PSI seeks experienced candidates for the position of Deputy Regional Director (DRD), for Southern Africa. The DRD will provide the technical and financial leadership for the Southern Africa Department both in PSI headquarters in Washington, D.C., and the field programs. Therefore, the DRD should have significant technical and managerial experience, especially in the area of marketing, research, capacity building institutional development, and financial management. The DRD will report to the Regional Director for Southern Africa and is based in Washington, DC.

Under the supervision of the Regional Director, the DRD will take lead responsibility in the following areas:

RESPONSIBILITIES

* Recruitment, direct supervision, capacity building and other personnel management for the Southern Africa Washington team;
* Liaison between Southern Africa and the Innovations/Technical Services Departments including Marketing, Research and Metrics and Learning & Performance;
* Oversight of financial and budget management of Southern Africa programs; in coordination with Finance/Accounting, Contracts, and Procurement Departments;
* Direct the management team of regional condom enterprise in South Africa, Lesotho, Swaziland, and Botswana.
* Managing the tracking of Platform Minimum Standards and Departmental Minimum Standards, and taking the lead on helping the region as a whole attain these standards;
* Provide short term technical assistance to Southern Africa Regional Programs;
* Support the Male Circumcision Partnership Project in coordination with Project Director, Field Offices, and RH/HIV Technical staff;

* Assisting the Southern Africa Regional Director with other tasks and projects as necessary,includingrepresenting the Regional Director at meetings as requested; and serving as Acting Regional Director when the Regional Director is not available.

* The DRD will also support the Regional Director in the following areas, as requested by the Regional Director:

  • Donor Relations: Assist in building, maintaining, and/or strengthening donor relations
  • New Business: Assist with building strategies for expanding business in the region
  • Strategies and Objectives: Assist in setting and monitoring Strategic Plan and Platform objectives; and contributing to PSI worldwide program objectives and strategies including input on the wider PSI strategic planning process and how it relates to SA;
  • Quality Assurance: Assist in maintaining the quality of SA operations; and assisting with overall programmatic oversight and management responsibility for all SA countries
  • Other: Assist with other department activities as requested

QUALIFICATIONS:

* Minimum five years work experience in a developing country
* Senior management experience, preferably in a developing country
* Ten years of personnel, program and/or financial management experience, in social marketing preferred
* Relevant post-graduate degree (MBA, MIA, MPH, etc.) or equivalent experience
* Excellent quantitative and analytical skills
* Knowledge of international development and health issues
* Familiarity with the international donor community, particularly USAID, CDC, DOD, GFATM, DFID and the Gates Foundation.

Specific Objectives:

Objective 1: Strategic Development & Technical Integration

Activities:

  • Work with the Country Director to provide leadership to the development and maintenance of a comprehensive needs-based program strategy for ACF programming
  • Provides strategic direction to the Technical Coordinators, PM's and support the Field Co in ensuring the effective delivery of program activities and the successful integration of activities with all other aspects of ACF programming.
  • Develop an overall program strategy that is responsive to the dynamic needs of the most vulnerable populations built on the program strengths of ACF and globally.
  • Proactively identify new programming opportunities
  • Responsible for the relevance and contextual appropriateness of ACF projects in country.
  • Responsible for the promotion of technical integration and sensitization of staff on its applications.

  • Capitalization of integration and reporting information and data.
  • Leads on the development and rollout of new and more effective systems to improve program implementation.

Objective 2: Program Quality Insurance

Activities:

