Ukraine: Senior Technical Advisor - Supply Chain Management

OVERALL RESPONSIBILITIES

The goal of the Systems for Improved Access to Pharmaceuticals and Services (SIAPS) Program in Ukraine is to improve the health outcomes in Ukraine, particularly those related to TB and HIV/AIDS, through improved access to and use of essential medicines.

The Senior Technical Advisor for Supply Chain Management (STA-SCM) is the lead technical specialist responsible for the planning, implementation and evaluation of all SIAPS supply chain activities especially as they relate to the Ukraine HIV/ AIDS and Tuberculosis (TB) programs. He or she works closely with the Country Project Director and the SCM Team of Technical Advisors, local partners and stakeholders for the development and implementation of supply chain policies and procedures in support to adequate medicine quantification, procurement, warehousing, inventory management, ordering/issuing and distribution.

The STA-SCM provides technical leadership and direction for the development and implementation of innovative strategies and activities to support the strengthening of supply management systems in Ukraine. The STA-SCM works with other SIAPS staff for the development and deployment of appropriate logistics management information systems that support the planning and monitoring of supply chain operations. He or she supports supply chain capacity building efforts and ensures that systems and processes are in place to assure the continuous availability of key program commodities. The STA-SCM ensures activities are based on the annual USAID-approved SIAPS work plan.

The ideal candidate will have technical expertise and prior experience in one or more of the key project results areas. Proven senior technical leadership experience desirable.

SPECIFIC RESPONSIBILITIES

  1. Assist the Country Project Director in the development of SIAPS work plans and budgets as they relate to supply chain activities. Provide input into updating and implementing the annual work plan and budget, as necessary.

  2. Provide technical assistance to the MOH and local partners for the quantification of TB HIV/AIDS products and other key commodities including the establishment of appropriate forecasting and supply planning mechanism and information systems to assure availability of data necessary for adequate quantification.

  3. Collaborate with the MOH and local partners to assure that effective and efficient warehousing and distribution systems are in place for HIV/AIDS and TB medicines and other key commodities.

  4. Participate in identifying and prioritizing capacity development activities for strengthening national and regional level pharmaceutical supply chains, and building expertise in monitoring and supervision in collaboration with the MOH and other relevant team members and partners. Develop and implement appropriate training and supervision programs.

  5. Provide technical assistance to the PSM Working Group, or other appropriate entities, on PSM issues, including drug product quantification, procurement, and distribution.

  6. Represent the SIAPS program at various technical meetings with other cooperating agencies, collaborating partners, senior government officials and/or donor agencies in matters related to supply chain.

  7. Provide technical assistance to assess current HIV/AIDS and TB pharmaceutical management practices, and develop action plans and recommendations to address priority issues to improve effectiveness of related supply chain.

  8. Provide TA to develop standard operating procedures (SOPs) for inventory management and other aspects of supply chain management that will assure the availability and quality of medicines and other commodities.

  9. Along with the STA – Rational Drug Use, develop and implement a comprehensive approach for ensuring the quality of the TB and HIV/AIDS commodities and the procedures used.

  10. Ensure adequate support to the country program including representation of SIAPS on supply chain matters, timely delivery of quality products, and the achievement of targets in a timely fashion, within designated budget. Contribute, as requested, to quarterly and ad hoc reporting to SIAPS, USAID, the Ukrainian MOH or other relevant agencies.

  11. Provide supervision to other SCM team members, and be held accountable for their performance management (including regular results, check-ins, formal appraisals, supportive supervision, rewards, training, coaching and career development support).

  12. Monitor and document progress of activities toward achieving results of supply chain activities of the approved SIAPS work plan, by taking baseline and periodic measurements of indicators.

  13. Participate in the development of regular quarterly and semi-annual reports on work plan activities for the SIAPS, USAID/Ukraine, and in any other reporting requirements for the SIAPS Ukraine program as needed. The STA is also expected to draft regular activity progress reports, closely monitor activities assigned to them and to meet results and budget targets.

