DUTIES AND RESPONSIBILITIES:

  1. Provide Guidance on Policy and Programme Development and Implementation

-Assist in co-ordination of the planning and delivery of integrated policy, programme and technical support and advice to Country Offices in the programming process;

-Technically support country office planning and implementation processes regarding health systems’ strengthening to increase access, uptake and monitoring of quality SRH services and with a specific focus on HRH and health financing;

-Assist in policy dialogue and development within the region to further the advancement of the ICPD-PoA and health system strengthening;

-Contribute to the development and management of the regional programme, while ensuring complementarily between the regional programme and the needs, realities and activities at the country level, particularly where health system strengthening is concerned;

-Foster partnerships at regional and country level with the aim of strengthen health systems and advancing SRH through a coordinated approach.

-Generate advocacy and policy arguments around the economic and health financing cases for investing in SRHR and HSS;

-Support countries develop health financing strategies and HRH strategies as relates to SRHR

  1. Capacity development

-Assist countries offices in assessing further potential to strengthen health systems for better SRHR outcomes.

-Support the development and implementation of a capacity development strategy for the region, placing special emphasis on capacity in the area of health system strengthening;

-Identify capacity building needs of the country offices with regard to health system strengthening and follow-up through organization of capacity building activities with country office staff, national counterparts, and civil society partners; and

-Identify and support national and international experts and institutions in providing technical support to countries in the various areas of health system strengthening;

-Coordinate with other UN agencies, the provision of technical and programme assistance in the region and capacity development initiatives.

  1. Monitoring and Oversight

-In coordination with the M&E adviser in the RO, and with regard to health system strengthening and SRHR, support the COs in the development and implementation of results-based indicators and plans to monitor, evaluate and follow-up;

-Monitor and provide oversight to the development of key programme or management related documents from the assigned COs (e.g. OMP, PAW, COAR, and evaluation reports, Annual reports of UNRCs, etc.) to keep abreast of country situation and progress, to identify areas for support by RO and to advise Regional management of issues, opportunities, and/or required interventions;

-Assist in the development of periodic progress reports on the regional programme, especially where health system strengthening is concerned.

-Participate in field missions related to planning, monitoring, and evaluation assistance to country programmes and regional programme initiatives;

  1. Knowledge Management:

-Prepare briefings for the RO Deputy Director, Programme and Policy Advisors and COs on issues related to health systems’ strengthening at country and regional level;

-Support and assist the assigned COs to identify opportunities or lessons learned/best practices in the region with regard to efforts aimed at advancing SRH outcomes by strengthening health systems;

-Consolidate CO documentation on lessons learned/best practices in the region and ensure that these are incorporated into the UNFPA knowledge sharing system;

-Liaise with the TD & PD to ensure that state-of-the-art, global technical and programming knowledge and lessons learned/best practices are available for use in countries to improve the effectiveness of UNFPA programmes;

E. Carry out any other duties as may be required by the Office of the Regional Director or by the Regional Deputy Director.

Liberia: Capacity Development and Health Systems Strengthening Specialist

Overall Responsibilities

MSH is seeking candidates for an upcoming program in Liberia that will strengthen health systems and improve the quality of priority health services. The program focus areas will include performance-based financing, supply chain management, and institutional capacity building with emphasis on effective decentralization of services. Anticipated health-specific focus will be on maternal and child health, reproductive health and family planning, malaria and HIV/AIDS.

