FHI 360’s Iraq Opportunities Project, known as Foras, seeks to alleviate unemployment and boost the country’s fledgling private sector by connecting Iraqi businesses with qualified workers. Foras will focus its efforts on strengthening job placement agencies, training institutions and other employment intermediaries with the goal of enhancing their ability to upgrade the skills and improve the employability of a diverse group of job seekers. Foras will also create a web-based employment portal that connects job seekers with employers and utilizes a mobile phone registration and alert system to extend access and opportunities to Iraqis without internet.Job Description:
The Technical Advisor, Training, to be based in Baghdad, Iraq, will report to the Foras Director for Enterprise Development and Entrepreneurship Programs and be responsible for the identification of free or massively open online courses (MOOC) curricula and overseeing training and trainers (TOT) at partner organizations to ensure transfer of skills and knowledge to trainees of their programs. Specific responsibilities include:
Major Duties/Responsibilities:Identify training curricula and tools for other project components, focusing on free and massively open online courses that could be integrated into the project’s employability portal online database and be used in classroom training.Identify specific training resources to train the TOT trainers in their perspective disciplines.
Provide day-to-day supervision of TOT training programs to make sure the training is going based on the plan and all necessary preparation and facilities are completed.Coordinate with the Catchment Brokers to identify training needs and develop programs for project partners.Conduct regular assessments of partner training of trainer needs.Prepare quarterly TOT plan for the capacity building of the partners.Define standard formats and checklists to be used by project staff and consultant trainers in preparing TOT modules.Provide methodological support to technical units in the conception, design, and execution of TOT training programs.Design and carry out procedures to monitor and evaluate TOT and participant training being carried out by partner organizations.
Ensure quality control in the preparation of TOT materials and during training rollouts; and in particular attend training events on an occasional basis to make a first-hand assessment of the performance of training providers (project staff, consultants, subcontractors, TOT recipients).Oversee the development of directories and guides related to the project’s available curricula. Provide technical assistance as needed conducting external TOT training exercises; and in particular provide technical assistance in preparing Terms of Reference and hiring of external trainers consultants, as well as evaluation of their performance.Work with Monitoring & Evaluation to help train field personnel and consultants to carryout surveys to collect required data.Participate in the preparation of the training component of the Annual Work Plan, and in the preparation of progress reports.Participate in internal coordination meetings with technical staff.Assist M&E in updating the USAID TraiNet on a bi-weekly basis based on accurate data that should be collected from different related sources.Any other task/s assigned by your supervisor.
Required Experience/Skills: Typically requires 8+ years of work experience in, with at least 5 years of experience in TOT training program development, implementation, and supervision.Masters degree is required.
Proven experience in training design, curriculum development and materials development.Extensive experience in and knowledge of adult learning methodologies, facilitation of learning processes and presentation of training programs.Knowledge of training needs in key local industries.Proficiency with database management software and on-line search tools required.Evidence of successful project and personnel management.Evidence of skills in working as part of a team, meeting deadlines, and consistent and steady performance in a fast-paced and high profile environment.Interdisciplinary thinking.Language: Proficiency in English; Arabic preferred.