  • Oversee the quality implementation of ongoing programming based on robust grant management and monitoring and evaluation systems and the facilitation of Technical Department.
  • Ensure the MEAL integration and supervise the MEAL Coordinator
  • Ensure that funding for programming is spent in a coherent, transparent and optimal way.
  • In coordination with CD and Coordinators, responsible for the technical briefing and debriefing as well as management of consultants and external specialists arriving to support the mission.
  • Ensure the collection and capitalization by the DCD and Tech coordinators of digital and physical ACF Information on information gathered through HQ reports, ACF programming, partnerships, partners, UN system, clusters, and other avenues of data collection.
  • Ensures Mission Technical Coordination Meetings (MTCMs) happen on a monthly basis, and submits minutes to Country Director and Coordination.
  • Provide formal and informal capacity building trainings to staff.
  • Final Mission-level validation of program and technical guidelines and policies.
  • Ensure that quality to ACF and donor compliance for program, reporting, and financial grant requirements are met.
  • Ensure that monitoring and evaluation of programming informs quality implementation.
  • Coordinate closely with Admin, Security, Log and Field Coordinators to ensure that security, procurement, HR and financial protocols are designed to support quality programming.
  • Closely monitor program spending and follow up spending plans with Finance Co and PMs

Objective 3: Donor Compliance, Reporting and Documentation

Activities:

  • Lead proposal preparation through a needs based approach ensuring all departments work together
  • Ensure Budget, PPP, Workplan, Budget forecasts, ongoing monitoring and kick off meetings take place for every program
  • Ensure that all programs are compliant with donor protocols and reports are submitted on time to HQ for validation
  • Ensure all donor reports are completed in a timely manner with the relevant input from the field teams and submitted to HQ for validation
  • Ensure that workplans are followed to ensure budget forecasts are met and studies (KAP, RSCA, SMARTs etc.) are planned and executed timely

Objective 4: Representation with external stakeholders

Activities:

  • Responsible for representation of ACF in partnership-related meetings at a strategic level for workshops, working groups, etc.
  • Lead, in liaison with the CD, partnership proposal preparation through furnishing of evaluation/assessment data and coordination.
  • Identification and evaluation of potential partners and partnerships at country level.
  • Carries out follow-up evaluation of partnership (programming and partner relations), maintains lessons learned and proposes action points for future improvement.
  • Represent ACF to donors, UN and partner INGOs, and national and local government officials (programs).

Objective 5: Human Resources and Career Development

Activities:

  • Direct manager of the Technical Coordinators and MEAL Coordinator
  • Supervision of externally hired consultants for any program matters
  • Responsible for the validation of technical departmental HR needs for international staff.
  • Responsible for the proper induction and debriefing of managerial staff.
  • Undertake any other tasks assigned by the Country Director

ETENDUE

Le/la Directeur/Directrice Adjoint(e) – Reconstruction dirigée par la communauté (CDR – community driven reconstruction) fait son rapport à la Directrice de Gouvernance. Il/elle sera chargé de l’exécution du Programme de Reconstruction dirigée par la communauté Tuungane de l’IRC en République Démocratique du Congo. Financé par le Département du Développement International (DFID) du Royaume Uni (UK), avec un budget de £90 millions (environ 140 millions USD), Tuungane est le plus vaste programme en son genre dans le réseau global de l’IRC. Tuungane travaille en partenariat avec environ 1000 villages à travers quatre provinces e t vise à soutenir 1.7 millions de citoyens congolais dans leurs efforts de reconstruire leur pays. Le/la Directeur/Directrice Adjoint(e) –CDR assurera la supervision technique et l’appui à cinq expatriés coordinateurs-CDR, un coordinateur de la décentralisation, gestionnaire de genre et inclusion et une équipe élargie d’environ 300 membres du personnel au total. Il (elle) travaillera aussi en étroite collaboration avec le Spécialiste Technique en matière de Gouvernance de l’IRC et le Conseiller en suivi et evaluation pour coordonner l’apport technique et le contrôle des activités du programme.

RESPONSABILITÉS

Gestion et surveillance du programme

* S’assurer que le progrès du programme Tuungane est ex&eacut e;cuté selon les plans de travail définis afin de réaliser les livrables du projet. Par une planification et un contrôle fort, identifier à temps les obstacles potentiels au succès du programme et mener les corrections nécessaires.

* Faire un contrôle général du budget du programme, et travailler en collaboration avec les acteurs internes clés afin de s’assurer que les dépenses sont planifiées, exécutées et gérées proprement. Selon les besoins, diriger le processus d’élaboration des alignements budgétaires.

