Jordan: Women’s Protection and Empowerment Coordinator

Working in coordination with the humanitarian community and the Government of Jordan, the IRC's assistance programs for Syrian refugees in Jordan include both camp-based (Zaatari, Cyber City and King Abdullah Park camps) and urban-based refugee assistance (Mafraq, Ramtha, Irbid). Through 4 Women Centers in Zaatari camp, The Women’s Protection and Empowerment (WPE) team is implementing comprehensive GBV prevention and response programming with funding from UNFPA, including specialized case management, psychosocial support and reproductive health counseling services in addition to women driven recreational and youth centered activities.

SCOPE OF WORK:

The WPE Coordinator will be responsible for the day to day management of WPE programs, provision of technical support, donor compliance and contribute to the development of WPE programming in Jordan. The position directly supervises two field-based WPE Managers. Working under the supervision of the Deputy Director of Programs and technical guidance of the WPE Advisor, the WPE Coordinator is based in Amman with frequent and regular travel to program sites in northern Jordan and potentially elsewhere as programs expand.

RESPONSIBILITIES:

Technical Quality

* Provide clear technical support, supervision and guidance to the WPE team.

* Ensure staff adhere to GBV best-practice and professional standards and principles through technical support and trainings.

* Identify technical gaps in the program and devise solutions to meet those gaps, including modifying existing training resources and identifying short-term consultants.

* Develop targeted, tailored capacity building plans for WPE staff and partners, ensuring that training and capacity building meet the respective needs of WPE and partners and reflects their respective priorities.

* Support collaboration of WPE programming across other IRC sectors including Economic Recovery and Development, Child Protection and Health.

Monitoring & Evaluation

* Working closely with the the WPE Program Managers, support the development and implemention of ethical and safe monitoring and evaluations systems, including program monitoring tools and the utilization of the GBVIMS.

* Oversee and ensure analysis of results are conducted and guide WPE staff to use these results to enhance program effectiveness and quality.

Staff Supervision & Development

* Technically supervise WPE Managers based in northern Jordan and work closely with Field Coordinator who directly supervises the WPE Managers

* Build team cohesion, promoting a strong team spirit and ensuring appropriate sharing of resources, best practices and lessons learned between urban- and camp-based programs.

* Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.

* Oversee jointly with the Field Coordinator timely completion and submission of monthly timesheets, probations reviews and annual performance reviews

* Assist with the recruitment of WPE staff, in coordination with HR and field based managers.

* Provide technical performance management (setting of objectives, appraisals and development plans) to staff.

* Based on as sessments of staffing skills gaps, develop a capacity building plan for WPE staff.

* Overall responsibility for staff work plans, and training/development activities.

Grant Monitoring

* Assist the WPE management team in the assurance of donor compliance, including appropriate and timely spending of grants to achieve program goals, grant reporting contributions, use and distribution of supplies and resources.

* Support the submission of timely, accurate and well written donor reports and other reporting requirements for all WPE programming in Jordan.

* Working closely with the WPE Advisor, contribute to the development of new business concepts for the expansion of WPE programming in Jordan.

Other

* Work with the WPE management team to identify and cultivate local partners, and explore opportunities for programmatic collaboration.

Professional Standards

* All IRC staff are required to adhere to THE IRC Way Standards for Professional Conduct and the IRC country employment policies.

REQUIREMENTS:

* Advanced degree in Social Work, Women’s Studies, or other related field.

* Minimum of 3 years professional experience in implementation of emergency GBV programming.

* Proven experience working in emergency contexts.

* Proven experience supervising and providing case management services and support.

* Prior international experience working in emergency settings or insecure environments; regional or in-country experience preferred.

* Strong program/technical and budget management skills.

Technical Advisor – Youth Economic Empowerment (YEE)

Reporting to the Senior Advisor, International Programs the Technical Advisor for YEE will: support Country Offices in identification of new funding opportunities and the design and development of new programs; provide technical support, quality assurance, training and capacity building for existing programs in Latin America, Africa and Asia; and further Plan’s policy development, networking and research related to YEE, particularly related to Microfinance and financial inclusion for youth.

