The Women’s Protection & Empowerment Unit is comprised of 20 team members supporting programming, resource development, research and learning and policy and advocacy for over 20 countries. With an audacious vision of a world where women and girls are valued and live free from violence, and can exercise their rights to promote their own safety, equality and voice, the IRC is known for its cutting edge anti-violence programming in humanitarian settings. The WPE’s Technical Unit’s mission is to support programs that facilitate the healing, dignity and self-determination of women and girls who have experienced violence; to create opportunities for women and girls to transform their lives and to make their voices heard in pursuit of a safer, more equitable world; to work in partnership with communities and institutions to promote and protect women’s and girl’s rights and to empower them to enjoy those rights.

Reporting to the Senior Director the Deputy Director will have both internal and external facing responsibilities, ranging from quality assurance (high-quality country level programming with a cross-disciplinary focus, overseeing specific research components related to programming), to extending the reach of IRC programming (business development) to administration (information technology, and reporting,), to human resources (supervision, mentoring, career progression). Externally, the Deputy Director will establish or continue relationships with key UN entities and sister organizations. The Deputy Director will partner closely with the Senior Director ensure programming is done in a way that incorporates the intersections of health, economic empowerment, justice, and child protection. The Deputy Director will have a key role in helping to chart future growth and strategic responses to an ever-increasing demand for the IRC’s services in preventing and respo nding to violence against women and girls in humanitarian settings.

Major Responsibilities:
Strategic Leadership
* Lead the implementation of key aspects of the WPE strategic plan into quality programming at the country level (including ensuring contextual appropriateness of interventions for emergency and protracted emergency, urban and camp based settings).
* Lead the development and implementation of cross disciplinary (leveraging organizational expertise in Child Protection, Health and Economic Recovery) programming to maximize the IRC’s organizational resources on behalf of women and girls.
* Partner with the Senior Technical Director in developing and maintaining a strategy for monitoring WPE’s global programming.
* Provide guidance to the technical teams regarding systems and strategies to ensure that country offices are efficiently supported and that programming i s data-driven and based on technical best practices.
* Partner with the Leadership Team to develop cutting edge knowledge management and communication strategies share new learning, improve the efficacy of programming and inform the humanitarian community’s response to violence against women and girls.

Human Resources Management
* Oversee two key pillars of the Women’s Protection and Empowerment team including quality assurance and emergency response.
* Supervise two Senior Technical Advisors for Quality, the Emergency Coordinator and two Emergency Response Team members and consultants as needed. This includes discussing job expectations, setting objectives and providing appropriate and timely feedback regarding performance of direct reports, including timely implementation of the annual staff performance management system.
* Build and maintain strong relationships with field st aff, Country Directors, and Regional Units and Technical Units.
* Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.
* Provide leadership support for the successful implementation of and adherence to the IRC Global HR Operating Policies and Procedures
* Lead with commitment, integrity and accountability to the “IRC Way” – Global Standards for Professional Conduct

Representation
* Act on behalf of the Senior Technical Director during periods where she is traveling or on leave.
* Lead efforts to strengthen relationships with key United Nations agencies including UNHCR, UNICEF and UN Women to influence programming and policies to (a) better protect the rights of women and girls and (b) ensure the allocation of resources necessary to ad dress the magnitude of violence against women and girls.
* As agreed with the Senior Technical Director Technical Director, represent the Technical Unit to donors, academic conferences and policy makers to align resources with program strategy and to influence and engage intellectual discussion.

Future Programming Opportunities
* Oversee key programming opportunities including concept and proposal development for both field level and Technical Unit funding.
* Liaise with key departments in External Relations related to fundraising and business development.

Job Qualifications:
* Master’s degree in public health or social work with a focus on violence against women and girls or relevant experience.
* Minimum eight years progressive experience in a senior management position in a nonprofit organization, foundation, or governmen t agency.
* The successful candidate will have a demonstrated passion for ending violence against women and girls.
* The successful candidate will bring imagination, creativity and humor to the position in addition to the following skills;
* A demonstrated commitment to collaborative leadership and management approached that engages technical expertise across a range of disciplines.
* Demonstrated communications skills, and the ability to present a broad array of information to inform and influence diverse audiences in multi-cultural environments.
* Track record delivering superior results, earning respect and assuming leadership roles
* Remain focused in the face of pressure, delivers against timelines, not intimidated by tasks/time limitations
* Success in roles requiring execution of multiple tasks while responding to multiple priorities
* Ability to exercise tact and diplomacy in organizational settings
* Fluent in English; French or Arabic language a plus.
* Overseas travel up to 25% of time
