The Interim Women’s Protection and Empowerment (WPE) Coordinator (IC) is responsible for providing temporary leadership and coordination support to IRC’s WPE programs throughout South Sudan. The IC will oversee all WPE teams and projects to ensure sustained implementation and achievement of project objectives. S/he will collaborate with the WPE Technical Advisor (TA) to ensure that all interventions are technically sound, reflect international best practices, appropriately meet the needs of survivors of gender-based violence (GBV), and are appropriate and relevant for the specific contexts. S/he will collaborate with other technical coordinators and staff, the grants unit, and field teams to ensure that program activities are implemented according to work plans and the IRC Program Framework.The position is based in Juba with possible travel to field sites.
KEY RESPONSIBILITIES:
In collaboration with WPE teams, the Deputy Director of Programs (DDP), and the WPE TA, oversee the quality of design, implementation, and monitoring of WPE programming in South Sudan.Assist in overseeing project proposals and budgets to ensure an appropriate and efficient use of resources, and that IRC WPE projects comply with internal and external requirements.Monitor achievement of project targets, including tracking spending and progress towards indicators, through support to WPE staff across field sites.In coordination with the DDP, maintain effective working relationships with key stakeholders in South Sudan, including donors, government actors, UN agencies, international and local NGOs.Coordinate with other IRC sectors to provide relevant input and support on cross-cutting GBV issues as required.Coordinate with the DDP to ensure field concerns and challenges are brought to relevant external stakeholders; maintain and promote systematized, ethical standards and procedures for GBV programs across the country.Ensure that ethical and sound data collection and information management systems are adhered to and sustained for GBV analysis, planning, evaluation, and advocacy.KEY WORKING RELATIONSHIPS:The Interim WPE Coordinator is supervised by the DDP and receives technical support from the WPE TA.
REQUIREMENTS
MA/MS or equivalent in health, social work, or other related degree.At least five years of relevant international management experience, including experience in GBV programming and project and budget managementPrevious experience supervising and managing a large, multi-disciplinary team in a cross-cultural setting; conflict or post-conflict experience preferred.Demonstrated leadership, communication, and facilitation skills.Ability to simultaneously manage several different projects and work in a high-stress environmentExcellent interpersonal and problem-solving skills; flexible and creativeWillingness to travel in South Sudan as may be neededExcellent written and oral English skillsExperience in grant management and proposal writingExcellent computer skills in programs such as MS Word, Excel, PowerPoint.WORK ENVIRONMENT:Security level yellow- standard precautions apply. Concerns include common criminality, presence of armed troops, and tribal violence.
HOUSING:Lodging in Juba is in a private bedroom, with en suite bathroom, in a shared IRC guesthouse. In field sites sleeping accommodations range from tent to traditional hut to permanent structures. Field compounds have latrines and showers. All IRC sites have electricity and internet at least several hours per day. Food is the individual’s responsibility.
