Background
The conflict that broke out in South Sudan on 15th December 2013 has left thousands dead and displaced hundreds of thousands more. Vulnerable populations continue to flee ongoing fighting in South Sudan. Aid organizations are currently supporting people affected by the conflict with clean water, sanitation and emergency food supplies in three affected states (Jonglei, Upper Nile and Unity states).
UNICEF has been responding to the current crisis and reaching Internally Displaced Persons and host communities, especially women and children with information on key life-saving practices. Multiple approaches such as Mass Media, IEC materials, Community Dialogue and through Inter-personal communication are used to promote sustainable behaviours that contribute to the resilience and peace. Intensive steps are also being taken to support the development agenda in the other seven states that less affected by the ongoing crisis. Child Survival and holistic development has been the key area of focus and covers issues such as Immunization, Nutrition, Maternal Health, Childhood Illness, Family separation, GBV, Education and WASH.
Radio is one of the most popular and accessible media tools in South Sudan. The Communication for Development (C4D) unit of the Strategic Communication Section has been producing culturally appropriate key messages for radio programmes, mapping radio networks and developing tools to best utilize the vast radio network within South Sudan for timely and effective delivery of messages to the right audience.
Several partnerships with radio networks have been developed to use radio as a tool for empowerment and social change, to deal with local issues in local languages and cultural contexts, relating to local problems and concerns, and aiming to help communities develop socially and economically.
Justification
The on-going crisis in the country has multiplied the need for reaching out to thousands of vulnerable populations with information on critical life-saving practices. The UNICEF Office is facing a lack of adequate human resources to support the task of radio content production, to manage and supervise radio listener groups and child-to-child programming with its multiple partners and with the specialized skills for radio content development/ programming. There are also several ongoing initiatives in emergency
Communication, WASH, Child Protection, Education and Immunization Campaigns such as Polio and Meningitis A for 2014 that require management and supervision.
Specific tasks expected to be delivered by the consultant under this assignment are:
Content production
· Develop content for radio programmes in collaboration with UNICEF sectoral programmes especially for Immunization initiatives (Polio, Routine Immunization, and Meningitis A), Education, Nutrition, Child Protection and Emergency Communication. The content will be finalized in consultation with the Strategic Communication Section
· Facilitate innovative content production for long-term behavior and social change especially for Health, Nutrition, Education, Resilience and Peacebuilding Initiatives
Partnerships
· Develop relations with media / radio agencies
· Negotiate programs and airtime to support UNICEF behavior and social change efforts
· Liaise with radio agencies to identify potential partnerships, support the section in formalizing the partnership arrangements. The work will range for development of PSAs, infomercials, dramas and other products
· Support the UNICEF office in facilitating radio programmes such as call-in, talk shows and others to promote both “short-term (such as immunization campaigns) and long-term (peacebuilding, Humanitarian Information Services, etc.)
· Technically monitor partners and provide feedback on the quality of the radio programmes. Review liquidations technically for processing of payments.
Capacity Building
· Behaviour Change Communication (BCC) Radio Initiative
· With Supervisor, co-facilitate radio design workshop in Lakes State on BCC Radio initiative.
· Support C4D officer/s with technical input for the BCC radio initiative.
· Take monthly field visits to ensure proper integration of technical message and quality of production to Lakes State.
· Community Radio listener groups
· Co-facilitate training of C4D officers and partners in establishing and managing community radio listener groups
· Develop tools to standardize the process related to content production and management
· Provide technical oversight and take regular field monitoring visits
Time Frame and Work Plan
The duration of the contract will be for 11 months from the date of signing the contract
Expected Background and Experience
· The consultant will be a South Sudanese national experienced Radio Communication professional with similar assignments in South Sudan
· The consultant will possess a relevant degree/diploma with a minimum of two years of training in radio programming
· Proven ability in Mass media and experience in humanitarian response and peacebuilding initiatives
· Ability to assimilate and communicate complex messages in an engaging and child-friendly manner
· Experience working in a conflict/ post-conflict environment desirable
· Experience in development of behavior change content
· Languages: Fluency in English, Juba Arabic; language abilities in other South Sudanese languages will be an advantage
Reporting :The consultant will be reporting to the C4D Specialist, Strategic Communication Section or officer in charge.
General Conditions: Procedures and Logistics
· The Consultant will be provided with the appropriate IT equipment.
· The Consultant will be expected to make arrangements for transportation from and to UNICEF office.
Policy both parties should be aware of:
· Under UNICEF consultancy agreements, a month is defined as 21 working days, and fees are prorated accordingly. Consultants are not paid for weekends or public holidays.
· Consultants are not entitled to payment of overtime. All remuneration must be within the contract agreement.
· No contract may commence unless the contract is signed by both UNICEF and the consultant. For international consultants outside the duty station, signed contracts must be sent by fax or email. A signed contract copy or written agreement must be received by the office before a Travel Authorization is issued.
· No consultant may travel without a signed travel authorization prior to the commencement of the journey to the duty station.
· UNICEF will buy the tickets of the consultant. In exceptional cases, the consultant may be authorized to buy their travel tickets and shall be reimbursed at the “most economical and direct route” but this must be agreed to beforehand.
· Consultants will not have supervisory responsibilities or authority on UNICEF budgets.
· Consultant will be required to sign the Health statement for consultants/Individual contractor prior to taking up the assignment, and to document that they have appropriate health insurance, including Medical Evacuation.
· The Form 'Designation, change or revocation of beneficiary' must be completed by the consultant upon arrival, at the HR Section.