The Capacity Development and Health Systems Strengthening (CD&HSS) Specialist provides capacity development and coordinates technical assistance in management and leadership development for the central MOHSW and county health and social work teams (CHSWTs) to build capacity at three levels: (1) individual (health workforce), (2) organization (health services), and (3) systems (leadership and governance). The CD&HSS Specialist collaborates on establishing an effective technical exchange and support network among service provision partners and institutions, including international and local NGOs and FBOs. He or she will work with the MOHSW, through the newly established Capacity Building Core Group (CBCG) and NGO and FBO partners to assure that health facilities have the staff and technical support necessary to sustain the delivery of the EPHS; to ensure that roles are designed to make effective use of skilled workers; and to build a network of highly functioning g CHVs as part of a national strategy to empower communities and strengthen their role in governance and service delivery. The Specialist will work collaboratively with the MOHSW’s CBCG to design and implement capacity building programs for central, county, hospital, and health center managers. She or he will participate in periodic seminars and conferences to share and disseminate experience among key actors in the public, NGO/FBO, and commercial sectors on best practices related to capacity building strengthened health systems and improving health outcomes.

Specific Responsibilities

  1. Provide necessary technical and logistical capacity building support to MOHSW and county health and social work teams (CHSWTs) to implement the EPHS.

  2. Strengthen capacity of MOHSW and CHSWTs in financial management, procurement, and HMIS in order to successfully meet the requirements for the Fixed Amount Reimbursement Agreement (FARA).

  3. Provide technical assistance (TA) to MOHSW and CHSWTs in HMIS, operations systems, financial management, human resource management, and continuous quality improvement.

  4. Work collaboratively with CHSWTs to identify gaps in strategy and budget development, quality of care, and staff retention, and design appropriate strategies to address challenges.

  5. Assess gCHV capacity and conceive and develop modules to train gCHVs to ensure sustainability, ownership and decentralization of health services at the community level.

  6. Receive input from MOHSW Program Heads on opportunities to build capacity within their technical areas and work collaboratively to design appropriate state-of-the-art strategies to address capacity challenges.

  7. Participate in periodic seminars and conferences to share and disseminate capacity building best practices, experiences and results among key actors in Liberia, in the public, private, and civil society sectors.

  8. Strengthen MOHSW capacity to shape, drive and own their development.

Qualifications

  1. Minimum of 10 years of relevant technical experience working on capacity development in a developing country environment.

  2. Must possess an MPH or similar a related degree from an accredited university program, or have equivalent experience.

  3. Experience and progressively increasing responsibility in the areas of training and human capacity development.

  4. Demonstrated effectiveness working on USAID-funded projects with MOH counterparts.

  5. Significant involvement in health reform activities is desirable.

  6. Demonstrated ability to develop and maintain effective working relations with government officials, private sector entities, and professional associations.

  7. Demonstrated effective interpersonal skills, leadership, and creative problem-solving and ethical management.

  8. English fluency required.

  9. Ability to travel within Liberia as needed.

Position2.1 Nature and Scope of AssignmentThis assignment involves supporting a government-led capacity development program within Ministry of Communication and Information Technology under the supervision of the ICT General Director and Head of Afghanistan National Data Center respectively. The successful candidate will provide technical advice, management support and technical inputs required to allow ICT Directorate of MoICT to achieve the target of capacity building in technical areas within Technology &IT sector in Afghanistan. Specific duties of this position include:

