JOB SUMMARYThe Deputy Country Director - Operations is responsible for the operational activities of International Medical Corps Jordan, including Finance, Administration, Human Resources and Logistics.

ESSENTIAL RESPONSIBILITIES1. Operations Management• Assist the Country Director in the overall management of International Medical Corps activities to ensure the effective and efficient use of financial and material resources within the rules and procedures of IMC and partners• Plan, organize, manage and direct the work of the operations department, delegating responsibilities to direct reports • Plan, develop and implement processes, systems and procedures in order to ensure the efficient functioning of operations • Provide policy guidance, training and ongoing guidance to all operations staff • Ensure all activities are conducted in a timely, cost and quality effective manner• Represent the organization and liaise with local and national authorities, UN, NGO, and donor agencies to facilitate successful coordination of activities and ensure transparency in the community • Prepare monthly operations reports to the Country Director and quarterly and semi annual reports according to donor requirements and internal procedures• Provide technical inputs and assistance to programs with particular reference to financial management and reporting systems • Prepare annual work plan and budget that identify key objectives, responsible staff, deliverables and potential roadblocks

  1. Compliance • Plan, develop and implement an Internal Control System to ensure compliance with internal policies and procedures, donor regulations and local laws • Monitor, evaluate and report on all operational activities to Country Director

  2. Strategic Planning, Budgeting and Management• Assist Country Director in developing and implementing a strategic plan and designing an appropriate organizational structure • Lead the preparation of multi-year and annual budgets for the organization• Develop and implement tools for financial planning, monitoring and reporting for the organization• Develop and implement tools for sustainable HR management, including HR strategy, national HR policies and procedures, and recruitment and career development for national and expat staff

  3. Human Resources• Oversee the recruitment and selection of qualified operations staff, recommend promotions, disciplinary action and termination of staff in consultation with supervisors • Collaborate with security officer/CD to maintain security of staff• Ensure that appropriate care, training and support are being provided to all staff in the organization• Maintain open lines of communication with all operations staff

  4. Training/ Capacity Building• Determine training needs for operations staff • Train senior national staff to increase their responsibilities in order to build capacity and ensure sustainability of programs • Advocate and plan for professional development for expat and national staff

  5. Working Relationships• Maintain frequent communication with Country Director to ensure operations activities and objectives are communicated• Work with Deputy Country Director - Program and with other program staff and with the Finance Director, Security and Logistics staff to ensure coordination

  6. Representation• Act as Officer-in-Charge in the absence of the Country Director and Deputy Country Director – Programs• Attend and represent the organization at coordination meetings which are relevant to country operations activities• Interface with national government and relevant agencies to ensure mutual understanding of operations• Contribute to the creation of a positive image and overall credibility of the organization, notably through the application of the organizations Code of Conduct, ethics, values and stand-point with regard to internal and external actors

Qualifications: QUALIFICATIONS• over 10 yrs of operations management experience (management, planning, staff development and training skills) in an international NGO setting• Significant experience in development programs, mainly in the health field (Health policy, health reforms) • Comprehensive knowledge and working experience with grant management for donors such as USAID, World Bank, EU, DfID and other donors;• Significant experience in financial management, including preparing and managing budgets, banking activities, contracts and negotiations• Experience in developing and managing procurement and logistical procedures and policies• Skills and knowledge in operational sustainability and capacity building • Strong writing, presentation and reporting skills;• Fundraising and representational experience • Proven capabilities in leadership required• Strong negotiation, interpersonal and organization skills• Advanced degree or recognized professional certification in finance and management preferred, but will consider candidates with applicable professional experience