* Gérer les aspects contractuels et programmatiques des relations avec les partenaires dans l’exécution du programme, y compris CARE International et Search for Common Ground (SFCG). S’assurer que les partenariats communautaires sont gérés conformément aux exigences d e conformité de l’IRC et de DFID.

* Introduire des initiatives d’assurance qualité en vue d’adresser les problèmes d’efficacité ou de conformité.

Conception et qualité du Programme

* S’assurer que les activités sont exécutées selon un ensemble de protocoles et d’outils bien définis tout en trouvant un équilibre entre la réalisation ponctuelle des objectifs, le respect des processus de qualité, et la rigueur méthodologique.

* Sur base d’une surveillance rigoureuse du programme, recommander des ajustements dans la conception du programme ou aux protocoles d’exécution, et les exécuter tel que convenu avec la Directrice de Gouvernance.

* Favoriser une atmosphère de critique constructive et une amélioration co ntinue des approches de programmation chez le personnel de Tuungane et particulièrement l’équipe de Coordination.

* Exploiter les domaines d’intérêt commun avec les autres programmes de l’IRC (notamment la Santé et l’Education) en vue de promouvoir les synergies entre secteurs.

* S’assurer que Tuungane se déroule d’une manière consistante avec le Plan stratégique de l’IRC-RDC et avec la stratégie du secteur gouvernance une fois en place.

Suivi, Évaluation et Apprentissage

* Soutenir l’exécution de l’évaluation de la phase II de Tuungane, et le suivi efficace des activités, de finance et de construction, y compris les rapports avec les partenaires en recherche.

* S’assurer que les leçons apprises du Programme Tuungane et d’autres programmes/organisations sont considérées pour leur pertinence aux activités du programme, et suggérer des ajustements nécessaires. En particulier, soutenir les processus apprentissage qui suivent l’évaluation du Programme Tuungane achevée en 2012 et l’adaptation du programme tel que nécessaire

* Se mettre à jour des débats thématiques pertinents en RDC et dans le monde.

Représentation et Coordination

* Ensemble avec la Directrice de Gouvernance, représenter l’IRC et Tuungane auprès de DFID, particulièrement en rapport avec le progrès du programme, les problèmes de planification opérationnelle, et co-faciliter les négociations avec DFID sur les amendements au cadre logique, au budget ou aux engagements contractuels.

* Support la Directrice de Gouvernance à s’assurer de l’élaboration et de la soumission ponctuelle des documents de qualité du programme, y compris les rapports narratifs, les leçons apprises, et les témoignages réussites, les profiles des bénéficiaires, et autres documents de communication.

* Co-présider les réunions trimestrielles avec les Directeurs Provinciaux de l’IRC afin d’examiner le progrès du programme, la planification des activités et des dépenses.

* Organiser des réunions régulières du personnel Tuungane pour la coordination et la planification du programme. Se réunir mensuellement avec le point focal financier de Tuungane afin d’examiner l’état financier du projet.

* Expérience approfondie de gestion budgétaire, des systèmes financiers et des paiements, et gestion des contrats ;

The International Rescue Committee is one of the largest providers of relief and development assistance in the Democratic Republic of Congo implementing programs in the sectors of health, governance & community driven development, women’s protection & empowerment, education, and emergency response through a network of nine field office and a range of institutional and community partnerships. IRC is seeking an experienced and dynamic professional for the position of Deputy Director – Community Driven Reconstruction.

SCOPE

Reporting to the Director of Governance Programs, the Deputy Director – Community-Driven Reconstruction (CDR) will be responsible for implementation of IRC’s ‘Tuungane’ community-driven reconstruction program in the Democratic Republic of Congo. Funded by the UK Department for International Development, and with a total budget of GBP 90 million (approximately USD 140 million), Tuungane is the largest program of its kind within the IRC network globally. Tuungane works in partnership with approx. 1,000 villages across four provinces and aims to support more than 1.7 million Congolese citizens as they work to rebuild their country. The Deputy Director – CDR will provide technical oversight and support to six Community Driven Reconstruction Coordinators, a National Quality Manager, Decentralization Coordinator and an extended team of approximately 300 staff in total. S/he will also work closely with the IRC Governance Technical Specialist, Gender Manager and the Monitoring and Evaluation Advisor to coordinate technical input to and oversight of program activities.

