South Sudan: Child Protection Manager

BACKGROUND:

On December 16, 2013, heavy military exchanges occurred between rival SPLA factions in Juba (Central Equatoria State). The fighting and violence quickly spread to other states in South Sudan, trapping thousands of civilians in Unity, Lakes, Upper Nile, and Jonglei States in UN bases or makeshift IDP settlements. OCHA estimates that 194,000 people have been displaced across five states, Central Equatoria, Unity, Lakes, Upper Nile, and Jonglei. It is estimated that around 30,000 IDPs have sought refuge in the two UN bases in Juba; 8,000 IDPs have reportedly sought refuge in the UN base in Bentiu and 3,000 in the UN base in Pariang; an inter-agency mission to Awerial (Lakes) estimates that there are around 76,000 IDPs, mostly from Jonglei. The IRC South Sudan country program is gearing up to respond to the ongoing emergency and is looking for emergency response staff to assist with this.

SCOPE OF WORK:

The Child Protection Manager is responsible for the overall development and implementation of quality Child Protection programs, in compliance with donor requirements. S/he will lead CP program design including proposal development; ensure the objectives of the CP program are met in a timely manner, and are being monitored and evaluated effectively; ensure that CP staff receive appropriate mentorship, technical support, and technical capacity building and that a positive team spirit is fostered encouraging innovative and quality programming. Additionally, the CP Manager will collaborate with other sectors to ensure that child protection is consistently mainstreamed across IRC sectors (safe programming). This position will be based in Ganyliel and will report to the Protection Coordinator in Juba.

KEY RESPONSIBILITIES:

Program Management and Development

* Develop high quality proposals in coordination with other IRC sectors and the technical units at HQ to develop competitive project ideas and proposals (including budgets), which are in accordance with the analysis of children’s needs, in response to arising funding opportunities;

* Ensure program quality;

* Coordinate and monitor the quality, timely implementation, financial management and reporting of the Child Protection program, in compliance with donor requirements;

* Provide on-going direct technical support, including assisting in the development of individual work plans to integrate Child Protection, ensuring best practice standards are met;

* Design training and facilitate them to build capacities of the staff, in accordance with their needs;

* Ensure timely submission of all program reports, quality of program data and proper archival of program information;

* Support the collection and analyze data for monitoring, problem analysis, planning and advocacy and evaluate program outcomes and impact;

* Identify gaps in data collection and develop tools and systems to ensure quality and consistent program monitoring;

* Conduct regular field visits (25%), meetings with project staff and community members to assess progress toward objectives, discuss issues and assist in finding solutions to challenges identified;

* Ensure ongoing mainstreaming of Child Protection to other existing Protection programs and work collaboratively with the different coordinators;

Staff Management

* Participate in the recruitment of the Child Protection program staff, encouraging a positive and committed team spirit, which fosters participation and innovation;

* Ensure the timely application of organizational procedures (including inductions, relevance of job descriptions, objective-setting and performance evaluations);

* Assess the training and capacity building needs in terms of Child Protection, and design and monitor professional development plans;

Grants Management and Reporting

* Collaborate with Field Coordinator and other operations Coordinators to ensure that the CP program is properly supported;

* Liaise with IRC’s CYPD Technical Unit and other departments as required to ensure effective and collaborative working relationships;

* Promote and represent the interests of the CP program with regards to all relevant stakeholders;

* Develop and maintain effective working relationships with relevant stakeholders including community members, NGOs, government authorities and UN agencies;

* Develop CP advocacy through information-sharing networks/forums.

Representation & Coordination

* Develop and maintain effective working relationships with all stakeholders - including community leaders, NGOs, UN agencies, community based organisations and other IRC sectors to enhance cooperation and coordination;

* Ensure that information from coordination meetings is shared internally and with other sectors, as appropriate;

* Attend protection coordination meetings or represent the IRC in other relevant forums.