  1. Work with the Project Coordinator and hub teams as well as with the Nepal Agricultural Research Council (NARC), Department of Agriculture (DoA), the USAID prime contractee (KISAN), and other key partners to develop and implement agronomic trials and demonstrations across the target area.
    2.Contribute to rigorous trials, develop and provide feedback on experiment protocols, monitor trials, organize data according to data management guidelines and SoPs, analyze data, and graph results.
  2. Develop, test, and refine manual and power machinery with project staff, NARC, DoA, farmers, and public and private sector partners, according to need, scale, local conditions, and gender.
  3. Spearhead the demonstration of machinery adapted to local needs, and promising varieties via Baby trials, IRD, and other trials, coupled with well-organized and targeted field days and other learning opportunities for farmers and other partners.
  4. Build awareness for farmers, service providers and other partners on the benefits of improved seed, management, and mechanization through the development of training modules and marketing tools (particularly targeting increased access for women).
  5. Develop training modules to help nodal farmers, CBSPs, agro-vets, private seed companies, rice and pulse mills, and other promising actors in the seed value chain build entrepreneurship skills and linkages with public and private sector partners.
  6. Catalyze partnerships between farmers and diverse partners in the seed and machinery sectors, including NARC and the DoA, manufacturers, dealers, service providers and repair agents, and those in the rural finance sector.
  7. Assist in developing and conducting surveys, participatory appraisals, market chain analysis, and mapping institutional landscape.
  8. Provide feedback to the BDS, who will lead participatory market chain analyses (PMCA), and efforts to map the institutional landscape to identify various actors in the seed value chain.
  9. Work with DADOS, District Development Committees (DDCs), and Village Development Committees (VDCs) to identify and develop nodal farmers/champion farmers into seed entrepreneurs in the seed system.
  10. Provide technical support and training to improve seed processing, packaging, and marketing, and helping arrange field days, trade fairs, and annual planning sessions involving key actors within the seed sector.
  11. Ensure all seed sector activities are coupled with tested, locally-adapted agricultural management practices to maximize return on investments in inputs.
  12. Work across other objectives as appropriate and liaising with the prime to ensure that seed, machinery, and management interventions adapted to local circumstances maximize return on investments, and broaden reach and adoption.

We are seeking candidates with the following academic qualifications, skills and attitudes:

  1. PhD in crop production, soil science, agronomy, or other relevant agricultural-related discipline.
  2. Minimum 2 years experience in managing agronomic trials effectively on-station and on-farm, with broad disciplinary expertise extending to seed and machinery interventions—particularly for maize, lentil, rice, and wheat.
  3. Solid knowledge of agronomic concepts and measurements, process-based research approach, openness to new ideas, and ability to think critically about agricultural interventions appropriate for different scenarios.
  4. Practical experience with conservation agriculture and scale-appropriate machinery in Nepal (or less ideally, South Asia), and the resourcefulness to find innovative solutions to problems encountered working in farmer fields.
  5. Willingness and aptitude to follow project and institutional data management and communication guidelines; experience and good abilities in statistical analysis, preferably with the R statistical package.
  6. Demonstrated expertise with farmer mobilization, participatory research in the seed sector (incl. Baby trials, IRDs etc) and mechanization.
  7. Experience developing training materials and organizing and conducting trainings, field demonstrations, farmer fairs, etc.
  8. Hands-on expertise with agricultural machinery, and demonstrated ability to trouble-shoot will be an advantage.

Systems support to the Programme Policy and Procedure electronic Manual 1 November - December 31, 20131. Background The Programme Policy and Procedure electronic Manual (PPPeM) was launched in March 2012, transforming the paper-based manual into a web-enabled version aimed at enhancing accessibility to and application of programming procedures. The PPPeM enables access to programme guidance through varied channels including links to websites relevant to programming from within UNICEF, the UN and externally, and highlights upcoming programmatic events. The electronic manual supports quicker adjustments to guidance in response to the evolutions in the international development landscape, UN programming processes and internal UNICEF programmatic shifts. In this format, the introduction of new materials and the elimination of outdated content and processes is made easier. UNICEF is shifting from the Lotus platform to Microsoft Sharepoint in the development of its websites. It is in this context that the organization is looking to shift the PPPeM to the Sharepoint platform to enhance its features and increase accessibility to programming guidance for UNICEF country offices.

  1. Purpose of AssignmentA consultant is being sought by UNICEF to support the transition of the Programme Policy and Procedure electronic Manual in the context of recent changes to content, as well as with the view to optimizing available technology, notably Sharepoint to increase accessibility to programming guidance.

