Years of conflict have damaged Afghanistan’s economic, political, physical, social and institutional structures. Reconstruction demands a secure environment in which there is credible leadership and enforced rule of law. Strong, legitimate and effective public administration structures, responsive to the needs of ordinary citizens - including the poor – are a precursor to any sustainable development. To this end, our client supports Afghan electoral institutions so that they can become more effective vehicles for development.

Our client’s Enhancing Legal and Electoral Capacity for Tomorrow (ELECT) project- phase I (2006 – 2011) provided technical and operational assistance to Afghan electoral bodies throughout the 2009 Presidential and provincial council elections and 2010 parliamentary elections.

ELECT II which commenced January 2012 was conceived as a targeted and focused project providing a support and advisory role, with a particular focus on institutional strengthening and capacity development during the inter-election period. In line with the process of transition or Afghanisation, as articulated in the Kabul Conference in July 2010, the number of international staff was significantly reduced from previous years.

As the result of a project Mid-term Review and a UN Needs Assessment Mission, the ELECT II project has been extended beyond its original end date of December 2013 until December 2015, and the project objectives have been revised to now include direct electoral assistance for the conduct of the 2014 Presidential and Provincial Council Elections and the 2015 Parliamentary elections.

The overall objective of ELECT II is to support the national electoral institutions to plan and conduct credible elections, most immediately the 2014 Presidential and Provincial Council elections and the 2015 Parliamentary elections, and to better ensure the integrity of the process. Continuing long-term assistance through support to capacity building of national electoral authorities beyond 2010 is in accordance with Security Council Resolution 2096 (2013).This assistance is closely coordinated with UNAMA, UN Department for Peacekeeping Operations (DPKO) and UN Electoral Assistance Division (EAD).This is being accomplished through seven focused outputs:

Output 1: Output 1 - Sustainability of the IEC is enhanced via both its institutional and staff capacity development. Output 2: A sustainable, long-term approach to voter registration in Afghanistan, which also promotes maximum participation of eligible citizens in the 2014 and 2015 elections, is developed and implemented.Output 3: The IEC’s engagement and informational outreach with key stakeholders, including the electorate, is enhanced.Output 4: The IEC’s operational management functions, and the project support services, are strengthened. Output 5: The conduct of key electoral operations for the 2014 and 2015 elections by the IEC is improved. Output 6: The electoral dispute resolution mechanism is enhanced. Output 7: The media regulatory mechanism for the electoral process is enhanced.

As part of the capacity building efforts ELECT in cooperation with the IEC in 2012 has commenced the implementation of a plan to construct IEC field offices and ware houses in selected provinces as well as to upgrade the security parameters of the IEC HQ and the provincial offices.

GENERAL FUNCTIONS

In the execution of these duties and responsibilities the Design & Construction Coordinator Consultant will report to the Senior Technical Advisor for the UNDP/ELECT project. S/he will work with a team of qualified and experienced national engineers in all the disciplines necessary to complete the above design work which will form the ELECT Design & Construction Unit (DCU).

Summary of key functions: 1. Conduct a consultation process to assess needs 2. Design of provincial offices and warehouses; 3. Assist with tendering process; 4. Assist IEC with construction oversight

The Design & Construction Coordinator Consultant is required to conduct the following during the course of his duties.

  1. Consultation process The consultant will be requested to conduct a needs assessment in consultation with the client (IEC) to understand and receive a complete design brief including all requirements in terms of ventilation, lighting, spatial condition, materials, security etc. In order to quantify the design requirements, several meetings will be conducted to gather information and review the different design options. A final decision in terms of architectural layout, structural design and estimate cost will be taken by all concerned parties. This consultation process must include the following: • Receive initial briefing from the IEC and ELECT, and collect all the data, information, guidance and orientation available. • Visit selected sites (including Kabul) and collect data required for execution of the offices and warehouse design and general works specifications, including the verification of the site selection if possible and making changes in the layout and orientation if necessary. • Concurrently with this consultation process the IEC shall assign the responsibility of the land survey and soil investigations of the site to a local qualified engineering firm. The development of all technical information by the consultant is conditioned by the results of those tests; without these inputs the consultant should not proceed with the work besides a basic template design.