REQUIREMENTS

* Masters degree preferred (International Relations/Development, International Law, Social Work, or related field);

* 3 years Child Protection program management experience, including at least 2 years in an emergency and/or post-conflict environment;

* Solid experience working in a cross-cultural environment required

* Demonstrated experience in project design, capacity building, training design and facilitation, and budget management;

* Experience working in partnership with local government institutions, strengthening local child protection systems;

* Strong understanding of protection principles and likely protection concerns arising in South Sudan context as well as conflict sensitivity;

* Experience in working with and coordinating with the UN , donors, INGOs and other stakeholders;

* Experience working in difficult locations; resourceful and flexible in a limited resource environment.

* Strong interpersonal, intercultural and communication skills;

* Excellent analytical, oral and writing skills in English ;

* Good computer skills: excellent knowledge of MS Word, Excel, powerpoint and email/internet software.

WORK ENVIRONMENT:

* Security level orange. The situation in Juba is calm at the moment but remains tense and unpredictable; concerns include criminality, presence of armed troops, and looting. There is active conflict in many parts of the country and a possibility for further expansion of the conflict and vi olence into other areas and other states.

HOUSING:

* In Juba, lodging is a private bedroom in a shared IRC guest house – with electricity, internet and cable TV. Field office housing such as Ganyliel is in traditional huts or tents with separate shared basic latrines and showers and limited communication means. Food is an individual’s responsibility.

South Sudan: Consultant- Anthropometric and Mortality/SMART Survey 13-374

PROGRAM BACKGROUND
International Medical Corps has been present in South Sudan since 1994, and working in Akobo. International Medical Corps is supported Health and Nutrition interventions in Akobo, The program currently covers outpatient treatment (OTP) for severe acute malnutrition (SAM) without medical complications, for children aged 6 – 59 months, and targeted supplementary feeding program (TSFP) for children aged 6 – 59 months with moderate acute malnutrition (MAM) and pregnant and lactating women (PLW). In addition, IMC is running a stabilization center in Akobo hospital. Blanket supplementary feeding (BSFP) to children aged 6-35 months, in 2013, reached 2,662 children with throughout the lean period. 78 IYCF mother support groups that are well established have been able to reach more than 11,000 households with IYCF and hygiene messages in the last year. Following the recent insecurity, program implementation was severely disrupted due to a limited stock of nutrition supplies and minimal staff that remained.
While efforts have been made to reduce the number of cases of SAM and MAM, the increased population, farmers not planting the right time and seasonal floods from 2012 have most of Jonglei state preparing for a looming famine. Preliminary MUAC assessment conducted in mid-March shows out of 5,485 children under five screened, 590 had severe acute malnutrition (based on MUAC), of whom 370 were already receiving treatment while 220 were referred to nutrition feeding sites in Akobo. 1,343 children were also moderately acute malnourished based on MUAC. IMA/World Bank funding continue to support health care services while CHF is supporting the nutrition program. Due to the ongoing insecurity in the country Akobo has received 15,000 IDPs from different parts of the country mainly Bor and Malakal. Jonglei State is the most volatile and food insecure state in South Sudan, with a long history of inter-communal violence and floods. Last year pre- harvest SMART survey conducted in April/May 2013 by the Save the Children findings indicated GAM rate of 25.7% and SAM of 4.8%.
The purpose of the survey
The overall goal of this assessment is to establish the extent and the severity of acute malnutrition and determine the contributing factors of malnutrition in Akobo East County, which will be informative to all stakeholders to provide interventions that are effective.
Specific Objectives
I. To determine the prevalence of malnutrition among children aged 6-59 months
II. To determine the crude and under-five mortality rates
III. To determine the prevalence of some common child illnesses (suspected measles, diarrhea, febrile and respiratory illnesses)
IV. To assess the infant and young child feeding (IYCF) and care practices among children 0-23 months. Specifically determine practices related to (timely Initiation of breastfeeding- within the first hour after birth. Exclusive breastfeeding, from 0- 6 months of age, Timely Complementary feeding (age group 6 – 9 months) Continued breastfeeding up to 1 year (12 – 15 months) and up to 2 years (20 – 23 months
V. To assess the food security situation.
Survey Methodology
This survey will adopted a two stage cluster sampling using the SMART Methodology. While the core SMART methodology focused on nutrition and mortality, additional data will gathered at the household level using structured questionnaires. Key issues will be captured; these include food security, IYCF and health seeking behaviors. The South Sudan standardized nutrition cluster questionnaires will be used.
The clusters will be selected using the probability proportional to population size (PPS) while the households will be selected using the simple random. The anthropometric and mortality data will be entered and analyzed in ENA for SMART (16th November, 2013 Version) while the other sections of the survey will be entered and analyzed in SPSS. The data collection teams will be trained for 4 days, the training will include the standardization test, to ensure that the teams are able to take measurement that is more précised and accurate. To maintain the quality of the data, the anthropometric data will be entered on daily basis and the plausibility results run by the consultant who then briefed the teams every morning before leaving for the field. The anthropometric indicators will be presented using the WHO 2006 standards.
Consultant Task;
The Consultant is required to:
I. Design the nutrition survey: Develop comprehensive tools for data collection, Design the survey methodology, collect and collate reference materials.
II. Train data collectors for the survey: Transfer skills in undertaking a SMART survey to International Medical Corps’ staff.
III. Organize actual survey: Ensure accurate data collection at field level. Ensure adequate supervision and coordination of the survey teams in the field and collect relevant reference materials for report writing
IV. Data processing and Management; ensure accurate data entry and analyze data and compile a comprehensive nutrition/SMART survey report.
V. Reporting: The preliminary assessment report will be send to the TWG nutrition cluster within 10 days of completion of data collection; the consultant will present preliminary findings of the survey to International Medical Corps, and IMC will send to the nutrition cluster for validation purpose. The final report will be submitted to IMC within 1 week after validation of the preliminary report.
Required deliverables
The consultant is expected to provide:
I. Detailed nutrition/SMART survey work plan and budget
II. Final nutrition survey design (agreed following consultant selection).
III. Finalized data collection tools (questionnaire, KII and FGD guides).
IV. Power point presentation of preliminary findings.
V. A draft pre-harvest nutrition survey report.
Time Frame
The duration of the survey will be 27 days (including final report submission). The start date will be the date of contract signature.