General Conditions of Contracts for the Services of Consultants / Individual Contractors

  1. Legal Status

The individual engaged by UNICEF under this contract as a consultant or individual contractors (the “Contractor”) is engaged in a personal capacity and not as representatives of a Government or of any other entity external to the United Nations. The Contractor is neither a "staff member" under the Staff Regulations of the United Nations and UNICEF policies and procedures nor an "official" for the purpose of the Convention on the Privileges and Immunities of the United Nations, 1946. The Contractor may, however, be afforded the status of "Experts on Mission" in the sense of Section 22 of Article VI of the Convention and the Contractor is required by UNICEF to travel in order to fulfill the requirements of this contract , the Contractor may be issued a United Nations Certificate in accordance with Section 26 of Article VII of the Convention.

  1. Obligations

The Contractor shall complete the assignment set out in the Terms of Reference for this contract with due diligence, efficiency and economy, in accordance with generally accepted professional techniques and practices.

The Contractor must respect the impartiality and independence of UNICEF and the United Nations and in connection with this contract must neither seek nor accept instructions from anyone other than UNICEF. During the term of this contract the Contractor must refrain from any conduct that would adversely reflect on UNICEF or the United Nations and must not engage in any activity that is incompatible with the administrative instructions and policies and procedures of UNICEF. The Contractor must exercise the utmost discretion in all matters relating to this contract.

In particular, but without limiting the foregoing, the Contractor (a) will conduct him- or herself in a manner consistent with the Standards of Conduct in the International Civil Service; and (b) will comply with the administrative instructions and policies and procedures of UNICE relating to fraud and corruption; information disclosure; use of electronic communication assets; harassment, sexual harassment and abuse of authority; and the requirements set forth in the Secretary General's Bulletin on Special Measures for Protection from Sexual Exploitation and Sexual Abuse.

Unless otherwise authorized by the appropriate official in the office concerned, the Contractor must not communicate at any time to the media or to any institution, person, Government or other entity external to UNICEF any information that has not been made public and which has become known to the Contractor by reason of his or her association with UNICEF or the United Nations. The Contractor may not use such information without the written authorization of UNICEF, and shall under no circumstances use such information for his or her private advantage or that of others. These obligations do not lapse upon termination of this contact.

  1. Title rights

UNICEF shall be entitled to all property rights, including but not limited to patents, copyrights and trademarks, with regard to material created by the Contractor which bears a direct relation to, or is made in order to perform, this contract. At the request of UNICEF, the Contractor shall assist in securing such property rights and transferring them to UNICEF in compliance with the requirements of the law governing such rights.

  1. Travel

If UNICEF determines that the Contractor needs to travel in order to perform this contract, that travel shall be specified in the contract and the Contractor’s travel costs shall be set out in the contract, on the following basis:

(a) UNICEF will pay for travel in economy class via the most direct and economical route; provided however that in exceptional circumstances, such as for medical reasons, travel in business class may be approved by UNICEF on a case-by-case basis.

(b) UNICEF will reimburse the Contractor for out-of-pocket expenses associated with such travel by paying an amount equivalent to the daily subsistence allowance that would be paid to staff members undertaking similar travel for official purposes.

  1. Statement of good health

Before commencing work, the Contractor must deliver to UNICEF a certified self-statement of good health and to take full responsibility for the accuracy of that statement. In addition, the Contractor must include in this statement of good health (a) confirmation that he or she has been informed regarding inoculations required for him or her to receive, at his or her own cost and from his or her own medical practitioner or other party, for travel to the country or countries to which travel is authorized; and (b) a statement he or she is covered by medical/health insurance and that, if required to travel beyond commuting distance from his or her usual place or residence to UNICEF (other than to duty station(s) with hardship ratings “H” and “A”, a list of which has been provided to the Contractor) the Contractor’s medical/health insurance covers medical evacuations. The Contractor will be responsible for assuming all costs that may be occurred in relation to the statement of good health.

  1. Insurance

The Contractor is fully responsible for arranging, at his or her own expense, such life, health and other forms of insurance covering the term of this contract as he or she considers appropriate taking into account, among other things, the requirements of paragraph 5 above. The Contractor is not eligible to participate in the life or health insurance schemes available to UNICEF and United Nations staff members. The responsibility of UNICEF and the United Nations is limited solely to the payment of compensation under the conditions described in paragraph 7 below.

