Our client supports, in partnership with the Government, the United Nations system, the donor community and other development stakeholders, has contributed to institutional development efforts leading to positive impact on the lives of Afghan citizens.

Over the years Our client support has spanned such milestone efforts as the adoption of the Constitution; Presidential, Parliamentary and Provincial Council elections; institutional development through capacity-building to the legislative, the judicial and executive arms of the state, and key ministries, Government agencies and commissions at the national and subnational levels.

Our client in Afghanistan is committed to the highest standards of transparency and accountability and works in close coordination with the United Nations Mission in Afghanistan (UNAMA) and the UN system as a whole to maximize the impact of its development efforts on the ground.

Years of conflict have damaged Afghanistan’s economic, political, physical, social and institutional structures. Reconstruction demands a secure environment in which there is credible leadership and enforced rule of law. Strong, legitimate and effective public administration structures, responsive to the needs of ordinary citizens - including the poor – are a precursor to any sustainable development. To this end, our client supports Afghan electoral institutions so that they can become more effective vehicles for development.

Our client’s Enhancing Legal and Electoral Capacity for Tomorrow (ELECT) project- phase I (2006 – 2011) provided technical and operational assistance to Afghan electoral bodies throughout the 2009 Presidential and provincial council elections and 2010 parliamentary elections.

ELECT II which commenced January 2012 was conceived as a targeted and focused project providing a support and advisory role, with a particular focus on institutional strengthening and capacity development during the inter-election period. In line with the process of transition or Afghanisation, as articulated in the Kabul Conference in July 2010, the number of international staff was significantly reduced from previous years.

As the result of a project Mid-term Review and a UN Needs Assessment Mission, the ELECT II project has been extended beyond its original end date of December 2013 until December 2015, and the project objectives have been revised to now include direct electoral assistance for the conduct of the 2014 Presidential and Provincial Council Elections and the 2015 Parliamentary elections.

The overall objective of ELECT II is to support the national electoral institutions to plan and conduct credible elections, most immediately the 2014 Presidential and Provincial Council elections and the 2015 Parliamentary elections, and to better ensure the integrity of the process. Continuing long-term assistance through support to capacity building of national electoral authorities beyond 2010 is in accordance with Security Council Resolution 2096 (2013).This assistance is closely coordinated with UNAMA, UN Department for Peacekeeping Operations (DPKO) and UN Electoral Assistance Division (EAD).This is being accomplished through seven focused outputs:

Output 1: Output 1 - Sustainability of the IEC is enhanced via both its institutional and staff capacity development. Output 2: A sustainable, long-term approach to voter registration in Afghanistan, which also promotes maximum participation of eligible citizens in the 2014 and 2015 elections, is developed and implemented.Output 3: The IEC’s engagement and informational outreach with key stakeholders, including the electorate, is enhanced.Output 4: The IEC’s operational management functions, and the project support services, are strengthened. Output 5: The conduct of key electoral operations for the 2014 and 2015 elections by the IEC is improved. Output 6: The electoral dispute resolution mechanism is enhanced. Output 7: The media regulatory mechanism for the electoral process is enhanced.

As part of the capacity building efforts ELECT in cooperation with the IEC in 2012 has commenced the implementation of a plan to construct IEC field offices and ware houses in selected provinces as well as to upgrade the security parameters of the IEC HQ and the provincial offices.

GENERAL FUNCTIONS

In the execution of these duties and responsibilities the Design & Construction Coordinator Consultant will report to the Senior Technical Advisor for the UNDP/ELECT project. S/he will work with a team of qualified and experienced national engineers in all the disciplines necessary to complete the above design work which will form the ELECT Design & Construction Unit (DCU).

Summary of key functions: 1. Conduct a consultation process to assess needs 2. Design of provincial offices and warehouses; 3. Assist with tendering process; 4. Assist IEC with construction oversight

The Design & Construction Coordinator Consultant is required to conduct the following during the course of his duties.