RESPONSIBILITIES

Program Management and Oversight:

* Ensure that Tuungane project progress is implemented according to defined work plans in order to achieve project deliverables. Through strong planning and monitoring, identify potential obstacles to programmatic success in a timely fashion, and implement corrective actions as needed.

* Provide overall oversight to the Tuungane project budget, and liaise with key internal stakeholders to ensure spending is planned, executed and managed as appropriate. As needed, lead the process of developing budget realignments.

* Manage contractual and programmatic aspects of relations with program pa rtners, including CARE International & Search for Common Ground. Ensure community partnerships are managed in accordance with IRC and DFID compliance requirements.

* Introduce quality assurance initiatives to address efficiency, effectiveness and/or compliance concerns.

Program Design & Quality:

* Ensure activities are implemented according to a well-defined set of program protocols and tools which balance the need for timely achievement of objectives with the importance of quality processes, and methodological rigour.

* On the basis of strong programme monitoring, recommend adjustments to the program design or implementation protocols, and implement these as agreed with the Director of Governance.

* Foster an atmosphere of constructive critique and continuous improvement of program approaches among Tuungane staff and specifically the coordination team.

* Lever age areas of common interest with other IRC programs (notably Health & Education) to promote synergies among sectors.

* Ensure that Tuungane evolves in a manner consistent with the IRC D.R. Congo Strategic Plan and Governance Sector Strategy once in place.

Monitoring, Evaluation & Learning

* Support the implementation of Tuungane’s Phase II evaluation, and support the effective monitoring of activities, financial and construction aspects of the program, including support to relationships with research partners.

* Ensure that lessons learned from Tuungane & other programs / organizations are considered for relevance to ongoing program activities, and propose adjustments as needed. In particular, support the follow-up to the Tuungane program evaluation and continued adaptation of the program as appropriate.

* Maintain familiarity with key relevant thematic deb ates within DRC and globally.

Representation & Coordination

* With the Director of Governance, represent IRC and Tuungane to DFID, in particular as regards programme progress and operational planning issues, and co-lead the negotiation of logframe, budget or other contractual amendments with DFID.

* Support the Director of Governance to ensure the development and timely submission of quality program documents, including narrative reports, lessons learned & success stories, beneficiary profiles, and other communications documents.

* Co-lead quarterly meetings with IRC Provincial Directors to review program progress, spending and future planning. Organise regular coordination and planning meetings of Tuungane project staff. Meet with the Tuungane finance focal point on a monthly basis to review the financial status of the project.

* Coordinate with other IRC senior staf f on issues of mutual interest or concern. Participate in ad hoc or regular working groups as requested.

* As appropriate, represent IRC / Tuungane to the government of DRC, other external actors, or in coordination fora.

REQUIREMENTS

* A proven and successful track record that features at least 3 years of previous senior management experience managing a portfolio of US$ 15+ million.

* Prior experience with Community-Driven Reconstruction or Community-Driven Development programming, or similar.

* Postgraduate degree in international development, political science or similar governance or community development related discipline.

* Extensive experience with budget management, navigating financial systems and payments, and contracts management.

* Demonstrated ability for rapid analysis of very complex issues, strong decision-making, and translation of programmatic priorities into operational strategies.

* Experience with monitoring and evaluation systems to ensure tracking of programme progress and results

* Excellent human resource management skills, interpersonal skills, cross-cultural communication and experience in managing a multi -ethnic team.

* Knowledge of local governance and decentralisation issues in post-conflict contexts, and of gender and inclusion strategies.

* Excellent leadership and communication skills and professional and diplomatic approach

* Strong aptitude for delivering successful presentations.

* Very strong computer skills (Excel, Word, PowerPoint, and Outlook).

* Must be comfortable working as part of a larger team in a complex, fluid and demanding management environment.

* Ability to travel frequently to project sites for monitoring visits, include remote areas, in eastern DRC.

