Other tasks or responsibilities may be assigned based on (a) organizational and programming needs and/or (b) the Advisor’s own interests.

Training and Professional Development:

· Keeping abreast of literature and latest developments in malaria and MCH programming.

· Deepening knowledge of malaria and MCH interventions, policies and programming.

· Participating in interagency and intra-agency working groups as appropriate to SOW.

· Participating in professional continuing education and skills training within the purview of GHFP-II.

REQUIRED SKILLS, KNOWLEDGE AND EXPERIENCE:

· Master's degree in Public Health, health sciences or related discipline.

· Minimum ten (10) years’ experience in design, implementation and evaluation of international health, especially malaria and MCH programs, with at least 3-5 years’ experience in an international or resource challenged setting.

· Experience in conducting analysis and evaluation of technical and programmatic aspects of proposals and programs.

· Field-based experience, especially in the context of working with communities.

· Broad knowledge of African countries and specific knowledge of their relationship to US policy guidelines, including perspective on their historical relationship in the health sciences with the United States.

· Understanding of programs and organizational aspects of major international donors, multilateral agencies, and NGOs/PVOs supporting the social sector, with a focus that includes malaria or other infectious diseases.

· Demonstrated strong interpersonal skills and ability to work as part of a team, including cross-cultural teams.

· Demonstrated ability to work independently, exercise sound professional judgment to problem solve, and to make strategic decisions.

· Experience with USAID programming, budgeting, and evaluation functions and procedures, both in USAID/Washington and in USAID Missions, is preferred.

· Excellent analytical, written and oral communication skills.

· Ability to travel domestically and internationally.

· Ability to speak French and/or Portuguese preferred.

· US Citizenship or US Permanent Residency required.

  2. Establish a system to monitor activities and analyse the interventions progress, specifically aimed at increasing effectiveness of hygiene interventions for better public health outcomes. This should include recommending specific actions for improvement.
  3. Provide direct oversight to health and hygiene promotion operations in the field including, staff supervision (community mobilisers, outreach workers and the network of house to house volunteers) and direct implementation. This may also include field level coordination of mobilisation activities such as mass and routine immunization campaigns (i.e. Oral Cholera Vaccination Campaign) as well as procurement of culturally and linguistically appropriate IEC materials for distribution.
  4. Oversee IOM health activities in the clinic in the absence of the Health Team Leader.
  5. Supervise periodic training for staff to ensure the quality of messages and full coverage of the population.
  6. Liaise with WASH and Health IOM and Cluster focal points to ensure coordination and integration of key messages such as malaria prevention, Gender Based Violence (GBV) prevention/other protection messages as necessary, good health seeking behaviour.
  7. Establish or strengthen partnerships with other clusters or agencies, where appropriate, to create synergies for raising awareness on the importance of good hygiene practices for health.
  8. Report weekly to Health and WASH Coordinators in Juba on results of interventions and activities as assist in midterm and final reports for donors.
  9. Represent IOM at health and other cluster related meetings, actively liaising and coordinating with national and international health and development assistance authorities, agencies or organizations regarding strategic planning on health matters.

DEPARTMENT/COUNTRY PROGRAM DESCRIPTION/MISSION
The American Refugee Committee (ARC) Sudan Program started in 2004 in response to the emergency needs of some 500,000 war-affected IDPs and host populations in the Tullus and Gereida corridors in South Darfur. In 2014, ARC expanded services into underserved villages in the East Darfur. The overall aim of the program is to improve the well-being of the target populations by addressing their immediate humanitarian needs and contributing to long-term community stabilization.

In conjunction with the Head Office in Khartoum, the field offices in Nyala, South Darfur and Ed Daein, East Darfur support the delivery of primary health care services at 16 rehabilitated community clinics, one reproductive health unit and one BEmOC facility. Water and sanitation services, including the construction/rehabilitation of boreholes, water yards, household and institutional latrines and hygiene promotion messages, are also delivered in over 70 conflict-affected communities. A small agriculture component assists resettling IDPs and host populations with seeds, tools and extension services to grow their own food. ARC programs enable resiliency in rural communities in both regions in the face of recurring conflicts and natural disasters such as drought, flooding and environmental degradation. The goal is to aid transition to early recovery in Darfur, in an equitable and environmentally sustainable manner.