  2. Design of provincial offices, warehouses and security parameters: The design is expected to be a template to be applied to different provinces and while subsequent soil tests etc. may bring changes, it should be flexible enough to be implemented with minimal alterations. The office and warehouse design needs to have two size variations based on province size. In addition design shall be provided for security upgrades of office compounds.Based on the existing information, the land survey, the soil investigation, the IEC standard drawings, he/she will prepare and submit a for approval, by all concerned parties, all architectural, structural and service drawings as detailed here below: • Master Plan to fit into an A1 sheet. • Lay out plan to fit into an A1 sheet. • Complete set of Architectural Drawings (scale 1:100) including plans for each floor, sections detail drawings (1:50 or 1:20) as needed and elevation for each façade. • Complete set of structural drawings (same scale as for Architectural drawings). • Complete set of service drawings consisting of: • Plumbing drawings. • Drainage drawings. • Rain water harvesting drawings. • Electrical drawing. • Lightening protection drawings • Any other drawings as required.

• The design must be according to the standard engineering practices and codes. a. FIDIC Standard Construction Contracts b. Afghanistan Construction Standards • The design should comply with local construction technology and material available. • The design should be in line with the earthquake guidelines parameters. • The design should satisfy the need as briefed and should be in line with existing topographic and pedestrian route arrangements (if a site visit is not possible then satellite imagery, site photos and topographical maps will be provided). • The design should be economical and should have cost effective construction techniques. • A maintenance plan shall be provided to IEC/ELECT which will be handed over to the government and should be according to the capacity of the local community skills and potentials.

The Design & Construction Coordinator Consultant will advise the project management on the DCU towards the above ends.

  1. Assist with Tendering process: • Preparation of a detailed specification for all the material used in the design or required for the construction. This is to be done through the preparation of a Request for Quotation (RFQ), or an Invitation to Bid (ITB), in line with UNDP and IEC government requirements. A scope of Works (SoW) and Bill of Quantities (BoQ) is expected to be developed as part of the RFQ or ITB. • Once the results from the above have been received and the technical part finalized the consultant will support UNDP and IEC procurement. More specifically he/she will provide inputs during the tender and award processes especially in the pre-tendering meetings with contractors and as a member of the Tender Evaluation Committee.

  2. Assist IEC with construction oversight: • Utilize the services of the DCU engineers to augment the QA/QC team when designs are complete and the emphasis moves towards construction.
    • Coordinate and advice the project management on how to lead the IEC Engineer and his team of QA/QC engineers in construction oversight of the provincial compounds. This will include issues like inspection of construction materials prior to installation, approval of quality and strength tests and results of such tests, quality of construction and finishing, advice and instruction to contractors, measurement of work and approval of contractor interim claims. The ELECT QA/QC engineers and DCU design engineers will accompany the IEC engineers on site visits as and when required

  3. Information and Reporting The Design & Construction Coordinator Consultant will report to ELECT project in close coordination with the IEC and UNDP country office

  4. General • May be required to undertake missions of undetermined duration within Afghanistan, as and when required, in support of the design process including site visits • Any other duties and responsibilities as may be assigned by the CTA Deliverables? ESSENTIAL EXPERIENCE

Education and Experience • Master’s degree in Civil Engineering or equivalent qualification in engineering or related fields. • Minimum of 10 years of engineering experience at appropriate level (15 years’ experience with bachelor degree)• Proven background of vertical structure design• Experience in monitoring and evaluation and preparation of tendering documents• Experience of implementing construction in Afghanistan or other comparable conflict countries• Strong team work spirit• Experience and ability in preparing reports• Prince 2 or equivalent Project Management qualification

LANGUAGES• Fluency in written and spoken English is essential• Knowledge of Dari or Pashto languages is an asset