  14. Produce any other ad hoc reports or updates on progress of activities, as required or requested by USAID.

  15. Make regular presentations of results and progress to stakeholders. Participate and make representations on relevant program work in technical meetings as needed.

  16. Facilitate work of external consultants as required.

  17. Undertake other relevant activities as requested by the Country Program Director.

QUALIFICATIONS

  1. Advanced degree in supply chain management, pharmacy, medicine, logistics, business management or related field with background in public health.

  2. At least seven (7) years progressively responsible experience in supply chain management/logistics at the policy level with advanced knowledge of logistics techniques and applications including quantification tools.

  3. Familiarity with public health, TB, and HIV/AIDS programming, data collection, analysis and presentation.

  4. Experience working with MOH and national level organizations.

  5. Knowledge of international commodity procurement systems and procedures.

  6. Strong project management and communication skills required.

  7. Previous experience in developing training materials and the delivery of training sessions.

  8. Excellent written and oral communications skills.

  9. Fluency in spoken and written English and Ukrainian; knowledge of Russian is helpful.

  10. Strong organizational skills and ability to work in a team-oriented environment.

  11. Excellent interpersonal skills and demonstrated ability to interact professionally with culturally and linguistically diverse staff, clients and consultants, sound judgment and communication skills.

  12. Demonstrated computer skills in Microsoft Office Suite applications, including Word, Excel, PowerPoint, and Outlook; knowledge of appropriate methods for data analysis and reporting.

  13. Ability to handle multiple tasks simultaneously, set priorities, and work independently.

  14. Experience working with USAID-funded programs highly desirable.

  15. Willingness and ability to travel within Ukraine as needed.

Ethiopia: Technical Advisor, Neglected Tropical Diseases

CARE Ethiopia seeks a Technical Advisor for Neglected Tropical Diseases to support an upcoming, USAID/Ethiopia-funded, project that will use an integrated WASH approach to address the burden of five to seven highly-prevalent neglected tropical diseases on vulnerable populations across the country.

The effort is expected to further goals and objectives of current Mission programming to eradicate lymphatic filariasis, schistosomiasis, onchocerciasis, blinding trachoma, and three soil-transmitted helminthes (hookworm, roundworm, and whipworm) that disproportionally affect poor communities with a lack of access to clean water and high rates of exposure to disease vectors. By ensuring alignment with current implementing partners of USAID’s flagship Neglected Tropical Disease Control Program, CARE plans to continue reaching the most marginalized in the country’s designated focus areas: Afar, Amhara, Benishangul-Gumuz, Oromia, SNNPR, Somali, and Tigray, among other regions.

Working through woreda steering committees, CARE presently targets activities at the zonal level in conjunction with water, health, education, environmental protection partners. Using evidence-based approaches, including the SAFE strategy for trachoma, the project will implement strategies around water access and supply, sanitation, and school- and houshold-level hygiene. Illustrative project activities include conducting extensive mapping of water resources; developing project strategies based on maps that overlay trachoma, schistosomaisis, and soil-transmitted helminthiasis; collaborating with local government to improve community-managed water supply systems; expanding and deepening household latrine access and solid-waste management; implementing a school-led total sanitation approach; effecting (rolling-out) behavior change communication campaigns, while leveraging local media; and creating manuals and training local WASH champions for sustainable project results. Through these and other activities, CARE will work through existing policy mechanisms, and local fora, movements, and groups, to gather data, develop and implement project activities, report impacts, and disseminate findings and best practices.

The successful candidate will contribute expertise on dracunculiasis/Guinea worm, trachoma, lymphatic filariasis, onchocerciasis/river blindness, schistosomiasis, soil-transmitted helminths, or other disease control. The Advisor is expected to interact effectively with government and partner stakeholders on NTDs.

Background:

LACRO country programs make approximately 40 submissions per year to external donors. In FY 2013,the combined value of these submissions was $156 million, in agriculture, water, food security, disaster risk reduction, water, urban programming, peacebuilding (including youth livelihoods, migration, and workers’ rights), and education. While the US Government is and will likely remain the largest source of public funds in the region, LACRO growth efforts will seek to maintain and grow its diverse portfolio of donors that include other public donors, UN bodies, foundations, and private companies.

