  1. Planning• Assess the situation of the construction unit with regard to resources and objectives, recommend and arrange changes where necessary.• Participate in the formulation and development of programme goals, strategies and approaches for the UNICEF plan of cooperation. • Coordinate activities and exchange information/ideas with Programme Sections, to contribute to achievement of overall country programme objectives.• Assist Programme Sections in the planning of construction/rehabilitation projects and liaise with relevant units of the Government.
  2. Tendering and Contracting• Ensure timely bidding, and full compliance with procurement rules and regulations (e.g. Public Procurement Act, UN Procurement guidelines and UNICEF Supply Manual).• Assist UNICEF in the preparation of bidding documents (e.g. Terms of References, Expression of Interest, Request for Proposals, etc.).• Coordinate the production of all construction documents (e.g. design, specifications, bill of quantities, etc.) and elaborate construction estimates.• Assist UNICEF in pre-qualifying contractors and support the short-listing of qualified contractors/vendors for construction services.• Attend site assessment visits, pre-bid site meeting/conference, respond to queries, clarify bid documents, etc.• Assist UNICEF in the technical and financial evaluations of received bids.• Assist UNICEF in the preparation and sign off of contractual documents for construction works/services.

  3. Project Management and Monitoring of construction works• Coordinate and liaise with all actors involved in the implementation of construction projects.• Undertake field visits in regular bases in order to monitor and evaluate project implementation, identify problems and propose remedial action. Identify alternative courses of action to accelerate/improve programme delivery.• Closely work with local authorities and beneficiary communities during planning, implementation and resolving the social issues related to the construction sites that may arise. Submit the field trip reports in time with findings and recommendations for action by supervisors.• Develop the work plan for the implementation for the quality assurance strategy and monitor compliance to ensure objectives and targets are met and achieved.• Assign projects to the Engineering Consultancy Firm providing quality assurance services (under the LTA), to ensure construction works progress as per specifications, timelines and under budget.• Participate in establishing effective monitoring, information and reporting systems, and in the development of communication materials and strategies to support advocacy and community participation.• Approve disbursement of funds ensuring proper utilization and accountability, and ensure that activities are within established plans of action and the programme budget allotments.• Check tender & contractual documents of construction projects to guarantee that they fully comply with UNICEF’s requirements for Liquidation of related funds.• Deals with all financial and business aspects of UNICEF’s construction works within the overall framework of UNICEF’s operating methods. Cooperates closely with S&P and Operations Sections for this purpose.• Specific tasks are:i. Review and approve contractor’s construction schedule.ii. Review and approve contractor’s detailed designs, specifications and BoQ.iii. Provide timely technical guidance and feedback to the Programme specialists and Implementing Partners on issues related to the designs, layout plans, specifications, tender & contract documents submitted by contractors of the Implementing Partners and other quality issues that require immediate actions. iv. Prepare and review Progress reports as appropriate. v. Prepare the report of pending work and work to be carried out during the defects liability period.vi. Develop a comprehensive monitoring and quality control system for UNICEF supported construction works. Maintains a tracking system of consultants/contractors visits to the sites, instruction to the consultants/contractors are logged in the field book to ensure that all construction sites are adequately supervised and technical support provided by the Consultants/contractors. Make sure that soil test, materials tests are conducted as per the requirements underlined in the contract documents.

  4. Reporting• Report to the supervisor on regular basis. Obtain progress updates from the field prepare monthly/quarterly reports to be submitted to Donors, Government Counterparts and UNICEF senior management. Report to the Supervisor on any pertinent issues related to the construction activities. Ensure the final Project Completion Reports are prepared and compiled systematically.

  5. Communication• Communicate with the Programme colleagues, related units in UNICEF, consultants, local authorities such as PWD/HEU/DGHS/LGED/DPHE, DPE& MOWCA for sharing information and enhancing the understanding and mutual cooperation.• Participate in meetings with national authorities in general and MOHFW/LGED/ DPHE/DPE in particular to ensure that UNICEF’s work is in line with national policies and relevant guidelines. Follow up on implementation of recommendations and agreements.

  6. Documentation and final close upCompile all necessary documents for future use on UNICEF construction Programmes, close all projects ensuring completed certificates, and also ensure that all defects are completely rectified by the respective contractors within the defect liability period.

  7. Qualifications or specialized knowledge/experience/competencies required for the assignment:

a) Education: Advanced degree in civil engineering, construction engineering, architecture or other relevant technical area. Specialization in construction of buildings is preferred.

b) Work experience: At least five years of direct, hands on, professional work experience in construction, planning, and project management. The incumbent should have worked in the construction field preferably seismic resistant buildings and should have dealt with management of consulting companies and contractors.

Desirable but not essential that the incumbent has previous work experience with UNICEF or the UN system. Working experience with an international organization and government system will be an asset.
