PSI seeks an experienced Chief of Party (COP) to plan and coordinate all activities under an anticipated $25 million USAID-funded project for health systems strengthening in Somalia. The project will have a strong focus on maternal and child health in the 3 zones of Somalia (Somaliland, Puntland, and South Central).

The COP should have significant leadership, management and international development experience; a demonstrated track record in successfully managing government relations; a commitment to capacity building; a strong interest in private sector approaches to development; and experience successfully implementing international health programs centered on health systems strengthening, social marketing and behavior change communications. This position will be based in Nairobi, Kenya and will report to the Country Representative in Somaliland. This is a non-accompanied post and will require approximately 30% travel to the 3 zones of Somalia, (Somaliland, Puntland and South Central).

RESPONSIBILITIES:

? Serve as main point of contact/representative of the project to USAID/East Africa, AOR, PEPFAR Somalia and the USAID Country Representative in Somalia.? Facilitate senior level policy and dialogue with the Ministries of Health, stakeholders in the health sector, other donors and partners.? Ensure the effective use and coordination of USAID resources and the compliance of the financial systems and controls with USAID standards.? Lead internal and external program planning and reporting including annual work planning with sub award partners.? Represent Health Consortium for the Somali People (HCS) in Nairobi as well as the 3 zones of Somalia.? Provide effective guidance and support to technical members of the in country management teams and staff assigned to the project.? Ensure sound financial management including programmatic budgeting, spending projections and monitoring of payments.? Ensure high-quality periodic reporting in line with USAID and PSI requirements (Quarterly and Annual Status reports, quarterly financial reports etc.)? Perform other responsibilities as requested by the Country Representative.

QUALIFICATIONS:

? Masters degree in public health, social sciences, international development or related field? 10 years’ experience successfully managing and leading complex international public health programs funded by USAID or other large donors in Africa, ideally in Somalia or other post conflict states.? Demonstrated ability in the concepts, principles, methods and techniques of delivering public health programs for maternal and child health.? Demonstrated skills in effectively negotiating with host governments, donors, UN agencies, other USAID projects local organizations and partners.? Broad understanding of public health in East Africa ? Demonstrated knowledge of USG/PEPFAR grant implementation? Ability to successfully recruit, train, develop and manage staff? This is a non-accompanied post and will require approximately 30% travel to the other zones of Somalia, (Puntland and South Central) and to Nairobi.

RESPONSIBILITIES:

? Assist the Chief of Party with overall project financial planning, annual financial planning, and finance management, reporting and agreement compliance.? Oversee the development and monitoring of program budgets ? Oversee the financial management and accountability requirements of the project.? Develop and maintain financial internal control systems? Ensure that all financial management is handled according to USAID rules and regulations and that records are kept and financial reports submitted in a timely manner.? Manage the sub award contract management ensuring donor compliance.? Compile, review, and prepare financial reports required by USAID and PSI/Washington.

QUALIFICATIONS:

Liberia: Capacity Development and Health Systems Strengthening Specialist

Overall Responsibilities

MSH is seeking candidates for an upcoming program in Liberia that will strengthen health systems and improve the quality of priority health services. The program focus areas will include performance-based financing, supply chain management, and institutional capacity building with emphasis on effective decentralization of services. Anticipated health-specific focus will be on maternal and child health, reproductive health and family planning, malaria and HIV/AIDS.

The Capacity Development and Health Systems Strengthening (CD&HSS) Specialist provides capacity development and coordinates technical assistance in management and leadership development for the central MOHSW and county health and social work teams (CHSWTs) to build capacity at three levels: (1) individual (health workforce), (2) organization (health services), and (3) systems (leadership and governance). The CD&HSS Specialist collaborates on establishing an effective technical exchange and support network among service provision partners and institutions, including international and local NGOs and FBOs. He or she will work with the MOHSW, through the newly established Capacity Building Core Group (CBCG) and NGO and FBO partners to assure that health facilities have the staff and technical support necessary to sustain the delivery of the EPHS; to ensure that roles are designed to make effective use of skilled workers; and to build a network of highly functioning g CHVs as part of a national strategy to empower communities and strengthen their role in governance and service delivery. The Specialist will work collaboratively with the MOHSW’s CBCG to design and implement capacity building programs for central, county, hospital, and health center managers. She or he will participate in periodic seminars and conferences to share and disseminate experience among key actors in the public, NGO/FBO, and commercial sectors on best practices related to capacity building strengthened health systems and improving health outcomes.

Specific Responsibilities

  1. Provide necessary technical and logistical capacity building support to MOHSW and county health and social work teams (CHSWTs) to implement the EPHS.

  2. Strengthen capacity of MOHSW and CHSWTs in financial management, procurement, and HMIS in order to successfully meet the requirements for the Fixed Amount Reimbursement Agreement (FARA).

  3. Provide technical assistance (TA) to MOHSW and CHSWTs in HMIS, operations systems, financial management, human resource management, and continuous quality improvement.

  4. Work collaboratively with CHSWTs to identify gaps in strategy and budget development, quality of care, and staff retention, and design appropriate strategies to address challenges.

  5. Assess gCHV capacity and conceive and develop modules to train gCHVs to ensure sustainability, ownership and decentralization of health services at the community level.