The 2010-2020 CRS/LACRO strategy prioritizes “signature” and “emerging” programming sectors in which LACRO is, or has the earnest potential to be, a recognized leader, demonstrating specific technical capacity, innovation, learning, scale and influence in sector policies and programs. These areas are: emergency response and preparedness (DRR), agriculture (agroenterprise), water (integrated water resource management), peace & justice (migration and trafficking, youth and employment, and workers’ rights), and microfinance.

LACRO growth decisions and investments (human and financial) will be guided by these strategic programming priorities. LACRO growth functions encompass the three phases of the Business Development Cycle: 1) Pre-positioning; 2) Pursuit of Opportunities; and 3) Leveraging of Results. The Proposal Development Specialist will primarily focus on capture planning (part of Phase 1) and proposal planning and development (Phase 2), while the LACRO Growth Manager will be primarily responsible for the other components of the cycle, with both positions reinforcing and back-stopping the efforts of the other.

The Proposal Development Specialist will therefore have the opportunity to spearhead a number of improvements in the quality of capture planning and proposal development in the region. These include improved forecasting and positioning of CRS in the marketplace, increasing the number and diversity of actors that CRS brings to the table in solving development issues (Cross Sector Engagement), and the introduction of new tools and best practices in proposal design and development.

Primary Function:

Under the direct supervision of the LACRO Growth Manager, the RTA Proposal Development Specialist will take the lead on supporting all activities related to the identification and tracking of opportunities through the capture planning stages and into final proposal production. The emphasis will be on ensuring the development of high quality proposals for the right opportunities, shepherding resources to support both technical quality and streamlined, effective proposal development. This includes providing surge capacity for technical and non-technical writing and other proposal development needs. The Proposal Development Specialist will build capacity of country program and partner staff, as appropriate, in proposal development and the introduction of new tools and best practices in coordination with agency-wide efforts from the Business Development community of practice.

Job Responsibility:

· Coordinate regional involvement in the Proposal Development and Approval Process, including coordination of regional reviews, BD (non-financial) review of project budgets, and coordination of HQ support and TDYs as needed.

United States of America: Technical Advisor III: Senior Health Advisor

The Global Health Fellows Program (GHFP-II) is a five year cooperative agreement implemented and managed by the Public Health Institute in partnership with Global Health Corps, GlobeMed, Management Systems International and PYXERA Global. GHFP-II is supported by the US Agency for International Development (USAID).

GHFP-II’s goal is to improve the effectiveness of USAID health programs by addressing the Agency’s immediate and emerging human capacity needs. The program seeks to accomplish this goal first through the recruitment, placement and support of diverse health professionals at the junior, mid and senior levels. These program participants include fellows, interns, corporate volunteers and Foreign Service National professionals. The program then provides substantial performance management and career development support to participants, including annual working planning assistance, and ensures that professional development opportunities are available.

Looking to the future, GHFP-II also seeks to establish a pool of highly-qualified global health professionals that will ensure the Agency’s ongoing technical leadership and effectiveness. This objective is supported by an extensive outreach program that brings global health opportunities and specialized career advice to a diverse range of interested individuals, with a particular focus on those underrepresented in the field of global health.

BACKGROUND:

The Office of Sustainable Development (SD) in the Bureau for Africa (AFR) provides: strategic guidance and intellectual leadership to AFR; conducts economic, social and political analyses critical to the development of AFR policies, strategies, budgets and activities; manages and/or coordinates three Presidential and two Agency Initiatives; and provides technical services to AFR's field missions. In carrying out these functions, SD serves as the Bureau's principal liaison with African and international partners, US Government (USG) sister agencies, the private sector, universities, and the Private Voluntary Organization (PVO)/Non-governmental Organization (NGO) community.

