Mauritania: Construction Specialist

- Context
Mauritania has been the largest recipient of refugees from Mali. The arrival of more than 75,000 persons with a majority of women and children has put an extra burden on the already under-developed infrastructure. UNICEF is committed to improve access to basic services for refugees and host population. In order to ensure an appropriate response UNICEF Mauritania is establishing a zone office in Bassiknou.
- Purpose of the assignment
Construction activities under UNICEF supervision are increasing in Mauritania. From nil in 2012 the amount dedicated to construction is estimated to roughtly 1.5 million of USD for schools, health centers and premises for a new zone office. An international support is required for project supervision. Supply Division underlined the need to create a construction cell inside Country Offices, to supervise construction process from feasibility study to final hand over.
- Main activities and outcomes
The incumbent will work on 5 specific objectives:
Objective 1, Zone office in Bassiknou: ensure launching and follow-up of rehabilitation of UNICEF/WFP new compound in Bassiknou taking into consideration MOSS and MORSS standardsObjective 2, design: produce innovative prototypes in school and health design; design infrastructures and conduct evaluation activities. Supervise service provider’s work in collaboration with relevant ministries.
Objective 3, site assessment: undertake visits to project sites, assess local conditions and resources, and monitor UNICEF inputs. Communicate with local counterparts authorities on project feasibility and effectiveness.
Objective 4, contracting: identify and recommend technical partners and contractors, monitor procurement of supplies and equipment.
Objective 5, financial follow up: evaluate and analyze financial and supply reports to ensure appropriateness of documentation, expenditure are within allotments..
For each construction project, the incumbent will carry out the following tasks:
- Site surveys, feasibility studies, bill of quantities, cost estimates
- Selection of design and supervision companies against specific TORs
- Monitor the preparation of bidding documents, drawings, specifications
- Monitor bidding process and advise on awards
- Monitor site follow up by the supervision company
- Monitor payments of contractors and companies
- Proceed to reception and official hand over to government
Expected Results:
Detailed monthly situation reports including up-to-date financial break-down and status of expenses will be produced by the incumbent.
All contracts with contractors and companies are established according to UNICEF rules and regulations, financial and administrative circulars, Book G and any other relevant guidelines.
Constructions are done in strict respect of Ministries’ guidelines, Mauritania construction code, UNICEF child friendly schools guidelines and all other relevant guidelines.
Place of work
Based in Nouakchott with frequent travels to project sites.
- Supervision, Feedback and Reporting
The incumbent will be based in the Supply Unit in Nouakchott, under the direct supervision of the Operations Manager. As a member of the Supply unit, he will attend the unit meetings and share information on a daily basis.
The incumbent will work in close daily cooperation with the relevant Programme Staff, NGO and the Ministries’ engineers.
- Key qualifications and required skills:
Education
Advanced university degree in civil engineering or building construction, or an architect diploma.
6.Work Experience
- Five years of professional work experience in construction with a focus on design, standardization, programme monitoring, some of which would be in development work.
- International work experience in emergency duty station with a security component would be an asset.
- Practical experience with design of technical drawings and editing technical specifications.
- Excellent working knowledge of computers including Autocad software.
- Ability to express clearly and concisely ideas and concepts in written and oral form and to produce reports in a timely manner.
- Ability to work independently as well as with a team in an international, multicultural and interdisciplinary environment and establish harmonious and effective working relationships both within and outside the organization.
- Independent and creative thinking.
- Excellent oral and writing skills in French, good command of English