General condition of consultancy
i. Accommodation will be provided by International Medical Corps in the program sites, which is the usual shared staff accommodation.
ii. The consultant will cover fully his/her food and subsistence-related cost, so the price component must contain an overall quotation reflecting these costs, as well.
iii. The consultant will conduct his/her work using his/her own computer & equipment. Other overhead costs related directly to the task, like photocopying of questionnaires, shall be covered by International Medical Corps.
iv. The movement of the consultant and team to and from the field will be facilitated by International Medical Corps.
v. International Medical Corps will provide translators as required.
vi. Final payment to the consultant will be dependent on the completion of all deliverables, as well as handover notes. Skills & Requirements: QUALIFICATIONS:

  1. Significant experience (minimum of 3 years) in conducting similar surveys and assessments
  2. Advance University degree in Nutrition, public health, sociology, anthropology or related discipline. S/he must have strong analytical, negotiating, communication and advocacy skills.
  3. Qualified South Sudanese or International consultant who is fluent in spoken and written English.
  4. The consultant must have a strong background in statistics and data analysis. Familiar with ENA/SMART, Epi info, Epi nut and or any other relevant statistical package for this task.
  5. Excellent reporting and presentation skills.

Responsibilities and Tasks:

  • Manage of grants, contracts and sub grants.
  • Manage the update of new and existing sub-grantees/subcontractors including milestones, outputs, beneficiary numbers and any other document changes that are necessary.