AFR/SD's Health Division has an annual budget of approximately $15 million, which includes the management of activities that support African capacity development and improving the quality, availability and access to health services for Africa's most vulnerable populations. The Division works across all health sectors, including maternal and child health (MCH), reproductive health, health systems strengthening (HSS), and infectious diseases such as malaria, tuberculosis, and HIV/AIDS. The Health Division works in close collaboration with other USAID Pillar Bureaus, including the Bureau for Global Health (GH) and the Bureau for Democracy, Conflict and Humanitarian Assistance, in activities such as coordinating strategic and technical support to USAID missions, program reviews and assessments, and staff development. It also works closely with African and donor partners such as the World Health Organization's Africa Regional Office, the World Bank and UNICEF.

One of the presidential initiatives that AFR is tasked with managing is the President’s Malaria Initiative (PMI). PMI was launched in June 2005 as a 5-year, $1.2 billion initiative to: a) rapidly scale up malaria prevention and treatment interventions and; b) reduce malaria related mortality by 50% in 15 high-burden countries in sub-Saharan Africa. With passage of the 2008 Lantos-Hyde Act, funding for PMI was extended and, as part of the GHI, the goal of PMI was adjusted to reduce malaria related mortality by 70% in the original 15 countries by the end of 2015.

INTRODUCTION:

The Senior Health Advisor (Senior Advisor) will be based in the Health Division of AFR/SD and will serve as a principal member of the core team supporting PMI in USAID and the PMI inter-agency working group. S/he will also provide strategic guidance to the AFR, missions and PMI staff assigned to AFR. The Senior Advisor will also provide technical oversight and strategic guidance to the malaria and MCH portfolio in AFR, including managing relevant activities and helping to integrate child survival, malaria and other infectious disease programs.

ROLES AND RESPONSIBILITIES:

The primary responsibilities of the Senior Health Advisor include:

  1. In coordination with the other AFR Health Team members, serving as a PMI Health Team liaison with GH and other USG counterparts:

· Collaborating closely with colleagues from the GH and other USG agencies on malaria issues fundamentally important to the African context, including participating in strategic policy meetings.

· Assessing country-specific malaria data, activities and plans, and collaborating with the Ministry of Health and other partner organizations to design national strategies that reach a high percentage of the most vulnerable populations with effective and comprehensive interventions ensuring rapid implementation of large scale interventions in PMI designated countries.

· Monitoring program initiatives throughout the region, their relationship to sectoral development constraints, and advising field missions and USAID/Washington on courses of action.

· Participating and supporting country and regional project/program assessments and evaluations, including Malaria Operational Planning visits.

· Directing field missions and grantee organizations in the application of Bureau priorities and strategies and providing them with assistance, guidance, and literature.

· Consulting with internal and external organizations on “best-practices” within malaria and MCH interventions and participating in the development of strategies, plans, and program guidance.

  1. Serving as a technical point of contact for malaria and MCH in the Africa Bureau:

· In conjunction with other AFR Health Team members, including two Malaria Advisors and two MCH Advisors, providing technical oversight and strategic guidance to the malaria and MCH portfolio in the Africa Bureau.

· Maintaining current knowledge of policy, frameworks, research and news on malaria and MCH in Africa.

· Reviewing and analyzing regional and country data, in collaboration with various analytic units and developing strategies for translating data into actionable interventions.

· Participating in consultations and working groups with colleagues from across USAID and the USG on new malaria and MCH activities, requests and initiatives that impact USAID missions in Africa.

· Engaging with technical and senior staff within USAID, including Mission Directors, Health and Human Services, other agencies in the USG, WHO, UNICEF, World Bank and other UN agencies and bilateral organizations.

· Representing AFR interests to senior level and other host government officials and working closely with African regional and sub-regional organizations to promote African leadership, capacity building and improved coordination in Africa.

· Participating in relevant international meetings and conferences.

  1. Assisting in strategic planning, communication and reporting within AFR/SD:

· Contributing to malaria and MCH-related planning and reporting requirements.

· Developing briefers and/or other communication materials to describe activities and results of USAID’s malaria and MCH programs related to HSS, gender equality and community based interventions.

· Assisting in the development and presentation of African mission portfolio reviews for senior management.

· Assisting in formulating responses to congressional inquiries or requests.