Program design and development

As a member of the Technical Team, this role will provide input and advice to projects that have a component on youth savings and loans, micro-finance as related to youth economic empowerment. This will include:

• Develop and design innovative Microfinance and YEE programs in line with Plan’s programmatic approach and principles
• Develop and/or provide input on project proposals • Develop detailed project implementation plans (PIP) and subsequent work plans • Work in partnership with the marketing, corporate and the development teams in developing proposals for submission to Corporations and individual donors

Technical Support and Quality Assurance

Provide quality control, value addition and technical advice to Field Office staff, partners and other stakeholders for Plan Canada support projects related to YEE and Micro-finance as they become approved. This will include:

• Identify and evaluate the national, regional and internationally approved technical standards and benchmarks for Microfinance programs and incorporate into Plan Canada’s programming • Provide technical support, advice and guidance to Plan staff in Canada and Plan’s overseas Country Offices on the implementation of programs • Participate in project related meetings as needed including project working groups and project steering committee • Provide training in the field on tools related to Microfinance, often with a special emphasis on youth • Monitor and Evaluate projects/ programs and write reports based on findings • Design quality monitoring standards as well as tools for program monitoring and improvement

People Leadership and Managerial Responsibilities: The Advisor position often will not have people leadership but rather be an individual contributor as part of a wider team with specific accountabilities within a team. If individual is a people leader both team size, budget and projects/program scope will be at departmental level impact. Where individual is accountable for a team, this person is directly responsible for the management of that team and is reflected on his/her performance framework at a minimum 10% of time. Budget and number of staff can be directly correlated to scope of portfolio. SCOPE OF WORK:
The Women’s Protection and Empowerment (WPE) Program Manager is responsible for ensuring smooth implementation of IRC’s community wellness program daily project activities in Ajoung Thok refugee camp and to ensure that the goals and objectives of the program are met. S/He will provide supervision and direction to the WPE project team, with an emphasis on ensuring GBV survivors’ access to safe and appropriate health and psychosocial services, including clinical care for survivors of sexual assault, safe and confidential GBV case referrals, quality psychosocial initiatives, case management, one-on-one counseling, and group support activities in line with the IRC’s GBV Emergency Program Model and international best practices for GBV interventions.

The WPE Program Manager will be based in Ajoung Thok refugee camp, Unity State, and reports to the WPE Coordinator based in Juba.

RESPONSI BILITIES:
  Program Management & Development

 ---Oversee the implementation of GBV prevention and response activities in Ajoung Thok refugee camp to ensure the program is implemented according to schedule and budgets, international standards, and that WPE program objectives are met
 ---Establish networks with UN, NGO, and community partners to promote technical capacity and strengthen the GBV referral pathway and ensure survivors’ access to safe, timely and confidential health, psychosocial, case management and all other GBV-related services and care.
 ---Provide technical guidance, mentoring and support to health actors to ensure compliance with minimum standards for clinical care for sexual assault survivors.
 ---Provide technical support and guidance to WPE staff to develop mechanisms for information dissemination and awareness-raising to improve knowledge and attitudes on GBV and available services.

South Sudan (Republic of): Emergency Women’s Protection and Empowerment (WPE) Manager

BACKGROUND:

On December 16, 2013, heavy military exchanges occurred between rival SPLA factions in Juba (Central Equatoria State). The fighting and violence quickly spread to other states in South Sudan, trapping thousands of civilians in Unity, Lakes, Upper Nile, and Jonglei States in UN bases or makeshift IDP settlements. OCHA estimates that 194,000 people have been displaced across five states, Central Equatoria, Unity, Lakes, Upper Nile, and Jonglei. It is e stimated that around 30,000 IDPs have sought refuge in the two UN bases in Juba; 8,000 IDPs have reportedly sought refuge in the UN base in Bentiu and 3,000 in the UN base in Pariang; an inter-agency mission to Awerial (Lakes) estimates that there are around 76,000 IDPs, mostly from Jonglei. The IRC South Sudan country program is gearing up to respond to the ongoing emergency and is looking for emergency response staff to assist with this.

SCOPE OF WORK:
The Emergency Women’s Protection and Empowerment (WPE) Manager is responsible for ensuring smooth implementation of the emergency WPE response in one location in South Sudan. The location for this position will be determined based on the location of the emergency response (one of the existing or new field sites). The position reports to the Emergency WPE Coordinator or the WPE Coordinator.

KEY RESPONSIBILITIES:
* Program Management
* Conduct assessments to determine the specific needs and risks faced by women and girls of the target areas;
* Oversee the implementation of the WPE program to ensure the program is implemented according to schedule and budgets, international standards, and that WPE program objectives are met

WORK ENVIRONMENT:
* Security level red. The situation in Juba is calm at the moment but remains tense and unpredictable; concerns include criminality, presence of armed troops, and looting. There is active conflict in many parts of the country and a possibility for further expansion of the conflict and violence into other areas and other states.