Haiti: Construction Coordinator

ASB has been working in Haiti since January 2010, with its efforts concentrated in the towns Petit Goave and Grand Goave, ASB is committed to an approach that seeks to link Relief, Rehabilitation and Development with a special focus on victims of the earthquake. Moving forward, ASB will expand its involvement in DRR to encompass a wide range of activities that are divided into five main interrelated areas:

1) The construction of six disaster resistant schools in order to ensure the safety of students in the event of a disaster and provide emergency shelter for the population of the catchment area.
2) The upgrade of particularly vulnerable sections of rural roads (about 8 km) to ensure that the roads remain passable in case of natural disasters.
3) Basic skills training in safe construction practices to ensure all aspects of resilience in terms of (re-) construction of houses and social infrastructure are applied.
4) Building on ASB past successes, 250 primary schools in the school district Petit / Grand-Goave will receive disaster preparedness refresher lessons through regular trainings and other extracurricular activities.
5) The establishment of school gardens in 12 selected schools. Parents and students will be introduced to new crops and methods of food preservation.

Reporting to the Country Director and the Program Manager, the Construction Coordinator will direct, manage, supervise, and coordinate the activities of all ASB-Haiti’s community infrastructure initiatives. S/he has oversight over projects led by the Program Manager and follows the overall development, implementation, scale-up, monitoring and reporting activities of construction projects. S/he will provide professional and technical assistance to the Program Manager on all engineering & construction issues and will coordinate assigned activities with other divisions, departments, and outside agencies. The Construction Coordinator will work closely with the Program Manager to effectively manage relationships with a variety of stakeholders including external partners and vendors. S/he will be responsible for timeliness and meeting requirements of deliverables within the scope of all infrastructure projects; including the construction of six primary schools, approximately 8KM of rural road construction / rehabilitation as well as assist in the training of 60 trainers of “Safe Construction Practices”.

Chad: Délégué construction – H/F – Ati - TCHAD

Contexte du poste

La Croix Rouge du Tchad (CRT) et la Croix-Rouge française (CRf) sont en relation depuis les années 70, et travaillent en partenariat au Tchad de manière permanente depuis 1998. La CRf s’est impliquée à travers ce partenariat sur la ville de Moundou (sud du pays) depuis novembre 2004 dans le domaine de l’eau, de l’assainissement, de l’hygiène, et depuis 2010 dans le Sahel (région du Batha) afin de répondre à la crise nutritionnelle en premier lieu.

En 2013, la CRf mène en partenariat étroit avec la CRT les projets suivants :

• Un projet Eau et Assainissement dans les régions du Logone Occidental et du Mandoul financé par l’Union Européenne. Ce projet comporte un volet eau, un volet assainissement et un volet sensibilisation à l’hygiène, et cible 19 villages et un quartier périphérique de la ville de Moundou.

• Un projet intitulé « Prise en charge de la malnutrition aiguë globale et renforcement des structures de santé dans la région du Batha ».

• Un projet intitulé « Amélioration de la sécurité alimentaire par la consolidation du dispositif d’information au niveau local et le renforcement des capacités des organisations rurales du District d’Ati ».

• Un projet intitulé « Amélioration de la santé maternelle et néo-natale » dans 4 pays du Sahel dont le Tchad dans la région du Batha

Contexte général

Le Tchad fait partie des pays les moins avancés (PMA). Son indice de développement humain très faible (170ème / 175, selon le PNUD en 2007) le classe parmi les huit pays les plus pauvres du monde. C’est un pays très vaste, (1 284 000 km2, cinquième pays en taille d’Afrique continentale), mais très peu peuplé. Il présente une économie fragile, un fort endettement, et des indicateurs sanitaires et humains très faibles.

Le Tchad est classé avant-dernier en ce qui concerne l’accès à des installations sanitaires de qualité (8% de la population) et à une source d’eau de qualité (34%). Le Schéma Directeur de l’Eau et de l’Assainissement, adopté en 2003, indique comme priorité l’amélioration des conditions de vie et de santé des populations par un accès étendu à l’eau potable et à l’assainissement de base et par l’éducation et l’information des populations.