SUMMARY OF RESPONSIBILITIES:
The overall responsibility of the Nutritionist is to supervise the implementation of IMC’s nutrition program including Social Behaviour Change/MCG and CMAM initiatives in the field. Guided by the Nutrition Coordinator, the Nutritionist will ensure timely execution of nutrition program activities based on assessed and verified needs. He/She will also supervise a nutrition team of national staff and community volunteers and provide support in their capacity needs assessment and strengthening. The nutritionist will contribute in developing and implementing nutrition information system to monitor the progress and incorporate lessons within the nutrition program. He/She will help organize regular review meetings to assess progress, issues and undertake steps for further improvement at field level.
SPECIFIC RESPONSIBILITIES:
• Provide sound CMAM technical support to the nutrition staff, adhering to South Sudan IMSAM guidelines and global CMAM protocols.
• Provide synergy to the existing IYCF mother support group (MCG) and Social Behavior Change components as it relates to the realities in South Sudan
• Build the capacity of the national staff, to be able to manage nutrition program (CMAM, IYCF and care group dynamics incorporating the social aspects of Akobo community).
• Ensure efficiency and results-oriented performance in the CMAM and MCG component of the program
• Develop and implement a capacity building plan on the MCG component, infant and young child feeding, and SBC for local project staff and Ministry of Health (MOH) staff
• Document all processes and outputs of capacity building, coordination and management of activities to ensure experiences and lessons are well documented for future reference
• Coordinate with management of acute malnutrition program for referrals between components.
• Work with nutrition team on developing and conducting surveys and evaluations as needed. This could include knowledge, attitudes and practices, SMART and other surveys.
• Prepare an M&E plan for the MCG component and provide weekly and monthly progress updates to the Nutrition Coordinator. S/he will also submit quarterly, mid-term and final technical reports as may be required by the project documents and in a timely manner.
• Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards within International Medical Corps and amongst beneficiaries served by International Medical Corps. PROGRAM BACKGROUND:
International Medical Corps is currently implementing approximately 15 programs across nine sites in South Sudan. Through nearly 50 health facilities in urban and rural areas, International Medical Corps provides basic health care and integrated service provision, from preventative care to emergency surgery. International Medical Corps also runs programs in HIV/AIDS, nutrition, food security, and water and sanitation projects. To address South Sudan’s acute health worker shortage, and foster self-reliance, International Medical Corps trains health professionals and community volunteers.
In addition to the above, International Medical Corps is also providing emergency medical services out of four sites to tens of thousands of people who were displaced by the crisis started from 15th December 2013. Simultaneously, the organization is in the process of increasing its surge capacity and ramping up programming in order to respond to the countrywide emergency humanitarian needs emerging from the conflict erupted in December 2013.
International Medical Corps has been active in South Sudan since 1994, working across five states: Upper Nile, Western Equatoria, Central Equatoria, Western Bahr el Ghazal, and Jonglei, implementing health, nutrition and WASH programmes. In response to the current crisis in South Sudan, International Medical Corps has been awarded funding by ECHO & OFDA a health and nutrition intervention in Awerial, in the Lakes State and Malakal, in Upper Nile State.
JOB SUMMARY:
The Site Manager will lead the implementation of activities in Malakal.
Activities include:
Supervision of International Medical Corps field assessment teams, ensuring proper conduct and information gathering techniques are being upheld.
Direct supervision of field site support staff in collaboration with Medical Doctor and emergency Nurse, and the Programme Manager.

JOB PURPOSE

Key Responsibilities

PROGRAM BACKGROUND
International Medical Corps is currently implementing approximately 15 programs across nine sites in South Sudan. Through nearly 50 health facilities in urban and rural areas, International Medical Corps provides basic health care and integrated service provision, from preventative care to emergency surgery. International Medical Corps also runs programs in HIV/AIDS, nutrition, food security, and water and sanitation projects. To address South Sudan’s acute health worker shortage, and foster self-reliance, International Medical Corps trains health professionals and community volunteers.
In addition to the above, International Medical Corps is also providing emergency medical services out of four sites to tens of thousands of people who were displaced by the crisis started from 15th December 2013. ESSENTIAL RESPONSIBILITIES

  1. Design and lead the implementation of results-oriented interventions based on the approved overall strategy. Interventions may include, but are not limited to, awareness raising events, communication and messaging as well as training of staff and volunteers on good public health practices.