  6. Receive input from MOHSW Program Heads on opportunities to build capacity within their technical areas and work collaboratively to design appropriate state-of-the-art strategies to address capacity challenges.

  7. Participate in periodic seminars and conferences to share and disseminate capacity building best practices, experiences and results among key actors in Liberia, in the public, private, and civil society sectors.

  8. Strengthen MOHSW capacity to shape, drive and own their development.

Qualifications

  1. Minimum of 10 years of relevant technical experience working on capacity development in a developing country environment.

  2. Must possess an MPH or similar a related degree from an accredited university program, or have equivalent experience.

  3. Experience and progressively increasing responsibility in the areas of training and human capacity development.

  4. Demonstrated effectiveness working on USAID-funded projects with MOH counterparts.

  5. Significant involvement in health reform activities is desirable.

  6. Demonstrated ability to develop and maintain effective working relations with government officials, private sector entities, and professional associations.

  7. Demonstrated effective interpersonal skills, leadership, and creative problem-solving and ethical management.

  8. English fluency required.

  9. Ability to travel within Liberia as needed.

  10. Demonstrated ability to community effectively verbally and in writing.

Duties and Responsibilities:

The Funds and Operations Director will report to the overall Programme Director, and:

• Take responsibility for overall financial management and administrative management of operations in compliance with DAI and donor regulations, operations including grant-making, finance, project administration, and the operations of grants and contracts• Lead responsibilities for ensuring the efficient set up and management of a fund which requires the disbursement of grant funds to third parties and provision of technical assistance expertise• Oversight over project’s financial reporting, management and administration responsibilities, including daily financial operations, project budget forecasting and management, as well as periodic project audits• Design, management, oversight and reporting of project grant funds• Management and oversight of all of the programme’s operational and administrative tasks including those related to Human Resources management, service provider contracts and necessary ICT systems• Lead financial reporting in line with donor reporting requirements as well as reporting to DAI home office• Track and document the overall monthly programme burn rates and estimated pipeline needs• Develop Value for Money indicators as part of the criteria for submission approvals• Lead a fraud mitigation strategyRequirements:

Required Key Skills & Qualifications

• Minimum of 10 years of experience in donor-funded projects; experience with the FCO and/or DFID is highly desirable• Proven expertise and experience of demand side activities for rule of law, including alternative dispute mechanisms, legal and rights awareness and local security practices• Proven expertise and experience of citizen engagement programming, including experience working at provincial and district level. Description

This is a 20 month cross-sector project designed to bring together a wide variety of stakeholders, including those responsible for governance, access to Justice and provision of security to ensure that Pakistani citizen rights and the democratic processes are strengthened at provincial and local levels. The programme office will be based in Islamabad but work will span across three districts: 1- Punjab (Multan, Rajan Pur, Dera Ghazi Khan and Muzzafargarh) 2- Sindh (Ghotki, Kashmore and Jacobabad) initially and in the second year expanded to 3- Khyber Pakhtunkhwa, pending of approval.Key areas of work will include:• Increased demand for effective Rule of Law, for example through improvement in legal support or increased awareness of civil rights• Increased supply of effective Rule of Law, for example through provision of formal alternative dispute mechanisms that are both acceptable to government and local communities and that operate within existing Pakistani law and the Constitution• Improved local security practices, by supporting and building upon existing community initiatives at district level• Enhance district-level government responsiveness and engagement with their communities including through development opportunities (training, communications, networks, new skills and mentoring) for both state and non-state actors• Enhance participation in civic life by members of minority communities

The Finance and Operations Manager will be responsible for the overall operations, management, administration and finance to enable the delivery of the programme. He or she will need to understand best practices in financial management, budgeting and reporting mechanisms.

More specifically, the FOM will be responsible for the following:

Finance and Grants

• Provide financial management, reporting and control and ensure fiscal management is maintained and that funds are spent for the required purpose in line with the financial plan• Ensure compliance with the donor contract, regulations and local laws and norms• Fund management – setting up fund/ grants disbursement systems, overseeing selection and award of funds and monitoring implementing partners’ expenditure• Experience of managing financial and organisation due diligence of applicants• Preparation of fraud control and audit procedures and timely notification and recommendations for improvement

Operations and Logistics

• Support in operational setup of the Islamabad office base• Ensure all activities are updated in the project database from programme inception through close-out and that all activities are thoroughly documented• Oversee logistics for delivery of goods and services, including local suppliers identification and procurement negotiation• Implement and maintain DAI’s security strategy, policies, plans and procedures• Investigate and identify new ways of achieving operational efficiencies, including working with counterpart consultants to improve systems, policies, procedures and structures in targeted governmental and non-governmental institutions• Oversee general office administration duties including IT, HR and logistics• Provide DAI’s orientation briefings for all incoming staff and situational briefings upon request

Required Key Skills & Qualifications:

• At least 8 years of financial management experience and of working on donor-funded projects• University degree in Finance or Accountancy qualification• Minimum of 6 years of experience on complex development donor - funded programmes • Detailed knowledge of Pakistani culture and awareness of the operational environment• Fluent in donor policies and procedures in regards to procurement processes and financial compliance, including demonstrated understanding of the value for money agenda and its application to programme implementation and monitoring• Excellent verbal and written English language skills (knowledge of Urdu and/or Pashto would be a plus)