With an annual budget of between $9-12m, the Sudan Program has 10 expatriates and over 370 national staff some of who are seconded from the line Ministries of the Sudan government.

PRIMARY PURPOSE OF THE POSITION
The Health Coordinator is responsible for overseeing and building ARC’s health portfolio in Sudan. The Health Coordinator provides leadership, direct management and technical guidance to the primary and reproductive health team and is accountable for the development and implementation of high quality programs. The Health Coordinator mentors and builds the capacity of staff, establishes clear systems and protocols to ensure services are of quality and meet international and nationally accepted standards. The Health Coordinator also represents ARC at donor meetings, Health Cluster meetings and other inter-agency meetings and contributes to the development and implementation of new programs and services.

MAJOR AREAS OF ACCOUNTABILITY
PRIMARY DUTIES/RESPONSIBILITIES

Technical Guidance and Leadership – 40%

  • Builds the capacity of ARC’s national reproductive and primary health care teams. Facilitate regular trainings for health team members and health personnel to strengthen their skills in areas of clinical service provision, staff management, and routine data collection and reporting.
  • Ensures the availability and utilization of effective systems for primary and reproductive health program planning, implementation and evaluation. Ensures that standard procedures and protocols are practiced. Implement and monitor case management based on existing MoH/WHO guidelines and protocols.
  • In collaboration with the national counterpart, prepares quantitative and qualitative reports of all health activities according to donor and MoH reporting guidelines.
  • Establish protocols and systems for drug management and ensure that facilities have constant supply of essential medicines and equipment. Follow up drug consumption in comparison with reported cases managed.
  • Develop BCC strategy and community outreach strategy to increase demand and uptake of services.
  • Provide technical oversight in the integration of health activities in other sectors such as WASH, Nutrition and Agriculture.
  • Travels frequently to ARC supported sites for supervisory visits.

Program Management and Program Development – 40%

  • Develop and track workplans and action plans.
  • Ensure progress towards established indicators.
  • Review budget versus actuals on a monthly basis and make adjustments to activity plans accordingly. Ensure proper budget spend down of health programs.
  • Develop reporting tools for data collection and ensure that reports are submitted on time.
  • Participate and lead needs assessment, analyze and organize data/information
  • Lead the development of donor reports, proposals and concept notes.

Representation – 20%

  • Represent ARC in donor and other health related forums and meetings liaise and coordinate activities in the field with MoH, UN agencies and other INGOs and NGOs.

EDUCATION, TECHNICAL SKILLS & KNOWLEDGE REQUIRED

BACKGROUND:

On December 16, 2013, heavy military exchanges occurred between rival SPLA factions in Juba (Central Equatoria State). The fighting and violence quickly spread to other states in South Sudan, trapping thousands of civilians in Unity, Lakes, Upper Nile, and Jonglei States in UN bases or makeshift IDP settlements. OCHA estimates that 927,000 people have been displaced across six states, Central Equatoria, Unity, Lakes, Upper Nile, Jonglei and Warap. Th e IRC South Sudan country program has been responding to the ongoing emergency and is looking to increase its emergency response to assist with this.

SCOPE OF WORK:

The Emergency Reproductive Health (RH) Manager is the focal point for the IRC’s Emergency Reproductive Health care services in South Sudan. The Emergency RH Manager ensures that proposed emergency RH interventions are guided by the MISP (Minimum Initial Service Package for RH in Crisis Situations).

He/she reports to the Health Coordinator and works closely with the Health Managers in those program sites where he/she will be supporting the RH program teams and activities (Bor and Bentiu and possibly other locations).