Provide direct oversight to health and hygiene promotion operations in the field including, staff supervision (community mobilisers, outreach workers and the network of house to house volunteers) and direct implementation. This may also include field level coordination of mobilisation activities such as mass and routine immunization campaigns (i.e. Oral Cholera Vaccination Campaign) as well as procurement of culturally and linguistically appropriate IEC materials for distribution.
  4. Oversee IOM health activities in the clinic in the absence of the Health Team Leader.
  5. Supervise periodic training for staff to ensure the quality of messages and full coverage of the population.
  6. Liaise with WASH and Health IOM and Cluster focal points to ensure coordination and integration of key messages such as malaria prevention, Gender Based Violence (GBV) prevention/other protection messages as necessary, good health seeking behaviour.
  7. Establish or strengthen partnerships with other clusters or agencies, where appropriate, to create synergies for raising awareness on the importance of good hygiene practices for health.

BACKGROUND: On December 15, 2013, a wave of politically-motivated violence swept across Juba, South Sudan as members of the national army (SPLA) loyal to former Vice President, Dr. Riak Machar, defected. Heavy fighting ended in Juba on December 17 but has since spread beyond the capital, particularly to parts of Jonglei, Upper Nile and Unity States. What started out as a political disagreement quickly took on ethnic dimensions and devolved into fighting throughout much of the country between the country’s two largest ethnic groups – Dinka and Nuer. This current round of violence has displaced approximately 401,200 people within South Sudan and forced another 83,900 into neighbouring countries, unravelling the new nation and reversing many of the development gains made over the past two years.

South Sudan has been named an agency priority for CRS. In addition to the Country Program’s focus on emergency and development programs in South Sudan, CRS is seeking opportunities to strengthen its support for peacebuilding and reconciliation; and contribute to building an awareness in the international community and global church of the urgent need to help South Sudan transition from its current conflict and violent history.

CRS South Sudan has in recent years benefited from a Business Development Manager to support the Country Program’s growth efforts. The Country Program has a diversified program portfolio covering areas including, agriculture and livelihoods, emergency response and support to IDPs/refugees, justice and peace, and WASH, education and health. Although funding for CRS from the USG and other sources has been strong over the past few years, the Country Program is facing an increasingly competitive donor environment, and capacity to develop high-quality proposals is becoming ever more critical.

JOB SUMMARY: The Business Development Manager will lead the charge for pursuing current and future opportunities for all donors, including USAID, Global Fund, US based foundations and corporate organizations; private US-based donors; as well as non-traditional UN, national organizations and other European donors, with an emphasis on competitive mechanisms. They will lead the process of creating strategic resource acquisition plans, identifying and responding to funding opportunities, and overseeing the donor cultivation cycle. This will include monitoring the evolution of donor regulations, funding mechanisms, and application requirements to ensure the compliance and responsiveness of CRS proposals. As a member of the agency’s broader business development community of practice, they will also provide staff with information and informal training to improve their skills in proposal development, representation to donor and partner organizations, donor and partner intelligence-gathering, and marketing of CRS’ capacities to enhance our competitiveness.

PRIMARY FUNCTION: The Business Development Manager is responsible for identifying and developing new funding relations; researching appropriate future funding opportunities; serving as lead writer as appropriate and proposal development coordinator; identifying and incorporating best practices from CRS and other programs into proposals; developing and maintaining strategic alliances and/or coalitions with other organizations as they pertain to proposal development processes; and building and maintaining relationships with potential, current, and past donors.