Relations avec la Croix-Rouge du Tchad (CRT) :

Depuis 2010 la CRf est fortement impliquée dans le développement du département de formation 1er secours de la CRT, nutrition, santé communautaire (y compris Eau-Hygiène-Assainissement) et sécurité alimentaire. La coopération avec la CRT est très étroite et avancée tant au niveau régional qu’au niveau national (système d’homologues). Un atelier de coopération s’est tenu en Octobre 2012 et doit être réitéré en fin d’année 2013.

Aperçu des programmes dans la région du Batha :

  1. Prise en charge de la malnutrition aiguë

Afin de répondre à la situation de crise nutritionnelle que connait la région du Sahel et plus particulièrement le Tchad, la CRF a développé un programme de prise en charge de la malnutrition aiguë intégré au sein des structures sanitaires (31 centres de santé et 3 hôpitaux) des districts d’Ati, Oum Hadjer et depuis juin 2013 à Yao (région du Batha). Cette intervention a pour objectifs de prendre en charge les cas de malnutrition aiguë modéré/sévère et autres pathologies de santé primaire avec l’assistance technique CRf en support à la Croix- Rouge du Tchad et à la délégation régionale sanitaire. Dans le cadre de ce projet, le délégué sera amené a encadré l’aménagement des Centre de Santé afin d’y garantir un meilleur accès à l’eau et à l’assainissement pour les populations bénéficiaires.

  1. Sécurité alimentaire

Le programme « Amélioration de la sécurité alimentaire par la consolidation du dispositif d’information au niveau local et le renforcement des capacités des organisations rurales du District d’Ati » a pour objectif spécifique d’augmenter lasécurité alimentaire par la mise en place de systèmes locaux autonomes de collecte d'informations et par le renforcement des capacités de service des organisations rurales.

  1. Amélioration de la santé maternelle et néo-natale

Le projet a démarré avec la prise de fonction du Chef de projet en Août 2012 et prendra fin en avril 2014. Le programme vise à renforcer deux axes principaux, l’offre de soins en santé maternelle (en améliorant la qualité de la prise en charge) et la demande (en sensibilisant les populations et en renforçant leurs connaissances en santé maternelle et néonatale). Il cible les mêmes centres de santé que ceux appuyés par le projet de prise en charge de la malnutrition.Un projet d’appui est également mis en place à partir du mois de septembre afin de compléter l’offre de soin en santé maternelle dans la région du Batha à travers la Prévention de la Transmission du VIH/SIDA de la Mère à l’Enfant.

Ces deux projets sont également mis en place dans trois autres pays de la sous-région (Mauritanie, Mali et Niger) et des rencontres d’échanges seront organisées entre les acteurs des différentes délégations de la CRF concernés par ce projet multi-pays.

Dans le cadre de ces différents projets, le délégué sera amené à travailler sur la construction d’une maternité et du siège du comité départemental de la Croix-Rouge du Tchad d’Oum Hadjer (bâtiment abritant les bureaux et une salle de réunion/formation ainsi qu’un espace dédié au stockage du matériel) sous financement de la Croix-Rouge Hollandaise

Le Poste

Le délégué construction a pour objectif de concevoir, préparer, et suivre les différents chantiers de construction à mener ou en cours dans la sous-délégation du Batha, dans le respect des procédures CRf/bailleurs et en impliquant les autorités compétentes et la CRT.

Le délégué construction assure d’une part la conformité des plans des ouvrages aux normes nationales, la délivrance des autorisations de construction, et d’autre part l’organisation, le lancement et le bon avancement des chantiers par le suivi des contractants. Il gère son équipe locale et est également responsable de la parfaite exécution technique des ouvrages et du suivi des contrats.