HOUSING:

* Lodging in Juba is in a private bedroom, with en suite bathroom, in a shared IRC guesthouse. In field sites sleeping accommodations range from tent to traditional hut to permanent structures. BACKGROUND:

On December 16, 2013, heavy military exchanges occurred between rival SPLA factions in Juba (Central Equatoria State). The fighting and violence quickly spread to other states in South Sudan, trapping thousands of civilians in Unity, Lakes, Upper Nile, and Jonglei States in UN bases or makeshift IDP settlements. OCHA estimates that 194,000 people have been displaced across five states, Central Equatoria, Unity, Lakes, Upper Nile, and Jonglei. It is e stimated that around 30,000 IDPs have sought refuge in the two UN bases in Juba; 8,000 IDPs have reportedly sought refuge in the UN base in Bentiu and 3,000 in the UN base in Pariang; an inter-agency mission to Awerial (Lakes) estimates that there are around 76,000 IDPs, mostly from Jonglei. The IRC South Sudan country program is gearing up to respond to the ongoing emergency and is looking for emergency response staff to assist with this.

SCOPE OF WORK:
The Emergency Women’s Protection and Empowerment (WPE) Manager is responsible for ensuring smooth implementation of the emergency WPE response in one location in South Sudan. The location for this position will be determined based on the location of the emergency response (one of the existing or new field sites). The position reports to the Emergency WPE Coordinator or the WPE Coordinator.

KEY RESPONSIBILITIES:
* Program Management
* Conduct assessments to determine the specific needs and risks faced by women and girls of the target areas;

Scope of WorkThe Women’s Protection and Empowerment Program Manager provides overall strategic direction and vision for the WPE program. SCOPE OF WORK:The Women’s Protection and Empowerment (WPE) Coordinator will be responsible for overall coordination of WPE programming throughout the Iraq country program, including community based women’s protection/GBV prevention and response programming targeting Iraqi displaced persons and vulnerable host communities in central Iraq and the Kurdistan Region in northern Iraq, as well as IRC’s Syrian response programming in northern Iraq that is based primarily in refugee camp settings, with the goal to expand WPE programming in the urban communities. Thailand: Evaluation Consultant – Short Term Girls Empowerment Project

The Girls Empowerment Project is a pilot project implemented by the International Rescue Committee in Ban Mai Nai Soi refugee camp (site 1), Mae Hong Son. The objective of this pilot project is to promote and facilitate the safety, well-being and empowerment of marginalized, at-risk adolescent girls in the camp. Specifically, the project seeks to reduce or eliminate risk factors for sexual violence and increase protective factors from it, targeting a segment of the adolescent girl population who are particularly vulnerable. The project targets 30 girls ranging in age from 10 to 18 who are no longer attending school, either because of social exclusion due to their gender or marriage status or forced exclusion due to pregnancy.

This project works at multiple levels to increase the physical, social and human assets of the target girls by: providing them with a “safe space”, strengthening their knowledge and skills, and engaging the family members, peers, community leaders and structures that act as gatekeepers to such assets. Through a participatory action research (PAR) process, the target girls identified the knowledge and skills they would like to learn to feel safe, healthy, and confident. This learning content is being taught through weekly workshops over a period of 12 months. Older girls from the community (ages 18-25) have also been recruited and trained to be individual mentors for participants as well as facilitators of the identified learning content. Lastly, PAR was used to engage family and community members in a dialogue about the target girls' risk and protective factors for sexual violence and to further define what resources they, as gatekeepers, need to address risk factors.

As the pilot stage of the project comes to a close, IRC seeks an external consultant able to conduct an evaluation of the pilot. A baseline assessment was conducted at the start of the project.

Scope of Work: The Evaluation Consultant will design and conduct an evaluation to determine whether target girls do experience increased presence of, or access to, various social, physical and human assets on completion of the program. The evaluation will focus on 4 main anticipated results of the project:1) 75% of target girls regularly attend program activities2) 75% of target girls identify that they have increased the presence of resources that can protect them from sexual violence3) 75% of target adults (carers, spouses) have increased knowledge of what they can do to actively promote the safety and well-being of target girls4) Target community leaders identify and take specific actions to change social policies that hinder girls’ access to education

Activities will include the following:• Review data from existing monitoring tools (e.g. activity attendance records, home visit tracking sheets, meeting minutes and action plans, etc)• Train local consultants as enumerators• Conduct end-line survey and qualitative research with 30 girls and their family members• Develop tool to measure levels of knowledge of family members• Analyze findings and produce report

Experience Desired:• Practical experience in designing and conducting research and evaluation projects as well as data collection skills.