SPECIFIC RESPONSIBILITIES: Pre-positioning

  • Stay abreast of trends in new business development and share those within the South Sudan team.
  • Lead the CRS South Sudan internal Growth Working Group.
  • Consult with the CR and HoP closely to prepare a comprehensive plan and budget for growth strategy that draws on resource persons from the CP, partners, the CRS corporate and foundations unit, Major Gift officers as well as other relevant senior regional representatives.
  • Work with appropriate staff to maintain data on past performance and corporate capacity for both publicly- and privately-funded food security awards, in order to provide timely information for proposal submission.
  • Monitor regulatory revisions, proposal guidelines, and application requirements for priority donors together with HQ staff to ensure that new proposals adhere to them.
  • Identify programming ideas and areas of technical excellence with which CRS can cultivate donor interest
  • Support country program to develop appropriate and effective fundraising strategies involving donor research and intelligence, product development, marketing, cultivation, solicitation and stewardship. Marketing may include, but is not limited to, development of fact sheets on all CRS South Sudan sectoral programming initiatives in coordination with relevant staff.
  • Develop/cultivate relationships with for-profit and other organizations to increase CRS’ opportunities for partnering and consortia building for funding opportunities.
  • Act as CRS liaison with Corporations and Foundations unit at HQ keeping them apprised on CRS portfolio, upcoming funding needs, and any contacts made with corporations and foundations.
  • Provide links to broader interagency and donor communities and coordination fora.
  • Develop relationships with USAID, DFID, the UN and other public donor organizations in order to ascertain potential for new funding opportunities. Disseminate information as appropriate. Follow up leads on potential public funding from staff as well as own contacts.
  • Strengthen intelligence and market research to identify potential donors and develop marketing strategy to pursue funding from non-traditional donors (Foundations, Embassies, INGOs, EU, U.N., European, Australian, Canadian and other donor agencies, World Bank etc.).
  • Maintain an up-to-date Intel matrix reflecting donor priorities and upcoming opportunities.
  • Subscribe to and monitor regularly electronic notices for relevant funding opportunities and monitor websites of potential donors for information on priorities, requirements and funding opportunities. Track RFA/Ps as they are published, identify those relevant to CRS programs, determine with CRS Country Representative and Head of Programs when/whether to respond.
  • Explore opportunities for non-traditional resource acquisition and support the country program to develop new institutional relationships with international non-profit and for-profit organizations and other collaborators in the public funding arena.
  • Develop and implement proactive capture plans for upcoming opportunities.
  • Work closely with Regional Business Development Manager and the EARO Business Development Community through communication and coordination of all national and international funding opportunities and trends, detailed monthly tracking reports, capture planning and other strategies to track and influence donor strategies.
  • Provide CRS South Sudan and partner staff with mentoring and training to improve their skills in growth/fundraising and proposal development for external donors. This may include, but is not limited to, facilitation of Resource Mobilization Workshops.

Pursuing Opportunities

  • Work with proposal team to develop and maintain timelines reflecting respective responsibilities of team members and due dates.
  • Support and guide the identification of local and international partners and negotiation of CRS’ role on proposal consortia, ensuring a competitive position for CRS that adheres to the agency’s partnership principles and strategic directions.
  • Lead and coordinate processes and provide direct technical assistance to staff for timely submission of high quality concept notes and proposals that are responsive to and compliant with donor requirements and with CRS technical application and cost application standards.

  • In close collaboration with the Program Units, establish and maintain a process for the program teams to incorporate the lessons learned into proposals
  • Following each proposal development process, develop a process/activity that not only captures the success and challenges, but assures that they are incorporated into future programming.
  • Lead the evaluation of fundraising initiatives undertaken by the country program, compile lessons learned, and make recommendations for similar efforts in the future.
  • Work with program staff to develop effective targeted marketing materials including flyers, presentations, banners, etc.
  • Communicate key marketing messages to donors to raise awareness of CRS’ key programming areas and the CRS brand.