  1. Providing support to USAID’s missions in Africa and strengthening and maintaining the country support system:

The LMG Project’s objective is to support health systems strengthening by addressing the gap in leadership, management and governance capacity of policy makers, health care providers and program managers to implement quality health services at all levels of the health system.

The President’s Malaria Initiative will provide direct technical assistance to the Programme National Intégré de Lutte contre le Paludisme(PNILP) through LMG/Burundi to reinforce leadership, management and governance capacities to improve the coordinated national efforts in the fight against malaria. The PNILP works with national partners in Burundi to support malaria interventions and develop national policies and norms for the fight against malaria. While the PNILP is not a Principal Recipient of the Global Fund malaria grant in Burundi, the program’s role in coordination with Global Fund recipients and local stakeholders and partners necessitates a clear understanding of Global Fund directives so that the PNILP can successfully support implementing partners. Under the Global Fund New Funding Model, it is expected that PNILP will receive some minimal amounts of funding that will require high-level financial management to ensure the efficient and effective use of funds.

OVERALL RESPONSBILITIES:

The Senior Technical Advisor, Malaria Program/Global Fund Liaison position is designed to provide technical assistance to the country, specifically to the PNILP, to improve the management, implementation and coordination of malaria activities. The incumbent will be placed at the PNILP and will provide leadership and management support to the PNILP Program Coordinator. S/he will assist the Malaria Coordinator in planning, monitoring and coordinating activities, policies, and improving the programmatic and financial management capacity of the PNILP.

The incumbent will work in collaboration with the USAID/Burundi Mission Team to ensure that up-to-date and strategic information on malaria activities are shared and disseminated among donors for prompt and appropriate decision making.

The work involves complex and interrelated processes. The political environment requires a high degree of sensitivity and diplomacy in supporting the PNILP, establishing dialogue with stakeholders, and developing activities to prevent and treat malaria. The incumbent will require a depth of expertise that will allow her/him to provide leadership and management in malaria-related issues and programs, including the capability to identify and systematize otherwise diffuse issues.

SPECIFIC RESPONSBILITIES:

  1. The Senior Technical Advisor, Malaria Program/Global Fund Liaison, provides professional leadership support to the PNILP for the achievement of objectives set forth in its strategic plan. The principal task of the incumbent is to provide overall management, technical guidance and leadership to the PNILP team around national policies and strategies and support to the Global Fund supported grants.
  2. Assist the PNILP and the Ministry of Health with initiating and conducting policy dialogue between the Global Fund Portfolio Manager and country team to troubleshoot as necessary to facilitate implementation of existing grants and development of Concept Note for new grants under the Global Fund New Funding Model.
  3. Be a full member of the RBM in country partnership and participate in all quarterly coordination meetings.
  4. Collaborate with senior staff of the PNILP, implementing partners, and other partners, such as WHO, UNICEF, World Bank, and NGOs to identify malaria control intervention gaps in Burundi, consistent with the malaria control coverage needs identified by the Burundi malaria strategic plan 2013-17 PNILP.
  5. Assist the PNILP with advocacy for resource mobilization for malaria control from new potential partners including the private sector, international NGOs.
  6. Provide targeted technical assistance to the PNILP to enhance financial management systems and processes for managing funds accountably and effectively.
  7. Work with the PNILP and other appropriate partners to ensure full accountability and value for the resources provided for PNILP functioning.
  8. Communicate on a regular basis and work jointly with other malaria stakeholders including the private sector and ensure that malaria activities are being implemented in coordination with and complementary to other USG health support, close coordination with USAID/ Burundi malaria technical advisor, other malaria donors (UNICEF, WHO and the Global Fund, Department of Defense) as required.
  9. Assist the PNILP in developing plans to for future Global Fund concept notes. This includes providing managerial support to the PNILP leadership to brainstorm and identify technical interventions to be covered by future funding from the Global Fund.

This incumbent is not expected to play any supervisory role at the PNILP. S/He will receive administrative supervision from the LMG/Burundi support team with technical supervision from the USAID/ Burundi Malaria Technical Advisor and the PNILP Director, who will contribute to her/his evaluation.