  1. Service incurred death, injury or illness

If the Contractor is travelling with UNICEF’s prior approval and at UNICEF's expense in order to perform his or her obligations under this contract, or is performing his or her obligations under this contract in a UNICEF or United Nations office with UNICEF’s approval, the Contractor (or his or her dependents as appropriate), shall be entitled to compensation from UNICEF in the event of death, injury or illness attributable to the fact that the Contractor was travelling with UNICEF’s prior approval and at UNICEF's expense in order to perform his or her obligations under this contractor, or was performing his or her obligations under this contract in a UNICEF or United Nations office with UNICEF’s approval. Such compensation will be paid through a third party insurance provider retained by UNICEF and shall be capped at the amounts set out in the Administrative Instruction on Individual Consultants and Contractors. Under no circumstances will UNICEF be liable for any other or greater payments to the Contractor (or his or her dependents as appropriate).

  1. Arbitration

(a) Any dispute arising out of or, in connection with, this contract shall be resolved through amicable negotiation between the parties.

(b) If the parties are not able to reach agreement after attempting amicable negotiation for a period of thirty (30) days after one party has notified the other of such a dispute, either party may submit the matter to arbitration in accordance with the UNCITRAL procedures within fifteen (15) days thereafter. If neither party submits the matter for arbitration within the specified time the dispute will be deemed resolved to the full satisfaction of both parties. Such arbitration shall take place in New York before a single arbitrator agreed to by both parties; provided however that should the parties be unable to agree on a single arbitrator within thirty days of the request for arbitration, the arbitrator shall be designated by the United Nations Legal Counsel. The decision rendered in the arbitration shall constitute final adjudication of the dispute.

  1. Penalties for Underperformance

Payment of fees to the Contractor under this contractor, including each installment or periodic payment (if any), is subject to the Contractor’s full and complete performance of his or her obligations under this contract with regard to such payment to UNICEF’s satisfaction, and UNICEF’s certification to that effect.

  1. Termination of Contract

This contract may be terminated by either party before its specified termination date by giving notice in writing to the other party. The period of notice shall be five (5) business days (in the UNICEF office engaging the Contractor) in the case of contracts for a total period of less than two (2) months and ten (10) business days (in the UNICEF office engaging the Contractor) in the case of contracts for a longer period; provided however that in the event of termination on the grounds of impropriety or other misconduct by the Contractor (including but not limited to breach by the Contractor of relevant UNICEF policies, procedures, and administrative instructions), UNICEF shall be entitled to terminate the contract without notice. If this contract is terminated in accordance with this paragraph 10, the Contractor shall be paid on a pro rata basis determined by UNICEF for the actual amount of work performed to UNICEF’s satisfaction at the time of termination. UNICEF will also pay any outstanding reimbursement claims related to travel by the Contractor. Any additional costs incurred by UNICEF resulting from the termination of the contract by either party may be withheld from any amount otherwise due to the Contractor under this paragraph 10.

  1. Taxation

UNICEF and the United Nations accept no liability for any taxes, duty or other contribution payable by the consultant and individual contractor on payments made under this contract. Neither UNICEF nor the United Nations will issue a statement of earnings to the consultant and individual contractor.

Field of activityWithin the framework of EUNIDA, a grouping of EU Member State implementing agencies, GIZ International Services is managing the EU Libya Health Systems Strengthening Programme.

1) BackgroundThe Libyan health care delivery system reflects past systemic imbalances and the impact of the civil war. Weakened health services are largely deficient in their capacity to attend to the needs of the population. The increased prevalence of mental disorders and physical disabilities –a consequence of the conflict– further exacerbate the situation.

The overall objective of the EU-LHSS programme is to improve efficiency, effectiveness and quality of health service delivery in Libya. The purpose of this action is to strengthen strategic planning, financing as well as management and quality of health service delivery through targeted reforms and pilot interventions.