RESPONSIBILITIES:

Under the supervision of the Health Coordinator, the Emergency RH Manager is responsible for:

* Program Management

  • Ensure that proposed emergency RH interventions are guided by the MISP (Minimum Ini tial Service Package for RH in Crisis Situations), including the following services/activities: Facility deliveries, Emergency Obstetric Care (EMOC) or referrals for EMOC, Early neonatal care, Family Planning, Post-Abortion Care, Screening of blood donors and safe blood transfusions, Clinical Care for Survivors of Sexual Assault (CCSAS), antenatal and post-natal care services;
  • and oversee the implementation of good quality RH program activities;
  • Ensure that all stated RH goals and objectives are met, that projects are monitored, and that reports are submitted in a timely manner;
  • Ensure with proper RH data recording in the IRC supported facilities, assisting with the compilation of data and production of RH reports on a regular and timely manner;
  • Provide technical oversight and training to field-based health staff in the area of RH, with an emphasis on national staff capacity building;
  • Scale up of Community Mobilization on RH;
  • Implementing strategies to increase Family Planning (FP) uptake with a special focus on community awareness raising and ensuring the availability of FP supplies in IRC supported facilities;
  • Implement trainings to create capacity for MVA and long term family planning service provision at all supported PHCCs;
  • Assisting the Health Coordinator in proposal writing for RH funding opportunities;
  • Continuously assessing RH needs and suggesting new projects to address identified unmet needs;
  • Work closely with the IRC’s WPE or GBV teams at the field level to implement holistic programming to meet the diverse and unique needs of women and girls;

* Grants Management and Reporting

  • Mana ge and oversee all the health grants; develop and maintain work, spending and procurement plans for all projects;
  • Participate in Grants Opening, Mid-Term and Closing meetings when possible;
  • Prepare internal and external reports within agreed deadlines using IRC and donor formats, as required;
  • Assure appropriate and timely spending of grants to achieve program goals, grant reporting contributions, use and distribution of supplies and resources.

* Staff Management

  • Recruit national staff in conjunction with the Human Resources Department;
  • Maintain updated job descriptions, conduct interviews, orient new staff to the IRC and the Health program;
  • Supervise the RH staff directly, providing ongoing leadership to the project team and overseeing implementation and coordination of activity plans to ensure targets are met;
  • Undertake RH capacity-development activities/training for RH and clinical health staff;
  • Work closely with Health Managers to build their capacity to oversee RH activities.

* Coordination and Representation

  • Develop and maintain effective working relationships with all stakeholders - including community leaders, NGOs, UN agencies, community based organisations and other IRC sectors to enhance cooperation and coordination;
  • Ensure that information from coordination meetings is shared internally and with other sectors, as appropriate;

With the expertise that has been developed over 20 years of delivering emergency relief and post-conflict assistance in South Sudan, the IRC is uniquely well placed to efficiently and effectively support and build the capacity of County Health Departments (CHD) to deliver quality primary healthcare (PHC) at 44 health facilities through the health sector transition programme funded by the Health Pooled Fund (HPF), whose key objectives are: to improve access, use, and quality o f Primary Healthcare (PHC) services and Emergency Obstetric and Newborn Care (EmONC) services; to support strengthening key stewardship functions of the MOH including planning, management, coordination, supervision and monitoring at all levels, in accordance with MOH guidelines and tools; and to increase accountability and effectiveness by working with community mechanisms for improving health and health education. Under this programme, the IRC will promote the transition from an NGO-led to a CHD-led service delivery model.

Scope

The Community Health Specialist will work directly with communities, CHD, and the IRC county health teams including community health officers and county coordinators to review and make recommendations on current implementation of community participation, accountability, demand and utilization of primary healthcare services. Consultations with State Ministries of Health (SMoH) and county authorities will also be applied. This will be a r oving position to cover four counties of Aweil East, Aweil South, Aweil Centre in Northern Bahr El Ghazal State and Payinjar in Unity State. He/ She will report directly to HPF Coordinator.

Objectives

* To review and make recommendations on the use of functional community participation systems including through VHCs, TBAs, community leaders, outreaches and campaigns
