THE POSITION

The Chief Accounting Officer oversees all aspects of the accounting function for Heartland Alliance and its subsidiaries and directs the Financial Accountability Services (FAS) team. The position is responsible for safeguarding the organization’s assets, monitoring its financial status, managing financial risk, and planning and directing ledger accounts, financial statements, audits, and cost control systems.

Essential Duties and Responsibilities:

Management and Leadership:

• Directly supervise the work of senior leaders in the FAS team, including development of annual goals, performance evaluations and expectations, and working with the Executive Directors for input into annual performance review of these financial positions.• Develop and implement a plan for bench strength, succession management, and cross-training within the financial staff aimed at building competencies and analytical skills necessary for the Organization’s future sustainability, and ensuring continuity of productivity in the event of staff departures.• Serve as an integral, senior member of the Heartland Alliance Business Services (HABS) team, both from a planning perspective as well as leadership in increasing the Organization’s knowledge and sophistication in offering financial consulting and direct services as a strategic business partner to program managers.• Establish as a priority attention to competency in international financial operations, both in the field and at Organization headquarters.• Provide leadership and direction to Controllers in managing consistent financial accounting and reporting activities, and communicating timely with program clients.• Attend to staff morale, productivity and development through: a) attendance and department representation at various executive meetings for the dissemination of information; b) demonstrated leadership in collaborative joint problem-solving; c) preparation of management meeting materials for dissemination of information; and d) service as a member of various staff committees within a highly-matrixed organization.• Provide technical accounting support and interpretation to management and employees, as well as to independent auditors and program and regulatory audit staff.

Accounting:

• Oversee the accounting department to ensure proper maintenance of all accounting systems and function.• Ensure maintenance of appropriate internal controls and financial procedures.• Ensure timeliness, accuracy, and usefulness of financial and management reporting for federal and state funders, foundations, and Heartland Alliance entities’ board of directors; oversee the preparation and communication of monthly and annual financial statements.• Lead and coordinate financial audits and proper filing of tax returns.• Plan, organize and implement accounting operations and objectives, with improvements where needed; coordinate and integrate all activities toward achievement of established goals and objectives.• Supervise, train and evaluate accounting professionals, and entry level accounting and support staff through superior on-boarding and orientation, and defined objectives for 30/60/90 day performance..• Ensure all functions and programs under charge are performed within established budgetary parameters, to include performing cost control activities, monitoring revenues and expenditures, and ensuring sound fiscal control.• Perform highly complex accounting work according to generally accepted accounting principles, established procedures, departmental guidelines, and regulatory requirements applicable to the work across Organization industries: housing development, health care, social services, advocacy, and international operations.• Prepare critical fiscal documentation regarding accounting activities, e.g., weekly, monthly and annual reports, draft and revised codes and ordinances.• Generate various complex system reports or audit calculations and ensure accuracy, e.g., billing, payroll processing, and accounts payable.• Conduct research on technical accounting items that arise to instruct strategic planning and analysis of acceptable options under review.

Finance:

• Oversee cash flow planning and ensure availability of funds as needed.• Assist in the development and utilize forward-looking, predictive models and activity-based financial analyses to provide insight into the organization’s operations and business plans

Planning and Policy

• Coordinate the development and monitoring of budgets.• Develop financial business plans and forecasts.• Remain up to date on nonprofit audit best practices and state and federal law regarding nonprofit operations.• Plans, manages, coordinates, and implements the year end closing processes and procedures for the assigned accounting records; conducts year-end closing process; provides information to financial auditors; conducts standard internal audits of various accounting records.

REQUIREMENTS

Education and/or Experience: Master’s Degree in Business Administration, Accounting, Finance or related field; supplemented by 10 years of progressively responsible experience with a minimum of 7 years of experience in Not-for-Profit accounting.

Certifications, Licenses, Registrations: Certified Public Accountant (CPA) is required.

Other Skills and Qualifications: Current knowledge of industry, specifically around health care, housing and housing development, social services, regulatory and legislative developments affecting accounting and financial reporting functions to ensure application to areas of responsibility.

Computer and Technology Skills: Proficiency in Microsoft Office, Internet Explorer, Outlook/Exchange; Windows operating systems; and other software routinely used by Heartland Alliance; Ability to access, operate and maintain various software applications; Ability to operate basic office equipment, e.g., computer terminals, printers, copy machines, telephone systems, facsimile machines.