* Fluency in English and French (spoken and written) required.

Responsibilities:

Reporting to the Director of the Coordination and Response Division (CRD), Deputy Director will oversee the management of activities undertaken by the Division, ensure that programmed activities are carried out in a timely fashion and co-ordinates work in the different areas both within the Division and Department, and with other organizations of the United Nations System, as appropriate.

• Leads, formulates, supervises and carries out the work programme of the Division under his/her responsibility. Co-ordinates the work carried out by different work units under the Division, including Regional and Country Offices in the field, and by other agencies and bodies of the United Nations system; provides programmatic/substantive reviews of the drafts prepared by others.
• Co-ordinates and oversees the development and preparation of reports, including Common Humanitarian Action Plans and agreed policies and principles of humanitarian actions for presentation to intergovernmental bodies such as the Advisory Committee on Administrative and Budget Questions, Committee for Programme Coordination, Economic and Social Council, the General Assembly and other policy-making organs, as appropriate.
• Reports to intergovernmental bodies on budget/programme performance or on programmatic/ substantive issues, as appropriate, particularly those presented in biannual and/or annual reports.
• Facilitates provision of administrative support to the field. This includes overseeing the management of activities undertaken by the Division by directing efforts to provide improved field-based coordination and planning which involves leading and/or organizing contingency planning, fact-finding and needs assessment missions; leading, supervising and guiding the field-based inter-agency consultation and planning processes; promoting linkages with rehabilitation, humanitarian strategies and principles,common action plans and programme monitoring and evaluation; facilitating mobilization and coordination of support to OCHA field offices and UN Country Teams in complex emergencies and natural disasters around the world including advising, training, briefing and orientation;
• Ensures that the outputs produced by the Division maintain high-quality standards; that reports are clear, objective and based on comprehensive data. Ensures that all outputs produced by the Sections under his/her supervision meet required standards before completion to ensure they comply with the relevant mandates.
• Assists the Director in preparing the work programme of the Division, determining priorities, and allocating resources for the completion of outputs and their timely delivery.
• Undertakes or oversees the programmatic/administrative tasks necessary for the functioning of the Division, including preparation of budgets, reporting on budget/programme performance, evaluation of staff performance (PAS), interviews of candidates for job openings, evaluation of candidates and preparation of inputs for results-based budgeting.
• Recruits staff, taking due account of geographical balance.
• Manages, guides, develops and trains staff under his/her supervision.
• Fosters teamwork and communication among staff in the Division and across organizational boundaries.
• On behalf of the Director, acting as the coordinator for field staff movements; participating in the policy development and direction of OCHA, providing input to the Inter-Agency Standing Committee (IASC) and its Working Group; promoting and directing the implementation of the humanitarian reform in the field in particular, the application of Central Emergency Response Fund (CERF) grants to new, deteriorating or under-funded emergencies.
• Represents the Division at international, regional or national meetings.
• In the absence of the Director of the Division deputizes for the Director and act as the Officer-In- Charge of the Coordination and Response Division. Perform other duties as assigned by the Director of the Division.

QUALIFICATIONS

Managerial experience, including in inter-organizational relief coordination in emergency situations in the field locations is required. Qualifying years of experience are calculated following the receipt of thefirst level university degree recognised by the United Nations.

OVERALL RESPONSIBILITIES:

The DCD is responsible for directly managing the Logistics Management Information System (LMIS) Project Manager, the M&E / Communications Manager, the Deputy Director for Technical Operations and, in close collaboration with the Country Director is responsible for ensuring effective collaboration, coordination, and integration of program activities across all of the SCMS Program technical areas. This means working closely with the other Deputy Directors of Finance and Administration, and Procurement Operations, and with the IT Project Manager, who report directly to the Country Director.

The position requires an experienced technical person who has a broad view of supply chain management system implementation and strengthening, who can be innovative, and who can take initiative on new ideas and strategies, taking into account the prevailing or changing circumstances. As a technical leader s/he is able to delegate “hands-on” technical issues to the technical team and provide management oversight and direction. Specific emphasis will be placed on program management.