- Rehabilitation and restructuring of the intensive pediatric care ward, isolation ward, and neurological department within one building; rehabilitation of the water supply system, sewerage, and heating system.
- Procurement and installation of the medical and non-medical equipment, and if necessary laboratory reagents for the different services for at least one year after installation of the new laboratory equipment.
- Procurement and installation of the cooling, transport and storage equipment for the cold chain for Polio vaccines throughout the country.
- Advice to the MoH

BACKGROUND:For over a decade, CAR has suffered from a multi-faceted crisis marked by chronic poverty, political instability, and violence. In December 2012, the Seleka rebel alliance took control over much of the country and, after a short period of attempted negotiations and peace talks, carried out a coup d’état in late March 2013. Since then, public services, governmental offices, police and military forces, schools, health provisions, and other services have come to a standstill. The planting season was heavily disrupted in a country with 80% of the population involved in agricultural work and protection issues are having a cross-cutting impact on all sectors. As a result, the chronic humanitarian needs facing CAR have become acute in many parts of the country requiring immediate and intensive humanitarian action to respond to the multi-sectoral needs at hand.

Scope of WorkThe Water/Civil Engineer Program Manager will be responsible for overseeing IRC’s construction and rehabilitation activities in Nana Gribizi and Ouham Pende prefectures of CAR. These activities will focus on infrastructures related to economic infrastructure, school facilities, and ground-water systems and rehabilitation. The activities and projects that the position oversees involve both direct implementation and supporting implementation by communities through consulting engineers and contractors. The post, therefore, involves ensuring that design, construction and field supervision are conducted to a high professional standard by IRC employees and the private contractors.

The position reports to the Area Program Coordinator also based in Kaga Bandoro.

Responsibilities

Program management:Supervise the design (directly or contracted) of infrastructures that are adapted to population needs and context and match international and national norms and standards. Mauritania: Construction Specialist

  1. Context

Mauritania has been the largest recipient of refugees from Mali. The arrival of more than 75,000 persons with a majority of women and children has put an extra burden on the already under-developed infrastructure. UNICEF is committed to improve access to basic services for refugees and host population. In order to ensure an appropriate response UNICEF Mauritania is establishing a zone office in Bassiknou.

  1. Purpose of the assignment

Construction activities under UNICEF supervision are increasing in Mauritania. From nil in 2012 the amount dedicated to construction is estimated to roughtly 1.5 million of USD for schools, health centers and premises for a new zone office. An international support is required for project supervision. Supply Division underlined the need to create a construction cell inside Country Offices, to supervise construction process from feasibility study to final hand over.

  1. Main activities and outcomes

The incumbent will work on 5 specific objectives:

Objective 1, Zone office in Bassiknou: ensure launching and follow-up of rehabilitation of UNICEF/WFP new compound in Bassiknou taking into consideration MOSS and MORSS standardsObjective 2, design: produce innovative prototypes in school and health design; design infrastructures and conduct evaluation activities. Supervise service provider’s work in collaboration with relevant ministries.

Objective 3, site assessment: undertake visits to project sites, assess local conditions and resources, and monitor UNICEF inputs. Communicate with local counterparts authorities on project feasibility and effectiveness.

Objective 4, contracting: identify and recommend technical partners and contractors, monitor procurement of supplies and equipment.

Objective 5, financial follow up: evaluate and analyze financial and supply reports to ensure appropriateness of documentation, expenditure are within allotments..

For each construction project, the incumbent will carry out the following tasks:

  • Site surveys, feasibility studies, bill of quantities, cost estimates
  • Selection of design and supervision companies against specific TORs
  • Monitor the preparation of bidding documents, drawings, specifications
  • Monitor bidding process and advise on awards
  • Monitor site follow up by the supervision company

Expected Results:

Detailed monthly situation reports including up-to-date financial break-down and status of expenses will be produced by the incumbent.
All contracts with contractors and companies are established according to UNICEF rules and regulations, financial and administrative circulars, Book G and any other relevant guidelines.
Constructions are done in strict respect of Ministries’ guidelines, Mauritania construction code, UNICEF child friendly schools guidelines and all other relevant guidelines.

Place of work

Based in Nouakchott with frequent travels to project sites.

  1. Supervision, Feedback and Reporting

The incumbent will be based in the Supply Unit in Nouakchott, under the direct supervision of the Operations Manager. As a member of the Supply unit, he will attend the unit meetings and share information on a daily basis.

The incumbent will work in close daily cooperation with the relevant Programme Staff, NGO and the Ministries’ engineers.

Education