QUALIFICATIONS:

  1. Advanced degree (Masters, PhD, or MD) in a health-related field or management field required. Specialized experience in malaria is not required, but preferred.
  2. At least ten years of experience in progressively responsible experience in designing, implementing and managing malaria and other health programs in developing countries, with a preference given to candidates with African experience.
  3. Demonstrated experience managing successful teams comprised of experienced professionals.
  4. Demonstrated technical leadership, program management, strategic planning, policy experience and problem solving skills working on complex projects in a highly sensitive environment are required.
  5. Experience with USAID-funded public health programs preferred; demonstrated technical capacity in financial management required.
  6. At least five years of experience with or good knowledge of Global Fund operating procedures and financial management processes (proposal development and submission, monitoring and evaluation, PSM plan and reporting).

The political environment requires a high degree of sensitivity and diplomacy in supporting the PNILP, establishing dialogue with stakeholders, and developing activities to prevent and treat malaria. The incumbent will require a depth of expertise that will allow her/him to provide leadership and management in malaria-related issues and programs, including the capability to identify and systematize otherwise diffuse issues.

SPECIFIC RESPONSBILITIES:

  1. The Senior Technical Advisor, Malaria Program/Global Fund Liaison, provides professional leadership support to the PNILP for the achievement of objectives set forth in its strategic plan. The principal task of the incumbent is to provide overall management, technical guidance and leadership to the PNILP team around national policies and strategies and support to the Global Fund supported grants.
  2. Assist the PNILP and the Ministry of Health with initiating and conducting policy dialogue between the Global Fund Portfolio Manager and country team to troubleshoot as necessary to facilitate implementation of existing grants and development of Concept Note for new grants under the Global Fund New Funding Model.
  3. Be a full member of the RBM in country partnership and participate in all quarterly coordination meetings.
  4. Collaborate with senior staff of the PNILP, implementing partners, and other partners, such as WHO, UNICEF, World Bank, and NGOs to identify malaria control intervention gaps in Burundi, consistent with the malaria control coverage needs identified by the Burundi malaria strategic plan 2013-17 PNILP.
  5. Assist the PNILP with advocacy for resource mobilization for malaria control from new potential partners including the private sector, international NGOs.
  6. Provide targeted technical assistance to the PNILP to enhance financial management systems and processes for managing funds accountably and effectively.
  7. Work with the PNILP and other appropriate partners to ensure full accountability and value for the resources provided for PNILP functioning.
  8. Communicate on a regular basis and work jointly with other malaria stakeholders including the private sector and ensure that malaria activities are being implemented in coordination with and complementary to other USG health support, close coordination with USAID/ Burundi malaria technical advisor, other malaria donors (UNICEF, WHO and the Global Fund, Department of Defense) as required.
  9. Assist the PNILP in developing plans to for future Global Fund concept notes. This includes providing managerial support to the PNILP leadership to brainstorm and identify technical interventions to be covered by future funding from the Global Fund.

This incumbent is not expected to play any supervisory role at the PNILP. S/He will receive administrative supervision from the LMG/Burundi support team with technical supervision from the USAID/ Burundi Malaria Technical Advisor and the PNILP Director, who will contribute to her/his evaluation.

QUALIFICATIONS:

  1. Advanced degree (Masters, PhD, or MD) in a health-related field or management field required. Specialized experience in malaria is not required, but preferred.
  2. At least ten years of experience in progressively responsible experience in designing, implementing and managing malaria and other health programs in developing countries, with a preference given to candidates with African experience.
  3. Demonstrated experience managing successful teams comprised of experienced professionals.
  4. Demonstrated technical leadership, program management, strategic planning, policy experience and problem solving skills working on complex projects in a highly sensitive environment are required.
  5. Experience with USAID-funded public health programs preferred; demonstrated technical capacity in financial management required.
  6. At least five years of experience with or good knowledge of Global Fund operating procedures and financial management processes (proposal development and submission, monitoring and evaluation, PSM plan and reporting).