SPECIFIC RESPONSIBILITIES:

SCMS Project Management and Leadership:

1.Work closely with the SCMS Country Director to ensure that all areas of the project are integrated, including Procurement Operations, Finance and Administration, Technical Operations of Warehouse & Distribution, Health Systems Strengthening Field Support, Logistics Management Information Systems, IT Projects, Monitoring and Evaluation, Communications, and Program Management, making the most effective and efficient use of all project resources.

2.Serve as a member of the Senior Management Team and assist the Country Director in ensuring that all project deliverables are met and that capacity building and supply chain strengthening goals are achieved.

3.Manage the efforts across all program areas to ensure that transition and close-out plans are integrated into the project work and are implemented, monitored, and effected in a coordinated manner toward successful TO close-out and follow-on activity.

4.Liaise with other MSH projects in-country, and with the MSH Country Leadership Team, to maximize integration and coordination of technical initiatives of MSH One. Liaise with MSH Country Operations Management Unit (COMU) as needed to ensure optimal operational support for technical activities.

5.Proactively and continuously provide technical and management oversight across all program areas to ensure that strategies, budgets, work plans, expenditures, data collection, performance monitoring, and reporting are planned and executed to support program deliverables. Identify and resolve challenges, prioritize competing demands for resources, manage competing time constraints.

6.Oversee technical reports, trip reports, performance reports, deliverables, STTA SOWs and ensure effective communication with PMO, MSH HO, USAID, and other partners; develop innovative methods to capture and demonstrate project impact through communication and information sharing.

7.Work closely with the Country Director to ensure that the Joint Work Plan with PFSA is managed and implemented.

8.Act as the designated alternate SCMS representative to the Country Director with USAID, the FMOH, PMO, and SCMS HO. Serve as Acting Country Director in the absence of the Country Director.

9.Represent the SCMS project at various technical meetings with other cooperating agencies, collaborating with partners, senior government officials, and donor agencies. Participate in various working groups as required.

10.Conduct field monitoring visits across all program areas.

11.Report regularly to the Country Director in regard to progress, results, and challenges.

12.Prepare and deliver presentations on key project activities and achievements across all program areas as needed.

13.Participate in staff planning, budgeting, recruitment, and development.

14.Carry out additional responsibilities as may be assigned by the Country Director.

Technical Operations, LMIS, M&E, and Communications Supervision:

1.Supervise the LMIS Project Manager, the M&E / Communications Manager, and the Deputy Director of Technical Operations to ensure that they have updated, relevant job descriptions, work plans specific to their role, conduct performance reviews, provide on-going mentoring and coaching, manage all personnel issues.

2.Oversee work planning and activities to ensure that budgets and expenditures are managed and deliverables are met.

3.Ensure staff are trained on and follow SCMS and MSH policy, procedures, and SOPs.

QUALIFICATIONS:

1.Post Graduate education in logistics, supply chain management, pharmacy, medicine, public health, or business, or in a field of study closely related to the responsibilities, with a background in public health, is required.

2.Minimum of eight years relevant experience in program management in public health, supply chain, or health systems strengthening, including budget management, project design and management, capacity building, monitoring and evaluation, and administration operations, of which at least 5 years of supervisory experience is required; and cultivating strategic relationships with executive stakeholders. An Ethiopian national is preferred.

3.Demonstrated strategic planning expertise is required.

4.Experience with USAID or other donor agencies is required. In-depth work experience with the Federal Ministry of Health, including demonstrated ability to maintain productive relationships with executive management, is required. Familiarity with USG procurement rules and regulations highly preferred.

5.Ability to manage multiple tasks within tight deadlines and to prioritize effectively while delivering high quality work.

6.Expert ability to present complex data in a clear and concise manner. Expert ability to deliver presentations and speak in public forums. Ability to identify potential problem areas, perform root cause analysis, and alert appropriate parties for corrective action.

7.Expert written and verbal skills required. Fluency in English and Amharic is required. Proficiency in Microsoft Office applications, including Word, Excel, and PowerPoint. Familiarity with Microsoft Project is a plus.