Financial Management and Compliance

  • Ensure business development budget is managed according to donor requirements.

DEPARTMENT/COUNTRY PROGRAM DESCRIPTION/MISSION
The American Refugee Committee (ARC) Sudan Program started in 2004 in response to the emergency needs of some 500,000 war-affected IDPs and host populations in the Tullus and Gereida corridors in South Darfur. In 2014, ARC expanded services into underserved villages in the East Darfur. The overall aim of the program is to improve the well-being of the target populations by addressing their immediate humanitarian needs and contributing to long-term community stabilization.

In conjunction with the Head Office in Khartoum, the field offices in Nyala, South Darfur and Ed Daein, East Darfur support the delivery of primary health care services at 16 rehabilitated community clinics, one reproductive health unit and one BEmOC facility. Water and sanitation services, including the construction/rehabilitation of boreholes, water yards, household and institutional latrines and hygiene promotion messages, are also delivered in over 70 conflict-affected communities. A small agriculture component assists resettling IDPs and host populations with seeds, tools and extension services to grow their own food. ARC programs enable resiliency in rural communities in both regions in the face of recurring conflicts and natural disasters such as drought, flooding and environmental degradation. The goal is to aid transition to early recovery in Darfur, in an equitable and environmentally sustainable manner.

With an annual budget of between $9-12m, the Sudan Program has 10 expatriates and over 370 national staff some of who are seconded from the line Ministries of the Sudan government.

PRIMARY PURPOSE OF THE POSITION
The Health Coordinator is responsible for overseeing and building ARC’s health portfolio in Sudan. The Health Coordinator provides leadership, direct management and technical guidance to the primary and reproductive health team and is accountable for the development and implementation of high quality programs. The Health Coordinator mentors and builds the capacity of staff, establishes clear systems and protocols to ensure services are of quality and meet international and nationally accepted standards. The Health Coordinator also represents ARC at donor meetings, Health Cluster meetings and other inter-agency meetings and contributes to the development and implementation of new programs and services.

MAJOR AREAS OF ACCOUNTABILITY
PRIMARY DUTIES/RESPONSIBILITIES

Technical Guidance and Leadership – 40%

  • Builds the capacity of ARC’s national reproductive and primary health care teams. Facilitate regular trainings for health team members and health personnel to strengthen their skills in areas of clinical service provision, staff management, and routine data collection and reporting.
  • Ensures the availability and utilization of effective systems for primary and reproductive health program planning, implementation and evaluation. Ensures that standard procedures and protocols are practiced. Implement and monitor case management based on existing MoH/WHO guidelines and protocols.
  • In collaboration with the national counterpart, prepares quantitative and qualitative reports of all health activities according to donor and MoH reporting guidelines.

Background

The conflict that broke out in South Sudan on 15th December 2013 has left thousands dead and displaced hundreds of thousands more. Vulnerable populations continue to flee ongoing fighting in South Sudan. Aid organizations are currently supporting people affected by the conflict with clean water, sanitation and emergency food supplies in three affected states (Jonglei, Upper Nile and Unity states).

UNICEF has been responding to the current crisis and reaching Internally Displaced Persons and host communities, especially women and children with information on key life-saving practices. Multiple approaches such as Mass Media, IEC materials, Community Dialogue and through Inter-personal communication are used to promote sustainable behaviours that contribute to the resilience and peace. Intensive steps are also being taken to support the development agenda in the other seven states that less affected by the ongoing crisis. Child Survival and holistic development has been the key area of focus and covers issues such as Immunization, Nutrition, Maternal Health, Childhood Illness, Family separation, GBV, Education and WASH.

Radio is one of the most popular and accessible media tools in South Sudan. The Communication for Development (C4D) unit of the Strategic Communication Section has been producing culturally appropriate key messages for radio programmes, mapping radio networks and developing tools to best utilize the vast radio network within South Sudan for timely and effective delivery of messages to the right audience.