Summary:

ABA ROLI is recruiting a Legal Empowerment and Paralegal Networks Expert for a program in Anglophone West Africa that will support the efforts of civil society organizations (CSOs) to protect the rights of lesbian, gay, bisexual, and transgender (LGBT) individuals. ABA ROLI expects that this Legal Specialist will be in country for a period of 4-6 months and that the Legal Specialist will have expertise in using paralegal networks to provide legal services to vulnerable populations. The Legal Specialist will assist CSOs to establish and manage a paralegal network, ensuring the CSOs are able to incorporate best practices and lessons-learned from other contexts. ABA ROLI is seeking a pro bono Legal Specialist. However, depending on the level of experience a monthly stipend may be available to the Legal Specialist. With headquarters in Kinshasa and field offices in the provinces of North Kivu, South Kivu, Katanga, Orientale and Kasai Occidental, the IRC is one of the largest humanitarian actors in the Democratic Republic of Congo (DRC). The IRC aims to save lives, to strengthen Congolese institutions and to reinforce social cohesion through carefully designed and professionally-implemented programs. The IRC has been working in the DRC since 1996, currently operates in five core programming areas – primary health care, community-driven reconstruction & local governance, women’s empowerment and the prevention and mitigation of gender-based violence, education, and emergency preparedness and response. These programs reflect IRC’s guiding principles of capacity-building; participation; partnership; protection and promotion of human rights; and holistic programming. IRC currently seeks a Chief of Party / Director of Program to lead its Women’s Protection and Empowerment Program in DRC. Together with the in country Program Advisor, the CP/DP is responsible for ensuring that the IRC WPE program, irrespective of funding source, is implemented in accordance with work plans, logical frameworks, cooperative agreements, donor regulations and IRC policies. S/he will ensure that the program delivers high quality work and solid results. The CP/DP will represent IRC WPE to all internal and external key stakeholders, government officials and donors, will lead Program advocacy and will work closely with donors and practitioners to provide project updates, discuss strategies, obstacles, performance plans, and overall progress. This position reports to the IRC Director of Programs in DRC.

WPE Program:Since 2002, IRC has been responding to gender based violence in the Kivus, with bases in Goma and Bukavu. The program incorporates immediate needs of GBV survivors to save lives and reduce suffering; recovery interventions to address the long-term needs of survivors of sexual violence; and post-conflict development activities to promote the empowerment and well-being of women and girls in the private and public spheres. IRC works with local NGOs, community-based organizations and health facilities to build their capacity to provide quality specialized services to survivors of sexual violence and to carry out community outreach and advocacy and empower women socially and economically within their communities. The program aims to: 1) Improve survivors’ access quality and essential health, psychosocial, and legal services; 2) Improve community support to women and girls affected by conflict; 3) Promote the protection of women and girls through the application of and adherence to policies and international standards. Chief of Party / WPE Director of Program Responsibilities: Provide leadership and direction, define and implement activities to achieve the greatest coverage and impact possible;  Lead strategic work plans with clear objectives and achievement benchmarks, long-term and short-term priorities, implementation plans, financial projections and tools for evaluation; Lead and work with a diverse team of international and national coordinators and advisors and field staff; coordinate with other IRC program areas and departments; Oversee the WPE program quality by planning, monitoring and evaluating project activities, research initiatives; lead new proposal development and program design  Identify technical assistance needs and work with the Program Advisor in DRC and Technical Unit in New York to ensure that appropriate support is provided;  Manage external relations by representing the project and the organization and ensuring the distribution of information about project achievements and lesson learned. Define and lead Program advocacy strategies and activities, participate to coordination mechanisms; Oversee the financial and grants compliance to ensure the best use of resources by sound budgets, monitoring project expenses, and ensuring timely submission of financial and narrative reports to donors;  Represent IRC to donors and address donor inquiries in accordance with cooperative agreements for at least five major grants ;  Forge and maintain solid cooperation with partner organizations and government officials; manage sub-agreement partners whenever appropriate; Required: Masters degree in Public Health, Social Work, Public Policy or related field;  Minimum of ten years of overseas management experience;  Proven leadership and strategic planning capabilities;  Experience managing large teams and working in tandem with local and international partners;  Demonstrated experience managing multi-grant budgets of more than US$4 million;  Strong inter-personal communication skills;  Proven sound judgment and decision-making skills;  Effective and persuasive writing and public speaking; Fluency in English and French.Desired: Previous experience as USAID Chief of Party or Deputy Chief of Party, Program Director;  Previous experience in the field of GBV, Protection, Child Protection, Human Rights or other related field;  Previous work experience in DRC.

Security and Housing:The Chief of Party / Director of Program will be based in Kinshasa with regular travels to South and North Kivu. Kinshasa is the capital of DR Congo and has a population of approximately 10 million people. The city is usually quiet and relatively safe. As with any large city in a developing country, crime and theft are common. The position is accompanied; the CP/DP will be housed within individual housing.