8.Experience working in international public health in a field office of a developing country is required; experience in east Africa is preferred.

Chad: Deputy Director of Programs

In response to a growing humanitarian crisis and the influx of refugees into Chad, the IRC launched programs in Eastern Chad in February 2004 (Ouré Cassoni camp), in August 2008 (Bredjing camp) and in January 2011 (Treguine Camp). In addition, IRC has also launched an emergency primary health care program in the Bahr el Ghazal region in October 2010, following the d rought that has severely affected the living conditions of the population, especially the food security, the nutrition & the health status. More recently (May - December 2011), IRC Chad has also launched another health program in Faya Largeau (Borkou region) to support the Chadian migrants coming back to Chad after the war in Libya and from September 2011- April 2012, the IRC has been implementing an emergency cholera response in Abeche town, Eastern Chad. IRC started a new Health & Nutrition Program in Mongo, Guera Region in central Chad to provide assistance to drought affected population of that region. In 2013, IRC participated in an emergency response in Tissi, providing water and sanitation for refugees from Darfur. In February 2014, IRC is assisting refugees/returnees from CAR in health, reproductive health, nutrition and GBV.

Overall Accountability and Responsibilities:

The Deputy Director of Programs is responsible for defining and managing the programmatic structure for IRC Chad, ensuring that it reflects the needs of the overall country program and the Strategic Planning (CPSP). He/she, as part of the IRC Chad Senior Management Team, will be accountable for the overall Program Design, will have responsibilities for both the deliverables and the execution of the various programs, and will have the main responsibility in new program development as defined by the Country Director. The incumbent will directly supervise 4 staff: Health Coordinator, Nutrition Coordinator, a DME Manager and two Grants Officers. In absence of the Country Director, he/she will assume the role of Acting Country Director.

Specific Responsibilities

* Programs

  • Develop, design and write up program and project ideas, concept and proposals in collaboration and coordination with the Technical Coordinators, Technical Advisors, Grants Officers, Health Coordinator, Nutrition Coordinator, Field Coordinat ors and Field Managers;
  • Ensure effective and qualitative program cycle management for the programs in IRC Chad and ensure organizational and programmatic learning across the Country Program;
  • Lead the development of strategic work-plans with clear objectives and achievement benchmarks, long-term and short-term priorities, implementation plans, financial projections and tools for evaluation;
  • Work with the Technical Country Program staff and Field Coordinators to ensure adequate support is provided the Field implementing teams;

* Finance and Grants Management

  • Ensure regular inputs for the grants management process and compliance with all IRC and donor regulations by reviewing all technical reports prepared by Technical Field staff and the Grants Officers;
  • In coordination with the Financial Controller, Grants Officers and the Country Director, monitor all grant budgets to ensure compliance with donor requirements; review budget realignment and grant cost-extension requests; develop budgets for new program activities in coordination with the Technical Coordinators, Grants Officers and Financ e Controller; monitor grant expenditures to ensure compliance with budgets and be accountable for the internal reports. Contribute from the program perspective to the operating budget.
  • Ensure program compliance with internal control procedures; ensure grant opening meetings (GOM) and grant closing meetings (GCM) are held for all grants and that the resulting Action Plan per participant is followed-up with all staff involved.

* Human Resources

  • Keep update and adjust as needed the new structure within IRC Chad where Technical Program Staff (Health Coordinator, Nutrition Coordinator, Grants Officers and DME Manager) report to the Deputy Director Programs, and are supervised, monitored, coached and evaluated in a constructive way with program quality as main objective.
  • Design, maintain and implement a plan for enhancing the capacities of the national staff towards the stated goal of developing a stable, lean, focused, efficient (cost and work- wise) and motivated IRC Chad program team.
  • Coordinate the recruitment of relevant program staff; recommend promotions, disciplinary action and termination of program staff in consultation with the supervisors, Human Resources and the Country Director.
  • Support development of the nationalization plan working closely with the HR team, Field and Technical Staff and the Country Director.

  • Act as the focal point for all Program and projects related communication and issues between the field and N’Djamena.

Qualifications / Requirements