2) The EU-LHSS programme is articulated around three result areas:

Result One Strategic Planning, Health Financing and Capacity Strengthened: National health strategy, related policies and action plans developed; health financing options identified; provider payment mechanisms reviewed; and capacity of the Ministry of Health and Health Professionals Associations strengthened at all levels.

Result Two Health Service Delivery and Quality of Health Care: Health Service Package successfully rolled out in pilot areas; options for public private partnerships identified; quality of outcomes framework and accreditation standards developed and selected quality improvements reported.

Result Three Workforce Planning, Development and Management: Recruitment and retention targets in place; pre-service and in-service training needs assessed and partially addressed through targeted training and partnerships with training institutions; curricula upgraded and standardised; licensing standards and management tools developed and rolled out in pilot areas.

3) Objectives of the mission

3.1 General objective of the mission

The Short-Term Expertise (STE) described in these Terms of Reference is complementary to the tasks of the long-term experts and responds to a request articulated by the Working Group (WG) on Health Service Delivery and the Ministry of Health.

The expertise mobilised will support the chair of the WG on Health Service Deliveryand the HIS De-partment of the Ministry of Health to:

  • Assess existing health management information systems, recommend and implement priority strengthening initiatives to support HIS requirements of health service delivery and improvements in quality of care at primary health care and hospital level.

  • Service HIS requirements for pilot-related monitoring, evaluation and operational research through pilot testing and scale-up of HIS in selected pilot sites.

3.2 Specific objectives of the mission

HIS Scoping Study

i) Assess existing Health Information Systems (HIS) in Libya including the accuracy and reliability of patient demographic and clinical data, emerging trends such as interface and interoperability risks.ii) Assess existing needs for a customized HIS at the PHCs including data needs, access, accepta-bility, usability and ease of implementation.iii) Analyse the scope for a unified and centralized system to be put in place and provide a menu of options for the operationalisation of such a plan including estimated costs, timeframe, knowledge, skills and resources required for a full roll out (turn-key).iv) Respond to requests for specialist-level advice and assistance in the area of HIS policy, strategic planning, development and implementation, training, as well as in monitoring and evaluation

Design of a HIS for data capture in selected pilot sites

i) Assess user needs and expectation of system requirements, feasibility of implementation, and ac-ceptability of adoption. ii) Assist staff from the Ministry of Health and frontline workers in selected pilot sites to develop a monitoring and evaluation (M&E) plan, including indicator development, indicator definitions and col-lection of baseline information on service provision, quality of care and logistics (medicines and medical supplies).iii) Design, develop and roll out a HIS that improves data capture, data flow, data use and storage related to health service delivery in Primary Health Care (PHC) pilots and selected quality improve-ments at PHC level. Data captured should include patient demographics, services provided, clinical management and clinical indicators, diagnosis of patients seen, utilisation rates, drug usage, staffing, administration and management.iv) Provide training, tools and capacity development to streamline data collection, data management, data analysis, reporting and utilisation.v) Apply HIS expertise to prepare evidence-based syntheses of baseline data for selected perfor-mance indicators in PHC pilots where quality improvement activities are being implemented.vi) Oversee on-going monitoring and reporting against pilot indicators and results.vii) Institute data quality assurance processes for continuous data quality monitoring.viii) Provide training, tools and capacity development to upgrade the capacity of Ministry of Health staff, in particular staff from the Regional Office, to supervise staff responsible for routine data capture and data entry; andix) Assist the Ministry of Health and frontline workers with the preparation of data summaries and reports in user-friendly, graphic manner for routine reporting and broader dissemination;.

4) Management of the mission

4.1 Work language

The work language is English.

4.2 Responsibilities

In the absence of the Technical Assistance team and taking into account the nature of the mission (STE), the expert will report directly to the chair of the WG on Health Service Delivery and the HIS Department of the Ministry of Health.