Several partnerships with radio networks have been developed to use radio as a tool for empowerment and social change, to deal with local issues in local languages and cultural contexts, relating to local problems and concerns, and aiming to help communities develop socially and economically.

Justification

The on-going crisis in the country has multiplied the need for reaching out to thousands of vulnerable populations with information on critical life-saving practices. The UNICEF Office is facing a lack of adequate human resources to support the task of radio content production, to manage and supervise radio listener groups and child-to-child programming with its multiple partners and with the specialized skills for radio content development/ programming. There are also several ongoing initiatives in emergency

Communication, WASH, Child Protection, Education and Immunization Campaigns such as Polio and Meningitis A for 2014 that require management and supervision.

Specific tasks expected to be delivered by the consultant under this assignment are:

Content production

· Develop content for radio programmes in collaboration with UNICEF sectoral programmes especially for Immunization initiatives (Polio, Routine Immunization, and Meningitis A), Education, Nutrition, Child Protection and Emergency Communication. The content will be finalized in consultation with the Strategic Communication Section

· Facilitate innovative content production for long-term behavior and social change especially for Health, Nutrition, Education, Resilience and Peacebuilding Initiatives

Partnerships

· Develop relations with media / radio agencies

· Negotiate programs and airtime to support UNICEF behavior and social change efforts

· Liaise with radio agencies to identify potential partnerships, support the section in formalizing the partnership arrangements. The work will range for development of PSAs, infomercials, dramas and other products

· Support the UNICEF office in facilitating radio programmes such as call-in, talk shows and others to promote both “short-term (such as immunization campaigns) and long-term (peacebuilding, Humanitarian Information Services, etc.)

Capacity Building

· Community Radio listener groups

· Co-facilitate training of C4D officers and partners in establishing and managing community radio listener groups

· Develop tools to standardize the process related to content production and management

· Provide technical oversight and take regular field monitoring visits

Time Frame and Work Plan

The duration of the contract will be for 11 months from the date of signing the contract

Expected Background and Experience

· The consultant will be a South Sudanese national experienced Radio Communication professional with similar assignments in South Sudan

· The consultant will possess a relevant degree/diploma with a minimum of two years of training in radio programming

· Proven ability in Mass media and experience in humanitarian response and peacebuilding initiatives

· Ability to assimilate and communicate complex messages in an engaging and child-friendly manner

· Experience working in a conflict/ post-conflict environment desirable

· Experience in development of behavior change content

· Languages: Fluency in English, Juba Arabic; language abilities in other South Sudanese languages will be an advantage

Reporting :The consultant will be reporting to the C4D Specialist, Strategic Communication Section or officer in charge.

General Conditions: Procedures and Logistics

· The Consultant will be provided with the appropriate IT equipment.

· The Consultant will be expected to make arrangements for transportation from and to UNICEF office.

Policy both parties should be aware of:

· Under UNICEF consultancy agreements, a month is defined as 21 working days, and fees are prorated accordingly. Consultants are not paid for weekends or public holidays.

· Consultants are not entitled to payment of overtime. All remuneration must be within the contract agreement.

· No contract may commence unless the contract is signed by both UNICEF and the consultant. For international consultants outside the duty station, signed contracts must be sent by fax or email. A signed contract copy or written agreement must be received by the office before a Travel Authorization is issued.

· No consultant may travel without a signed travel authorization prior to the commencement of the journey to the duty station.

· UNICEF will buy the tickets of the consultant. In exceptional cases, the consultant may be authorized to buy their travel tickets and shall be reimbursed at the “most economical and direct route” but this must be agreed to beforehand.

· Consultants will not have supervisory responsibilities or authority on UNICEF budgets.

· Consultant will be required to sign the Health statement for consultants/Individual contractor prior to taking up the assignment, and to document that they have appropriate health insurance, including Medical Evacuation.

· The Form 'Designation, change or revocation of beneficiary' must be completed by the consultant upon arrival, at the HR Section.