  1. Consultation process The consultant will be requested to conduct a needs assessment in consultation with the client (IEC) to understand and receive a complete design brief including all requirements in terms of ventilation, lighting, spatial condition, materials, security etc. In order to quantify the design requirements, several meetings will be conducted to gather information and review the different design options. A final decision in terms of architectural layout, structural design and estimate cost will be taken by all concerned parties. This consultation process must include the following: • Receive initial briefing from the IEC and ELECT, and collect all the data, information, guidance and orientation available. • Visit selected sites (including Kabul) and collect data required for execution of the offices and warehouse design and general works specifications, including the verification of the site selection if possible and making changes in the layout and orientation if necessary. • Concurrently with this consultation process the IEC shall assign the responsibility of the land survey and soil investigations of the site to a local qualified engineering firm. The development of all technical information by the consultant is conditioned by the results of those tests; without these inputs the consultant should not proceed with the work besides a basic template design.

  2. Design of provincial offices, warehouses and security parameters: The design is expected to be a template to be applied to different provinces and while subsequent soil tests etc. may bring changes, it should be flexible enough to be implemented with minimal alterations. The office and warehouse design needs to have two size variations based on province size. In addition design shall be provided for security upgrades of office compounds.Based on the existing information, the land survey, the soil investigation, the IEC standard drawings, he/she will prepare and submit a for approval, by all concerned parties, all architectural, structural and service drawings as detailed here below: • Master Plan to fit into an A1 sheet. • Lay out plan to fit into an A1 sheet. • Complete set of Architectural Drawings (scale 1:100) including plans for each floor, sections detail drawings (1:50 or 1:20) as needed and elevation for each façade. • Complete set of structural drawings (same scale as for Architectural drawings). • Complete set of service drawings consisting of: • Plumbing drawings. • Drainage drawings. • Rain water harvesting drawings. • Electrical drawing. • Lightening protection drawings • Any other drawings as required.

• The design must be according to the standard engineering practices and codes. a. FIDIC Standard Construction Contracts b. Afghanistan Construction Standards • The design should comply with local construction technology and material available. • The design should be in line with the earthquake guidelines parameters. • The design should satisfy the need as briefed and should be in line with existing topographic and pedestrian route arrangements (if a site visit is not possible then satellite imagery, site photos and topographical maps will be provided). • The design should be economical and should have cost effective construction techniques. • A maintenance plan shall be provided to IEC/ELECT which will be handed over to the government and should be according to the capacity of the local community skills and potentials.

The Design & Construction Coordinator Consultant will advise the project management on the DCU towards the above ends.

  1. Assist with Tendering process: • Preparation of a detailed specification for all the material used in the design or required for the construction. This is to be done through the preparation of a Request for Quotation (RFQ), or an Invitation to Bid (ITB), in line with UNDP and IEC government requirements. A scope of Works (SoW) and Bill of Quantities (BoQ) is expected to be developed as part of the RFQ or ITB. • Once the results from the above have been received and the technical part finalized the consultant will support UNDP and IEC procurement. More specifically he/she will provide inputs during the tender and award processes especially in the pre-tendering meetings with contractors and as a member of the Tender Evaluation Committee.

  2. Assist IEC with construction oversight: • Utilize the services of the DCU engineers to augment the QA/QC team when designs are complete and the emphasis moves towards construction.
    • Coordinate and advice the project management on how to lead the IEC Engineer and his team of QA/QC engineers in construction oversight of the provincial compounds. This will include issues like inspection of construction materials prior to installation, approval of quality and strength tests and results of such tests, quality of construction and finishing, advice and instruction to contractors, measurement of work and approval of contractor interim claims. The ELECT QA/QC engineers and DCU design engineers will accompany the IEC engineers on site visits as and when required

  3. Information and Reporting The Design & Construction Coordinator Consultant will report to ELECT project in close coordination with the IEC and UNDP country office