The expert will also ensure close consultation with the Team Leader/Health Economist and chairs of other Working Groups, the Consultant (EUNIDA) and the Project Manager (the European Union).

4.3 Timetable

The duration of the mission is up to 72 working days and take place during 2014. The mission might be divided into 2-3 visits of 4-5 weeks duration each spread over a one year to allow time for training, gradual implementation and outcome assessments. The tasks to be completed by the expert in total are as follows:

  • Validate the outline of the report to be submitted including projected division of tasks by each of the three missions The outline will be reviewed and confirmed by the chair of the WG on Health Service Delivery, the chair of the WG on Quality of Care and the HIS Department of the Ministry of Health and address headings 1) – 2) and subheadings i) – xi) described under section 3.2. The outline will assist all parties clarifying deliverables and expectations.
  • Discuss the findings of the situation analysis, the scope for a unified HIS system and the options available.
  • Conduct a workshop/meeting to validate the M&E plan, the proposal for roll out and the plan of action in selected pilot sites.
  • Submit an intermediate report that should be circulated for comments amongst members of the WG on Health Service Delivery and HIS Department of the Ministry of Health, and chairs of other Working Groups (if deemed relevant).
  • Provide training and tools to Ministry of Health staff and frontline workers in pilot sites to stream-line data collection, data management, data analysis and utilisation and includes working with the Champion of medical record improvement through the Quality of Care Working group.
  • Launch the HIS in selected pilot sites and organise a one-day workshop to present baseline data collected.
  • Provide quality assurance processes and tools including guidelines for routine data capture and data entry and supervision.
  • At least three days prior to the end of each mission the expert shall deliver a report of the work accomplished during that particular mission, which should have incorporated feedback from the chair of the WG on Health Service Delivery, the chair of the WG on Quality of Care and the HIS Department of the Ministry of Health and the plans and date for the next mission.

4.4 Location of the mission

The location of the mission is Tripoli, Libya with frequent visits to Benghazi, Misrata and Sabha.

Experience

  • A minimum of 10 years consultancy experience in facilitation of health information system strengthening, including central level coordination and systems integration, and sub-national strengthening for quality collection, analysis, dissemination and use of health information.
  • Proven experience in designing, developing, implementing and maintaining information systems in order to monitor, support and evaluate large-scale programme activities.
  • Proficiency in training and capacity building to enable managers and institutions to improve information systems and utilise data for decision making.
  • Solid understanding of the role of HIS in supporting planning, management and evaluation.
  • Experience and skills in identifying strategic information needs, collecting, analysing and synthesising data and presenting data in a succinct and user-friendly manner.

6 Reports

6.1 Format and contents

The report should specifically address headings and subheadings outlined under section.

The report shall also summarise the main activities implemented, potential constraints encountered, the measures taken or to be taken (by the expert, the EU LHSS programme or the Ministry of Health) to ensure the achievement of the objectives and the expected results. Further, the report shall deliver an analysis of potential gaps with regards to the expected results as well as recommendations for the roll out of the basic health care package.

6.2 Delivery and approval of reports

A draft report will be delivered electronically to the Technical Assistance Team. All documents deliv-ered by the expert shall receive prior approval by the chair of the WG on Health Service Delivery, the chair of the WG on Quality of Care and the HIS Department of the Ministry of Health. It will further be approved by the Project Manager (the European Union) and at the Consultant (EUNIDA/GIZ).

All UNRWA duty stations (with the exception of Gaza and Syria) are family duty stations. This is a temporary vacancy for one year only.

NB: If a current UNRWA staff member already employed with the Agency on Area staff contract is found suitable and consequently selected for the post they would be required to choose to either:a. transfer to an International staff contract. Return to an Area staff contract at the end of the assignment would not be possible; orb. undertake the temporary appointment in the form of an Acting assignment with applicable allowances, and return to their Area staff contract at the conclusion of the assignment.