  4. General • May be required to undertake missions of undetermined duration within Afghanistan, as and when required, in support of the design process including site visits • Any other duties and responsibilities as may be assigned by the CTA Deliverables? IEC Kabul Compound: o Coordinate and advice the project management on preparation of design briefs for all infrastructure and security upgrades required - (to be completed end of first month)o Coordinate and advice the project management on the data collection process required to provide sufficient information to prepare designs for all infrastructure and security upgrades required - (to be completed end of second month)o Coordinate and advice the project management on the design process in all disciplines including architectural, structural, electrical, water and sanitation towards preparation of technical document packages for issue to IEC and ELECT Procurement Units for launching of ITBs and RFQs. The packages will include drawings, bills of quantities, scopes of work and specifications (between third and twelfth month 10 % delivery per month)o Coordinate and advice the project management on the DCU Unit in the provision of assistance to the IEC Engineer and his team of QA/QC engineers in construction oversight - (between third and twelfth month 10 % delivery per month)

? Provincial Compounds:o Coordinate and advice the project management on the preparation of design briefs for all infrastructure and security upgrades required - (to be completed end of first month)o Coordinate and advice the project management on the data collection process required to provide sufficient information to prepare designs for all infrastructure and security upgrades required (to be completed end of second month).o Coordinate and advice the project management on the preparation of typical office and warehouse design suitable use on the majority of provincial compounds - (between third and twelfth month 10 % delivery per month)o Coordinate and advice the project management on the preparation of "one-off" office and warehouse designs required where the typical designs do not fit - (between third and twelfth month 10 % delivery per month)o Coordinate and advice the project management on the preparation of design of utilities such as electricity, water, and sanitation (between third and six month 20 % delivery per month)o Coordinate and advice the project management on the design/documentation process in all disciplines including architectural, structural, electrical, water and sanitation towards preparation of technical document packages for issue to IEC and ELECT Procurement Units for launching of ITBs and RFQs. The packages will include drawings, bills of quantities, scopes of work and specifications - (between third and six month 20 % delivery per month)o Coordinate and advice the project management on the provision of assistance to the IEC Engineer and his team of QA/QC engineers in construction oversight - (between third and twelfth month 10 % delivery per month)

Provide the following technical support to procurement units:o Provide Engineers Estimates for all work packages (between third and six month 33% progress per month)o Attend pre-bid conferences (first six month 50 %; second six month 50 %)o Carry out technical bid evaluations review and certification (first six month 50 %; second six month 50 %)o Visit prospective contractors to inspect premises, equipment and authenticity of bid declarations (between third and twelfth month 10 % delivery per month)o Attend pre-award meetings - (between third and twelfth month 10 % delivery per month)

Prepare all planning spread sheets, estimates, budgetary information and progress reports required by management - (between third and twelfth month 10 % delivery per month)Institutional Arrangement• Under the overall guidance of the CTA the consultant will directly report to the head of pillar one.• The consultant will provide monthly narrative progress reports.• The consultant will closely work together with the IEC, in particular with the IEC departments in charge of procurement, logistics and field operations as well as with the IEC engineering unit.• The consultant will be provided office space by UNDP either within the IEC HQ compound in Kabul or the UNDP Office. • The consultant will further more be provided the necessary ICT equipment (laptop, mobile phone, radio) and security devices (personal body armour, helmet) and will be fully included in the UNDP security regime.• Subject to availability of space UNDP if appropriate will secure accommodation at one of the following MOSS compliant locations (costs have to be covered by the consultant): UNOCA compound, Green Village compound, Kabul Lodge, or Serena Hotel. In line with the UN security regime the consultant has to take accommodation in one of these secure locations.• UNDP will provide transport from the accommodation to the office and back.

ESSENTIAL EXPERIENCE

Education and Experience • Master’s degree in Civil Engineering or equivalent qualification in engineering or related fields. • Minimum of 10 years of engineering experience at appropriate level (15 years’ experience with bachelor degree)• Proven background of vertical structure design• Experience in monitoring and evaluation and preparation of tendering documents• Experience of implementing construction in Afghanistan or other comparable conflict countries• Strong team work spirit• Experience and ability in preparing reports• Prince 2 or equivalent Project Management qualification

LANGUAGES• Fluency in written and spoken English is essential• Knowledge of Dari or Pashto languages is an asset
